    Some like it hot – and some like it hotter, still.

    When it comes to the world’s best spicy dishes, we have some of the world’s hottest peppers to thank, along with incredible layers of flavor and a long, spice-loving human history.

    “Spicy food, or at least spiced foods, clearly predates the idea of countries and their cuisine by a very, very long time,” says Indian author Saurav Dutt, who is writing a book about the spiciest foods on the Indian subcontinent.

    “Every spicy ingredient has a wild ancestor,” he says. “Ginger, horseradish, mustard, chiles and so on have predecessors which led to their domestication.”

    Hunter-gatherer groups historically made use of various wild ingredients to flavor their foods, Dutt says, and there are many ingredients all over the world that can lend a spicy taste to a dish or stand on their own.

    Peppers – a headliner for heat – are rated on the Scoville Heat Units scale, which measures capsaicin and other active components of chile peppers. By that measure, the Carolina Reaper is among the hottest in the world, while habaneros, Scotch bonnets and bird’s eye chiles drop down a few rungs on the mop-your-brow scale.

    Redolent with ghost peppers, Scotch bonnets, serranos, chiltepin peppers, mouth-numbing Sichuan peppercorns and more, the following spicy dishes from around the world bring the heat in the most delicious way.

    Ata rodo – Scotch bonnet pepper – brings the fire to Nigeria’s famous spicy soup. Egusi is made by pounding the seeds from the egusi melon, an indigenous West African fruit that’s related to the watermelon.

    In addition to being protein-packed, the melon’s seeds serve to thicken and add texture and flavor to the soup’s mix of meat, seafood and leafy vegetables. Pounded yams are often served alongside this dish, helping to temper the scorch of the Scotch bonnets.

    “The joy of this dish is not only the delightful warming ingredients of cinnamon, cloves, star anise and, of course, the Sichuan peppercorns, but the fact that you can cook exactly what you like in the bubbling spicy broth,” says British-born Chinese chef Kwoklyn Wan, author of “The Complete Chinese Takeout Cookbook.”

    Duck, seafood, chicken, pork, lamb and seasonal vegetables are all fair game for tossing into the pot to simmer in a mouth-numbing broth made with Sichuan peppercorns and dried Sichuan peppers for serious kick (the dipping sauce served on the side often has chile paste, too).

    Also known as Chongqing hot pot, the dish is said to have originated as a popular food among Yangtze River boatmen. It’s enjoyed by those who can handle its heat all over China, not to mention elsewhere around the world.

    Som tam, Thailand

    A green papaya salad with a fiery kick.

    From northeastern Thailand’s spice-loving Isaan province, this fresh and fiery salad is a staple dish at Thai restaurants around the world and is also popular in neighboring Laos.

    Som tam turns to green (unripe) papaya for its main ingredient, which is usually julienned or shredded for the salad. The papaya is then tossed with long beans or green beans and a mix of flavorful Asian essentials that include tamarind juice, dried shrimp, fish sauce and sugar cane paste, among other ingredients. Thai chiles, also called bird’s eye chiles, give the salad its requisite kick.

    Piri-piri chicken, Mozambique and Angola

    The Portuguese introduced this spicy dish also known as peri-peri chicken into Angola and Mozambique as far back as the 15th century, when they mixed African chiles with European ingredients (piri-piri means “pepper pepper” in Swahili). And it’s the perky red pepper of the same name that brings the spiciness to this complex, layered and delicious dish.

    Piri-piri chicken’s poultry cuts are marinated in chiles, olive oil, lemon, garlic and herbs such as basil and oregano for a fiery flavor that blends salty, sour and sweet. The dish is also popular in Namibia and South Africa, where it’s often found on the menu in Portuguese restaurants.

    The glossy red hues dancing on a plate of this popular pork dish, a version of which hails from Mao Zedong’s home province, give a hint about the mouth experience to come. The dish was apparently a favorite of the communist leader, who requested his chefs in Beijing prepare it for him.

    Chairman Mao’s braised pork belly – called Mao shi hong shao rou in China – is often served as the main dish for sharing at a family table and is made by braising chunks of pork belly with soy sauce, dried chiles and spices.

    “It is a very delicious and moreish dish due to the caramelized sugar and dark soy sauce being reduced and all the aromatics (that coat the pork belly),” wrote BBC “Best Home Cook” winner Suzie Lee, author of “Simply Chinese,” in an email to CNN Travel.

    Scotch bonnet peppers give jerk chicken its heat.

    Jamaica’s favorite pepper is the Scotch bonnet, beloved not just for its spiciness but for its aroma, colors and flavor, too, says Mark Harvey, content creator and podcaster at Two On An Island, who was born in Spanish Town, Jamaica.

    “For Jamaicans, the degree of spiciness starts at medium for children and goes up to purple hot,” he says, explaining that the peppers come in green, orange, red and purple hues, growing increasingly spicy in that order.

    Scotch bonnets star in several of the island’s iconic dishes, including escovitch fish, pepper pot soup and curry goat. But you might recognize them most from the ubiquitous jerk chicken and pork smoking roadside everywhere from Montego Bay to Boston Bay, where meat prepared with the peppery marinade is cooked the traditional way, atop coals from pimento tree wood (the tree’s allspice berries are also used in the jerk marinade).

    Popular on the Indonesian islands of Bali and Lombok, in particular, this whole chicken dish is stuffed with an intensely aromatic spice paste (betutu) that usually includes a mashup of fresh hot chile peppers, galangal (a root related to ginger), candlenuts, shallots, garlic, turmeric and shrimp paste, among other ingredients.

    The chicken is then wrapped in banana leaves and steamed, bringing the aromatics out all the more and flavoring the chicken to the max. Best shared, ayam betutu is often presented at religious ceremonies in Bali, but you’ll find it at restaurants specializing in it throughout the islands, too.

    Spicy wings are an American sports bar staple.

    Beer and buffalo chicken wings are as American as, well, hamburgers. And if you’re not eating them alongside a pile of celery sticks and a ramekin of dunking sauce – traditionally blue cheese dip, but ranch works, too – you’re missing half the picture.

    A sports bar staple at chain restaurants such as Buffalo Wild Wings and more refined outposts, too, from Alaska to Maine, “wings” are actually made up of the wing parts called drumettes and wingettes, which have the most meat.

    Buffalo wings, said to have been invented in a bar in Buffalo, New York, in 1964, are among the spiciest preparations (other popular variations include teriyaki wings and honey garlic wings). Make them as fiery as you like using a sauce that includes cayenne pepper, butter, vinegar, garlic powder and Worcestershire sauce.

    A relative of ceviche, this Mexican dish traditionally gets its fire from chiltepín peppers.

    Similar to ceviche but with more bite, this raw marinated shrimp dish from the western Mexican state of Sinaloa (and a staple along the Baja Peninsula, too) tastes as good as it looks.

    Tiny but mighty chiltepín peppers (they look like bright little berries), grown throughout the United States and Mexico, make the spicy magic happen in shrimp aguachiles, which means “pepper water.” If you can’t find those, serrano and jalapeño peppers also do the trick.

    Marinate the raw shrimp with ingredients including lime juice, cilantro, red onion and cucumber and enjoy with crispy tostadas.

    Pad ka prao, Thailand

    A go-to dish when you want something satisfying – but with kick – pad ka prao is a mealtime staple in Thailand, where you’ll find it on offer at street-side stalls and restaurants everywhere from Bangkok to the islands.

    Considered the Thai equivalent of a sandwich or a burger, the dish is a mix of ground pork, spicy Thai chile peppers and holy basil and can be ordered as spicy as you like. Many locals believe it’s best topped with a fried egg with a runny yolk.

    Beef rendang, Indonesia and Malaysia

    A fiery favorite that originated in West Sumatra, versions of beef rendang are also enjoyed in Indonesia’s neighboring countries, including Malaysia and Brunei, as well as the Philippines.

    This flavorful dry curry dish calls on kaffir lime leaves, coconut milk, star anise and red chile, among other spices, to deliver its complexity. It’s often presented to guests and served during festive events.

    The fermented cabbage dish kimchi might be the spicy Korean dish that first comes to mind, but when you want some extra kick, dakdoritang does the trick.

    Comfort food to the max, the chicken stew doubles down on its spiciness with liberal doses of gochugaru (Korean chile powder) and gochujang (Korean chile paste) mixed with rice wine, soy sauce, garlic, ginger and sesame oil in a braising sauce that packs the bone-in chicken pieces with flavor. It’s often served with carrots, onions and potatoes.

    Phaal Curry, Birmingham, England (via Bangladesh)

    This tomato-based British-Asian curry invented in Birmingham, England, curry houses by British Bangladeshi restaurateurs is thought to be one of the spiciest curries in the world.

    “Typically the sauce has a tomato base with ginger, fennel seeds and copious amounts of chile, habanero or Scotch bonnet, peppers,” says Indian author Saurav Dutt.

    As many as 10 pepper types may find their way into phaal curry, he says, including bird’s eye chiles and the bhut jolokia (also known as the ghost pepper, it’s one of the world’s hottest peppers). Even hotter than vindaloo, this dish will absolutely light your mouth up.

    This classic Roman pasta dish’s name gives you an idea of what to expect. “Arrabbiata” means “angry” in Italian. And penne all’arrabbiata pairs the relatively plain penne pasta with fiery flavors from the sauce (sugo all’arrabbiata) in which it’s slathered.

    “The peperoncino (red chile pepper) is what makes this sauce ‘angry’ (arrabbiata) or spicy,” Chris MacLean of Italy-based Open Tuesday Wines said via email.

    To tame the angry peppers in this garlic and tomato-based dish with a good glass of red wine, MacLean says to pair penne all’arrabbiata with a Cesanese, also from Rome’s Lazio region, with its crisp fruit and light tannins.

    “A wine that’s heavy in oak or alcohol would turn up the heat (in the dish) in your mouth and render the wine tasteless,” he warns.

    Chicken is simmered with roasted spices and coconut in this flavorful dish.

    “There’s a saying in South India that you are lucky to ‘eat like a Chettiar,’ ” says Dutt, referring to the Tamil-speaking community in India’s southern Tamil Nadu state credited with creating this spicy dish.

    “Like this chicken dish, the traditional Chettinad dishes mostly used locally sourced spices like star anise, pepper, kalpasi (stone flower) and marati mokku (dried flower pods),” he says.

    The chicken pieces are simmered in a medley of roasted spices and coconut, and it is traditionally served with steamed rice or the thin South Indian pancakes called dosa, fried chapati or naan.

    This Ethiopian dish leans on the fiery berbere spice blend.

    The fiery Ethiopian spice blend called berbere – aromatic with chile peppers, basil, cardamom, garlic and ginger – is instrumental to the flavor chorus that’s doro wat, Ethiopia’s much-loved spicy chicken stew.

    Topped with boiled eggs, the dish almost always finds a place at the table during weddings, religious holidays and other special occasions and family gatherings. If you’re invited to try it in Ethiopia at such an event, consider yourself very lucky indeed.

    Mouth-numbing Sichuan peppercorns bring the X-factor to this popular dish from China’s Sichuan province, which mixes chunks of silken tofu with ground meat (pork or beef) and a spicy fermented bean paste called doubanjiang.

    Mapo tofu’s fiery red color might as well be a warning to the uninitiated – Sichuan cuisine’s defining flavor, málà, has a numbing effect on the mouth called paresthesia that people tend to love or hate.

