In an April 28 letter, MGCB Executive Director Henry Williams and fellow state regulators asked U.S. Attorney General Merrick Garlandto address threats posed by offshore sites that state regulators cannot tackle alone.
“In Michigan, strict laws and rules govern internet gaming and sports betting and provide consumer protections, promote confidence, and ensure fair and honest gaming,” Williams said. “We are willing to help the U.S. Department of Justice in any way we can as it pursues enforcement of U.S. laws against offshore illegal gaming enterprises that take advantage of our citizens.”
Other state regulators signing the letter represent Colorado, Illinois, Louisiana, Mississippi, New Jersey, and Nevada.

Nevada Gaming Control Board Chairman Kirk D. Hendricksent the letter, which outlines the dangers that offshore gambling represents, highlighting the lack of investment in responsible gaming programs, the absence of age verification requirements, and money laundering risk.
The regulators also emphasized that the unlicensed sector has no assurances of fair play and does not pay any state taxes. Offshore operations also are not subject to licensing requirements, unlike legal operators.
“State regulators like the MGCB ensure operators offer products that pass technical standards and testing, and we also require operators to comply with reporting requirements,” Williams said. “Offshore operators flaunt state regulations and offer products that do not protect the public, which greatly concerns me and my fellow state regulators.”
In the letter, the state regulators noted they are “proud” of the work they do to protect the public, including enforcing payout requirements and dispute resolution procedures. Unlike their regulated counterparts, illegal operators “simply may disappear with their customers’ funds and provide no resources to assist those who may needhelp,” regulators warned.
“Regulated operators recognize licensing as a privilege that can be taken away, but illegal operators do not face similar consequences for failure to follow laws and maintain integrity,” the regulators explained. The gaming states’ regulators provide supervision and enforcement, but they warned that illegal operators “do not answer to any authority.”
The regulators’ letter follows other recent industry calls for a crackdown on unregulated gambling. In November, the American Gaming Association put out a report in which it detailed the pervasiveness of illegal gambling throughout the country, also calling for further measures to fight this growing black market.
Global gaming brand FBM announced on Thursday it is set, along with other companies working in the sector, to sponsor the 10th Congress of Gaming Halls of the Asociación Española de Empresarios de Salones de Juego y Recreativos (ANESAR). The Spanish gaming association’s congress is set to take place on May 11, in Madrid.
“It is well known that ANESAR, chaired by José Vall, is a member of the Confederación Española de Organizaciones Empresariales (CEOE) and serves as a platform for sectoral development and understanding among public administrations, gaming regulators, gaming hall operators, and state security forces,” FBM said in a statement.
The company further said it will be present at the event and, like many of its peers, will “contribute to ensure that the sector continues to grow as the thriving industry that it is.”

