    Blinkens Visit to Africa: Is US Counterterrorism Counterproductive?

    Blinken made his first stop in Cape Verde, a small island in West Africa, where he engaged Prime Minister Ulisses Correia e Silva in discussions and reiterated the US dedication to deepening and expanding its collaborations with Africa. Continuing his diplomatic journey, he then proceeded to Ivory Coast, Nigeria, and concluded his tour in Angola.

    While Blicken, on his tour, touted the US as a crucial economic and security ally for Africa, particularly during times of regional and global challenges, analysts say that US foreign policy towards Africa has suggested that the continent may have been “pushed to the back burner.” Their assertions are not baseless.

    At the US-Africa Leaders Summit in Washington in November 2022, President Joe Biden made commitments to support democracy in Africa and announced his endorsement for a permanent seat for the African Union at the Group of 20. Biden also promised to visit the continent but that dream never materialised as Washington was preoccupied with a host of global challenges, such as the war in Gaza and the Russia-Ukraine war.

    Addressing questions about Biden’s unsuccessful visit during an interview in Nigeria, Blinken defended the president by saying, “It is just the opposite. The President very much wants to come to Africa. We have 17 cabinet-level or department-level officials come since the Africa Leaders Summit.”

    US Counterproductive Counter-terrorism Fight

    In Abidjan, the capital of Ivory Coast, Secretary of State Antony Blinken pledged USD 45 million to bolster security along the West African coast. This commitment extends the funding for an ongoing program in the region, bringing the total to USD 300 million. Blinken commended the Ivorian military for their counterinsurgency efforts in combating armed groups, acknowledging the difficulty of the region’s location between Mali and Burkina Faso and recognizing hotspots for violence in the Sahel.

    For over two decades, the US has made consistent efforts to enhance security and promote democracy, particularly in the Sahel. However, despite these investments, terrorism persists, leading to frequent coups that pose a continuous threat to the stability of the continent.

    Last year saw President Mohamed Bazoum of the Niger Republic—a crucial US ally—forcibly ousted from power by disgruntled US–trained military officers. This coup dealt a significant blow to Niger’s sprouting democracy, as President Bazoum had ascended to power through the country’s first democratic elections. Moreover, it marked a setback to the longstanding US endeavours to foster democracy in the Sahel.

    Facing international pressure, the coup plotters justified their actions by pointing to President Bazoum’s perceived inability to effectively address the threat of insurgency in the country, despite substantial investments by the US in regional security.

    Since 2012, the US has allocated more than USD 500 million in security assistance to Niger, positioning it as the leading recipient of US military aid in West Africa and the second-highest in sub-Saharan Africa.

    In addition to having troops on the ground, the US currently operates a drone base in sub-Saharan Africa, a USD 100 million facility based in Agadez. However, despite these advancements, counterinsurgency operations funded by taxpayers have given rise to splinter groups associated with jihadist militancy, causing distress in villages and towns.

    Experts attribute the insurgency in Sub-Saharan Africa to the US-led invasion of Libya, which failed to bring stability to the country and resulted in the proliferation of arms and violent groups across the region when foreign fighters, especially the Turareg rebels loyal to Libya’s dictator, Colonel Muammar Gaddafi, fled the country after his death.

    A recent report by the Africa Center for Strategic Studies, a US defense department research institution, indicates that the Sahel experienced the largest increase in violent events linked to militant Islamists in the past year compared to any other region in Africa, with 2,737 violent events. The report notes that attacks linked to militant Islamist groups in the Sahel have surged by 3,500% since 2016.

    “If the US had not destabilised Libya, there is no way Nigeria, Mali, Niger, Chad, and Burkina Faso would have been in chaos,” argues Zainab Dabo, a Nigerian-based political analyst.

    “With military takeovers in , along with a general distrust for the West, Blinken is here to offer an irresistible package of promises in a bid to remain relevant, especially in Sub-Saharan Africa, where Russia is gaining influence,’’ she added.

    For the US, Russia’s expanding influence in Africa is a cause for worry. The rivalry between the two nations intensified significantly following Russia’s invasion of Ukraine in 2022. Russia justified its actions by citing the US-led NATO expansion in Ukraine, which it deemed a threat. Although the US has refrained from direct involvement in the conflict, it has provided substantial financial and military assistance to Ukraine.

    Meanwhile, tensions between the US and Russia are escalating in Africa. This is evident as coup plotters, many of whom have undergone military training in the US, are now ditching the West to seek military support from the Russian-backed private military Wagner group in their efforts to combat terrorism. Russia is also actively seeking to gain influence in Africa and challenge the dominance of the dollar through the BRICS.

    However, while the Biden administration is considering designating the Wagner Group, a Russian group, as a terrorist organisation for its human rights violations, the US has always shied away from its own misdeeds in Africa.

    US military partnerships on the continent have been marred by a record of human rights abuses, fostering distrust of Western influence.

    In Nigeria, where Blicken promised support for improved security, a US-Nigerian airstrike in 2017 hit a refugee camp in Raan, near the Cameroon border, killing at least 115.  Until today, no one has been held accountable for the massacre, and the victims have not gotten justice.

    In Somalia, where the US military has conducted numerous airstrikes against the Islamic Jihad group Al-Shabaab for more than a decade, civilian casualties have become inevitable, many leaving family members in agony and with no hope of justice.

    In 2020, Amnesty International slammed the US Africa Command (AFRICOM) for killing a woman and a young child in an airstrike in Somalia. Despite the families of the victims of this strike contacting the US Mission to Somalia, Amnesty International reported that neither US diplomatic staff nor AFRICOM had reached out to them to offer reparation.

    US, China, Russia and the Scramble for Africa

    According to Frank Tietie, a lawyer and human rights activist in Abuja, Nigeria’s capital, Blinken’s visit coincides with a period when America’s influence is perceived to be at a low point in the recent scramble for Africa. Tietie maintains that the US needs to go beyond merely advocating for democracy and should actively match China and Russia’s efforts by deploying both financial and developmental resources.

    Since 2003, Chinese foreign direct investment (FDI) in Africa has experienced a substantial increase, rising from a modest USD 74.8 million in 2003 to USD 5.4 billion in 2018. Although it saw a decline to USD 2.7 billion in 2019, the trend reversed, despite the challenges posed by the COVID-19 pandemic, with a resurgence to USD 4.2 billion in 2020. However, concerns arise regarding China’s infrastructural investments and over USD 170 billion worth of loans in Africa, which are perceived as exploitative, given the expectation of natural resources in exchange.

    During a meeting with President João Lourenço of Angola, Blinken praised the advancements in one of the US’s most significant investments in Africa: the construction of the Lobito Corridor, a crucial rail link for metals exports from the central African Copper Belt. However, for Tietie, who holds that the US is bent on containing the influence of Russia and China in Africa, such developments are insufficient.

    “The gospel of democracy by the Americans has not been able to match the alluring and tantalising presence of the Chinese with their loans and offer to exploit natural resources in exchange for cash. The Americans must do more than ordinary promises, many of which we have had in the past that have not translated to growth and development for African countries,” Tietie told IPS.

    For Dabo, Africa, which she described as “the land of opportunities,” will keep being exploited for its natural resources by the US and China if the US does not put its capacities to good use.

    “Under international humanitarian laws and the Safe Schools Declaration, civilians—in particular children, schools, and school personnel—must be protected. What we are seeing in this conflict are bombs pounding the most densely populated area on earth, schools and other civilian infrastructures being attacked, and an entire population being trapped in the most dire conditions, with no safe place to flee to. Surviving children are maimed, orphaned, or have lost close and extended family. Horrors of unimaginable proportion are unfolding before our eyes,” Yasmine Sherif, Executive Director of Education Cannot Wait, the UN global fund for education in emergencies and protracted crises, tells IPS.

    “No child can or should have to be prepared for what is happening in Gaza. Children and adolescents are hurting and traumatized. According to UNRWA, initial assessments in October showed that at least 91 percent of children are demonstrating signs of acute stress and trauma and are in need of Mental Health and Psychosocial Support (MHPSS).”

    According to the UN, children account for nearly half of the population in Gaza. More than 625,000 students and 22,564 teachers have been affected as attacks continue. At least 86 percent of school buildings are either being used as shelters for the displaced population, catering for up to four times their capacity, or have been destroyed.

    Camilla Lodi, Norwegian Refugee Council’s (NRC) Global Psychosocial Support Head of the Better Learning Programme, told IPS the impact of war on children was devastating.

    “When children experience conflict, war, and displacement, they go through personal, ongoing life threats—constantly witnessing violence and its effects. Prolonged exposure to such traumatic events increases the risk of complications in processing trauma. When the fighting stops, the journey to recovery starts for children and adults who have gone through high levels of stress and trauma. Mental Health and Psychosocial Support (MHPSS) is not a luxury but a necessity. It helps regain a sense of normalcy,” she said.

    “NRC works specifically on a psychosocial support program within broader education in emergency interventions. Simply, children cannot learn unless they feel well and safe. MHPSS is an essential, necessary, and mandatory intervention that should be embedded in every education in emergency programs. The Better Learning Programme (BLP) is NRC’s signature non-specialized classroom-based psychosocial support intervention that helps restore learning capacities for children that have gone through trauma and high levels of stress.”

    The program has been at the forefront of providing immediate and long-term critical care and psychosocial support for more than a decade, investing in children’s futures in 33 countries, such as Ukraine, Sudan, and Palestine. Lodi stresses that MHPSS is critical in crises and emergencies.

    Sherif stresses that as homes and schools lie in ruin in this high-level stress cycle, surviving children are at risk of severe lifelong mental health problems. A life of debilitating chronic anxiety, depression, and various degrees of trauma now beckons for more than 224 million children and adolescents in conflict and crises globally. She adds that Education Cannot Wait, which supports education programs for children in over 40 countries affected by emergencies and protracted crises, has included MHPSS as a core component of all its country-level investments since 2020. This includes support for the NRC’s Better Learning Programme.

    “ECW has prioritized MHPSS to protect and promote students’ and teachers’ well-being, as mental health is the foundation of learning. We have a target to invest at least 10 percent of our resources for mental health and psychosocial support services,” says Sherif.

    ECW recently announced a $10 million 12-month grant in support of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and UNICEF to provide children in Gaza with life-saving mental health and psychosocial support.

    “For Gaza specifically, it is a humanitarian catastrophe defined by a relentless cycle of violence. Past research within the Better Learning Programme found that 1093 students (6–17 years of age) who sought help for nightmares and sleep disturbances reported recurrent traumatic nightmares on average 4.57 nights per week, with an average duration of 2.82 years,” Lodi says.

    “We always talk about the cost of inaction. Neglecting MHPSS can result in five significant risks, notably the perpetuation of cycles of violence and trauma. As a conflict concludes, the suffering and psychological impact on children commence and, if left unaddressed, can endure throughout their lives. This neglect also results in the loss of educational and developmental milestones, increasing susceptibility to mental health disorders. Additionally, the diminishing sense of community connectedness, a stabilizer for peace, is compromised. There is also an economic fallout, as increased healthcare costs and long-term productivity losses contribute to a substantial financial and economic impact.”

    Lodi stresses that no child should pay the price of adults’ conflict and that a ceasefire is urgent to help re-establish a sense of safety and predictability and for children to resume recreational play and education activities in a safe environment, which will allow a safe break for their body in “emergency, flight mode.”

    “The catastrophic humanitarian situation in Gaza cannot continue. All parties must respect the UN Charter, international humanitarian law, and universal human rights. I join my colleagues in the United Nations’ call for an immediate humanitarian ceasefire now,” says Sherif.

    If soul-shattering human suffering is not halted and safety restored, Sherif says our moral standing as an international community will be questioned by the young generation today and for generations to come. How can we make promises to children in crisis during this World Children’s Day, whose theme is For Every Child, Every Right? Children everywhere in the world, including more than 224 million crisis-affected children, deserve every right and promise delivered despite, and especially because, of their hardships.

    Saved by members of the civil defense team who pulled him from the rubble, doctors had to amputate his left leg – which had been crushed in the 7.7 magnitude quake that killed more than 55,000 people and destroyed at least 230,000 buildings. 

    Salim, from Jenderes, north of Aleppo, Syria, was pulled from the rubble but, suffering from crush syndrome, had his leg amputated.

    His only surviving relative, his grandmother Farida al-Bakkar, tells IPS of the pain and the sadness of caring for her grandchild.

    “When my grandson woke up and saw me, he asked me about his mother, but I could not tell him that his mother and father had died because he was devastated.”

    Salim is not alone; thousands of children survived without their families and now experience loneliness, psychological stress, and physical pain.

    Even seven months after the earthquake, the fear Salim felt that day has remained engraved in his memory, according to his grandmother.

    Dr Kamal Al-Sattouf, from Idlib, in northern Syria, says the earthquake resulted in many diseases.