    A Portuguese-influenced dish from India’s southwestern state of Goa, vindaloo was not originally meant to be spicy, says Dutt. “It originally contained pork, potatoes (aloo) and vinegar (vin), giving you the name,” he says.

    But when the dish was exported to curry houses in the United Kingdom that were mostly run by Muslim Bangladeshi chefs, Dutt says, pork was replaced with beef, chicken or lamb and the dish evolved into a spicier hot curry.

    Ghost pepper flakes and Scotch bonnet peppers are among the peppers giving the dish its scorching taste. But in Goa, you can still find versions of the dish that swing more on the side of milder spices such as cinnamon and cardamom.

    Senegalese cooks are also big fans of Scotch bonnet peppers, named for their resemblance to the Scottish tam o’ shanter hat. And their spice-giving goodness is deployed liberally in one of the West African country’s favorite dishes, the spicy tomato and peanut or groundnut-based stew called mafé.

    Usually made with beef, lamb or chicken, the stew is made even heartier with potatoes, carrots and other root vegetables for one filling feed. Mafé is popular in other West African countries, too, including Mali and Gambia, and it can also be prepared without meat.

    Synonymous with watching the Super Bowl or hunkering down on a cold night, chili is a spicy American staple where you can opt to ratchet up the heat as much as you like.

    There are basically two pure forms of American chili – with or without beans (usually red kidney beans) – says Chef Julian Gonzalez of Sawmill Market in Albuquerque, New Mexico. In Texas, he explains, chili traditionally doesn’t have beans, which puts the focus on the spices and chiles used to flavor it, and he goes with that approach himself.

    “Traditionally chili is seasoned with chili powder, cumin and paprika,” Gonzalez says. From there, you can use other ingredients to make your recipe unique. Adding cayenne pepper is one way to turn up the heat.

    At his restaurant Red & Green, which serves New Mexican cuisine, Gonzalez’s green chile stew, made with pork and no beans, is seasoned with a mix of roasted green New Mexican hatch chiles (half mild and half with heat), onion and garlic powder.

    Russia’s invasion of Ukraine caused deep disruptions in the global food supply, raising prices and increasing the risk of food insecurity in poorer nations in the Middle East and North Africa, America’s top spy agency said in an unclassified report released by Congress on Wednesday.

    The direct and indirect effects of the war “were major drivers of one of the most disruptive periods in decades for global food security,” the eight-page report found – in large part because Ukraine and Russia were among the world’s largest pre-war exporters of grain and other agricultural products.

    Although food security concerns have abated since the start of this year, according to the report, the future trajectory of global food prices likely will depend in part on what happens with the Black Sea Grain Initiative, which Russia ended in July. The deal, facilitated by the United Nations, had allowed Ukrainian agricultural shipments to safely exit Black Sea ports and reach the international market.

    How much acreage Ukraine is able to cultivate as the war continues to rage and the cost and availability of fertilizers will also have an impact on global food prices, the report found. Global fertilizer prices reached near-record levels in mid-2022 as global oil and natural gas prices rose.

    “The combination of high domestic food prices and historic levels of sovereign debt in many countries – largely caused by spending and recessionary effects of the COVID-19 pandemic – has weakened countries’ capacity to respond to heightened food insecurity risks,” the report said. “These factors probably will undermine the capacity of many poor countries to provide sufficient and affordable food to their population through the end of the year.”

    Droughts last year in Canada, the Middle East, South America and the United States also compounded the war-related stress on global food supplies, according to the report.

    Intelligence officials have accused Russia in the past of weaponizing food supplies by blocking Ukrainian exports, destroying infrastructure and occupying Ukrainian agricultural land.

    Citing satellite imagery and open-source reporting, the report said that Russia stole nearly 6 million tons of Ukrainian wheat harvested from occupied territories in 2022. Cargo ships used to transport the stolen grain out of Russian-occupied territories in 2022 would steer along the coast of Turkey to deliver shipments to ports in Syria, Israel, Iran, Georgia and Lebanon, the report said.

    “We cannot confirm if the buyers of the Russian cargoes were aware of the grains’ Ukrainian origin,” the report said.

    The report was mandated by the annual intelligence authorization bill and released by the House Intelligence Committee.

    “This report casts light on the war’s broader disruption to global food security and reveals how (Russian President Vladimir) Putin has intentionally used food security and the threat of starvation as a negotiating chip,” committee leaders Reps. Mike Turner and Jim Himes said in a statement. “Russia’s recent refusal to renew the Black Sea Grain Initiative will worsen this crisis, driving vulnerable nations into food shortages that could leave millions struggling to eat.”

    Satish Kumar sits in front of his submerged rice paddy in India’s Haryana state, looking despairingly at his ruined crops.

    “I’ve suffered a tremendous loss,” said the third generation farmer, who relies solely on growing the grain to feed his young family. “I will not be able to grow anything until November.”

    The newly planted saplings have been underwater since July after torrential rain battered northern India, with landslides and flash floods sweeping through the region.

    Kumar said he has not seen floods of this scale in years and has been forced to take loans to replant his fields all over again. But that isn’t the only problem he’s facing.

    Last month, India, which is the world’s largest exporter of rice, announced a ban on exporting non-basmati white rice in a bid to calm rising prices at home and ensure food security. India then followed with more restrictions on its rice exports, including a 20% duty on exports of parboiled rice.

    The move has triggered fears of global food inflation, hurt the livelihoods of some farmers and prompted several rice-dependent countries to seek urgent exemptions from the ban.

    More than three billion people worldwide rely on rice as a staple food and India contributed to about 40% of global rice exports.

    Economists say the ban is just the latest move to disrupt global food supplies, which has suffered from Russia’s invasion of Ukraine as well as weather events such as El Niño.

    They warn the Indian government’s decision could have significant market reverberations with the poor in Global South nations in particular bearing the brunt.

    And farmers like Kumar say market price rises caused by poor harvests doesn’t result in a windfall for them either.

    “The ban is going to have an adverse effect on all of us. We won’t get a higher rate if rice isn’t exported,” Kumar said. “The floods were a death blow to us farmers. This ban will finish us.”

    The abrupt announcement of the export ban triggered panic buying in the United States, following which the price of rice soared to a near 12-year high, according to the United Nations Food and Agriculture Organization.

    It does not apply to basmati rice, which is India’s best-known and highest quality variety. Non-basmati white rice however, accounts for about 25% of exports.

    India wasn’t the first country to ban food exports to ensure enough supply for domestic consumption. But its move, coming just one week after Russia pulled out of the Black Sea grain deal — a crucial pact that allowed the export of grain from Ukraine — contributed to global concerns about the availability of grain staples and whether millions would go hungry.

    “The main thing here is that it is not just one thing,” Arif Husain, chief economist at the United Nations World Food Programme (WFP) told CNN. “[Rice, wheat and corn crops] make up bulk of the food which poor people around the world consume.”

    Nepal has seen rice prices surge since India announced the ban, according to local media reports, and rice prices in Vietnam are the highest they have been in more than a decade, according to customs data.

    Thailand, the world’s second largest rice exporter after India, has also seen domestic rice prices jump significantly in recent weeks, according to data from the Thai Rice Exporters Association.

    Countries including Singapore, Indonesia and the Philippines, have appealed to New Delhi to resume rice exports to their nations, according to local Indian media reports. CNN has reached out to India’s Ministry of Agriculture but has not received a response.

    The International Monetary Fund (IMF) has encouraged India to remove the restrictions, with the organization’s chief economist, Pierre-Olivier Gourinchas, telling reporters last month that it was “likely to exacerbate” the uncertainty of food inflation.

    “We would encourage the removal of these types of export restrictions because they can be harmful globally,” he said.

    Now, there are fears that the ban has the world market bracing for similar actions by rival suppliers, economists warn.

    “The export ban is happening at a time when countries are struggling with high debt, food inflation, and declining depreciating currencies,” Husain from the WFP said. “It’s troubling for everyone.”

    Indian farmers account for nearly half of the country’s workforce, according to government data, with rice paddy mainly cultivated in central, southern, and some northern states.

    Summer crop planting typically starts in June, when monsoon rains are expected to begin, as irrigation is crucial to grow a healthy yield. The summer season accounts for more than 80% of India’s total rice output, according to Reuters.

    This year, however, the late monsoon arrival led to a large water deficit up until mid-June. And when the rains finally arrived, it drenched swathes of the country, unleashing floods that caused significant damage to crops.

    The heavy floods have affected the country's farmers.

    Surjit Singh, 53, a third generation farmer from Harayana said they “lost everything” after the rains.

    “My rice crops have been ruined,” he said. “The water submerged about 8-10 inches of my crops. What I planted (in early June) is gone… I will see a loss of about 30%.”

    The World Meteorological Organization last month warned that governments must prepare for more extreme weather events and record temperatures, as it declared the onset of the warming phenomenon El Niño.

    El Niño is a natural climate pattern in the tropical Pacific Ocean that brings warmer-than-average sea-surface temperatures and has a major influence on weather across the globe, affecting billions of people.

    The impact has been felt by thousands of farmers in India, some of whom say they will now grow crops other than rice. And it doesn’t just stop there.

    India's rice stock is piling up as a result of the ban.

    At one of New Delhi’s largest rice trading hubs, there are fears among traders that the export ban will cause catastrophic consequences.

    “The export ban has left traders with huge amounts of stock,” said rice trader Roopkaran Singh. “We now have to find new buyers in the domestic market.”

    But experts warn the effects will be felt far beyond India’s borders.

    “Poor countries, food importing countries, countries in West Africa, they are at the highest risk,” said Husain from the WFP. “The ban is coming on the back of war and a global pandemic… We need to be extra careful when it comes to our staples, so that we don’t end up unnecessarily rising prices. Because those increases are not without consequences.”

    Looking at an upcoming Supreme Court term from the vantage point of the first Monday in October rarely tells the full story of what lies ahead, but the docket already includes major cases concerning the intersection between the First Amendment and social media, gun rights, racial gerrymandering and the power of the executive branch when it comes to regulation.

    The court will still determine if it will hear oral arguments on issues such as medication abortion and transgender rights, not to mention the possibility of a flurry of emergency requests related to the 2024 election.

    Here are some of the key cases on which the court will hear oral arguments this term:

    After the Supreme Court issued a major decision last year expanding gun rights nationwide, lower courts began reconsidering hundreds of firearms regulations across the country under the new standard crafted by Justice Clarence Thomas that a gun law passes legal muster only if it is rooted in history and tradition.

    On the heels of that decision, a federal appeals court invalidated a federal law that bars an individual who is subject to a domestic violence restraining order from possessing a firearm. That law, the 5th US Circuit Court of Appeals ruled, “is an outlier that our ancestors would never have accepted.”

    The Biden administration has appealed, saying the ruling “threatens grave harms for victims of domestic violence.”

    In 2019, nearly two-thirds of domestic homicides in the United States were committed with a gun, according to Everytown for Gun Safety.

    Lawyers for Zackey Rahimi, a man who was prosecuted under the law in 2020 after a violent altercation with his girlfriend, have urged the justices to let the lower court opinion stand, arguing in part that there is no law from the founding era comparable to the statute at hand.

    Racial gerrymandering: South Carolina congressional maps

    Justices will consider a congressional redistricting plan drawn by South Carolina’s Republican-controlled legislature in the wake of the 2020 census. Critics say it was designed with discriminatory purpose and amounts to an illegal racial gerrymander.