Given a lack of legal options in their state, Minnesotans are flocking to Iowa for sports betting, according to latest data. Nearly 1 million bets from Minnesotans trying to access sportsbooks in other markets, predominantly Iowa, were blocked from going through during the NFL season and March Madness combined. Additionally, residents in the North Star State are also physically traveling to Iowa with the sole purpose of placing a legal sports wager.
The data was compiled by GeoComply, a geolocation security and compliance firm that partners with sports gambling platforms. Between the football season and NBA’s March Madness, the company was forced to block around 860,000 bets by Minnesotans trying to gamble in other states where the practice has already been legalized, reports the St. Paul Business Journal.
At the current time, Minnesota doesn’t permit sports gambling. However, it is surrounded by states with legal markets, of which Iowa is the only neighboring state with mobile gambling – a feature that has turned it into a hotspot for Minnesotans looking to gamble. As per Geocomply data, thousands of Minnesotans go to the Hawkeye State, set up a sports betting account there, and subsequently try to place wagers after crossing back over state lines.
What’s more, Minnesotans are also physically traveling to Iowa with the sole purpose of placing a sports bet: GeoComply’s data shows thousands of sportsbook usernames geolocated in Minnesota and then in Iowa a short time later. This goes to prove a healthy appetite for the legalization of sports gambling in Minnesota, which has time and time again failed to get legislation to the finish lane.
In 2022, the state’s sports wagering proposal failed in the Senate. It included a 10% tax on net revenues, generating an estimated $17.5 million over two years. Proponents say legalization will also combat black market gambling, which offers no safeguards for bettors. It remains to be seen if a bill will pass this session as tribes, pro sports teams, and key committee chairs still work on reaching an agreement.
While the issue was a hot topic going into the 2023 legislative session, it has now lost a significant amount of steam. But in the last few days, an amendment has been brought forward in an effort to increase the proposal’s odds of passage: under the plan, the state’s horse racing industry would get a slice of the sports betting pie. DFL Sen. Matt Klein, the sponsor of the sports betting legislation, told Axios he’s planning to introduce changes to the bill during a Senate hearing the first week of May.
“I think it’s clear that there’s strong demand for legal sports betting by Minnesota consumers,” John Pappas, public affairs and government relations expert for GeoComply, told the St. Paul Business Journal. “A lot of them have accounts that are based in Iowa, and they’re regularly checking their accounts when they’re in Minnesota hoping that they can bet, but unfortunately, we have to block them.”
During the NCAA tournament, the firm identified about 99,000 transactions from 11,000 individual accounts in Minnesota accessing legal sportsbooks in other markets, 60.1% of them corresponding to Iowa – the efforts were blocked. And during the NFL season, approximately 740,000 transactions from more than 50,000 Minnesota accounts were blocked from betting. Iowa was again the preferred market, with 57.6% of attempts.
It’s easy to draw the conclusion that Minnesota is losing revenue to Iowa. Still, the odds of a sports betting law passing to remedy this situation remain cloudy. Klein told Axios that tribes remain “on board” with changes to include the horse racing industry, but experts are still unsure if the bill can attract the GOP votes needed to pass the Senate.

The long-awaited UK government’s White Paper on gambling has been released, bringing forward significant changes to how the UK gambling industry will operate. Several executives and stakeholders in the UK gambling industry, including sports betting and gaming group Entain, welcomed the publication of the review of the UK Gambling Act 2005
Some of the major recommendations from the white paper include a maximum stake limit for slot machines, financial vulnerability and affordability checks, the creation of a non-statutory gambling ombudsman, an increase in gambling machine allowance in casinos, and a strengthening of the Gambling Commission.
In a press release, the company said that “the review contains an extensive set of proposals, many of which align with actions that Entain has already implemented.” However, Entain said it “requires comprehensive assessment and analysis, and a more detailed response will be provided as soon as it is practical.”