    “Thousands of buildings were completely and partially destroyed as a result of the earthquake, while the infrastructure of water and sanitation networks in the regions was damaged, increasing the risk of epidemics and infectious diseases such as cholera.”

    The doctor stressed the spread of respiratory diseases, such as lung infections, especially among children and the elderly, and diarrhea of all kinds, viral and bacterial, cholera, and malaria, due to vectors spreading among the rubble, such as mosquitoes, flies, mice, and rodents.

    Al-Sattouf said that people pulled alive from the rubble were often also affected by what is known as ‘crush syndrome.’ The hospital where he works received many cases, the severity of which is often related to the time the survivors spent under the rubble, usually made up of heavy cement blocks.

    According to the doctor, crush syndrome results when force or compression from the collapsed buildings cuts off blood circulation to parts of the body or the limbs.

    Psychological Impacts

    A 10-year-old girl, Salma Al-Hassan, from Harem, in northern Syria, keeps asking to visit her old house destroyed by the earthquake. This was where she lost her mother and her sister.

    Her father explains: “My daughter suffers from a bad psychological condition that is difficult to overcome. With panic attacks, fear, and continuous crying, she refuses to believe that her mother and sister are dead.”

    He points out that his daughter became withdrawn after she witnessed the horrors of the earthquake. She loves to be alone and refuses to talk to others. She also refuses to go to school.

    He and his daughter were extracted alive from under the rubble more than 8 hours after the earthquake.

    Dalal Al-Ali, a psychological counselor from Sarmada, Northern Syria, told IPS: “Many people who survived the earthquake disaster, especially children, still suffer from anxiety disorders and depression, which is one of the problems. Symptoms of this disorder are persistent feelings of sadness and hopelessness, loss of interest in activities, and changes in appetite and sleep patterns.”

    She pointed out that the child victims of the earthquake urgently need psychosocial support in addition to life-saving aid, including clean water, sanitation, nutrition, necessary medical supplies, and mental health support for children, both now and in the long term.

    Al-Ali stresses the need to provide an atmosphere of safety and comfort for children and to establish a sense of security and protection by moving them to a safe place as far as possible from the site of danger, in addition to providing group therapy and individual therapy sessions for parents, as well as for children, to help them overcome anxiety, and allow them to express their feelings by practicing sports and the arts.

    She confirms that children need more attention than adults in overcoming the impacts of the earthquake because children saw their whole world collapse before their eyes and continue to feel the trauma acutely.

    Victims of Earthquake, also Victims of Syrian Conflict

    The Syrian Network for Human Rights, in a report published earlier this year, said it had documented the deaths of 6,319 Syrians due to the earthquake.

    Of these, 2,157 victims were killed in areas of Syria not under the control of the Syrian regime and 321 in areas controlled by the Syrian regime. regime, while 3,841 Syrian refugees died in Turkey.

    The group stressed the need to investigate the reason for the delays in the response of the United Nations and the international community because this led to more preventable deaths of Syrian people – and those responsible for the delays should be held accountable.

    The network says the high death toll was in a highly populated area because of internal displacement due to conflict within the Syrian regime.

    Even more tragically, the report adds, these traumatized people had to live through the horrors of indiscriminate bombing by the Syrian regime in the IDP camps in which they live.

    With the aim of caring for the earthquake orphans in Idlib Governorate, Northern Syria, the (Basmat Nour) Foundation opened the Kuramaa Center to take care of the children.

    The director of the Kuramaa Center, Muhammad Al-Junaid, says to IPS: “Many children lost their families and loved ones during the devastating earthquake, so we opened this center that provides care for orphaned children, and provides all their educational requirements, psychological support activities, and entertainment.

    There are now 52 children at the center, which can take up to 100.

    Al-Junaid added: “The staff work hard to put a smile on the children’s faces, and our goal is to make them forget the pain that they cannot bear and take care of them by all possible means to live a normal life in a family.”

    Eight-year-old Fatima Al-Hassan, from Idlib, lost her entire family in the earthquake. She lives in the center and has found tenderness and care.

    “I spend my time teaching, drawing, and playing with my peers in the care home.”

    But Fatima still remembers her family with love and sadness.

    I drove back to my office half an hour later than scheduled. Near the grim building of the Canal Hotel, the UN headquarters in the Iraqi capital, I caught sight of a column of smoke and a grey cloud forming on the horizon.

    A tragedy was unfolding. People were shouting and crying, while dust, sweat and the scent of molten iron irritated my eyes and nostrils. An American soldier stopped me, brandishing his weapon. He and his unit usually stood idly by their armoured vehicle, leaving the main entrance under the care of local security men. “Let me through, this is my office, I work here!!”

    The soldiers didn’t speak or argue; they were tense and firm as they held their weapons in a ready position. What happened while I was away? Why couldn’t I get into my office? I felt an urge to force my passage through the soldiers, to enter the apocalyptic grounds.

    The gate at the back of the compound was open.

    Inside, survivors were scattered, their faces pale and covered with a film of dust, sweat and blood. Many were sitting on the grass scorched by the summer heat in the spacious garden or on the grounds of the parking lot, staring into nothingness, while others trembled in tears as they embraced each other.

    “Sérgio is dying,” cried a colleague before collapsing into my arms.

    I slipped through a small back door and onto my office on the second floor. The broken glass of shattered windows crushed under my feet as I cautiously took one step after another in dim dusty corridors. I passed over doors torn off their hinges by the force of the blast, thrown onto the ground or leaning against the wall. Desks, drawers, shelves and paper littered the corridors.

    My laptop was there but many keys had popped out due to the force of the explosion. Large, sharp glass fragments had lodged in the back of my chair. Had I been there, any of them could have pierced my back.

    I walked in darkness until a soldier stopped me at the office of Sérgio Vieira de Mello, the head of the UN mission in Iraq. De Mello had been sent there a few weeks earlier by the then UN Secretary General Kofi Annan. His mission was to help the invading Americans reach a political way out and hand over power to Iraqis, after the military and political foundations of Saddam Hussein’s regime had been destroyed earlier that year in an ill-conceived and illegal war that had not even been sanctioned by the UN Security Council.

    I asked the soldier to let me through. With a vacant look in his eyes, he said, “There’s no ‘through’. There is nothing there; that part of the building is vaporised. If you stepped behind that door, you’d fall several stories onto rubble, iron rods, and concrete blocks.”

    I entered the adjacent office where a colleague and I used to smoke whenever we had the chance. Her cigarettes and lighter were on her desk covered by a thin layer of dust that enveloped everything in the room. She was among the missing, and I would later learn that she died in the explosion.

    What I had missed

    It took hours for us to piece the initial story together. Around 4:30pm on 19th August, 2003, a suicide bomber drove a truck heavily loaded with explosives into the UN compound. His deadly cargo detonated upon impact, destroying a whole corner of the building, burying those inside it under the collapsed floors. The attack killed 22 people, most of whom were UN staff members.

    I spent the evening that day in a UN vehicle with colleagues moving from one hospital and medical centre to another, checking on the wounded and searching for some missing UN staff. We ferried some walking wounded back to their hotels.

    For a few days, we worked all our waking hours, surrendering ourselves to an immense flow of adrenaline, meetings, calls, and emails.

    There was no time to be angry about the UN failure to anticipate the attack or better protect its staff. There was no time to be angry at the mindless, murderous terrorists, or to contemplate the role of the US invasion and the disastrous de-Ba’athification policy, and the emerging Baath/jihadi coalitions which created a wave of terror that haunts the region today. There would be time for that, later.

    I remained oblivious to how the attack impacted me psychologically for several weeks until the long-delayed recognition of the enormity of this horror finally arrived after I returned home to New York. I began tough journey of recovery, where I had to deal with survivor’s guilt and disturbing flashbacks, not to mention what happens usually in such circumstances when upsetting memories swept under the rug of the unconscious creep up and pull you down to very dark caves.

    I was very fortunate (and the UN was probably very worried about liability and litigation) to be able to have a fully paid year of leave during which I underwent intensive psychotherapy, also paid for by my health insurance. Millions of Iraqis, including UN contractors, were not that lucky.

    It took years to fully integrate this harrowing experience and move on. I now accept, rather than avoid, the waves of sadness—and sometimes anger—this memory brings. I know now how not to inflict my suffering on others. This required hard, personal work, and the support and love of friends, family members, and professionals.

    I managed to return to work, including in conflict zones, after about a year.

    Who was accountable?

    The direct responsibility for this horrific attack rested with the terrorist Al-Qaeda group. For them the UN was a proxy target, easier to hit than the US military, which was then their nemesis, but had been an ally of their jihadi ideological fathers in Afghanistan in the 1980s. A wave of propaganda relying on a grain of truth that the UN was whitewashing the American invasion dominated Iraqi and even wider Arab conversations about the international organisation. Al-Qaeda recruiters exploited it cleverly to convince volunteers and followers that the UN was a legitimate target.

    In a few months, the UN completed a detailed investigation and pointed the internal fingers of blame at dysfunctional security systems and officials. It shied away from directly blaming the decision-making process for hasty deployment of such political and humanitarian aid missions to danger zones without adequate planning, especially when such decisions were pushed by interested influential capitals.

    I remember long discussions among senior UN officials and colleagues before and after the attack on how humanitarian aid had become too politicised and how this had turned us, aid workers, into a soft target for attacks which had been increasingly aimed at civilians and civilian infrastructure.

    The day of the attack

    On 19th August, 2003, a few hours before the attack, a colleague was trying to park our car inside the UN compound after passing through extensive security checks. As I got out of the car, I noticed a woman and a child behind a side unguarded gate. The child had managed to insert himself in the slight opening of the gate held together by a rusty chain and an old padlock. His slim figure was almost inside the compound when he noticed me. We exchanged conspiratorial smiles. Before he could fully push his body through, his mother grabbed his arm and pulled him back.

    I thought I should inform the UN security officer, who was walking towards me, about what had just happened. They had excessive security measures at the main entrance while leaving that side gate easily passable for a small person. Before I could utter a word, the security officer shouted, “Move your car from here, these spots are reserved for the mission leadership!”

    We exchanged some terse words. I pointed towards the gate. The woman and the child had already left. I said that this was a serious security lapse. He got angrier and shouted, “This is my job, don’t teach me my job, move your car now!”

    A few hours later, the explosives truck drove into this rickety side gate dislodging it.

    Undoubtedly, there was a clear failure and negligence on the part of security personnel and systems. Some of them faced subsequent administrative sanctions. However, understanding how the flawed security system allowed the terrorists to easily carry out the attack does not help us understand why they considered and planned such an attack against the UN in the first place.

    How the UN became a target

    Over the past 30 years, many people, especially in societies that receive aid or are affected by the UN resolutions and interventions, have increasingly viewed the organisation as a part of a scheme to maintain a western-dominated international order. From jihadists and armed militias to aid-receiving governments and communities, the UN has increasingly been perceived as subservient to neoliberal ideologies and western capitalist interests. My colleagues and I have heard this from government officials in Khartoum and Kabul, militia men in Darfur and Faizabad, and from refugees and displaced people in Palestine and Lebanon. Those who receive UN assistance always appreciated the help but often complained that aid had not addressed the root causes of their misery. They sometimes raised doubts about the motives of big aid agencies.

    In the face of complex and unresolved conflicts, it is easier to adopt a superficial and simplistic view of how the UN works and claim that its myriad of organisations and programmes are mere tools of western foreign policy. And there is probably a grain of truth to such claims, especially since the end of the Cold War. Western capitals provide over 75 per cent of the funding for humanitarian organisations, they dominate their governance systems, and monopolise the top positions in the most important global humanitarian organisations, namely Unicef, WFP and the UNHCR. The first two have almost always been led by Americans, some of whom had served in senior political positions in their governments.

    During the 20th century, the aid enterprise became increasingly intertwined with transnational politics. In addition to altruistic motivations and legal underpinnings, it was also increasingly influenced by realpolitik considerations to ensure that conflicts, poverty, and natural disasters did not undermine the stability of strategically important interests or region.

    With the evaporation of the Soviet bloc in the late 1980s, disintegrating states and armed non-state actors emerged as the main threat to the international world order championed by the west. Al-Qaeda, though a former ally of the US in its global anti-Soviet campaigns, attacked the US on the home front. The murderous terrorist carnage on 11th September led to a massive and excessive response by the US and its allies in Afghanistan in 2001 and then in Iraq in 2003. The humanitarian enterprise played a large, albeit secondary, role to mitigate the impact of these wars on civilians. This role was largely shaped and funded by the US and its allies.

    Since then, ideologically driven armed militias, remnants of the hard Stalinist left, and also some liberal and realist circles, started to perceive UN organisations as largely dominated by western capitals, and as a part of their toolbox in global undertakings, whether peaceful or military.

    These are factual elements that fed the conspiratorial world view which enabled the bombing of Baghdad UN offices 20 years ago.