    The case focuses the court’s attention once again on the issue of race and map drawing and comes after the court ordered Alabama to redraw the state’s congressional map last term to account for the fact that the state is 27% black. The decision, penned by Chief Justice John Roberts, surprised liberals who feared the court was going to make it harder for minorities to challenge maps under Section 2 of the historic Voting Rights Act.

    In the latest case, the South Carolina State Conference of the NAACP and a Black voter named Taiwan Scott, are challenging the state’s congressional District 1 that is located along the southeastern coast and is anchored in Charleston County. Although the district consistently elected Republicans from 1980 to 2016, in 2018 a Democrat was elected in a political upset, though a Republican recaptured the seat in 2020.

    The person who devised the map has testified that he was instructed to make the district “more Republican leaning,” but that he did not consider race. He did, however, acknowledge that he examined racial data after drafting each version and that the Black voting age population of the district was likely viewed during the drafting process.

    A three-judge district court panel struck down the plan in January, saying that race had been the predominant motivating factor. “To achieve a target of 17% African American population,” the court said, “Charleston County was racially gerrymandered and over 30,000 African Americans were removed from their home district.”

    Expert explains why Justice Thomas’ gifts from wealthy friends are problematic

    In the latest attack against the so-called administrative state, the justices are considering whether to overturn decades old precedent to scale back the power of federal agencies, impacting how the government tackles issues such as climate change, immigration, labor conditions and public health.

    At issue is an appeal from herring fishermen in the Atlantic who say the National Marine Fisheries Service does not have the authority to require them to pay the salaries of government monitors who ride aboard the fishing vessels.

    In agreeing to hear the case, the justices signaled they will reconsider a 1984 decision – Chevron v. Natural Resources Defense Council – that sets forward factors to determine when courts should defer to a government agency’s interpretation of the law. First, they examine a statute to see if Congress’ intent is clear. It if is – then the matter is settled. But if there is ambiguity – the court defers to the agency’s expertise.

    Solicitor General Elizabeth Prelogar told the justices that the agency was acting within the scope of its authority under the Magnuson-Stevens Fishery Conservation and Management Act and said the fishermen are not responsible for all the costs. The regulation was put in place to combat overfishing of the fisheries off the coasts of the US.

    Representing the fishermen, former Solicitor General Paul Clement argues that the government exceeded its authority and needs direct and clear congressional authorization to make such a demand. “The ‘net effect’ of Chevron,” Clement said, is that it “incentives a dynamic where Congress does far less than the Framers anticipated, and the executive branch is left to do far more by deciding controversial issues via regulatory fiat”

    For the second time in recent years, the court is taking aim at a watchdog agency created to combat unfair and deceptive practices against consumers, in a case that could deal a fatal blow to the future of the agency and send reverberations throughout the financial services industry.

    At the center of the case at hand is the Consumer Financial Protection Bureau – an independent agency set up in the wake of the 2008 financial meltdown that works to monitor the practices of lenders, debt collectors and credit rating agencies.

    Congress chose to fund the CFPB from outside the annual appropriations process to ensure its independence. As such, the agency receives its funding each year from the earnings of the Federal Reserve System. But the conservative 5th US Circuit Court of Appeals held last year that the funding scheme violates the Appropriations Clause of the Constitution, that, the court said “ensures Congress’ “exclusive power over the federal purse.”

    According to the CFPB, the agency has obtained more than $18.9 billion in ordered relief, including restitution and canceled debts, for more than 195 million consumers, and more than $4.1 billion in penalties, in actions brought by the agency against financial institutions and individuals that have broken federal consumer financial protection laws.

    A handful of other agencies have similar funding schemes including the Federal Reserve, the Federal Deposit Insurance Corporation and the Office of the Comptroller of the Currency.

    Three years ago, the Supreme Court limited the independence of the CFPB by invalidating its leadership structure. A 5-4 court held that the structure violated the separation of powers because the president was restricted from removing the director, even if they had policy disagreements.

    Agency regulatory authority: Securities and Exchange Commission

    The justices are looking at the in-house enforcement proceedings of the US Securities and Exchange Commission in another case that invites the conservative majority to pare back the regulatory authority of federal agencies.

    The court’s decision could impact whether the SEC and other agencies can conduct enforcement proceedings in-house, using administrative courts staffed with agency employees, or whether such actions must be brought in federal court.

    On one side are critics of such agency courts who argue that they allow federal employees to serve as prosecutors, judges and jury, issuing rulings that could particularly hurt small businesses. On the other side are those who point out that several agencies, including the Social Security Administration, have such internal proceedings because the topics are often complex and the agency has more expertise than a federal judge.

    The case arose in 2013 after the SEC brought an enforcement action against George Jarkesy, who had established two hedge funds with his advisory firm, Patriot28, for securities fraud.

    The 5th Circuit ruled that the SEC’s proceedings deprive individuals of their Seventh Amendment right to a civil jury. In addition, the court said that Congress had improperly delegated legislative power to the SEC, which gave the agency unconstrained authority at times to choose the in-house administrative proceeding rather than filing suit in district court.

    In December, the court will examine the historic multibillion-dollar Purdue Pharma bankruptcy settlement with several states that would ultimately offer the Sackler family broad protection from OxyContin-related civil claims.

    Until recently, Purdue was controlled by the Sackler family, who withdrew billions of dollars from the company before it filed for bankruptcy. The family has now agreed to contribute up to $6 billion to Purdue’s reorganization fund on the condition that the Sacklers receive a release from civil liability.

    The Biden administration, representing the US Trustee, the executive branch agency that monitors the administration of bankruptcy cases, has called the plan “exceptional and unprecedented” in court papers, noting that lower courts have divided on when parties can be released from liability for actions that caused societal harm.

    “The plan’s release ‘absolutely, unconditionally, irrevocably, fully, finally, forever and permanently releases’ the Sacklers from every conceivable type of opioid-related civil claim – even claims based on fraud and other forms of willful misconduct that could not be discharged if the Sacklers filed for bankruptcy in their individual capacities,” Prelogar argued in court papers.

    For the second year running, the justices will leap into the online moderation debate and decide whether states can essentially control how social media companies operate.

    If upheld, laws from Florida and Texas could open the door to more state legislation requiring platforms such as Facebook, YouTube and TikTok to treat content in specific ways within certain jurisdictions – and potentially expose the companies to more content moderation lawsuits.

    It could also make it harder for platforms to remove what they determine is misinformation, hate speech or other offensive material.

    “These cases could completely reshape the digital public sphere. The question of what limits the First Amendment imposes on legislatures’ ability to regulate social media is immensely important – for speech, and for democracy as well,” said Jameel Jaffer, the executive director of Columbia University’s Knight First Amendment Institute, in a statement.

    “It’s difficult to think of any other recent First Amendment cases in which the stakes were so high,” Jaffer added.

    Sharks have been made villains in most stories, whether it’s fact or fiction. But as the planet’s climate and oceans rapidly change, these boneless, aquatic, apex predators are also misunderstood victims — under severe environmental pressure yet historically capable of incredible adaptation.

    Sharks are among the most endangered marine animals on the planet, with 37% of the world’s shark and ray species threatened with extinction, primarily due to overfishing, coupled with habitat loss and the climate crisis, according to the International Union for Conservation of Nature Red List.

    And as ocean temperatures climb, researchers say many sharks are beginning to change their behaviors — shifting where they live, what they eat and how they reproduce — which could cause cascading effects for the rest of the marine ecosystem.

    “Sharks and rays are fascinating species that have been misunderstood and underappreciated for far too long,” Heike Zidowitz, shark and ray expert at the World Wildlife Fund-Germany, told CNN, noting that they are essential for the health of the oceans.

    “If these beautiful animals were to be wiped out from our oceans, it would not only be a heartbreaking loss, it would trigger ocean imbalances with ecosystem consequences that we cannot yet imagine.”

    The oceans are heating to record levels this year — a shocking temperature increase that shows no sign of ceasing. Rising ocean surface temperatures began to alarm scientists in March. Temperatures then skyrocketed to record levels in April, leaving scientists scrambling to analyze the heat’s potentially dire ripple effects.

    As with most creatures, sharks need certain conditions to thrive. With the climate crisis impacting the temperatures and acidity of the oceans, these agile ocean creatures are sheering off their normal paths and traveling to unknown, often taxing, territories.

    Valentina Di Santo, an ecophysiologist and biomechanist who studies swimming performance in fish, said temperature changes play a dominant role in the ways they breathe, digest food, grow and reproduce.

    For sharks in particular, these physiological processes speed up as ocean temperatures get warmer, doubling in speed every 10 degrees, according to Di Santo’s research.

    “An increase in metabolic rates means that sharks are using more energy to just be alive and swim,” Di Santo told CNN. “Every activity needs extra energy. An increase in digestion rates often mean that they absorb fewer nutrients as digestion becomes less efficient and they possibly need to eat more frequently.”

    Sharks always seem to be on the hunt, maneuvering their way through the water in search of new fish or other sharks to eat. But research has shown that warming oceans have pushed many fish populations northward to cooler waters, which has disrupted the ocean’s availability of food. Some fish species are not able to find new, suitable habitats, which causes a decline in their population. Overfishing also intensifies the issue by pushing fish stocks to drop.

    Di Santo said understanding the interplay between predator and prey behavior is critical when considering how sharks respond to the climate crisis.

    “It is important to consider that sharks are very much tuned in the behavior of their prey,” Di Santo said. “Therefore, it is not surprising that they may track the geographic shifts of their preferred food sources.”

    Di Santo also said that sharks respond to ocean warming in two ways: shifting their latitudinal range or choosing deeper, cooler waters to enhance their physiological processes.

    A climate vulnerability assessment from the National Oceanic and Atmospheric Administration found that sharks off the Northeast coast have a high likelihood of shifting their distributions or expanding into new habitats to follow preferable ocean conditions.

    “These small-scale movements can be just as crucial for their survival as poleward relocations,” Di Santo said. But “the shift in depth has been found to be more pronounced than the latitudinal shift,” and some temperate species are already exhibiting seasonal shifts toward deeper waters.

    As the climate crisis escalates, sharks’ paths will only become further strained, Zidowitz said, which could ultimately close off vast swaths of the ocean to sharks.

    But sharks also have “a remarkable history of survival,” Di Santo said, having withstood all five major mass extinction events in the last 400 million years. It’s the never-before-seen compounding consequences of overfishing, climate change, prey scarcity and habitat destruction that has shark experts worried about whether they can adapt and survive these huge planetary changes.

    Zidowitz said progress on conservation to protect shark species is “too slow to keep pace” with the numerous threats they face, yet she remains hopeful.

    “If we can find the last remaining refuges around the world where the most threatened sharks and rays live, and work together with local communities, we can bend the curve towards their recovery,” Zidowitz said.

    A 17-year-old girl has died after a boat crashed into a jetty in Sesuit Harbor on Cape Cod Friday night, according to Massachusetts State Police.

    The teenager’s body was recovered from the water around 11:30 p.m. by the regional dive team with assistance from Dennis Fire-Rescue, according to a Saturday news release from the Cape and Islands District Attorney’s Office. Officials have not released the girl’s name “out of respect for the privacy of her family,” the release said.