Las Vegas-based Wynn Resorts unveiled Thursday the first renderings and the name of its planned $3.9 billion casino resort in the United Arab Emirates. The property, described by analysts as “one of the most exciting growth prospects in the gaming industry globally,” will be called Wynn Al Marjan Island and is expected to open in early 2027.
The resort will be located on 115 acres on Al Marjan Island, made up of four islands, in the emirate of Ras Al Khaimah. Wynn will have a 40% stake in the multi-billion project, which will also be the company’s first beachfront property. The firm is working with local partners Marjan LLC and RAK Hospitality Holding LLC on the project.
Once finalized, the 1,500-unit resort, featuring rooms, suites and villas, will be the first UAE property with a casino. As for its design, the architecture will mark a departure from Wynn’s traditional bronze-colored style used at Wynn Las Vegas, Encore, Wynn Macau and Encore Boston Harbor; and will include a 1,000-foot tower.
The final design is said to be inspired by the natural landscape surrounding the resort and Wynn’s aesthetic history. “The same geometric configuration of the curved shape of the beach on the island is echoed through the podium structure, similar to a great opera house, creating majestic views of the beach, sea and the horizon,” the company explained.
“We have spent the past year meticulously programming and concepting Wynn Al Marjan Island, carefully considering its unique location,” Craig Billings, CEO of Wynn Resorts, said as reported by Las Vegas Review-Journal. “I am incredibly proud of our design and development team’s ability to impart our legacy of rich, thoughtful design into a sun-soaked beachside resort that will delight customers, new and old.”
Wynn and its partners confirmed they are in active discussions regarding adjacent parcels, with Billings expecting additional hotels on the island to “act as a powerful feed to Wynn Al Marjan Island.” Meanwhile, Julie Cameron-Doe, Chief Financial Officer, said the project will drive strong long-term return to shareholders. The project will be funded with debt and partner equity contributions, 40% from Wynn and 60% from partners.
Gaming industry analyst John DeCree of Las Vegas-based CBRE Equity Research said, as per the cited source, that growth prospects of Wynn Al Marjan Island are “up there with U.S. sports betting, Japan and downstate New York.” Sports gaming has been one of the industry’s biggest stories in the last few years, now legal in 37 states and DC; while in Japan, MGM Resorts recently received approval to build an integrated resort with a casino in Osaka.
As for New York, many of the top US gambling and entertainment companies are currently vying for up to three licenses to open casinos in the downtown area. Wynn is among them, and has partnered with developer Related Companies on a casino on the western half of Hudson Yards, the second half of the largest mixed-use private real estate development in American history.
DeCree has further said, as per Review-Journal, he expects Wynn Al Marjan Island to generate cash flow of between $450 million and $600 million annually, comparing favorably with Encore Boston Harbor in 2022 and Wynn Palace in Macau in 2019 on a per-room basis.
“However, given the many advantages of the location in the UAE, including demographics, wealth, tourism and the fact that Wynn Al Marjan might be the only game in town, we believe the long-term earnings potential could be even greater,” DeCree said in a Thursday note to investors.
The resort is expected to house a total 5.6 million square feet with 120,000 square feet dedicated to retail, 100,000 square feet of convention and meeting space and 224,000 square feet for the casino. Meanwhile, the casino is expected to comprise about 4% of the property’s gross floor area, more than double that of Wynn Las Vegas.
Construction work on the foundation began onsite earlier this year. In addition to the aforementioned amenities, the resort will feature 24 dining and lounge experiences, spa and wellness services, a high-end shopping esplanade, a state-of-the-art events center, a theater and more. It will also offer entertainment experiences including nightly laser and light shows.
Sports technology provider Sportradar announced Wednesday that Gerard Griffinhas been named Chief Financial Officer of the company, effective May 9, 2023. Griffin will be responsible for the company’s accounting, finance, and investor relations operations. He will report directly to CEO and founder Carsten Koerl.
Griffin will succeed Uli Harmuth and will be based in St. Gallen, Switzerland, in the future. He brings more than 25 years of leadership experience in financial and operational management within the gaming, media, and technology sectors.
He most recently served as Chief Financial Officer at Zynga Inc. During his time as CFO at Zynga, which included oversight of the company’s accounting, finance, and investor relations functions, Zynga sharpened its operating model and delivered a marked improvement in revenues, profitability, and cash flow.
Before joining Zynga, Griffin spent more than 10 years at Electronic Arts Inc., serving as Senior Vice President of Finance, where he was the finance leader for EA’s Studios, Marketing, and Publishing organizations, after having spent more than six years in Geneva, Switzerland, as Vice President and Chief Financial Officer for EA International.
Prior to that, he held several senior finance roles domestically and internationally at technology and media companies, including NBC Universal and Primedia, and in public accounting with KPMG in both Dublin and New York.

B2B gaming content and solutions provider Inspired Entertainment announced Monday that it has partnered with US sports betting giant FanDuel to launch premium iGaming content in Michigan.
The online gaming heavyweight, part of Flutter Entertainment, will launch with four of Inspired’s titles, including Big Fishing Fortune, Big Santa Fortune, Gold Cash Free Spins, as well as Big Spin Bonus,which is Inspired’s top performer in the North American market and has proven to be “extremely popular with players.”

Sports technology provider Sportradar has opened a new office in Mumbai with the aim to strengthen its presence in India and to further “deliver quality service to partners.” The company has also appointedPrasun Bhadani as General Manager to manage its operations in India.
Bhadani has extensive experience in sports marketing, including the management of prominent Indian Premier League (IPL) players, notes Sportradar. As General Manager of India, he will be supporting the execution of Sportradar’s strategy for the region, strengthening client relationships as well as forging new partnerships across key business verticals. Bhadani will report directly to Oscar Brodkin, Managing Director, APAC.