    Modern humanitarian aid has not been free from political prerogatives since its formal evolution in the early 20th century. It became one of the Cold War battlegrounds after World War II. Then it metamorphosed again in the 1990s following the collapse of the Soviet Union, as the dominant powers tried to subject it to their national priorities. This was evident in several conflict areas in the 1990s. For example, in the Balkans, the UN created safe havens to partly prevent the flow of refugees to western Europe. While food and shelter were provided, protection was not available, resulting in the deaths of thousands of Bosnians in places like Srebrenica.

    Humanitarian organisations operate in a hyper-political environment while striving to adhere to principles of neutrality, independence, and impartiality. It is true, however, that UN senior leaders and staff on the ground can sometimes take inappropriate decisions and carry out their work in ways that are inconsistent with UN values. Such actions taint the entire UN and contributes to blanket perceptions such as “the UN is corrupt”.

    None of this is to excuse, much less justify, a vicious strategy by armed groups involved in acts of terror that target international aid groups. It is to try to understand the environment in which these groups recruit and operate. It is also to show how innocent people can be crushed between the political machinations of the international community and the armed groups (or states) that control their lives.

    How the train of politics twisted the tracks of humanitarian work

    The politicisation of humanitarian aid was evident when I joined the UN in 1999 in Afghanistan, where the Taliban on the ground and donors in Washington and other capitals held many of the levers for the allocation and delivery of aid.

    After 11th September, meetings with USAid in Islamabad focused on trying to prevent a humanitarian catastrophe in Afghanistan after the US invasion. Afghanistan was already suffering from cyclical droughts, poor social services and a crumbling economy after being dominated by armed conflict for decades. They did not want to allow the Taliban to use the humanitarian cost of the war against them. The UN flooded the country with flour, oil and essential food items, and the feared famine never materialised.

    Aid politicisation went into a higher gear of integration in 2002, during the months leading up to the Iraq War. The then US Secretary of State Colin Powell believed that foreign aid provided political incentives, supported free market democracy, and helped counter disorganised transnational migration.

    In the autumn of 2002, humanitarian plans by UN organisations were shared with Washington. Before the war broke out organisations sought firm financial commitments from the US to start pre-positioning supplies.

    Predictably, the shift in Middle Eastern and South Asian public opinion against the UN and aid agencies continued with rising allegations of bias and subservience to western interests. The complexity of functions, the competition for funding and a perception of clashing roles and priorities within UN organisations further complicated efforts to counter these allegations.

    For example, the UN Security Council has at various stages imposed sanctions on Iraq, Afghanistan, Sudan and Syria—measures that have severely affected the civilian populations rather than the targeted regimes and their proxies. Meanwhile, UN aid organisations like Unicef, the UNHCR, and the WFP continued to spend hundreds of millions of dollars (the total global budget of these organisations in 2022 exceeded $26bn) on millions of refugees, internally displaced persons and those harmed by the war and by these very sanctions.

    Some of the five permanent members of the United Nations Security Council, notably Russia and the US, have been implicated in strikes on medical and health facilities during conflicts in Syria, Iraq and Afghanistan, launching drone attacks against enemy targets killing many civilians in the process (what they call collateral damage), assassination attempts against opponents and arbitrary detentions. At the same time, they joined other western countries and Japan in providing the largest share of humanitarian needs (over $20bn in 2022 ), sometimes in the same places where they carry out or support seemingly endless military conflicts, such as in Yemen, Syria and Afghanistan.

    These examples illustrate the complexity of behaviours of states and international organisations driven by often clashing motives and considerations.

    However, in an era of dis- and misinformation and the quest for the ultimate sound bite, it becomes easier to view the UN as a failed international humanitarian conglomerate serving western political interests, incapable of leading the world to achieve just peace, enhance sustainable development or better protect human rights. (These were the three main pillars of the UN when its charter was put together after World War II.)

    On the other hand, the authorities in recipient countries influence decisions about aid distribution: who receives assistance and who gets local contracts. A well-documented report in 2022 about aid operation in Syria revealed transactions involving tens of millions of dollars between UN organisations and private sector companies, some of which were owned or controlled by security agencies or senior Syrian officials who had been subject to western sanctions. These companies received around 47 per cent of the total UN contracts in 2019 and 2020.

    Until the bombing of the UN headquarters in Iraq in 2003, humanitarian workers took simple and logical security precautions—most notably, the display of their insignias on their offices, homes, and vehicles. The message that we, the UN, were neutral and impartial largely worked.

    This started to change in the 1990s and early 2000s with new concepts such as the Responsibility to Protect, which started to give the UN a role that could be seen as interventionist. The reputation of UN organisations started to suffer. Many people, especially in recipient communities, increasingly perceived the UN as a western agent or a weak, subservient actor. Those who work with the UN have consequently become easier targets for criticism and, tragically, attacks.

    In 2000 and 2001, I rode in rundown yellow taxis to go to the market in Kabul, where Taliban soldiers roamed the streets. I drove my own car bearing UN license plates to tribal areas in Pakistan, where jihadist groups, drug gangs, and arms dealers were present.

    A few years later, during my missions in conflict zones, I needed security clearances to be able to leave my well-fortified offices. I wore a bulletproof vest and used two cars, one of them armoured, to attend meetings.

    Relief workers started to be separated from people they were meant to assist, not merely by protective helmets and vests, but they also stayed inside homes and offices surrounded by sandbags and shock-absorbing barriers. These buildings became isolated behind barbed wires and high-security systems in locations far removed from the communities they were meant to serve. The walls around UN offices grew taller, and most of those working in conflict zones moved to live within fortified sanctuaries. International organisations also sent fewer international staff to unsafe areas.

    All these changes help explain the decrease in casualties among foreign relief workers.

    In 2003, a total of 117 local relief workers were killed, injured, or abducted, compared to 26 of their international colleagues. By 2022, the number of casualties among local workers had risen to 421, while the number of foreign relief worker casualties had decreased to 23. It is evident that the risks have increased, but their distribution has radically reversed, with local workers bearing much more of the burden.

    Why I returned

    My actual return to work in 2005 did not mean that I returned to who I was on the morning of 19th August, 2003, before the Baghdad attack occurred. In addition to my emotional and psychological shifts, I have also become more aware of limitations of humanitarian interventions and the urgent need for reforms in the international aid system.

    By the time I decided to leave the UN in 2013, I had voiced almost all my concerns about the aid industry while working within the system.

    Now, on the anniversary of the Baghdad explosion that I survived, I think a lot about the person I was 20 years ago when I lost 22 of my colleagues. I reflect on the price I paid and how much I have changed. I cherish the memory of friends and colleagues who lost their lives, were wounded or abducted over the past two decades—around 6,000 of them. The most recent was my late colleague, Moayad Hameidi, the head of the World Food Programme office in Taiz, Yemen, who was gunned down in late July. He survived Iraq but not Yemen.

    The senseless Baghdad explosion compelled me to change, hopefully for the better, but the UN has been much slower in reforming itself while fully adhering to the principles on which it was founded—most importantly, humanity. Overhauling massive institutions might be much harder than healing and changing individuals. Perhaps our only choice here is to continue to work patiently to advance reforms step by step, programme after programme, until the UN better embodies the spirit of its charter, signed in San Francisco nearly 80 years ago.

    The joint declaration is a unified approach and political leadership on an African vision that simultaneously pursues climate change and development agenda. As climate change pushes an already fragile continent between a rock and a hard place, Africa’s leaders say immediate action is needed.

    Included in the declaration is an acknowledgement of the 6th Assessment Report (AR6) of the Intergovernmental Panel on Climate Change (IPCC) 2023, stating that the world is not on track to keeping within the 1.5°C limit agreed in Paris and that global emissions must be cut by 45 per cent in this decade.

    “The report is particularly important because it highlights the interdependence of climate, ecosystems and biodiversity, and human societies – the value of diverse forms of knowledge, and the close linkages between climate adaptation, mitigation, ecosystem health, human well-being, and sustainable development,” James Njuguna from the Ministry of Environment, Water and Natural Resources tells IPS.

    As such, the Nairobi declaration underscores the IPCC confirmation that “Africa is warming faster than the rest of the world and, if unabated, climate change will continue to have adverse impacts on African economies and societies, and hamper growth and wellbeing.”

    Against this backdrop, UN Secretary-General António Guterres, while speaking at the Nairobi climate summit, stressed that “an injustice burns at the heart of the climate crisis, and its flame is scorching hopes and possibilities here in Africa. This continent accounts for less than 4 per cent of global emissions. Yet it suffers some of the worst effects of rising global temperatures: extreme heat, ferocious floods, and tens of thousands dead from devastating droughts.”

    To push the continent’s climate agenda forward, the declaration identifies several collective actions needed to halt the speed of the ongoing climate crisis and to build climate resilience. African leaders urged the global community to act with speed in reducing emissions and honouring the commitment to provide USD100 billion in annual climate finance, as promised 14 years ago at the Copenhagen conference.

    Other actions include accelerating all efforts to reduce emissions to align with goals set forth in the Paris Agreement, upholding commitments to a fair and accelerated process of phasing down coal, and abolishment all fossil fuel subsidies. And swiftly operationalise the Loss and Damage facility agreed at COP27 and accelerate implementation of the African Union Climate Change and Resilient Development Strategy and Action Plan (2022-2032).

    Reducing dependency on fossil fuels and increasing reliance on renewable energy is an important tool in the fight against climate change. Fossil fuels emit the highest carbon footprint of all fuel types and are considered dirty energy, followed by coal. Africa’s abundance of wind and solar energy can simultaneously meet development and climate change adaptation and mitigation goals.

    Mitigation costs for a clean energy transition in Africa are about USD 190 billion per year until 2030. In 2009, during the 15th Conference of Parties (COP15), developed countries committed to a collective goal of mobilizing USD 100 billion per year by 2020 for climate action. As the global community heads to COP28, the pledge is still very much a broken promise.

    Kenya, Ethiopia, Somalia, and South Sudan incurred an estimated USD 7.4 billion of livestock losses due to climate change and yet rich nations paid less than 5 per cent of the USD53.3 billion East Africa needs to confront the climate crisis.

    To meet the cost of climate adaptation and mitigation efforts, Africa’s head of state and government are seeking: “New debt relief interventions and instruments to pre-empt debt default – with the ability to extend sovereign debt tenor and include a 10-year grace period. New universal global instruments to collect additional revenue.

    “Decisive action on the promotion of inclusive and effective international tax cooperation at the United Nations with the aim to reduce Africa’s loss of USD 27 billion annual corporate tax revenue through profit shifting by at least 50 per cent by 2030 and 75 per cent by 2050.”

    Towards pushing the continent’s climate agenda forward, the Nairobi declaration proposes to establish a new financing architecture that is responsive to Africa’s needs, including debt restructuring and relief, including the development of a new Global Climate Finance Charter through the United Nations General Assembly (UNGA) and COP processes by 2025.

    African leaders have yet another critical platform to push the climate agenda forward at the Climate Ambition Summit to be held on September 20, 2023, during the high-level week of the UNGA – as an opportunity for ‘First Movers and Doers’.

    ‘First Movers and Doers’ is in reference to people and institutions from Government, business, finance, local authorities, and civil society who are already engaged in climate action and can offer pointers into how climate action can be accelerated. Further, the Nairobi declaration will form the basis of negotiations at the COP28 summit as Africa’s common position in global climate change processes.

    Actioning the declaration is particularly urgent for the injustice of climate change is such that climate-induced disasters have cornered an already fragile continent, and a most vulnerable African population is in the eye of a deadly storm.

    Malawi, Mozambique, and Madagascar were in February and March this year in the crosshairs of the most severe storms in the last 20 years. Deadly floods affected countries such as Chad, Nigeria, and the Democratic Republic of Congo.

    Somalia, Ethiopia, and Kenya are experiencing the most severe drought in the last 40 years due to five consecutive rainy seasons. Children in 48 out of 49 African countries assessed by UNICEF are at high or extremely high risk of the impacts of climate change. Children in the Central African Republic, Chad, Nigeria, Guinea, Somalia, and Guinea Bissau are the most at risk.

    To cushion vulnerable communities against the vagaries of climate change, the declaration seeks to hold rich nations accountable for their contribution to the climate status quo and to therefore reach new global carbon taxes, restructure global climate financial infrastructure and decarbonise the global economy in favour of a green economy.

    As part of this program, BRLPS has signed a Memorandum of Understanding (MoU) with BRAC International, which will serve as a thought partner to the Government of Bihar for the project development and also is building a consortium of partners to support the government in its implementation. Project Concern International (PCI), for example, is taking on management responsibilities and will also host thematic workshops across departments and with civil society experts to support inclusive learning and dialogue.

    Mobile Creches will create a community cadre of childcare providers who will support maternal and child health. They have a 50-year-old history of providing childcare support, maternal and nutritional health, and WASH training to urban women in the slums of Delhi, Mumbai, and Pune. Quicksand will support the learning process to consolidate the design through ethnographic methods, prototyping, and other design elements. These learnings will help inform the project about the fabric of each respective urban community and provide a feedback loop once the rollout starts.