    Six people, including the girl who sustained fatal injuries, were on the boat before it crashed around 9 p.m., according to the release. Other passengers were transported to Cape Cod Hospital for treatment, police said.

    The State Police Detective Unit for the Cape and Islands District is investigating the teen’s death alongside the Cape and Islands District Attorney’s Office, the Massachusetts Environmental Police, Dennis Police, and the State Police Crime Scene Services Section, according to the news release.

    Police said the Massachusetts State Police Marine Unit and the MSP Underwater Recovery Unit, along with Massachusetts Environmental Police marine assets, are conducting dive operations at the crash site to search for debris from the boat as part of the investigation.

    CNN has reached out to the Cape and Islands District Attorney’s Office, Dennis Police, and the United States Coast Guard for further information.

    Brits woke up to yet more grim news on inflation Tuesday, with new data showing prices in UK stores are rising at a record pace. It’s the latest sign of a seemingly intractable cost-of-living crisis that has Prime Minster Rishi Sunak considering drastic measures, including price controls, to keep inflation in check.

    The cost of store items, known as shop price inflation, rose 9% through the year to May, a fresh high for an index that dates back to 2005, according to the British Retail Consortium. Food inflation dipped slightly to 15.4% in May, but that’s still the second-highest rate on record.

    Lower energy and commodity costs helped reduce prices of some staples, including butter, milk, fruit and fish. But chocolate and coffee prices are rising as global commodity prices soar, British Retail Consortium CEO Helen Dickinson said.

    The slight drop in food prices will give cold comfort to consumers, and piles the pressure on Sunak, who has promised to halve inflation this year as one of his five pledges to voters.

    The British public “are still wincing when their total comes up at the checkout… a weekly shop that cost £100 last year is now clocking in at £115,” Laura Suter, head of personal finance at stockbroker AJ Bell wrote in a note.

    Poor households are being hit the hardest because they spend more of their disposable income on food. More people are using food banks in the United Kingdom than ever before, eclipsing even the peak of the pandemic.

    The Trussell Trust, the UK’s biggest food bank network, handed out close to 3 million emergency food parcels over the 12 months to March 2023 — a 37% increase on the previous year.

    Even the Bank of England, tasked with keeping inflation at 2%, has been caught off guard by stubbornly high food prices, which seem to have barely responded to 12 successive interest rate hikes.

    Food prices have contributed to keeping inflation “higher than we expected it to be,” Bank of England Governor Andrew Bailey told a Treasury committee hearing last week. “We have a lot to learn about operating monetary policy in a world of big shocks,” he admitted.

    The United Kingdom’s inflation problem is now so dire that Sunak is considering asking retailers to cap the price of essential food items, in a throwback to the 1970s. Back then, governments in the United States and United Kingdom imposed wage and price controls to tame inflation, although the policies weren’t very effective at bringing inflation down and were later dropped.

    Economists say that capping prices encourages companies to produce less of a product, while making it more attractive to consumers. Supply goes down, and demand goes up, with shortages being the inevitable result.

    Price controls distort markets and should only be used “in extreme circumstances,” Neal Shearing, group chief economist at Capital Economics, wrote in a note Tuesday. “The current food price shock does not warrant such an intervention,” he added.

    The Sunday Telegraph was first to report the government’s proposal, which was quickly rejected by retailers.

    Andrew Opie, director of food and sustainability at the British Retail Consortium said controls would not make a “jot of difference” to high food prices, which are the result of soaring energy, transport and labor costs.

    “As commodity prices drop, many of the costs keeping inflation high are now arising from the muddle of new regulation coming from government,” Opie added in a statement. These include tighter rules on recycling and full border controls on food imports from the European Union, due to be implemented by the end of this year.

    According to a government spokesperson, any price caps would not be mandatory. “Any scheme to help bring down food prices for consumers would be voluntary and at retailers’ discretion,” the spokesperson said in a statement shared with CNN.

    Sunak and Finance Minister Jeremy Hunt “have been meeting with the food sector to see what more can be done,” the spokesperson added.

    For Sunak, the pressure is on — particularly ahead of a general election widely expected to be held next year. Inflation was hovering above 10% when he made the promise to halve it in January. It dropped back to 8.7% in April, still well above his target. The Bank of England expects it to fall to “around 5%” by the end of this year, leaving little margin for error.

    According to Opie of the British Retail Consortium, the government should focus on “cutting red tape” rather than “recreating 1970s-style price controls.”

    At the top of the list of burdensome regulations are those introduced as a result of the country’s exit from the European Union, which is its main source of food imports.

    Brexit is responsible for about a third of UK food price inflation since 2019, according to researchers at the London School of Economics.

    New regulatory checks and other border controls added nearly £7 billion ($8.7 billion) to Britain’s domestic grocery bill between December 2019 and March 2023, or £250 ($310) per household, economists at the LSE’s Centre for Economic Performance wrote in a recent paper.

    Food prices rose by almost 25 percentage points over this period. “Our analysis suggests that in the absence of Brexit this figure would be 8 percentage points (30%) lower,” the researchers wrote.

    Imports of meat and cheese from the European Union were now subject to high “non-tariff barriers.”

    Hundreds of families in Colombia are facing a choice: abandon their homes and livelihoods, or face the devastation of a predicted volcanic eruption in the coming weeks.

    The Nevado del Ruiz volcano, one of Colombia’s highest peaks, sits in a densely populated farming area and is infamous for claiming the lives of tens of thousands of people in a massive 1985 eruption.

    Since March 30, the volcano has been on orange alert, signifying that “an eruption is likely within days or weeks,” according to Colombia’s Geological Service.

    Towns and villages around the mountain have been asked to evacuate, with local and national authorities declaring a state of emergency. Most nearby schools have gone back to pandemic-era home learning plans and local municipalities are stockpiling first aid kits.

    On April 5, Colombian President Gustavo Petro ordered the voluntary evacuation of about 2,500 families in the area as a precaution, but many locals have refused, saying they are more worried about leaving their livelihoods and belongings behind than about potential lava flows.

    While it’s unclear how many families in total have evacuated, Tolima’s civil protection unit director Luis Fernando Velez told local newspaper El Tiempo on Thursday that only a small fraction – just 87 people – had left their homes under his agencies’ watch.

    The slopes of the Nevado del Ruiz, located between the Tolima and Caldas provinces in central Colombia, are fertile grounds for local farmers, who say leaving their cattle behind would ruin them.

    The local government in the province of Tolima has announced plans to evacuate up to 12,000 cattle, out of a total of over 43,000.

    Omar Valdes, Tolima’s rural development secretary and the officer in charge of the cattle evacuation, said farmers were resisting the evacuation order because of previous bad experiences.

    “In previous occasions they evacuated, floods [caused by the volcano] didn’t affect their farms and when they came back the farmers found that most of their goods and cattle had been stolen,” he explained.

    Eruptions from the Ruiz volcano can be particularly lethal, according to scientists at the Smithsonian Institute’s Global Volcanism Program, because the top of the peak is permanently capped by a layer of snow and ice. Once in contact with the lava, the snow and vice would instantly melt, flood over the slopes of the mountain in torrential mudslides called lahars.

    Such a tragedy struck on November 13, 1985, the last massive eruption of the volcano, which is collectively known in Colombia as the Armero Tragedy. On that occasion, just a couple hours after the Ruiz volcano began to erupt, a river of mud, rocks, lava, and icy water swept over the small town of Armero. The flood killed over 23,000 people in a matter of minutes.

    Many local residents still remember the trauma of that day, but few are willing to gamble their livelihoods on geologists’ warnings alone. The same volcano erupted in 2012 without causing any deaths.

    While Tolima and Caldas are part of the relatively wealthy coffee-growing region of Colombia, most economic activity is run by small-scale farmers who own a limited number of animals and tend to small parcels of land and for whom the cattle and agricultural equipment they own are their most valuable belongings.

    Though the increasingly active volcano is monitored daily by dozens of probes, it is impossible to forecast exactly whether it will erupt, let alone when. Still, there are troubling signs.

    “Right now, the volcano is ejecting steam, ashes, gases, and closer to the crater there’s been a high level of seismicity,” said Luis Fernando Velasco, the Director of Colombia’s risk management unit UNGRD, in a video statement last week.

    Recently, the ground around the volcano has been shaken by hundreds, sometimes thousands of small tremors per day. And on Friday, a column of ashes and smoke originating from the volcano rose onto the sky for over 1500 meters (approximately 5000 ft), according to a report by the Colombian Geological Service.

    Louisville gunman’s brain to be studied for CTE, father says | CNN

    The family of Connor Sturgeon – who was killed after he fatally shot five people Monday morning at the Old National Bank in Louisville, Kentucky – plans to have his brain tested for chronic traumatic encephalopathy, commonly known as CTE, his father and a spokesperson for the family told CNN on Thursday.

    “Yes, Connor is being tested for CTE. Probably will take a while to get results,” Todd Sturgeon, Connor Sturgeon’s father, texted to CNN.

    Pete Palmer, a family friend who is speaking for the Sturgeons, said the family and the state medical examiner are looking to have Connor Sturgeon’s brain tested.

    The medical examiner’s office has completed most of its tests, and the process of testing for CTE will now begin, Palmer said.

    CNN has reached out to the Kentucky state medical examiner for further information.

    CTE, a neurodegenerative brain disease, can be found in people who have been exposed to repeated head trauma. Studies have found that repetitive hits to the head – even without concussion – can result in CTE.

    According to Palmer, the family thinks Sturgeon had three significant concussions – two as an eighth-grade football player and one in basketball as a high school freshman.

    The disease, which can only be diagnosed with an autopsy and neuropathological exam, is pathologically marked by a buildup of tau protein in the brain that can disable neuropathways and lead to a variety of symptoms including memory loss, confusion, impaired judgment, aggression, depression, anxiety, impulse control issues and sometimes suicidal behavior.

    Police have not released information about a motive in the shooting.

    The testing disclosure comes as more families are talking about their loved ones who were killed.

    The daughter of Juliana Farmer, one of the five who were killed, said Wednesday night her mother had just moved to Louisville two weeks prior for a new job at the bank.

    “This monster took away my mother, and I’m hurt because my mother moved here to help me, a single mom with four kids. I only got two weeks with her here in Louisville … a city she knew nothing about,” Alia Chambers told CNN. “I’m heartbroken. I hated him. I hated him but I forgive him because my mama is in a better place.”

    Farmer moved to Louisville from Henderson, Kentucky, and was thrilled to begin her role with Old National Bank as a loan officer.

    “My mom went from working at 19 years old at Kmart to sitting with executives at a bank. I’m gonna fulfill my mama’s dream. Either I’m going back to nursing school or I’m gonna ask them, can I take over her position at that bank,” she said. “She was so excited about that job. She was happy.”

    Farmer had three adult children and four grandsons, Chambers said.

    The day before she was killed, she found out her son, J’Yeon Chambers, was expecting a baby girl, he told CNN. The baby is due in September, the same month his mother was born.

    “And so it’s just crazy how she gets taken the day after we reveal that we’re having the baby. So my child is going to be her basically all over again,” her son said. “She gave us the name that she always wanted a girl to be named and we’re going to stick with it.”

    The new details come as CNN has learned more about the victims and wounded in Monday’s workplace mass shooting, including the survival of a woman who was seated between two people who were killed.

    Sturgeon, a 25-year-old Old National Bank employee, opened fire with an AR-15-style rifle in the bank about a half-hour before it was to open to the public, killing five colleagues before he was fatally shot by a responding officer. Farmer, Joshua Barrick, Tommy Elliott, Deana Eckert and James Tutt were shot and killed, police said.

    Of the eight people who were wounded, a 26-year-old police officer remains in critical condition after being shot in the head, requiring brain surgery.

    One woman who was shot but survived was seated in a conference room between Farmer and Elliott when the attack began, according to the father of her children, Rex Minrath.

    Dana Mitchell, an employee at the bank, has returned home from the hospital and is recovering, Minrath told CNN in a phone interview Thursday. She is expected to have surgery in the coming weeks to remove “the rest of the bullet,” he said.

    “Dana was in the conference room between Tommy and Juliana. She sat between those two,” Minrath told CNN. “And then when they hit the ground, they were all on the ground together. She is fortunate because both of them weren’t so lucky.”

    Mitchell’s son, Ross Minrath, posted a series of images and updates about his mother’s condition on his Facebook page this week.

    “After positive results from blood work and her being an all around badass, my Mom was released from the hospital today,” he wrote on Tuesday night. “She is very sore but doing well. Her phone has been at the bank and hopes to start reaching out herself tomorrow.”

    In one Facebook post, he said the gunshot bruised her lung and that doctors were able to clean the wound on her back. His mother, he added, “is the toughest I’ve ever known.”

    He thanked those who had reached out to the family with well wishes and asked for people to continue to send prayers for his mother.

    In addition, the first person who was shot inside the bank survived, a city official told CNN. In the shooter’s Instagram livestream of the attack, which has since been taken down, the female bank worker said “good morning” before the gunman warned her, “You need to get out of here,” according to an official familiar with the video.

    The woman had her back to the gunman as he struggled to get the safety off and load his AR-15-style weapon properly. He then shot her in the back, an official previously told CNN.

    At a vigil Wednesday evening, scores of residents and officials gathered to mourn publicly the employees gunned down at their workplace by a coworker.

    “It’s important that we take time to acknowledge those losses and what they mean for us as people and as a community,” Louisville Mayor Craig Greenberg said during the vigil at the Muhammad Ali Center Plaza. “So, that later we can gather our energies and focus on preventing these tragedies.”

    Greenberg noted the heartbreaking impacts of gun violence in his city beyond Monday’s carnage, which unfolded less than a mile from where the vigil was held Wednesday.

    “There will be a time to act. To take steps in honor of those we’ve lost and to channel our grief and pain into meaningful action. That day is coming,” the mayor continued. “Today is to mourn, to lean on each other and support each other.”

    Kentucky Gov. Andy Beshear said at the vigil that Elliott, a senior vice president at the bank, was one of his closest friends.

    “I’ll admit that while I am not angry, I am empty. And I’m sad. And I just keep thinking that maybe we’ll wake up,” Beshear said, his voice breaking.

    “What I know is, I just wish I’d taken an extra moment, made an extra call, tell him how much I care about him. And I know we are all feeling the same. But I also know they hear us now. And that they feel our love,” Beshear said.

    Louisville police on Wednesday released a series of 911 calls showing the fear and panic both inside and outside the bank during the shooting early Monday morning.

    In one emergency call, a woman who identified herself as an employee of a different Old National Bank branch told the dispatcher she saw the massacre happen in real time while she was on a video call with colleagues at the scene.

    “How do you know you have an active shooter on site?” the operator asked.

    “I just watched it. I just watched it on a Teams meeting. We were having a board meeting,” she said. “I saw somebody on the floor. We heard multiple shots and people started saying ‘Oh my God,’ and then he came into the board room.”

    Another 911 call came from the gunman’s mother, who said her son was headed to the bank with a gun and expressed her shock and confusion.

    “My son might be (redacted) has a gun and heading to the Old National on Main Street here in Louisville,” she said. “This is his mother. I’m so sorry, I’m getting details secondhand. I’m learning about it now. Oh my Lord.”

    The woman said her son “apparently left a note” about the incident. “We don’t even own guns. I don’t know where he would have gotten a gun.”

    Other calls came from a bank employee speaking in a whisper who was hiding in a closet, a man who fled the building and took shelter at a nearby dental office, and another caller who hid under a desk inside the building.

    Ninety-three confirmed or probable cases of blastomycosis have been identified in Michigan’s Delta and Menominee counties, according to the local health department, and they are believed to be associated with a paper mill in the town of Escanaba.

    Blastomycosis is caused by a fungus, Blastomyces, that lives in the environment, especially in moist soil and decomposing matter like wood or leaves, according to the US Centers for Disease Control and Prevention. It is predominantly found in the Midwest and the South, particularly around the Ohio and Mississippi rivers and the Great Lakes.

    There are only one or two cases per 100,000 people each year in states where blastomycosis is a reportable condition, according to the CDC. One analysis found 1,216 deaths related to the illness from 1990 to 2010.

    People can breathe in these microscopic fungal spores, and although most of them won’t get sick, some will develop symptoms like a fever or cough between three weeks and three months later, the CDC says. Other symptoms may include chest pain, trouble breathing, night sweats, fatigue, weight loss, and muscle or joint pain, according to Public Health Delta & Menominee Counties. In rare cases, the infection can spread outside the lungs to places like the skin, bones, brain and spinal cord.

    Blastomycosis does not spread from person to person. It’s treated with antifungal medication that must be taken for a period ranging from six months to a year, depending on the severity of the illness and the person’s overall health.

    Nineteen of the cases linked with Escanaba Billerud Paper Mill have been confirmed by culture or microscope, and the other 74 are probable, meaning the person has symptoms of blastomycosis and a positive antigen or antibody test, the health department says.

    “Although the source of the infection has not been established, we continue to take this matter very seriously and are following recommendations from health and government officials and implementing numerous, proactive steps to protect the health and safety of our employees, contractors and visitors,” Billerud Escanaba Mill Operations Vice President Brian Peterson said in a statement from the health department.

    A shelter-in-place order was issued Sunday for neighborhoods near a burning fishing vessel in the Hylebos Waterway in Tacoma, Washington, where a “significant explosion” took place and fire conditions have worsened, officials said.

    The burning vessel – which is believed to be carrying 55,000 gallons of diesel and 19,000 pounds of freon on board – caught fire early Saturday morning while moored in the waterway, the US Coast Guard said in a news release.

    “We were very fortunate that the fire was quickly spotted and reported and the crew onboard was able to safely evacuate,” US Coast Guard Lt. Stephen Nolan told CNN affiliate KING-TV.

    There was a “significant explosion” linked to a heated compressed gas cylinder on the vessel, and smoke production shifted toward Northeast Tacoma, Port of Tacoma officials said Sunday night, citing fire officials.

    “Due to smoke from a boat fire in Tacoma, Twin Lakes and Green Gables residents should avoid prolonged outdoor exposure whenever smoke odors are present or if smoke is visible,” Federal Way mayor Jim Ferrell tweeted late Sunday night.

    By Sunday, the fire had spread throughout the vessel and was about 100 feet from the ship’s freon tanks, according to the Coast Guard. Freon is a trademark name typically used to refer to several different refrigerants, including chlorofluorocarbons, according to the US Environmental Protection Agency.

    As the fire continues to burn, the heat from the flames can build pressure in the freon tanks, which have built-in heat-activated pressure relief valves designed to release pressure from the tanks in an emergency, according to the Coast Guard.

    “While freon can be toxic if inhaled in large quantities or in a confined space, the release of freon into the atmosphere is not expected to pose any health and safety risks to the public,” the Coast Guard said.

    Still, the City of Tacoma Fire Department asked residents of the Northeast Tacoma, Browns Point and Dash Point neighborhoods to “remain indoors and limit exposures to smoke.”

    “Residents concerned about smoky conditions can provide additional protections by keeping doors closed and shutting outside air vents. Residents may also want to avoid any strenuous activity or exercise outdoors,” the mayor tweeted.

    The EPA has been conducting air monitoring in the surrounding areas and first responders have deployed floating barriers around the vessel to contain any spills, the release said.

    The Coast Guard has also closed the Hylebos Waterway for all commercial and recreational vessel traffic.

    As of Sunday night, no injuries had been reported and there were no signs of maritime pollution, the Coast Guard said.

    As crews continue to battle the fire with cooling spray, it remains unclear what ignited the blaze. Authorities said the cause of the fire remains under investigation.

    A slowing economy may lead to a decline in sales of pricey beef cuts, but don’t look for any bargains just yet.

    Market forces that have been building for a long time, including devastating droughts, will likely keep hamburger and steak prices steady — and relatively expensive.

    In part, that’s because there’s less beef. A contraction in beef supplies “has been coming for a while,” said David Anderson, a professor in Texas A&M University’s agricultural economics department. “We’re starting to see the effects that we knew were going to be coming for a couple of years.”

    When extreme drought hit the United States in recent years, farmers started to rapidly sell cattle because the dry conditions, along with higher feed costs, made it expensive or impossible to maintain their herds. That wave of sales, particularly of cows used to breed, has led to supply constraints this year.

    “Tightening cattle supplies are expected to cause a significant year-over-year decrease in beef production, the first decline since 2015,” a March market outlook from the US Department of Agriculture noted.

    “If we produce less beef, the pressure’s on for higher prices,” said Anderson. The “big unknown is going to be consumer demand.”

    The beef supply tends to grow and shrink in roughly 10-year cycles, said Lance Zimmerman, senior beef analyst for the North American market with Rabobank. When supply shrinks, consumer prices tend to go up. But with people nervous about the economy, this year’s more complicated.

    “The biggest thing that looms large, in all of our minds as market analysts right now, is do we have recession risk that we need to price into the market for next year,” Zimmerman said. “If that’s the case, beef prices may be steadier.”

    And with food inflation stubbornly high, consumers are already cutting back on certain items, including beef.

    , which processes about a fifth of the country’s beef, poultry and pork, noted a sales dip in beef in the three months ending December 31, 2022.

    With grocery inflation stubbornly high, some consumers trade down.

    Beef sales “were down 5.6% compared to record high sales in the prior year,” said CFO John Tyson during a February analyst call discussing the quarterly results, noting that prices were down in the quarter due to “softer domestic demand for beef.” The company said that it expects its beef margins to fall this year because of the smaller domestic supply.

    “Retailers through last year continued to push price on the consumer,” said Adam Speck, senior livestock analyst at Gro Intelligence. Now they have to answer a question as they plan for the year: Will demand be high enough to warrant raising prices even more?

    “The answer is probably no,” said Speck. That may not be a huge relief, as beef prices are still relatively high. In 2022, fresh choice beef retailed for $7.59 per pound, according to March data from the USDA. That’s up from $7.25 per pound the previous year.

    Stores may try to test the waters during barbecue season.

    In the spring, “we’re at the bottom of our traditional seasonal demand,” said Bernt Nelson, an economist with American Farm Bureau Federation. Demand for beef typically dips after the holidays, and picks up when people fire up their grills in the summer, he noted. If demand remains strong, “we may see some higher beef prices,” towards the fall and later, Bernt said.

    Sarah Bates, the captain of a fishing boat in San Francisco, had a feeling something was wrong with the chinook salmon population back in December.

    “The fish weren’t coming up the river, and to a certain extent, we were just waiting,” Bates, 46, told CNN. “We thought the run was late. And then at some point, it just became clear that fish weren’t coming.”