    SJY Urban was inspired by the existing rural programme, Satat Jeevikoparjan Yojana (SJY), locally known as JEEVIKA, the largest government-led Graduation programme in the world, which has reached over 150,000 households as of early 2023 and is still expanding. SJY Urban is modelled on the rural programme’s six basic modules: 1) Building up the aspirations and confidence of households; 2) Financial Inclusion; 3) Improvement of Health, Nutrition, and Sanitation; 4) Social Development; 5) Livelihood generation; and 6) Government Convergence.

    While taking inspiration from JEEVIKA, the Urban Programme will be adapted to respond to the unique challenges people in poverty face within the urban context.

    “Urban poverty is complex and inadequately addressed,” said Shweta S Banerjee, Country Lead – India, BRAC International. “SJY Shahari is a unique project in the many challenges it has accepted, including supporting project participants during extreme heat waves. BRAC is excited and committed to serving as a thought partner to the Government of Bihar as we take the time to test, learn, relearn, and deploy the project design.”

    Applying Learnings from the Rural Programme to the Urban

    The 36-month SJY Urban Programme will be launched in five wards in Patna and five wards in Gaya for now and will be scaled up in a year’s time. Given the unique challenges in urban settings, where research and solutions are more limited in comparison to rural settings, the programme will incorporate learnings from the SJY programme.

    “In keeping with the requirements in an urban setting, we intend to provide improved skill sets in carpentry, plumbing, welding, and the like that can help workers access better employment opportunities both within and outside Bihar. For instance, there are around 50,000 to 100,000 Bihar workers in the Tiruppur hosiery industry. We intend to provide them with the necessary skill certification through the National Skill Development Council,” Jeevika CEO Rahul Kumar told IPS.

    Designed with a focus on women’s empowerment, SJY has made a pronounced difference for people living in extreme poverty in Bihar, particularly through inclusive livelihood development and access to financial security through self-help groups (SHGs). The urban programme will also utilise SHGs to improve financial opportunities along with sustainable livelihood options.

    While the livelihood options are different, there is still a great opportunity for skill development for people living in urban poverty. JEEVIKA plans to pursue livelihoods for participants through conventional entrepreneurship, building up specific skills for trades, and partnerships with public utilities. The existing bank sakhi programme, a program that has trained rural women to assist customers in opening accounts and other administrative bank-related services, as part of JEEVIKA, saw 2,500 bank sakhis leverage Rs 10,000 crore in business for various banks.

    According to Rahul Kumar, the bank sakhi programme could be introduced in across Bihar and offer additional financial products such as insurance and mutual funds.

    There are also climate-responsive livelihoods that have been utilised in the rural programme that can work for an urban setting as well, such as waste management, recycling of waste, and the use of e-rickshaws. With climate change contributing to rapid urbanisation across Asia and driving millions more into poverty, affecting those furthest behind first, sustainable, resilient livelihood development will be a critical component of SJY Urban. The programme will work to further enhance resilience among participants by providing them with resources and training to develop food security and social inclusion.

    Creating a Stronger Ecosystem Through Convergence

    Similar to the rural programme, SJY Urban will bring together different existing government schemes and agencies to best serve those living in extreme poverty. The programme will also leverage the existing enterprises within the rural programme and promote them in the urban programme as well, such as market poultry and dairy products.

    There are existing livelihood initiatives that rural participants are driving forward, such as running nurseries across the state, which have provided saplings to the Environment, Forest, and Climate Change Department for planting. These saplings can be used by urban plantations and gardens that are also under the department. Similarly, there are kiosk carts that sell Neera or palm nectar that are processed and made by JEEVIKA participants. There is an opportunity to expand this enterprise to the urban setting as well.

    JEEVIKA will also engage other government agencies to support the design and implementation of the urban programme. Most recently, JEEVIKA and BRAC convened an inaugural workshop in preparation for launching the Urban Poor Graduation Project, in collaboration with the Departments of Urban Development and Housing, Labour Resources, Social Welfare, Women and Child Development Corporation. The workshop brought together government representatives and experts with diverse sectoral expertise to reflect on existing solutions for urban poverty and share key insights that could help inform the design and delivery of the Urban Poor Graduation Project. The workshop also brought together practitioners and leveraged knowledge from Graduation-based programmes outside Bihar and India.

    The shared expertise and convergence in existing government schemes and partnerships will allow the programme to address unique challenges facing the urban environment and enhance coordination, which will ultimately improve overall impact.

    Challenges and Learning Opportunities in an Urban Environment

    This will be one of the first urban Graduation programmes at scale that combine skills development and livelihood support to alleviate urban poverty.

    The unique constraints presented by the urban environment in Bihar, such as limited land availability, the migratory nature of the population in urban poor neighbourhoods, and heatwaves impacting the ability to work, present an opportunity to learn and adapt programming further to test what works.

    “The kind of social cohesion prevalent in rural areas is lacking in urban centres. This makes social mobilisation, on which the programme rests, a difficult task,” Kumar said.

    The first phase in designing the programme, along with the learnings from the first cohort of participants, will offer valuable insights on how to combat the challenges of those living in urban poverty face. Such learnings can then be shared across the Global South to support broader efforts to respond to rapid urbanisation and an increase in urban poverty.

    SJY Urban is poised to move head-on, with its consultants scheduled to hammer out a clear strategy in the coming months. In a year’s time, Kumar says the programme aims to cover all 240 urban local bodies in the state.

    WASHINGTON — With lawmakers questioning American assistance to Ukraine more intensely than ever, the beleaguered nation is open to more scrutiny of the aid it is receiving to resist Russian invaders, according to Oksana Markarova, the Ukrainian ambassador to the U.S.

    “We are supportive of transparency and accountability,” Markarova told HuffPost in an exclusive Wednesday interview. “Whatever additional measures your people would think…and the Congress would need to do, we are open and ready and we are doing it already. Whatever additional requirements would be there, of course we are ready to discuss.”

    The Biden administration said this week that it wants $20 billion in additional funding for Ukraine through a special budget request this fall — and it’s likely that Congress, particularly the Republicans who control the House of Representatives, will raise additional concerns about how the money would be spent.

    The question of how to oversee the the billions being sent to Ukraine became a top issue in congressional negotiations over the Pentagon’s annual defense policy bill last month, with Democrats narrowly defeating a GOP amendment to create a lead inspector general overseeing accountability efforts. Legislators could resurrect the idea when the House and Senate finalize the legislation later this year.

    The U.S. government already has three watchdogs tracking the more than $75 billion in previously approved Ukraine aid, Markarova noted, at the Defense Department, the State Department and the U.S. Agency for International Development (USAID).

    Those offices are “really doing exceptional work,” Markarova argued. The three inspectors told lawmakers at a March hearing that they have not found evidence of mass misuse.

    Still, they conceded that it’s hard to account for American funds and material while conducting what Pentagon Inspector General Robert Storch called “oversight at the speed of war.”

    Storch’s office has previously found that criminal groups were able to obtain U.S. weapons sent to Ukrainian armed forces during the early stages of the defense against Russia’s full-scale invasion in February 2022, according to a Defense Department report obtained by Military.com.     Marakova acknowledged Ukraine’s historic issues with corruption. She described multiple ways the country is trying to ensure its past doesn’t jeopardize current support for its effort to maintain its independence, from sending daily reports to USAID and the Treasury Department to supporting activists on the ground who want to hold their government to account.

    “Our civil society is monitoring very actively what we’re spending our money on, and, believe me, their criteria towards the partner support is even more strict,” the ambassador said. She added that she this week received a first-of-its-kind report signed by Ukrainian President Volodymyr Zelenskyy and other high-ranking officials detailing Ukraine’s understanding of how U.S. assistance has been spent.

    As Ukraine’s face in Washington, Markarova is key to defusing political debates over support for the country. She described a strategy for dealing with skeptics that’s gracious but informative, taking into account concerns ranging from Kyiv’s handling of American support to whether the U.S. is taking on too much of the burden of defying Russian President Vladimir Putin.

    “Some people would be just skeptical and skeptical and we just keep trying, you know?” Markarova said. “I will find as much time for people on [Capitol] Hill as they will have for me.”

    In her view, Ukraine’s critics should see that they share fundamental values with her nation: “Everyone understands the stakes in this are much higher than Ukraine,” she said. “ It is in the national security interest of any democracy.”

    Markarova highlighted how other nations are continuing to invest in Ukraine, including through a recently announced European Union plan to devote up to $55 billion to the country, and said Kyiv has examined its own budget to mobilize all the resources it could possibly marshal on its own.

    “We depend on our friends and partners…the support that we’re receiving right now allows also for people not to leave, for people to stay in Ukraine, for us to have bomb shelters so that kids can go to school,” the ambassador said.

    The upcoming fight over President Joe Biden’s proposed new influx of aid will test whether Ukraine’s message is getting through.

    I cannot say that we all are confident and the support ― even when you have it ― it’s given that it’s there forever,” Markarova said. “No, it’s constant work.”

    Devi says that after the COVID-19 lockdown in India in the year 2020, the family income drastically plummeted. As most of the factories were shut for months, the workers, including Devi’s husband, were jobless. Even after the lockdown ended and workers were called back to the factories, the wages witnessed a dip.

    “Earlier my husband would earn no less than Rs 10 000 a month (125 USD), and after the lockdown, it wasn’t more than a mere 6 000 rupees (70 USD). My children and I would suffer for the want of basic needs like medicine and clothing, but at the same time, I was considerate of the situation and helplessness of my husband,” Devi told IPS.

    However, there were few alternatives available at home that could have mitigated Devi’s predicament. With the small area of ancestral land used for cultivation, the change in weather patterns caused her family and several households in the village to reap losses.

    However, in 2021, a non-government organization visited the hamlet to assess the situation in the post-COVID scenario. The villagers told the team about how most of the men in the village go out to cities and towns in search of livelihood and work as labourers in factories and that their wages have come down due to economic distress in the country.

    After hectic deliberations, about ten self-help groups of women were created. They trained in livestock farming and how this venture could be turned into a profitable business.

    The women were initially reluctant because they were unaware of how to make livestock farming profitable. They would ask the members of the charitable organisation questions like, “What if it fails to yield desired results? What if some terrible disease affects the animals, and what if the livestock wouldn’t generate any income for them?”

    Wilson Kandulna, who was the senior member of the team, told IPS that experts were called in to train the women about cattle rearing and how timely vaccinations, proper feed, and care could make livestock farming profitable and mitigate their basic living costs. “At first, we provided ten goat kids to each women’s group and made them aware of the dos and don’ts of this kind of farming. They were quick to learn and grasped easily whatever was taught to them,” Wilson said.

    He added that these women were living in economic distress due to the limited income of their husbands and were desperately anxious about the scarcity of proper education for children and other daily needs.

    Devi says that as soon as she got the goat kids, she acquired basic training in feeding them properly and taking them for vaccinations to the nearby government veterinary hospital.

    “Two years have passed, and now we have hundreds of goats as they reproduce quickly, and we are now able to earn a good income. During the first few months, there were issues like feeding problems, proper shelter during monsoons and summers, and how and when we should take them out for grazing. As time passed and we learned the skills, we have become very trained goat rearers,” Devi said.

    Renuka, another woman in the self-help group, told IPS that for the past year, they have been continuously getting demands for goat milk from the main towns. “People know about the health benefits of goat milk. They know it is organic without any preservatives, and that is the reason we have a very high demand for it. We sell it at a good price, and at times, demand surpasses the supply,” Renuka said.

    For Devi, livestock farming has been no less than a blessing. She says she earns more than five thousand rupees a month (about 60 USD) and has been able to cover daily household expenses all by herself. “I no longer rely on my husband for household expenses. I take care of it all by myself. My husband, too, is relieved, and things are getting back on track,” Devi said, smiling.

    Kalpana, a 32-year-old member of the group, says the goats have increased in number, and last year, several of them were sold in the market at a good price.

    “The profits were shared by the group members. Earlier, women in this village were entirely dependent on their husbands for covering their basic expenses. Now, they are economically self-reliant. They take good care of the house and of themselves,” Kalpana told IPS News.

    Scramble For Africa: It’s Not 1884 All Over Again, Is It?

    This Voice of America article speaks on how China is already outpacing the U.S. in its relations with the continent. New York Times cites loans provided by the Chinese government to several African nations and investments such as hospitals, transportation infrastructure and stadiums already dotting the African landscape.

    Similarly, we all know of how the United States has heavily supported many countries in Africa through trade and in the fight against insurgency; putting boots on the ground, supplying top-grade artillery, training security agencies etc.

    There is no point in rehashing the dysfunctional relationship Africa has had with… hmmm, what’s the right term? The global north? Developed nations? Let’s just say ‘richer nations’.