    But she and other fishermen weren’t sure how bad it could be. It later turned out that catchers along much of the West Coast likely won’t be fishing for salmon at all this year.

    “Salmon is my livelihood. It’s my main fishery,” she said. “And it’s the main fishery for a lot of folks in Fisherman’s Wharf. So, I think there are a lot of us that have some hard times coming.”

    In early March, West Coast regulators announced that they may recommend a ban on salmon fishing this year. It would be only the second time salmon fishing season has been canceled in California.

    The looming ban comes as the West sees a massive decline in fish populations following a blistering, multiyear drought that drained reservoirs and dehydrated much of the land, particularly in California.

    The potential closure, which the Pacific Fishery Management Council is discussing in a multi-day meeting that began Saturday, would affect tens of thousands of people like Bates who depend on salmon fishing for their economic livelihood. It will also upset thousands of Californians who enjoy recreational fishing during the summer.

    The council, which manages fisheries off the Pacific Coast and advises the National Oceanic and Atmospheric Administration (NOAA) on potential bans like this one, had previously recommended three options for this year – but all of them would result in a cancellation of the salmon fishing season through at least next spring.

    These are necessary measures, according to California and Oregon Department of Fish and Wildlife officials, to protect the dwindling Chinook salmon populations, which scientists say have fallen to their lowest levels in recent years due to rampant dam construction as well as climate change-fueled droughts.

    “The outlook is really bad,” Ben Enticknap, Pacific campaign manager and senior scientist with Oceana, told CNN.

    Beginning their lives in freshwater systems, then traveling out to the salty ocean and back again to their spawning grounds, Pacific salmon face a variety of dangers.

    Manmade dams, which were built decades ago and are prolific on Oregon and California rivers, prevent many salmon species from swimming back to their spawning grounds. Large swaths of wetlands and other estuaries, where smaller fish can feed and find refuge, have also been plagued by infrastructure development.

    Then there are the consequences of the climate crisis: Warmer water temperatures and drought-fueled water shortages in rivers and streams can kill salmon eggs and juvenile fish.

    Michael Milstein, a spokesperson for NOAA Fisheries, also said the models that many scientists use to forecast salmon returns and fishing success “appear to be getting less accurate.”

    “They have been overestimating returning salmon numbers and underestimating the number caught,” Milstein told CNN. “That has further complicated the picture. Since the models are based on past experience, they struggle with conditions we have not seen before.”

    In late 2022, one of California’s driest years on record, estimates show that the Sacramento River chinook returned to the Central Valley at near-record-low numbers. Meanwhile, the Klamath River, which flows from Oregon to California, had the second-lowest forecast for chinook salmon since 1997, when the current assessment method started.

    State and federal scientists forecast that less than 170,000 adult salmon will return to the Sacramento River this year – one of the lowest forecasts since 2008, which was the only other time the salmon season was closed. They also estimate that less than 104,000 will likely return to the Klamath River.

    “Climate change is expected to be detrimental to Pacific salmon populations at every life stage,” Enticknap said. “We know that the salmon need cold and clean freshwater for spawning and for growth, and that climate change and this megadrought have decreased water flows and increased river temperatures in a way that’s lethal for salmon.”

    The US Bureau of Reclamation, which controls some of the dams in the Klamath River, announced in February that it would cut flows on the river due to historic lows from the drought, prompting concerns it would kill salmon further downstream.

    “There’s a lot at stake with the Pacific salmon in the West; they’ve been so important to communities as a source of food, and when that’s at risk, those communities and cultures are at risk,” Enticknap added. “There’s also so many species of wildlife that depend on healthy populations. They’re the backbone of the ecosystem here.”

    The $1.4 billion salmon fishing industry provides 23,000 jobs to California’s economy, and businesses that rely on large salmon populations have been particularly devastated, according to the Golden State Salmon Association.

    “When someone catches a salmon, it’s really an emotional experience because the fish is so magnificent,” Andy Guiliano, a 59-year-old owner of a charter boat company, told CNN. “People really have a connection with the salmon.”

    In the past 52 years, the family-owned business Fish Emeryville has chartered patrons to fish for chinook salmon. Guiliano said salmon fishing is what reels in roughly 50% of the business’ revenue.

    During the ban, Guiliano said, he and other fishermen would have to make do with other fish, though he emphasized that nothing can compete with the revenue that salmon brings in.

    “It’s a poor second tier. It won’t sustain the amount of effort and it is not a replacement,” Guiliano said. “We might get 10 to 15 % [of business] back.”

    While the megadrought largely contributed to the downfall in salmon numbers, some fishing groups blame the way California distributes its water.

    “The shutdown we are seeing now is completely avoidable,” said John McManus, the senior policy director of the Golden State Salmon Association. “Decisions made during the drought deprived salmon of the water that they need to survive. By doing so, they took away our livelihood.”

    Jordan Traverso, a spokesperson for the California Department of Fish and Wildlife, said water management is part of the salmon strategy. But Traverso argues that water policy in California is much more complex, underscoring concerns with regards to agriculture and pointing to the rapidly warming climate.

    “Recent decisions about agriculture aren’t the reason for low numbers because these fish are returning from the ocean voyage as part of their journey,” Traverso told CNN. “Climate disruption is causing strings of dry years and hotter temperatures, shrinking salmon habitat and eliminating the space for them to rebound.”

    The rivers in the middle of California are largely diverted to agriculture. The result is that these rivers are not cold enough for salmon to reproduce and not high enough to help baby salmon swim back to the ocean.

    “We have major issues with barriers to passage in their historic habitat, with dams preventing them from utilizing hundreds of miles of it,” Traverso said.

    The chain reaction from the announcement has already affected a huge swath of business, from bait shops to restaurants that put salmon on the table.

    Another main fishery in California is the Dungeness crab. Here, men can be seen unloading the crabs from fishing boats for Water2Table, Joe Conte's fish distribution company.

    “San Francisco is all about the two iconic California fisheries, which are Dungeness crab and our local king salmon,” Joe Conte, owner of Water2Table, a fish distribution company, told CNN. He said he has been delivering to some of the best restaurants in the Bay Area for more than a decade.

    “It’s disastrous for the fishermen and for us on the pier,” Conte added.

    To meet needs, fishermen can dip into other species, but they run the risk of depleting those populations as well, as they did in 2008.

    “We know exactly what’s going to happen,” Guiliano said. “We saw an enormous amount of effort on the California halibut inside of San Francisco Bay. And then there was four or five years following where the fishery was really poor.”

    Up north in the Klamath River basin, the impact is taking an additional emotional and cultural toll on Native Americans. The Karuk, Hoop and Yurok tribes, in particular, have long fished for the chinook for subsistence. Other fish along the basin like the two endangered native suckerfish – the C’waam and Koptu – are also under threat.

    While some tribes have set their own catch limits, others have made the tough decision to stop their hunting and fishing in hopes of the species’ recovery.

    But as planet-warming pollution rises in the atmosphere, the impacts on biodiversity are ubiquitous. Without salmon, which are a keystone species, other wildlife that depend on it will suffer.

    Last month, the West Coast fishery managers held a public hearing to allow stakeholders to comment on the proposed cancellation.

    What’s surprising, experts say, is that many fishermen support the closure to save the dwindling salmon population, noting that they need every fish to come back to the river.

    “One striking thing is that the fishing community – the commercial fleet and recreational fishing groups – have largely supported the closure of the salmon season,” Milstein said. “That has been apparent in the public comments at the council and elsewhere. They argue that they should not be fishing when the stocks have declined to this level.”

    On the Klamath River, salmon recovery efforts are underway. After a decadeslong campaign by tribal organizers, the federal government in 2022 approved the removal of four dams there. The first dam is set to come down this summer; the rest will be removed by 2024.

    And there are also “hopeful” signs of rebound, Enticknap said. The recent barrage of storms that pummeled the West has replenished drought-stricken rivers and reservoirs and alleviated arid conditions in California, providing somewhat of a relief for fisheries.

    “We’re hoping that this is going to help salmon populations get back on track and that it’s not an anomaly – in that, this happens once and then we slip back into a drought,” Enticknap added. “My concern right now is that with climate change we’re expecting hotter conditions and more drought and marine heatwaves, where it’s ultimately worse for salmon.”

    Despite the recent onslaught of rain and snow, advocates say they need federal and state officials to implement fair water allocations, since the fishing industry would have to compete with larger California markets like agriculture for the same water supply.

    Although Bates says she is still digesting the new reality they’re facing, she remains hopeful.

    “Don’t waste a crisis, right?” Bates said. “This is a forced opportunity, but it is an opportunity nonetheless, to fix some things that have been broken in California for a long time … so I am somewhat optimistic that this is not the end. It’s just a chapter in the middle.”

    The Farmer-Citizen Movement or BoerburgerBeweging (BBB) grew out of mass demonstrations against the Dutch government’s environmental policies, protests that saw farmers using their tractors to block public roads. The BBB is now set to become the largest party in the Dutch senate.

    The developments have thrown the Dutch government’s ambitious environmental plans into doubt and are being watched closely by the rest of Europe.

    The movement was powered by ordinary farmers but has become an unlikely front in the culture wars. Donald Trump and Marine Le Pen have voiced support, while some in the far right see the movement as embodying their ideas of elites using green policies to trample on the rights of individuals.

    On Wednesday, the Farmer-Citizen Movement landed a large win in regional elections, winning more seats in the senate than Prime Minister Mark Rutte’s conservative VVD party.

    The first exit poll showed the party was due to win 15 of the Senate’s 75 seats with almost 20 per cent of the vote. Meanwhile Rutte’s ruling VVD party dropped from 12 to 10 seats – leaving it without a Senate majority. Results on Thursday showed the BBB party had won the most votes in eight of the country’s 12 provinces.

    Wednesday’s election win is significant as it means the party is now set to be the largest in the Upper House of Parliament, which has the power to block legislation agreed in the Lower House – throwing the Dutch government’s environmental policies into question.

    As the election results emerged overnight on Wednesday, BBB leader Caroline van der Plas told domestic broadcaster Radio 1: “Nobody can ignore us any longer.

    “Voters have spoken out very clearly against this government’s policies.”

    Newspapers described the election outcome this week as a “monster victory” for the Farmer-Citizen Movement, which has enjoyed support from sections of society who feel unsupported by Rutte’s VVD party.

    For Arjan Noorlander, a political reporter in the Netherlands, the provincial election results this week have made the country’s political future very hard to predict. “It’s a big black hole what will happen next,” he told CNN.

    “They don’t have a majority so they would have to negotiate to form a cabinet and we have to wait and see what the impact will be.”

    Tom-Jan Meeus, a journalist and political columnist in the Netherlands, believes Wednesday’s result is reflective of a “serious dissatisfaction” with traditional politics in the country.

    “This party is definitely part of that trend,” he told CNN.

    “However, it’s new in that it has a different agenda from previous anti-establishment parties but it fits in the bigger picture that has been around here for 25 years now.”

    Meeus believes that the shock rise in support for the BBB party largely comes from those living in small, rural villages who feel disillusioned by government policies.

    “Although it’s a small country, there’s this perception that people living in the western, urbanized part of the country are having all the goods from government policies, and people living in the countryside in small villages believe that the successful people in Amsterdam, in the Hague, in Utrecht are having the goods, and they suffer from it.

    “So the feeling is that the less successful, less smart people are trapped by a government who doesn’t understand what their problems are.”

    Noorlander agrees the main topic they’ve been talking about recently is the position of the farmers in the Netherlands, because of “the pollution and environmental rules mainly made in Brussels by the EU, they were pushing against that.”

    “They want farmers to have a place in the Netherlands. That’s their main topic but it became broader in these last few months. It’s become the vote of people living in these farming areas, outside the big cities, against the people in the big cities making the policies and being more international.”

    The Farmer-Citizen Movement was established four years ago in response to the government’s proposals for tackling nitrogen emissions.

    The Dutch government launched a drive to slash emissions in half by 2030, pointing the finger at industrial agriculture for rising levels of pollution that were threating the country’s biodiversity.

    The BBB party has fought back against the measures – which include buying farmers out and reducing livestock numbers – instead placing emphasis on the farmers’ livelihoods that are at risk of being destroyed.

    Farmers have protested against the government’s green policies by blocking government buildings with tractors and dumping manure on motorways.

    Meeus believes that this week’s election win for the BBB means the agenda to tackle the nitrogen crisis is now in “big trouble.”

    “This vote obviously is a statement from a big chunk of the voters to say no to that policy,” he said.

    According to Ciarán O’Connor, a Senior Analyst at the Institute for Strategic Dialogue, says the BBB have built a platform off the back of the protest movement for their party being the representative of the ‘true people.’

    The BBB, he says, “have been one of the leading driving forces behind getting people out to protest but also shaping the ideologies and beliefs that power a lot of the movement; rejecting or disputing climate change or, at least, measures that would negatively impact farmers livelihoods and businesses; wider EU skepticism; burgeoning anti-immigration and anti-Islam views too.”

    Former US President Donald Trump has promoted the protest at various points during his speeches in the past year. At a rally in Florida last July, he told crowds: “Farmers in the Netherlands of all places are courageously opposing the climate tyranny of the Dutch government.”

    The Farmer-Citizen Movement has also won support from the far-right.

    A report from The International Centre for Counter-Terrorism describes how what began as local protests got the attention of extremists and conspiracists, in particular seeing it as proof of the so-called “Great Reset” theory of global elites using the masses for their own benefit.

    According to O’Connor, the movement aligns with a populist viewpoint of climate action as a new form of tyranny imposed by out-of-touch governments over ordinary citizens.

    “One of the tactics used by the Dutch farmers’ protest movement has been using tractors to create blockades. International interest in the farmers’ protest movement, and this method of protest, really grew in 2022 not long after the Canadian trucker convoy that was organized and promoted by a number of far-right figures in Canada, the US and internationally too,” he said.

    “For many far-right figures, this movement was viewed as the next iteration of that ‘convoy’ type of protest and they viewed it as a people’s protest mobilising against tyrannical or out-of-touch governments.”

    For some analysts, however, for the far right to claim the Dutch protests is premature.

    “I wasn’t incredibly impressed by that,” Meeus said. “Generally the perception of the problem that was in the heads of the far-right people from Canada and the United States was pretty far off, as far as I’ve seen.

    “It remains to be seen whether the Farmer-Citizen Movement will present itself as a far-right party.”

    Cate Casad started noticing the for-sale signs pop up over the last year on farms around Central Oregon, which has been mired in water shortages amid a yearslong megadrought.

    Casad and her husband, Chris, are first-generation farmers and ranchers who started off with just a few acres of land east of Bend, then moved north in 2017 to scale up their farm. Now, the couple manages around 360 acres of farmland in Jefferson County, where they grow organic food and raise cattle, heritage breed hogs and pastured chickens.

    Only a year after that move, they started experiencing the impact of the drought and water cuts so severe that they made the tough decision to stop growing potatoes — a valuable crop that took them nine years to build a local market for.

    But while Casad is determined to keep farming, neighboring farms have decided to cut their losses and sell land.

    “It’s devastating,” Casad told CNN. “Each year since then, we’ve been cutting back more and more and more to the point in which last year was the worst year yet — and this year, we think will be very similar.”

    As much-needed winter storms alleviate drought conditions in California and southern parts of Oregon, the deluge of snow and rain in the West largely missed Central Oregon, leaving Crook, Jefferson and Deschutes counties dry. And many of the farmers in this area don’t have priority rights to the water – putting their farms at heightened risk of failure.

    Around the peak of the western drought in the summer of 2021, nearly 300,000 square miles of the West was in exceptional drought, the worst designation in the US Drought Monitor. Comprising 10 states — every state in the West except Wyoming — this designation covered one-quarter of all the land.

    But now the exceptional drought has nearly disappeared after a winter deluge of rain and snow — all except for about 1,500 square miles, nearly all contained in Crook County. It has spent 87 consecutive weeks mired in the worst drought category — the longest current stretch anywhere in the country.

    Oregon state climatologist Larry O’Neill said Crook missed out on a full year’s worth of rain over the last three years and “by several different measures” has seen the worst drought in Oregon’s recorded history.

    “What we’re seeing now is this really poor water supply and how we haven’t really had any recharge in the last couple years,” O’Neill said. “Even if you stretch back to the year 2000 in that region of Central Oregon, 16 out of the last 22 years have received below-average precipitation.”

    Seth Crawford, a county judge in Crook, said most of the ranches and farms there rely on reservoir water, “and those reservoirs levels are at historic lows.” Farmers are seeing reductions in harvest yields and have had to shift to crops that require less water, which tend to be less valuable. And then their expenses pile up.

    “Our ranchers and farmers have had to sell livestock which will result in a negative effect on their bottom line,” Crawford told CNN, and they “are hauling water to locations where, historically, livestock water was provided by springs and pond. In addition to the issues that farmers and ranchers deal with, our rural residents are needing assistance in well-deepening and water quality.”

    The impact of the last remaining exceptional drought in the West spreads beyond Crook County’s borders. Early this year, officials in both Crook and Jefferson counties declared a drought emergency for the fourth year in a row, and two months earlier than last year.

    After weeks of urging from local officials, Oregon Gov. Tina Kotek in mid-February declared a state-level drought emergency for the counties, which could open the door for federal drought-relief funds.

    “If things don’t course correct, we’re on a path to see a massive rural depopulation of these areas, because it can’t farm without water,” Casad said.

    Spring Alaska Schreiner, who is Inupiaq and a member of the Valdez Native Tribe of Alaska, bought a few acres in Deschutes County just 20 minutes outside of Bend in 2018.

    Schreiner’s tribal name, Upingaksraq, means “the time when the ice breaks” — fitting, considering during her first year of owning Sakari Farm, hail storms destroyed the greenhouses and the plants inside. Then in 2020, the megadrought intensified.

    “As soon as we got the farm, [during] the first year, the climate had changed,” she told CNN. “We were seeing winters occurring later in the season. Like right now, we’re finally getting some snow but it’s March almost, and that’s just weird.”

    In 2021, reservoir levels in Central Oregon began to drop. Crescent Lake, which supplements water storage for the creek that Schreiner’s irrigation district pulls water from, dropped to 50% of capacity that year, which was the record lowest level at the time. That year, Sakari Farm and the rest of the junior water right holders like Casad started facing water cuts.

    With just half of its normal water allocation and later, the water being shut off biweekly, Schreiner said the farm — which grows native plants and seeds from Indigenous peoples which are then donated to other tribes — had to remove crops.

    “We can’t not water for a week because we had anywhere between 80 and 130 varieties of plants — it’s a very unique vegetable farm,” she said. “So, what we did was we started shutting off water in parts of the farm and we had to prioritize which crops to grow or to let die, basically.”

    As of Friday, Crescent Lake was only 9% full. And given the measly amount of precipitation the region has received in recent months, the impacts of the drought are still strongly felt at Schreiner’s farm. But she said the farm has had to be creative to stay afloat during the drought, including controlling what and how much is grown, who gets its food and how it rations water and food resources.

    And with the help of some federal funding from the US Department of Agriculture, she plans to switch the whole farm to drip irrigation, a method that delivers water more directly to the roots of plants and can reduce water waste from evaporation and runoff. She’s also looking to install weather stations and water sensors to gather data that will help the farm improve plant growth efficiency.

    “We’re doing everything we can this year, and there’s nothing else you can do,” Schreiner said. “After that, you just start taking more crops away, which is income.”

    Watching family-run farms suffer — and then ultimately sell their land — weighs heavily on Casad. Even some of the oldest homesteads in Oregon, she said, are exploring plans to put their farms up for sale due to water scarcity.

    “There are some days that weight can feel heavier than others,” Casad said. And while she attributes these dire water challenges to the drought, she also blames the century-old water laws.

    Like the drought-plagued Colorado River Basin, Oregon water laws are based on seniority – those who were among the first to claim land or water rights have priority over those that followed.

    “While we’re all experiencing drought, not all drought is equal due to this 100-year-old Western water law that’s been put in place and hasn’t been changed, and that’s serving people very inequitably,” Andrea Smith, agricultural support manager with High Desert Food and Farm Alliance, told CNN. “But it is a system we’re dealt and working with right now – and there’s a lot we have to do to change it.”

    While Crook County may be driest county in Oregon, the system is such that junior water right holders like Casad and Schreiner, in Jefferson and Deschutes counties, get the short end of the stick.

    But even Crook County ranchers, some of which Smith said do hold senior rights, are struggling with water scarcity. Casad said she has spoken with ranchers there who have had to haul water to their cattle because the springs have yet to fully return and make up for the yearslong water deficit.

    Others, according to Casad, have packed up and moved to Eastern Oregon, where the conditions are becoming more viable than their old land.

    Natalie Danielson, the administrative director at Friends of Family Farmers, said she believes the main water scarcity issue is the unfair distribution of water. If the 100-year-old system changes, she said there may be enough water for everyone in Central Oregon.

    “We’re kind of at this turning point where there may be enough water, but we are locked in systems that don’t allow for getting that water to the people who need it,” Danielson told CNN. The drought just puts “more pressure on the system that wasn’t set up to be resilient in these conditions.”

    As the climate crisis creates a hotter and drier future in the West, Casad said people need to start rethinking how land is managed, while preparing to make tough and painful decisions.

    Farmers have always been incredibly resilient, Casad said. “This is not the first time we have faced insane climactic challenges and it won’t be the last.”

    Jewel Bronaugh, the No. 2 person at the US Department of Agriculture and the first Black woman in the position, will leave the department on Tuesday after a two-year tenure in which she led agency efforts to diversify its workforce and provide relief to farmers of color who say they have been discriminated against over the years.

    Bronaugh announced last month that she was leaving the agency in order to spend more time with her family. Xochitl Torres Small, the under secretary for rural development, has been nominated to succeed her.

    Along with helping steer a department that boasts 29 agencies and more than 100,000 employees across the country, Bronaugh has played a central role in the USDA’s efforts to remedy decades-long discrimination that has impacted farmers and ranchers of color. Most notably, she has co-chaired an independent commission that has examined the USDA’s policies and programs for factors that have contributed to historic discrimination against farmers of color and identify disparities, inequity and discrimination across the agency.

    “I understood as a Black woman, coming into the role as deputy secretary, the weight that went with that. The responsibility that went with that. The people who for years have not been able to get resources from USDA. The history that that has had on farmers and landowners and people who live in rural communities, I knew that I had a responsibility,” Bronaugh explained in an interview with CNN.