    Also, there is no need to debate how that wealth came to be. The point is that Africa has, for the longest time, depended on wealthier nations for humanitarian aid and oftentimes, this aid always comes with strings attached.

    Recently, I was at an event organized by Devex where Congresswoman Sara Jacobs spoke on US-Africa relations. She made very valid points about how the United States has, over the years, used a carrot-stick approach with the continent, dangling humanitarian aid for alignment with the United States policies and ideologies and sanctions for derelictions (my words, not hers).

    She highlighted the positive impact of some of these policies like the African Growth and Opportunity Act (AGOA), which I had not heard of prior to her mentioning it but has yielded interesting returns for Nigeria and the U.S. She went on to caution against the U.S limiting diplomatic relations with Africa to a strategic competition to simply be one-up over China.

    Then she said something that got me thinking really hard. She talked about the United States giving Africa agency. In fairness to her, I do not remember the full statement she made and her points of view were largely refreshing to hear but my mind went off on a tangent, pondering a question, “Will the USA ever really accept Africa’s agency, even when we do not agree with them?”

    The truth is that Africa does not need any country or ‘superpower’ to give it agency. Absolutely not! Africa is made up of sovereign nations who already have agency and while these nations may not act like it as they go cap-in-hand seeking foreign aid, this is a fact.

    All of this made me wonder if it was 1884-1885 all over again- the Berlin Conference that ended with the partitioning of Africa and rules for its conquest.

    Why would nations so far removed make decisions for a whole continent? Why does Africa have to be a pawn in a scheme that it has no business with? Why is there even a conversation about strengthening relations with Africa on the basis of having an advantage over another nation?

    The goal of this article is not to point accusatory fingers at the United States or China. After all, some of these humanitarian efforts have truly improved certain communities, albeit at a great cost. More so, as our people say, when you point one finger, the others point back at you. What have our leaders done to reposition the continent? How has the continent looked inward to build itself?

    The questions abound but I believe this is the start. There are so many development organizations in Africa, but how many of them are thinking of systemic change rather than merely providing direct service?

    Do not misunderstand me: direct service is important in bridging immediate gaps to improve the quality of life in various communities. Nonetheless, if we are going to initiate long-term change then we should be thinking of systems change, policy advocacy, looking at the big picture and laying the building blocks for posterity.

    Irrespective of the sectors you may be working in- governance, health, education, environment etc.- as you provide services for the ‘now’, you must also have a bird’s eye view of how to improve your community for the long run and eliminate the factors that perpetuate the status quo.

    With the expertise you have in your local context, you should be the one directing even international grantmakers on how best to engage communities. This is the concept of localization, that I wrote about here. This is why collaboration and coalition-building in the development space is important. Development work is not a competition even though grantmaking has made it seem that way.

    Ultimately, Africa needs to stand up for itself. There is no one coming to save us. Otherwise, we will sit by, twiddle our thumbs and find ourselves back in 1884.

    The response plan for the year calls for USD 3.9 billion to continue frontline deliveries several times a week, prepare Ukraine for winter, and support long-term recovery and rebuilding in the country. Brown said that funding meant to help at least 11 million Ukrainians has been inadequate due to unexpected demands.

    Access to water for drinking and irrigation has become a key issue following the destruction of Ukraine’s Kakhovka Dam. Top-floor residents have watched their downstairs neighbors evacuate flooded apartments. Several thousand people have been displaced due to water damage. Brown said that while the situation has been managed in the short term, the UN team continues searching for long-term solutions to water contamination.

    Brown highlighted that the need for trauma support is growing at a fast pace. While it is too early to assess the long-term psychological effects of the current war, a 2019 study found a high prevalence of PTSD and depression in Ukrainians displaced by the Russian invasion of Ukraine in 2014.

    The Black Sea city of Odesa has been attacked by Russia several times in the past weeks. The city is an important hub for the UN and the humanitarian community because it acts as a staging area for frontline responses, Brown explained. She recently traveled there to check on UN staff.

    In Odesa, Brown visited the historical Orthodox cathedral. The Transfiguration Cathedral is in the center of a protected part of the city and within 700 meters of where most UN staff live and work. Brown learned that neighboring civilians had taken shelter in a bunker in the cathedral when an air siren went off, not knowing it would be hit. There was damage throughout the building, with one wing completely destroyed. A team of UNESCO experts has been deployed to further assess the condition of the cathedral. Brown said she was heartened to see community members gather to clean up broken glass.

    “What I saw in Odesa last week with my own eyes is being repeated across many big cities in Ukraine,” Brown said.

    According to Brown, big cities with a UN presence nearby are regularly targeted. Whole neighborhood blocks have been struck, and entire buildings have come down. Attacks on infrastructure like critical ports have hurt civilian workers, Ukrainian farmers, and vulnerable people in the Global South who rely on grain from the region. Access to resources has been a particular concern since Russia’s termination of the Black Sea Grain Initiative.

    The UN continues to advocate for access to Russian-occupied territories for the purpose of providing aid. Brown said they have been denied due to “security concerns.”

    “The humanitarian situation hasn’t changed… the only thing that’s going to relieve that situation is if the war stops,” Brown said.

    Nazi Germany was equalled with Hitler, the Soviet Union with Stalin, Communist China with Mao, and now Russia with Putin. Another example of the identification of an entire nation with a totalitarian ruler was Zimbabwe under Robert Mugabe. A president who apart from participating in the invasion of a neighbouring country led his nation into a bloody civil war.

    When I in the year 2000 was working for the Swedish International Development Cooperation (Sida) it was questioned why the Swedish Government every year granted SEK 140 million (USD 15 million) in development aid to Zimbabwe, a country governed by a scorned Robert Mugabe. At that time, Zimbabwe’s GNI had in one year shrunk by 13 percent, among other things due to unbudgeted expenses for the country’s participation in a war in the DR Congo (from 1998 to 2003 Zimbabwe’s participation in this war cost USD 1 million a day). A badly managed land reform had drastically reduced agricultural production. Even before the crisis 75 percent of the population was unable to meet necessary needs of food, clothing, schooling, health care and housing. Unemployment was over 60 percent, while 25 percent of the adult population was infected with HIV/AIDS.

    Misery was blamed on Mugabe’s misrule, but Swedish support to Zimbabwe continued during his reign. Since Swedish aid was initiated in the early1980s Zimbabwe had by the year 2000 received SEK 5 billion (approximately USD 460 million). Economic support currently amounts to USD 28 million per year.

    Swedish relations with Robert Mugabe indicate difficulties opinion leaders face while analysing the power game of other nations. For fear of being seen as harbouring neo-colonial attitudes “experts” often withheld critical judgment and were apt to name various leaders as ”hopes for Africa”. Unfortunately personal benefits from supremacy may prove to be a fatal temptation , several heroes of yesterday have after their seizure of power turn into despots.

    In the case of Zimbabwe (which at the time was “Rhodesia” governed by a white minority party, the Rhodesian Front) it was reasonable to oppose a regime that kept the majority of a nation’s population out of power because of the colour of their skin. Swedish debate has often been characterized by two different worldviews, either that the world consists of democracies and dictatorships, with the former being on the good side, or that an enduring conflict subsists between the “West” and the “Rest”, where “West” is seen as the villain. According to the latter understanding , it did not matter if Zanu (PF), the party of Robert Mugabe, actually pursued one-party rule, any opposition towards the “ancient colonial world order” was OK.

    It was thus more justifiable to support an armed struggle than the democratic consensus policy proclaimed by another Zimbabwean liberation group, Zapu, headed by Joshua Nkomo. The influential Pierre Schori, international secretary of the Swedish Social Democratic Party and close assistant to Prime Minister Olof Palme, supported the “eloquent and radical” Mugabe:

      I think that it had to do with personal contacts. In the case of Zimbabwe, we did not choose between Zapu and Zanu, but I think that when Joshua Nkomo came to Sweden it was often through the churches, while Robert Mugabe was more of a pure freedom fighter.

    Mugabe spoke fluent English, with an “exquisite” Oxford accent. He liked “open conversations and intellectual debates”, and in spite of an aversion to English colonialism he was an admirer of “Anglophone culture” and a fan of cricket, attesting that it “civilizes people and creates good gentlemen.”

    Mugabe had been arrested in 1963 and was after 1966 transferred to a cell he shared with Zanu’s leader Ndabaningi Sithole. Mugabe remained in custody for a further eight years, devoting his time to studies. He gained a masters in economics, a bachelor of administration, and two law degrees from the University of London. Amnesty International’s Swedish Group 34 had as its lot to support the imprisoned freedom fighter. One member of the group later stated;

    – He took advantage of the opportunity to study in prison and asked us to get literature. So we members shared the expenses and sent books to him. At that time, Mugabe was considered as a good guy. He was very fond of children and always remembered all our children’s names and greeted them in his letters. In addition to the books, Mugabe also asked for help with items such as a pair of pyjamas and tubes of toothpaste. Before his release, I and Eva Moberg , who had started the group, went and bought a suitcase, which we sent to him with his wife Sally.

    In 1958, Mugabe had moved to Ghana to gain a teacher’s certificate at the Achimota College where he met his first wife, Sally Hafton. During Mugabe’s imprisonment Sally first moved to London, where she taught at the Africa Centre. She also lived for several years in Sweden, mostly in the village of Heby, north of the university town of Uppsala. She kept close contact with the members of Amnesty Group 34. Mugabe appreciated that Sally was staying in Sweden, which he considered to be a “safe country”. Sally worked as a nanny, learned Swedish and campaigned for Zimbabwe’s freedom struggle, both in Sweden and England. In Sweden, she became a frequently seen and well-liked person.

    Mugabe was released in 1974 and resolved to leave Rhodesia for Moçambique. However, Samora Machel, who in 1975 became Moçambique’s president, was suspicious of Mugabe, whom he considered to be immature and belligerent. Furthermore, Machel suspected that Mugabe’s quick rise to power was due to machinations to get rid of Sithole as head of Zanu, a “prison coup” that might have been supported by Rhodesia’s white leader, Ian Smith. Machel put Mugabe under house arrest in Quelimane, far from the Zimbabwean guerrilla camps. It was rumoured that Machel was jealous of Mugabe’s intellectual achievements, preferring more down-to-earth men, especially the Zimbabwean guerrilla commander Josiah Tongogara. Contrary to Machel, Mugabe had never been an active fighter. When Machel in 1980 attended Mugabe’s inauguration as Zimbabwe’s president, he was well aware of Mugabe’s intention to form a one-party government, giving his Shona supporters absolute power. Machel addressed Mugabe:

      To ensure national unity, there must be no Shonas in Zimbabwe, there must be no Ndebeles in Zimbabwe, there must be Zimbabweans. Some people are proud of their tribalism. But we call tribalists reactionary agents of the enemy. Zimbabwe is the jewel of Africa. Don’t tarnish it!

    Some of Mugabe’s Swedish acquaintances were suspicious of him:

      He considered himself to be a superior teacher, a professor. He had six different degrees, he was a learned and well-read man. Therefore, he believed that he was right in everything, and if he was opposed, he went mad.

    Politicians and journalists declared that Mugabe could be charming and nice, but it was also alleged that he was a loner; admittedly a hard-working man, a voracious reader and not much given to laughter, but above all – a single-minded and extremely complex person, not easily captured by conventional categories. Some even claimed they considered him to be devoid of ordinary warmth and humanity; emotionally immature, homophobic and xenophobic. The last time a Swedish friend met with him, Mugabe told him:

      When we are elected presidents, we suddenly get enormous power in accordance with the constitution that we took over from the colonial power. We can fill positions for relatives, friends and party sympathizers. We live well and have a different life than the vast majority of our citizens. But when we leave the presidential palace, we have nothing, there are no presidential pensions.

    Mugabe coveted absolute power and when he obtained it, he hold on to it. Zanu came to act as yesterday’s colonial rulers. Even if power relations had changed, perceptions of power were the same. The Swedish Government did not lack documentation warning about Mugabe’s ambitions, nevertheless its conclusion was that he was Zimbabwe’s strongest leader and moreover “pro-Sweden”, accordingly Swedish aid could not be terminated, and even had to be increased.

    Already in 1977, Mugabe declared that “any man who maliciously plants contradictions within our ranks will be struck by the Zanu axe” and he was even more ruthless towards his former brothers in arms – Zapu, and its leader Joshua Nkomo.

    Zanu’s power base was among the Shona people, while Zapu found its strongest support among the Ndebeles in Matabeleland. Furthermore, the Cold War was reflected in the two parties’ relations to the outside world. Zapu received Soviet support, while Zanu relied on China, which wanted to undermine Soviet influence in Africa.