    “I knew coming in that there was a lot of work to be done and I was going to have to be real to that commitment, not only to everyone that USDA serves but specifically as a voice for people who have felt like they had not had a voice that represented in their interactions with the USDA. It was my responsibility to carry that.”

    Born and raised in Petersburg, Virginia, by educators, Bronaugh at first had aspirations to become an educator herself and earned a bachelor’s degree in education from James Madison University.

    But after earning a master’s degree and doctorate in vocational education from Virginia Tech, she stepped into agriculture when she took a job as a 4-H extension specialist at Virginia State University, a historically Black college and university. She also became dean of the College of Agriculture at Virginia State University and was executive director of the university’s Center for Agriculture Research, Engagement and Outreach.

    In May 2018, she was appointed commissioner of the Virginia Department of Agriculture and Consumer Services and made history as the first Black woman in the position. She was confirmed to her current role in May 2021.

    At USDA, Bronaugh led international agricultural trade missions in the United Kingdom and countries in East Africa to help US farm businesses and organizations strengthen export and trade relationships.

    She also helped create a chief diversity and inclusion office within the Office of the Secretary and has focused on diversifying USDA’s workforce, which has seen a slight uptick in the number of employees of color over the course of her tenure. According to USDA data, 73% of USDA employees are White, 28% are employees of color and 11% are Black. Forty-five percent of USDA employees are women.

    Her very presence atop the department has been inspiring for current and former Black USDA employees, including Shirley Sherrod, who was the USDA’s director of rural development in Georgia before being pushed out under controversial circumstances in 2010.

    “The fact that she is the first Black woman to hold the position means a lot to us. It gives us hope for the future,” Sherrod, who is also a member of the Equity Commission, told CNN. “When you look at the US Department of Agriculture and you look at all of the actions we have suffered as Black people trying to get the programs that should have been available to everyone, to access them and feel that they were being implemented fairly – to actually have someone in the second position … really helping to oversee that and have a voice in places we don’t normally get a chance to be in, just to me meant a lot.”

    As Bronaugh prepares to leave the agency, one of her final orders of business will be to release the Equity Commission’s interim report on its findings on Tuesday, which she hopes will provide a blueprint for acting on the inequities she has tried to address during her time at USDA. She said there is no time frame on when the agency will begin implementing the recommendations but she is hopeful it will happen immediately. If confirmed by the Senate, Small would be tasked with presenting the commission’s final recommendations to Agriculture Secretary Tom Vilsack later this year.

    “Being able to get the Equity Commission to a set of interim recommendations has been huge for me,” Bronaugh said. “That is going to give us an opportunity to look at, you know, where we have discretion, where we have authority and where we have resources to immediately start to address some of the historical inequity issues here are USDA.”

    With spring still nearly a month away, the continued wintry weather and shorter days with less sunlight could be taking a toll on your motivation to get out and exercise. Understandably, you may be inclined to skip the gym in favor of staying cozy inside. But don’t let the winter blues keep you from moving your body!

    By getting creative, you can get the exercise you need at home not only to boost your physical health but also to increase the feel-good brain chemicals serotonin, dopamine and noradrenaline to help you beat those doldrums.

    There are lots of ways you can work out in the comfort of your home quickly and simply — without expensive gym equipment. With a little ingenuity, broom handles, backpacks and other everyday household items can serve as useful tools during your workout. If you have access to stairs, there are numerous exercises you can do using just two stairs. Even a paper plate can be used for exercise.

    That’s right, just a single paper plate can provide all the means necessary for a surprisingly challenging total-body workout that strengthens your core and improves your balance. It may sound far-fetched, so I’ve outlined the exercises below and included an instruction video at the top of this article so you can try it for yourself.

    Important note: Before beginning any new exercise program, consult your doctor. Stop immediately if you experience pain.

    Perform eight to 10 repetitions of each exercise on each side of your body while maintaining a focus on good form and being able to breathe well. The instability of the paper plate is what creates the challenge. In each exercise, the side of your body that’s not using the paper plate is the stabilizing side, so that side will feel the burn of working harder to maintain balance.

    If you struggle with strength or balance limitations, start off by practicing the movements using the suggested modifications for each exercise.

    Place one foot on the paper plate and slide that leg back into a lunge position, bending your knee to gently tap it on the floor, if possible. The forward leg should also bend into a lunge position with your knee aligned above your ankle.

    Use the strength of your core and stabilizing front leg to return to standing. That’s one rep. Go through all reps on one side and then repeat on the other side.

    How to modify: Decrease how far back you slide and place a hand on a wall if balance is an issue.

    From a standing position, put one foot on the paper plate and perform a slide-out lateral lunge by sliding your foot out to the side while taking a half-squat position with your opposite leg. Keep your chest up, trying not to lean forward too much.

    As you perform a slide-out lateral lunge, focus on the standing leg that's stabilizing your movements and keep your chest high.

    Use the strength of your core and stabilizing leg to return to standing. Go through all reps on one side and then repeat on the other side.

    How to modify: If you aren’t strong enough to hold the half-squat position, you can put a chair under your hip to sit back on as you slide out your opposite leg. Place a hand on a wall if you need help with balance.

    From a plank position on the floor with your feet positioned a little wider than hip distance apart to help with counterbalance, place one of your hands on the paper plate. Maintaining a strong core and neutral spine, make circles with the plate on the floor.

    From a plank position, use the plate to make circles on the floor while keeping a strong core and neutral spine.

    Go as wide as your shoulder mobility will allow while still being able to stabilize. After making four circles in one direction, go in the other direction for another four circles. Switch to the other side and repeat the pattern of four circles in each direction.

    How to modify: If you feel your back arching, lower to your knees to make it a bit easier to engage your core and keep a neutral spine.

    From a plank position with your feet a little wider as noted above, place the toes of one foot on the paper plate. Just like you did with the shoulder circles, use your hip mobility to draw circles with your foot.

    Use your hip mobility to draw circles with your foot — just as you did with the shoulder circles.

    Make four circles in one direction and four in the other direction, then repeat with the other leg.

    How to modify: You can lower to the knee of your stabilizing leg if you have difficulty maintaining a neutral spine. If you struggle to make a circular motion, try a mountain climber forward-back motion instead.

    Depending on your current fitness level and how you feel while doing these exercises, do the four exercises sequentially through three to five rounds. You might be surprised by how exhausted you can get using just a paper plate! Be sure to take short breaks in between rounds to drink some water and catch your breath.

    To help you overcome the winter blues and strengthen your body — especially your core, I recommend doing this workout a few times per week. Once spring arrives, look for more opportunities to exercise outside.

    Major UK supermarkets have started rationing the sale of some staple fruits and salad vegetables, blaming poor weather that has depressed production in Spain and north Africa.

    , the UK’s biggest supermarket, confirmed to CNN Wednesday that it had temporarily capped the number of packs of tomatoes, peppers and cucumbers to three per customer.

    Asda told CNN that it was temporarily limiting purchases of some items to three packs per customer. These include tomatoes, peppers, cucumbers and lettuce.

    “Like other supermarkets, we are experiencing sourcing challenges on some products that are grown in southern Spain and north Africa,” an Asda spokesperson said.

    Morrisons told CNN that it had imposed a cap of two packs per customer on tomatoes, peppers, cucumbers and lettuce. Aldi, a German discount grocery chain, announced Wednesday that it would also introduce a limit of three packs per person on peppers, cucumbers and tomatoes in its UK stores.

    Asda, Morrisons and Aldi are Britain’s third-, fourth- and fifth-biggest supermarket chains respectively, according to market share data from Kantar.

    , the United Kingdom’s second-largest food retailer, told CNN it had no plans to ration the sale of fruit and vegetables.

    The rationing is another knock for British shoppers already grappling with record grocery price rises, which have inflamed the worst cost-of-living crisis in decades.

    In the four weeks to January 22, food price inflation hit 16.7%, according to Kantar. That’s its highest level since the data company started tracking the indicator in 2008.

    “The more we face shortages, the more it will drive food inflation,” Minette Batters, president of the National Farmers’ Union (NFU), which represents more than 46,000 farming and growing businesses, told the BBC Wednesday.

    A spokesperson for the UK’s Department for Environment, Food and Rural Affairs (Defra) said in a statement: “We understand public concerns around the supply of fresh vegetables. However, the UK has a highly resilient food supply chain and is well-equipped to deal with disruption.”

    So what explains the empty shelves?

    Asda and Morrisons pointed the finger at poor weather in key growing regions as the main driver of the shortages.

    Andrew Woods, a sub-editor at Mintec, a commodities data company, told CNN that hotter-than-average weather in Spain and Morocco last fall, combined with a cold snap over the past two weeks, had hit production.

    The tomato crop in southern Spain is 20% smaller than a year ago, he said.

    The poorer harvests are problematic for UK retailers, reliant as they are on imports to fill their stocks at this time of year.

    According to the British Retail Consortium (BRC), a trade group, UK supermarkets import 95% of their tomatoes and 90% of their lettuce in December, and typically import the same proportions in March.

    James Bailey, executive director of supermarket Waitrose, told LBC radio Monday that snow and hail in Spain, as well as hail in parts of north Africa, had “wip[ed] out a large proportion” of key crops.

    The high-end supermarket chain told CNN that it was “monitoring the situation” but had no plans to introduce rationing.

    “Give it about [two weeks] and the other growing seasons in other parts of the world will have caught up and we should be able to get that supply back in,” Bailey added.

    The BRC also says it expects the current disruption to last a few weeks before home-grown produce arrives to fill the gaps on UK store shelves.

    “Supermarkets are adept at managing supply chain issues and are working with farmers to ensure that customers are able to access a wide range of fresh produce,” Andrew Opie, the BRC’s director of food and sustainability, told CNN.

    High input costs have contributed to the shortages of fruit and vegetables, the NFU says, as well as reduced production across the farming sector more broadly.

    “Labor shortages and soaring energy prices are hitting the poultry industry, already reeling from avian influenza, as well as horticultural businesses and pig farms,” Batters said in a speech Tuesday.

    The price of natural gas — a key input for nitrogen-based fertilizers — shot up following Russia’s invasion of Ukraine last year. Though gas prices have fallen back in recent weeks, they are still triple their historical average, while fertilizer costs are up 169% since 2019, Batters noted.

    According to the NFU, the production of tomatoes and cucumbers is expected to fall to the lowest levels since the union started keeping records in 1985, on the back of crippling input costs.

    Woods at Mintec said processing and storing vegetables, such as tomatoes, was “energy intensive.”

    Europe, too, has wrestled with many of the same problems in recent months.

    “Across Europe, supplies [of tomatoes] are reportedly tight, and growers continue to grapple with higher fertilizer, energy and labor costs,” Mintec said in a note.

    Yet, currently, there are few indications — in media reports or on social media — that retailers in other countries are rationing sales.

    But Defra said in its statement Wednesday that “similar disruption is also being seen in other countries,” and that it was helping UK growers by expanding a visa scheme for seasonal workers to fill labor gaps.

    UK supermarkets have not cited Brexit as a reason for the supply crunch. But the NFU and some campaign groups argue that it has worsened labor shortages.

    Direct subsidy payments to UK farmers from the European Union are being phased out, which has increased uncertainty for farmers, Batters said in her speech. The United Kingdom plans to fully implement its own subsidy scheme by 2024.