    In early 1983, the North Korean-trained Fifth Brigade, a unit subordinated to the presidency, began a crackdown on dissidents in Matabeleland. Over the following two years, thousands of Ndebele and Kalanga were accused of being “Zapu-traitors”, detained, marched to “re-education camps”, tortured, raped and/or summarily executed. Although there are different estimates, the consensus of the International Association of Genocide Scholars (IAGS) is that more than 20,000 people were killed.

    Swedish aid workers were knowledgeable about these atrocities. Nevertheless, Swedish aid continued to be delivered to Zanu-controlled Zimbabwe. The former head of Sida’s aid office in Harare played down the events, declaring that “the civilian population in Matabeleland has been stuck between warring factions.” He advised against using aid as a means of pressure to get Mugabe to stop the mass killing.

    After the 93 years old Mugabe finally was removed from power, Zimbabwe continued to spiral down the abyss, while Swedish support is uninterrupted. The country is now ruled by Emmerson Mnangagwa, who once was a close ally to Mugabe. A brutal man who in 1983 described Government opponents as “cockroaches and bugs requiring DDT to be removed.” In 1998, Mnangagwa was put in charge of Zimbabwe’s intervention in the DR Congo wars and accused of “swapping Zimbabwean soldiers’ lives for mining contracts.” Mnangagwa does not further human rights, instead his government has deepened Zimbabwe’s economic struggles, enabled endemic corruption, fuelled instability, and targeted human rights activists and journalists. It is estimated that Zimbabwe may lose up to half the value of its annual GDP of USD 21.4 billion due to corrupt economic activities. Money laundering is among the murky deals said to be carried out under Mnangagwa’s aegis. Under diplomatic cover, criminals send unaccounted cash in exchange of equivalent amounts in Zimbabwean gold, and then sell it for seemingly legitimate money.

    Swedish support to Mugabe and his successor might be considered as an effort to alleviate the plight of Zimbabwe’s citizens, but it might also be interpreted as being based on simplifications of a complicated reality and furthermore relying on one man’s power. When Mugabe’s abuse of sovereignty led to massacres, they were minimalized by those of those who had bet on him and the misrule of his successor is hardly noticed.

    The world is now wondering whether the majority of Russia’s population will continue to support its strong man. If Putin’s nation will be weaken or strengthened by such encouragement. The stakes are high and predictions are generally gloomy.

    “South Sudan ranks the lowest on the human development index. It is the poorest country in the world and will need to catch up across all sustainable development goals and especially in areas such as eliminating extreme poverty, improving the education system, and gender equality. Yet, before COVID-19, 2.8 million children, and adolescents, or 70 percent of school-aged children, were not attending school. The number is now closer to 3 million,” ECW’s Executive Director Yasmine Sherif told IPS.

    Sherif was on a field mission to South Sudan, where she met the President of South Sudan, Salva Kiir Mayardit, and Awut Deng Acuil, South Sudan’s Minister of General Education and Instruction, to assist immediate solutions to the education crisis in a country where only 13 percent of children transition to secondary school. For them, education and conflict are two sides of the same coin. Their joint mission is to ensure no child is left behind, especially in hard-to-reach areas such as Pibor and Abyei.

Now is the time to turn the tide and provide the most vulnerable girls and boys with the protection and hope that only a quality education offers. By working together with the Government, donors, civil society, and across the United Nations, this is the single best investment we can make for the future of this young country and the entire region,” said Sherif when she met with Ministry officials in Lakes State.

    ECW is the United Nations global fund for education in emergencies and protracted crises and has supported South Sudan with multi-year investment since 2020. To address these interconnected crises through the transformative power of education, President Kiir and Sherif announced USD 40 million in catalytic grant funding in a function attended by key stakeholders, including the governor of Lakes State, education officials, parents, and children.

    From the Lakes State, the fund has launched its second and the largest ever multi-year investment amounting to USD 75 million and has secured two-thirds of that amount, which is USD 50 million. Of this, ECW contributed USD 40 million. The Global Partnership for Education provided another USD 10 million for Education. In addition to the new multi-year investment, ECW also announced a half-a-million dollar First Emergency Response grant to support the immediate education response to the arrivals of refugees and returnees fleeing Sudan.

    “We appeal to government donors and the private sector to close the remaining gap of one-third, equivalent to USD 25 million, to fully fund a multi-year investment education program. We say five for five to fully fund the multi-year investment. If five strategic donor partners and private sector (partners) offered five million dollars each, we would have a fully funded multi-year resilience program in the education sector,” she says.

    ECW funding in South Sudan now tops USD 72 million, up from the fund’s USD 32 million invested to date – reaching close to 140,000 children, built or rehabilitated over 160 classrooms and temporary learning spaces, and provided learning materials to 50,000 children thus far.

    With the extended response multi-year response, children will continue to enjoy a quality, safe, inclusive education. Sherif says there is a special focus on children with disability, especially those with cognitive disabilities, an invisible problem that often goes unrecognized among children in developing countries.

    Further stressing that the President and education ministries are fully committed to bringing girls back to school through progressive messaging to the community, policy, and law. The push to keep girls in school and out of reach of child marriages and early child pregnancies is unrelenting.

    “The Government of South Sudan is fully committed to ensuring that all children are able to obtain a quality education. Education Cannot Wait’s top-up investment will provide life-saving educational opportunities for tens of thousands of crisis-affected girls and boys across the country,” said President Salva Kiir Mayardit.

    “To advance this work, we are calling on world leaders to step up funding for ECW and its in-country partners. This is a critical investment in sustainable development, peace, and prosperity for the people of South Sudan and crisis-impacted children worldwide.”

    Closer home, the current conflict in Sudan is fuelling additional needs in South Sudan. More than 100,000 people have crossed the border in recent weeks. Cornered by unrelenting multiple challenges, options for a better future shrink with every new challenge. Unmitigated, an entire generation of children could miss out on lifelong learning and earning opportunities.

    “In light of the unfolding Sudan crisis, we will allocate and make an announcement of half a million dollars to support the Government of South Sudan to provide education to arrivals and returnees fleeing the Sudan conflict. Children and adolescents who were already going to school will continue to do so uninterrupted, have school meals, and psychosocial and mental health support,” Sherif said.

    The new funding will extend ECW’s Multi-Year Resilience Programme in South Sudan for another three years. The three-year programme will be delivered by Save the Children, the Norwegian Refugee Council, and Finn Church Aid, in conjunction with the Ministry of General Education and Instruction and other partners.

    It will reach at least 135,000 crisis-affected children and youth – including refugees, returnees, and host-community children – with holistic education supports that improve access to school, ensure quality learning, enhance inclusivity for girls and children with disabilities, and build resilience to future shocks.

    Importantly, the new multi-year programme will improve responsiveness and resilience through improved evidence-based decision-making, strengthen coordination and meaningful engagement with local actors, and scale-up resource mobilization.

    As the United Nations global fund for education in emergencies and protracted crises, ECW collaborates closely with governments, public and private donors, UN agencies, civil society organizations, and other humanitarian and development aid actors to increase efficiencies and end siloed responses.

    ECW and its strategic partners are assessing the impacts of the civil war in Sudan on neighboring countries, including the Central African Republic, Chad, Ethiopia, and South Sudan, to provide agile and responsive investments that return crisis-impacted girls and boys to the safety and protection of quality learning environments. The fund urgently appeals to public and private sector donors for expanded support to reach more vulnerable children and youth.

    Myanmar: Military Junta Gets a Free Pass

    Even humanitarian aid is restricted. Recently the junta refused to allow in aid organisations trying to provide food, water and medicines to people left in desperate need by a devastating cyclone. It’s far from the first time it’s blocked aid.

    Crises like this demand an international response. But largely standing on the sidelines while this happens is the regional intergovernmental body, the Association of Southeast Asian Nations (ASEAN). Its recent summit, held in Indonesia in May, failed to produce any progress.

    ASEAN’s inaction

    ASEAN’s response to the coup was to issue a text, the Five-Point Consensus (5PC), in April 2021. This called for the immediate cessation of violence and constructive dialogue between all parties. ASEAN agreed to provide humanitarian help, appoint a special envoy and visit Myanmar to meet with all parties.

    Civil society criticised this agreement because it recognised the role of the junta and failed to make any mention of the need to restore democracy. And the unmitigated violence and human rights violations are the clearest possible sign that the 5PC isn’t working – but ASEAN sticks to it. At its May summit, ASEAN states reiterated their support for the plan.

    A major challenge is that most ASEAN states have no interest in democracy. All 10 have heavily restricted civic space. As well as Myanmar, civic space is closed in Cambodia, Laos and Vietnam.

    It wouldn’t suit such states to have a thriving democracy on their doorstep, which could only bring greater domestic and international pressure to follow suit. States that repress human rights at home typically carry the same approach into international organisations, working to limit their ability to uphold human rights commitments and scrutinise violations.

    Continuing emphasis on the 5PC hasn’t masked divisions among ASEAN states. Some appear to think they can engage with the junta and at least persuade it to moderate its violence – although reality makes this increasingly untenable. But others, particularly Cambodia – a one-party state led by the same prime minister since 1998 – seem intent on legitimising the junta.

    Variable pressure has come from ASEAN’s chair, which rotates annually and appoints the special envoy. Under the last two, Brunei Darussalam – a sultanate that last held an election in 1965 – and Cambodia, little happened. Brunei never visited the country after being refused permission to meet with democratic leaders, while Cambodia’s prime minister, Hun Sen, visited Myanmar last year. The first post-coup visit to Myanmar by a head of government, this could only be construed as conferring legitimacy.

    Indonesia, the current chair, hasn’t appointed a special envoy, instead setting up an office headed by the foreign minister. So far it appears to be taking a soft approach of quiet diplomacy rather than public action.

    Thailand, currently led by a pro-military government, is also evidently happy to engage with the junta. While junta representatives remain banned from ASEAN summits, Thailand has broken ranks and invited ASEAN foreign ministers, including from Myanmar, to hold talks about reintegrating the junta’s leaders. A government that itself came to power through a coup but should now step aside after an election where it was thoroughly defeated looks to be attempting to bolster the legitimacy of military rule.

    ASEAN states seem unable to move beyond the 5PC even as they undermine it. But the fact that they’re formally sticking with it enables the wider international community to stand back, on the basis of respecting regional leadership and the 5PC.

    The UN Security Council finally adopted a resolution on Myanmar in December 2022. This called for an immediate end to the violence, the release of all political prisoners and unhindered humanitarian access. But its language didn’t go far enough in condemning systematic human rights violations and continued to emphasise the 5PC. It failed to impose sanctions such as an arms embargo or to refer Myanmar to the International Criminal Court (ICC).

    Civil society in Myanmar and the region is urging ASEAN to go further. Many have joined together to develop a five-point agenda that goes beyond the 5PC. It calls for a strategy to end military violence through sanctions, an arms embargo and a referral of Myanmar to the ICC. It demands ASEAN engages beyond the junta, and particularly with democratic forces including the National Unity Government – the democratic government in exile. It urges a strengthening of the special envoy role and a pivoting of humanitarian aid to local responders rather than the junta. ASEAN needs to take this on board.

    A fork in the road

    ASEAN’s current plan is a recipe for continuing military violence, increasingly legitimised by its neighbours’ acceptance. Ceremonial elections could offer further fuel for this.

    The junta once promised to hold elections by August, but in February, on the coup’s second anniversary, it extended the state of emergency for another six months. If and when those elections finally happen, there’s no hope of them being free or fair. In March, the junta dissolved some 40 political parties, including the ousted ruling party, the National League for Democracy.

    The only purpose of any eventual fake election will be to give the junta a legitimising veneer to present as a sign of progress – and some ASEAN states may be prepared to buy this. This shouldn’t be allowed. ASEAN needs to listen to the voices of civil society calling for it to get its act together – and stick together – in holding the junta to account. If it doesn’t, it will keep failing not only Myanmar’s people, but all in the region who reasonably expect that fundamental human rights should be respected and those who kill, rape and torture should face justice.

    I always was hard of hearing. From birth i couldn’t hear out of one ear and wore a hearing aid in the other. It never bothered me or impacted my life as my hearing sounded “normal volume” as i dont know what better hearing is like. Suddenly this year back in February my good ear plummeted down to near 0. And was very quickly in March told that my only option is cochlear implant. Which I got end of April. My activation isn’t until early June, and I’m at complete 0 hearing. The deafness isn’t bad at all, what sucks is that since my hearing took such a plummet I got some heavy tinnitus which is very difficult day in day out. I’m told the cochlear implant will suppress if not completely erase it. Been a very hard half year, basically had my life flipped upside down.

    Global economic expansion would be significantly powered by the BRICS countries: Brazil, Russia, India, China and South Africa, as well as the Association for Southeast Asian Nations (ASEAN), group that includes Indonesia.

    A series of Exogenous Economic Shocks over the past four years, from terror attacks to Covid-19, and ‘climate catastrophe’ policy-mistakes, such as an overnight switch to organic fertilizer, temporarily set back the rise of these ‘emerging economies’ of the Global South on the world stage.

    They are now increasingly set to lead a rebound in a Multipolar ‘Asian 21st Century’ as Euro-American hegemony wanes.

    Asian Giants, China and India, have huge populations, domestic markets, resources and the civilizational weight to lead global expansion. In the West, growth is poised to decelerate as rising interest rates, trillion-dollar deficits and military budgets weigh, with Inflation high, and banking strains in the United States and Europe.

    Asia Pacific growth would increase to 4.6 percent despite the somber backdrop of war and economic weakness elsewhere in the world according to the IMF report.

    Strategic Sri Lanka, which staged its first sovereign Default, loosing economic policy autonomy to the Washington Twins (IMF and World Bank), ironically on the eve of 75 years of Independence, clearly needs to look to Asia and the BRICS as Cold War and Colonialism once again roil the Indian Ocean World with nuclear submarines and military bases popping up a dime a dozen these days.

    Four new US bases in the Philippines were announce just last month. The country after all is a bell weather for more than fifty other Global South countries caught in post-Covid-19 Eurobond debt traps, and the Washington Twins (World Bank and IMF) ‘bailout business’.

    BRICS back on Track as Empires Rise and Fall

    The BRICS was strengthened with the return of President Lula da Silva to the helm in Brazil in January. These powerhouse economies are increasingly trading in their own national currencies, promoting a trend to de-dollarization that has gathered steam in the context of US debt of $ 31 trillion and sanctions on Russia last year.

    The search is on for alternatives to the US dollar as the global reserve currency as the BRICS economies had outstripped the traditional economic heavyweights – the G-7.

    The New Development Bank (NDB) or BRICS bank which is a multilateral development bank established by the BRICS in 2014 to finance infrastructure and sustainable development projects in the developing world is expanding at this time with Iran and Saudi Arabia set to join amid a recent China brokered peace deal to stabilize Yemen and the Middle East and North Africa (MENA) region.

    The NDB launched with $50 billion in seed money as an alternative to the IMF and WB. Additionally, a liquidity mechanism called the Contingent Reserve Arrangement to support members struggling with payments was created. In 2021, Egypt the United Arab Emirates, Uruguay and Bangladesh took up shares and membership of NDB while Egypt, Algeria, and Argentina, as well as, Mexico and Nigeria are in the pipeline. 2

    Nineteen countries including Indonesia had expressed an interest in joining the BRICS group of nations as it prepares to hold an annual summit in June in South Africa, which is now struck by sabotage and power-cuts

    De-dollarize to decolonize

    Saudi Arabia’s petro-dollar linked oil reserves had stabilized the US dollar as the Global Reserve currency for decades, but this is changing with talk of the Petro Yuan and related geopolitical developments. In the wake of the Iran-Saudi peace agreement, Syria rejoined the Arab League after a 12-year long US led regime change operation failed against Bashar al Assad.

    These movements perhaps explain some of the new Cold War proxy wars and turmoil in MENA and South Asia–from Sudan, to Palestine/Israel, to Afghanistan and Pakistan as the Euro-American empire wanes at this time.

    Remarkably Argentina, South America’s 2nd largest economy after Brazil, seeking alternatives to the IMF has applied for membership of the NDB. Argentina, victim of the Monroe doctrine for decades is on its 22nd IMF bailout and 9th default, as Buenos Aires was again rocked by anti-IMF protests last month.

    The NDB along with the Asia Infrastructure Investment Bank (AIIB), increasingly constitute a Global South alternative to the Washington Consensus and colonial Club de Paris dominated Bretton Woods International development and finance architecture.

    Bankrupt by what metric? Beyond The myth of TINA to the IMF

    Sri Lanka as an Asian country would best leverage the Asian 21st Century and the NDB, but Colombo’s Washington-backed Ranil Rajapakse regime that is responsible for the country’s first sovereign default had promoted two myths, that “Sri Lanka is Bankrupt” and “there is no alternative” (TINA) to the IMF agenda, of austerity and a Firesale of strategic assets!

    Last year upon assuming office the President promised Famine and 15-hour power cuts, in a psychological operation to spread fear, and prepare the people for an IMF Firesale and the country’s asset stripping.

    However, the famine and 15-hour power cuts did not materialize also given plentiful monsoon rains for hydro-power generation as the weather gods miffed the Cold War gods.

    The question is: by what metric and on whose Data was the strategic county that sits on major energy, trade and undersea data cable routes deemed ‘bankrupt’? As one of South Asia’s (SAARC) wealthiest countries in terms of GDP per capita with the best social and human development indicators, Former US Ass. Secretary of South and Central Asia Alice G. Wells termed the lush and fertile tropical island, blessed with two monsoons and extensive marine and mineral resources “valuable real estate”! Others have called it an ‘unsinkable aircraft carrier.’

    Whether a shortage of exorbitantly privileged US dollars is adequate to measure the ‘wealth of nations’ also given America’s 31 trillion debt is not a rhetorical or philosophical question to elicit yet another theory of value.

    Rather, it flags here the failure by the Washington Consensus to make an elementary distinction between ‘illiquidity’ and ‘insolvency’ in determining the purported bankruptcy of Global South countries caught in the World Bank’s Middle Income Country (MIC) trap, to enable a Firesale of strategic assets. Does this not rather reflect great moral and intellectual bankruptcy?

    Re-Orient to de-colonize in a Multipolar World

    As the Asian 21st Century becomes a reality in a multipolar world where the BRICS economies have overtaken the traditional G-7 countries as the world’s engine of growth, Sri Lanka caught in a Eurobond US dollar denominated debt trap clearly needs to ReOrient as German sociologist and world systems theorist Andre Gunder Frank wrote in his acclaimed book; “ReORIENT: Global Economy in the Asian Age” (1998).

    Much of Frank’s analysis finds resonance in a more recent book by Kishore Mahbubani, Former President of the United Nations Security Council, titled the Asian 21st Century.

    In the context, Sri Lanka would best ban further borrowing on Eurobond markets, and engage bi-lateral lenders India and China to join hand with NDB, also to renew its Independence and sovereignty in its 75th year, and ensure calibrated exit from US dollar denominated Eurobond debt bondage.

    Other countries may aid Sri Lanka’s, but only if the county leads in the search for alternatives to the IMF’s bankruptcy narratives– as Dr. Yanis Varoufakis, former Finance Minister of Greece who has extensive experience with IMF debt negotiations had noted.

    Debt trapped countries the Global South and humanity are clearly at a turning point in an age of Artificial Intelligence (AI), big data mining, deep fakes, and drone surveillance by those with the technologies for global governance and control of populations.

    Hence, following Elon Musk, Warren Buffet recently warned that ‘AI is a nuclear bomb’. As a genuinely multipolar world re-emerges after two hundred years of Euro-American hegemony, on the cusp of another World War, it is up to debt-trapped countries of the Global South to promote multi-polarity and respect for genuine cultural diversity.

    Cyclone Mocha floods Myanmar port city, sparing major refugee camps

    DHAKA, May 14 (Reuters) – Storm surges whipped up by a powerful cyclone moving inland from the Bay of Bengal inundated the Myanmar port city of Sittwe on Saturday, but largely spared a densely-populated cluster of refugee camps in low-lying neighbouring Bangladesh.

    Some 400,000 people were evacuated in Myanmar and Bangladesh ahead of Cyclone Mocha making landfall, as authorities and aid agencies scrambled to avert heavy casualties from one of the strongest storms to hit the region in recent years.

    Vulnerable settlements in Cox’s Bazar in Bangladesh, where more than one million Rohingya refugees live, were left relatively unscathed by the storm that is now gradually weakening.

    “Luckily, we could escape the worst of the cyclone,” said Mohammad Shamsud Douza, a Bangladesh government official in charge of refugees. “We are getting some reports of huts damaged but there are no casualties.”

    Myanmar appears to have borne the direct impact of Cyclone Mocha, as winds of up to 210 kph (130 mph) ripped away tin roofs and brought down a communications tower.

    Parts of Sittwe, the capital of Rakhine state, were flooded and the ground floors of several buildings were under water, a video posted on social media by a witness in the city showed.

    An ethnic militia that controls swathes of Rakhine said a large number of structures in Sittwe and Kyauktaw had been damaged, and schools and monasteries where people had been sheltering were left without roofs.

    “The whole northern Rakhine has suffered severe damage,” Arakan Army spokesperson Khine Thu Kha said. “People are in trouble.”

    Communication networks in Rakhine had been disrupted after the cyclone made landfall, the U.N. and local media said.

    Across Rakhine state and the north west of the country about 6 million people were already in need of humanitarian assistance, while 1.2 million have been displaced, according to the U.N. humanitarian office (OCHA).

    “For a cyclone to hit an area where there is already such deep humanitarian need is a nightmare scenario, impacting hundreds of thousands of vulnerable people whose coping capacity has been severely eroded by successive crises,” U.N. resident coordinator Ramanathan Balakrishnan said.

    Myanmar has been plunged into chaos since a junta seized power two years ago. After a crackdown on protests, a resistance movement is fighting the military on various fronts.

    A junta spokesperson did not immediately answer a telephone call from Reuters to seek comment.

    FOOD AND SUPPLIES

    In Bangladesh, where authorities moved around 300,000 people to safer areas before the storm hit, Rohingya refugees inside densely-populated camps in the Cox’s Bazar in the south east of the country hunkered down inside their ramshackle homes.

    “Our shelter, made of bamboo and tarpaulin, offers little protection,” said refugee Mohammed Aziz, 21. “We’re praying to Allah to save us.”

    Many of the Rohingya refugees, half-a-million children among them, live in sprawling camps prone to flooding and landslides after having fled a military-led crackdown in Myanmar in 2017.

    Hundreds of thousands of the Muslim Rohingya minority remain in Myanmar’s Rakhine state, where many are confined to camps separated from the rest of the population.

    “The state government has moved many Rohingya from Sittwe camps to higher grounds area,” Zaw Min Tun, a Rohingya resident in Sittwe said, adding that the evacuation took place without any warning.

    “They also didn’t provide any food to them, so people are starving.”

    Ahead of the storm, the World Food Programme said it was preparing food and relief supplies that could help more than 400,000 people in Rakhine and surrounding areas for a month.

    • Heads of State, ministers, senior government officials and other key stakeholders will convene in Bangkok from 15 to 19 May at the 79th session of the Economic and Social Commission for Asia and the Pacific (ESCAP) to explore policy options and foster ambitious climate action towards net-zero pathways. Ahead of the 79th session, ESCAP will also launch its theme study The Race to Net Zero: Accelerating Climate Action in Asia and the Pacific. The study sets out the transformations that are needed for the region to transition to a net-zero carbon future in support of sustainable development. It provides an outline of the regional context of climate change and identifies policies and actions that could be taken in various sectors of the economy to support the global climate agenda.

    It is a reality that the people of Asia and the Pacific know only too well. “The worst April heatwaves in Asian history” last month was just a taste of the worsening climate impacts we will continue to face in the years to come.

    Our latest report highlights that the sea level is creeping up in parts of the region at a slightly higher rate than the global mean, leaving low-lying atolls at existential threat. Annual socioeconomic loss due to climate change is mounting and likely to double in the worst-case climate scenario.

    Inequity is yet another threat as climate change sweeps across the region. Asia and the Pacific already accounts for more than half of global greenhouse gas emissions and the share is growing.

    But there is another picture of hope in our region: 39 countries have committed to carbon neutrality and net zero between 2050 and 2060. The cost of renewable energy is falling almost everywhere, with installed capacity growing more than three-fold in the past decade.

    Electric vehicles are entering the market en masse as countries such as China, India, Japan, the Republic of Korea and Thailand have made electric mobility a priority.

    This momentum needs to accelerate like a bullet train. Because nothing short of a breakthrough in hard-to-abate sectors will give us a good chance of stopping catastrophic global warming.

    Accelerating a just and inclusive energy transition

    The recent energy crisis has kicked renewable energy into a new phase of even faster growth thanks to its energy security benefits. There is opportunity now to leverage this momentum and turn it into a revolutionary moment.

    Cross-border electricity grids can be the game changer. ESCAP has simulated different scenarios for grid connectivity and scaling up renewables. It shows that a green power corridor, cross-border power grid integration utilizing renewables, can help to remove the last hurdles of the transition. We are working with countries to chart a path to improved regional power grid connectivity through cooperation.

    Achieving low-carbon mobility and logistics

    The exceptional growth of electric vehicles has proved that electric mobility is a smart investment. And it is one that will help stave off carbon dioxide emissions from transport, which has stubbornly increased almost by 2 per cent annually the past two decades.

    Through the Regional Cooperation Mechanism on Low Carbon Transport, we are working with the public and private sector to lock in the changeover to low-carbon mobility, clean energy technologies and logistics.

    This is complemented by peer learning and experience sharing under the Asia-Pacific Initiative on Electric Mobility to accelerate the penetration of electric vehicles and upgrading public transport fleets.

    Building low-carbon industries through climate-smart trade and investment

    The net zero transition is not complete without decarbonizing the industrial sector. The region accounts for nearly three quarters of global greenhouse gas emissions in manufacturing and construction.

    Binding climate considerations in regional trade agreements can be a powerful tool. While climate-related provisions have entered regional trade agreements involving Asian and Pacific economies, they offer few concrete and binding commitments. To unlock further benefits, they will need to be broader in scope, deeper in stringency and more precise in obligations.

    As foreign investment goes green, it should also go where it is needed the most. It has not been the case for any of the least developed countries and small island developing States in the region.

    Financing the transition

    The transition can be only possible by investing in low- and zero-emission technologies and industries. Current domestic and international financial flows fall well short of the needed amount.

    The issuance of green, social and sustainability bonds is rapidly growing, reaching $210 billion in 2021 but were dominated by developed and a few developing countries. Both public and private financial institutions need to be incentivized to invest in new green technologies and make the uptake of such technologies less risky.

    Linking actions and elevating ambitions

    The code red to go green is ever so clear. Every government needs to raise their stake in this crisis. Every business needs to transform. Every individual needs to act. A journey to net zero should accelerate with a fresh look at our shared purpose.

    At ESCAP, we are working to bring together the pieces and build the missing links at the regional level to support the net-zero transition work at the national level. The upcoming Commission session will bring countries together for the first time in an intergovernmental setting – to identify common accelerators for climate action and to chart a more ambitious pathway.

    This is the start of an arduous journey that requires cooperation, understanding and determination. And I believe we have what it takes to get there together.

    Reshaping Multilateralism in Times of Crises

    Inter-State wars, terrorism, divided collective security, and peacekeeping limitations remain the same challenges facing multilateralism as when the UN was founded 76 years ago, Secretary-General António Guterres told the Security Council December 2022.

    Scientists are now even warning of the risk of a global polycrisis, “a single, macro-crisis of interconnected, runaway failures of Earth’s vital natural and social systems that irreversibly degrades humanity’s prospects”.

    Human rights, and especially women’s rights, are under attack in many countries. Nationalism, sometimes coupled with increasing authoritarianism, has been on the rise worldwide. Rich countries of the global North continue to practice inhumane migration policies toward refugees.

    At the same time, they pursue self-serving and short-sighted “my country first” policies, whether in hoarding vaccines and subsidizing their domestic pharmaceutical industries, or in the race for global natural gas reserves. This has undermined multilateral solutions and lead to a growing atmosphere of mistrust between countries.

    “Trust is in short supply”, UN Secretary-General António Guterres told the Security Council in August 2022. Consequently, Member States defined one of the main purposes of the Summit of the Future in September 2024 to be “restoring trust among Member States”.

    António Guterres had proposed to hold such a Summit of the Future, which he described as “a once-in-a-generation opportunity to reinvigorate global action, recommit to fundamental principles, and further develop the frameworks of multilateralism so they are fit for the future”.

    The Summit offers an opportunity, at least in theory, to respond to the current crises with far-reaching political agreements and institutional reforms. However, this presupposes that the governments do not limit themselves to symbolic action and voluntary commitments but take binding decisions – also and above all on the provision of (financial) resources for their implementation.

    In this context, the principle of Common but Differentiated Responsibilities (CBDR) remains absolutely valid. Without such decisions, it will hardly be possible to regain trust between countries.

    The G77 emphasized in a statement on 20 April 2023, “since the Summit of the Future is meant to turbo-charge the SDGs, it must address comprehensively the issue of Means of Implementation for the 2030 Agenda, which includes, but is not limited to, financing, technology transfer and capacity building.”

    Of course, it would be naive to believe that the risk of a global polycrisis could be overcome with a single summit meeting. But the series of upcoming global summits, from the SDG Summit 2023 and the Summit of the Future 2024 to the 4th Financing for Development Conference and the second World Social Summit 2025, can certainly contribute to shaping the political discourse on the question of which structural changes are necessary to respond to the global crises and to foster multilateral cooperation based on solidarity.

    Our new report Spotlight on Global Multilateralism aims to contribute to this process. It offers critical analyses and presents recommendations for strengthening democratic multilateral structures and policies.

    The report covers a broad range of issue areas, from peace and common security, reforms of the global financial architecture, calls for a New Social Contract and inclusive digital future, to the rights of future generations, and the transformation of education systems.

    The report also identifies some of the built-in deficiencies and weaknesses of current multilateral structures and approaches. This applies, inter alia, to concepts of corporate-influenced multistakeholderism, for instance in the area of digital cooperation.

    On the other hand, the report explores alternatives to purely intergovernmental multilateralism, such as the increased role of local and regional governments and their workers and trade unions at the international level.

    Seventy-five years after the adoption of the Universal Declaration of Human Rights, a key challenge is to create mechanisms to ensure that human rights – as well as the rights of future generations and the rights of nature – are no longer subordinated to the vested interests of powerful economic elites in multilateral decision-making.

    Timid steps and the constant repetition of the agreed language of the past will not be enough. More fundamental and systemic changes in policies, governance and mindsets are necessary to regain trust and to foster multilateral cooperation based on solidarity and international law.

    S.Korea’s Yoon to meet Biden as doubts grow over nuclear umbrella

    SEOUL, April 24 (Reuters) – South Korean President Yoon Suk Yeol set off on Monday for the United States and a summit with President Joe Biden at a time of rare questioning in South Korea of an alliance that has guaranteed its security for decades.

    Yoon’s April 24-29 trip is the first state visit to the U.S. by a South Korean leader in 12 years and will mark the 70th anniversary of a partnership that has helped anchor U.S. strategy in Asia and provided a foundation for South Korea’s emergence as an economic powerhouse.

    But as North Korea races ahead with the development of nuclear weapons and missiles to carry them, there are growing questions in South Korea about the relying on “extended deterrence”, in essence the American nuclear umbrella, and calls, even from some senior members of Yoon’s party, for South Korea to develop its own nuclear weapons.

    A recent poll by the Asan Institute for Policy Studies showed that more than 54% of respondents believed the U.S. would not risk its safety to protect its Asian ally.

    More than 64% supported South Korea developing its own nuclear weapons, with about 33% opposed.

    Yoon has been pushing to boost South Korea’s say in operating the U.S. extended deterrence but exactly what that might entail has not been spelt out.

    Yoon’s deputy national security adviser said both sides had been working on measures to operate the extended deterrence in a more concrete manner, hopefully with progress to be a revealed in a joint statement after the summit.

    “What I can tell you now is that people’s interest in and expectations for extended deterrence have been great, and there are several things that have been carried out over the past year in terms of information sharing, planning and execution,” the adviser, Kim Tae-hyo, told reporters.

    “We need to take steps to organise these things so that it can be easily understood to anyone in one big picture, how this is implemented and developed.”

    A senior U.S. official said on Friday that Biden, during the summit with Yoon, would pledge “substantial” steps to underscore U.S. commitments to deter a North Korean nuclear attack.

    HELP FOR UKRAINE

    Russia’s invasion of Ukraine, which some in South Korea feel is distracting the United States from dangers in Asia, has also led to some rare friction between Seoul and Washington.

    Leaked U.S. documents recently highlighted South Korean difficulties in dealing with pressure from its ally to help with the supply of military aid to Ukraine.

    South Korea, a major producer of artillery shells, says it has not provided lethal weapons to Ukraine, citing its relations with Russia. It has limited its support to humanitarian aid.

    South Korea tries to avoid antagonising Russia, due chiefly to business interests and Russian influence over North Korea.

    Suggestions reported in media that the United States had been spying on South Korean deliberations about its support to Ukraine have raised hackles in South Korea, though both sides have played the down the issue.

    Yoon, in an interview with Reuters last week, Yoon signalled for the first time a softening in his position on arming Ukraine, saying his government might not “insist only on humanitarian or financial support” if Ukraine comes under a large-scale attack on civilians or a “situation the international community cannot condone”.

    A South Korean official said the government’s position against arms support for Ukraine “raised eyebrows” in some countries at a time when South Korean defence firms have won big deals in Europe, including a $5.8 billion contract to supply howitzers and tanks to Poland.

    Another South Korean official said the government had been “treading a fine line” as it tried to maintain ties with Russia but Yoon’s remarks could give South Korea greater flexibility.

    Yoon is due to meet Biden for their summit on Wednesday. He will address the U.S. Congress on Thursday.

    Yoon is bringing business leaders to boost partnerships on supply chains and high-tech areas including chips and batteries. He will also discuss space cooperation at NASA’s Goddard Space Flight Center.

    KHARTOUM, April 24 (Reuters) – Sudan’s warring factions agreed to a 72-hour ceasefire starting on Tuesday, while Western, Arab and Asian nations raced to extract their citizens from the country.

    The Sudan Armed Forces (SAF) said the U.S. and Saudi Arabia mediated the truce. U.S. Secretary of State Anthony Blinken announced the agreement first and said it followed two days of intense negotiations. The two sides have not abided by several previous temporary truce deals.

    Fighting erupted between the SAF and Rapid Support Forces (RSF) paramilitary group on April 15 and has killed at least 427 people, knocked out hospitals and other services, and turned residential areas into war zones.

    “During this period, the United States urges the SAF and RSF to immediately and fully uphold the ceasefire,” Blinken said in a statement.

    He said the U.S. would coordinate with regional, international and Sudanese civilian interests to create a committee that would oversee work on a permanent ceasefire and humanitarian arrangements.

    The RSF confirmed in Khartoum that it had agreed to the ceasefire, starting at midnight, to facilitate humanitarian efforts. “We affirm our commitment to a complete ceasefire during the truce period”, the RSF said.

    The SAF said on its Facebook page that it also agreed to the truce deal. A coalition of Sudanese civil society groups that had been part of negotiations on a transition to democracy welcomed the news.

    Ahead of the evening truce announcement, air strikes and ground fighting shook Omdurman, one of three adjacent cities in the capital region, and there were also clashes in capital Khartoum, a Reuters reporter said.

    Dark smoke enveloped the sky near the international airport in central Khartoum, adjacent to army headquarters, and booms of artillery fire rattled the surroundings.

    U.N. Secretary-General Antonio Guterres said that the violence in a country that flanks the Red Sea, Horn of Africa and Sahel regions “risks a catastrophic conflagration … that could engulf the whole region and beyond”.

    The Security Council planned a meeting on Sudan on Tuesday.

    THOUSANDS FLEE

    Tens of thousands of people including Sudanese and citizens from neighbouring countries have fled in the past few days, to Egypt, Chad and South Sudan, despite instability and difficult living conditions there.

    Foreign governments have been working to bring their nationals to safety. One 65-vehicle convoy took dozens of children, along with hundreds of diplomats and aid workers, on an 800-km (500-mile), 35-hour journey in searing heat from Khartoum to Port Sudan on the Red Sea.

    For those remaining in Africa’s third-largest country, where a third of its 46 million people needed aid even before the violence, the situation was increasingly bleak.

    There were acute shortages of food, clean water, medicines and fuel and limited communications and electricity, with prices skyrocketing, said deputy U.N. spokesperson Farhan Haq.

    He cited reports of looting of humanitarian supplies and said “intense fighting” in Khartoum as well as in Northern, Blue Nile, North Kordofan and Darfur states was hindering relief operations.

    Facing attacks, aid organisations were among those withdrawing staff, and the World Food Programme suspended its food distribution mission, one of the largest in the world.

    “The quick evacuation of Westerners means that the country is on the brink of collapse. But we expect a greater role from them in supporting stability by pressuring the two sides to stop the war,” said Suleiman Awad, a 43-year-old academic in Omdurman.

    Several nations, including Canada, France, Poland, Switzerland and the United States, have halted embassy operations until further notice.

    Fighting calmed enough over the weekend for the United States and Britain to get embassy staff out, triggering a rush of evacuations of hundreds of foreign nationals by countries ranging from Gulf Arab states to Russia, Japan and South Korea.

    Japan said all its citizens who wished to leave Sudan had been evacuated. Paris said it had arranged evacuations of 491 people, including 196 French citizens and others from 36 other nationalities. A French warship was heading for Port Sudan to pick up more evacuees.

    Four German air force planes evacuated more than 400 people of various nationalities from Sudan as of Monday, while the Saudi foreign ministry said on Monday it evacuated 356 people, including 101 Saudis and people of 26 other nationalities.

    Several countries sent military planes from Djibouti. Families with children crowded into Spanish and French military transport aircraft, while a group of nuns were among the evacuees on an Italian plane, photographs showed.

    The U.N. secretary general urged the 15 members of the Security Council to use their clout to return Sudan to the path of democratic transition.

    Islamist autocrat Omar al-Bashir was overthrown in a popular uprising in 2019, and the army and RSF jointly mounted a 2021 military coup. But two years later, they fell out during negotiations to integrate and form a civilian government.