Las Vegas Sands has shared its financial report for the first quarter of 2023. The company’s quarterly revenue surpassed Wall Street estimates as March visitation levels accelerated gaming volumes, retail sales, and hotel occupancy.
Net revenue for the period was $2.12 billion, compared to $943 million in the prior year. Operating income was $378 million, compared to an operating loss of $302 million in the same period last year. The figure surpassed analysts’ average estimate of $1.8 billion.
Meanwhile, net income from continuing operations in the first quarter of 2023 was $145 million, compared to a net loss from continuing operations of $478 million in the first quarter of 2022.
“While travel restrictions and reduced visitation continued to impact our financial performance during the quarter, a robust recovery in travel and tourism spending across our markets is underway. We remain enthusiastic about the opportunity to welcome more guests back to our properties throughout 2023 and in the years ahead,” said Robert G. Goldstein, chairman, and chief executive officer.
In a statement, the Nevada-based casino company said it expects its ongoing investments in both Macau and Singapore will position it for future growth, and support for local communities where it operates remains “central” to its efforts.

The company expressed satisfaction with the ongoing recovery in Macao, noting that it has accelerated during the quarter in both gaming and non-gaming segments. They conveyed their enthusiasm for the opportunity to continue investing in enhancing Macao’s tourism appeal for travelers from the region, including foreign visitors.
“Our decades-long commitment to making investments that enhance the business and leisure tourism appeal of Macao and support its development as a world center of business and leisure tourism positions us exceedingly well to deliver strong growth as visitation to the market increases and the recovery in travel and tourism spending proceeds,” the executive added.
According to the company, Macao’s overall visitations citywide were up 22% in March compared to the first 2 months of 2023. Visitation levels are still trending at about 40% of 2019 levels.
Ongoing labor constraints continue to impact hotel room availability, as 31% of hotels remain out of service in Macao. The company expects levels to rebound significantly by the third quarter in time for the summer holiday season.
Las Vegas Sands earned an adjusted 19 cents per share in the quarter, compared with analysts’ expectations for 20 cents per share, according to Refinitiv data.
During the East Coast Gaming Congress, which took place on April 19-20 in Atlantic City, panelists discussed the potential impact of building three new casinos in New York on Atlantic City’s revenue, suggesting a possible loss of 20% to 30%. This development could possibly return the resort to the days of casino closures.
While not predicting that it will definitely happen, Jim Allen, chairman of the global Hard Rock casino, entertainment, and hospitality company, said that such a revenue drop could lead at least one Atlantic City casino to close. Hard Rock, which owns a casino in Atlantic City, is among the bidders for a New York casino.
Allen warned that New York’s coming casinos will have a big effect on Atlantic City. “It could happen,” Allen said, as reported by The Associated Press. “Atlantic City receives 20, 30-plus percent of its revenue from upstate New Jersey and downstate New York, and there’s no doubt it is going to have an impact on this particular market.”
“So you have three or four that are very strong, and then I think there’s a question as to what happens in that next level down,” he said. “I think it’s a concern that if these other casinos don’t perform, then inevitably, from a business standpoint, is there vulnerability? I don’t think that changes unless there’s an enhancement to the perception of Atlantic City,” the chairman commented, as reported by the above-mentioned media.

At the same conference on Wednesday, several Wall Street analysts also predicted New York casinos will take a bite out of Atlantic City’s business. Additionally, Duane Bouligny, managing director at Wells Fargo, said Atlantic City casinos that continue to invest in their businesses and have good leadership will grow.
David Schwartz, a gambling historian with the University of Nevada Las Vegas, said a lot depends on how Atlantic City’s nine casinos react to the new competition. “While it’s possible that one or more casinos could fold their tents and exit the market, there is also an opportunity for casinos to expand their offerings and give New Yorkers a reason to drive down to Atlantic City,” he said. “After all, millions of people who live within a short drive of casinos fly to Las Vegas every year. Diversification of amenities and a focus on superior customer service for gamblers might offset the convenience of ‘local’ casinos in New York.”
According to Allen, the revenue numbers reported by the state each month give a misleading picture by including sports betting and internet gambling revenue. That money must be shared with third-party providers and is not solely for the casinos to keep. The casinos’ key business, money won from in-person gamblers, “has been going backward or flat, depending on the property, since last May,” he told The Associated Press.
A decision on who is awarded licenses to build the casinos is not expected until sometime later this year.
Atlantic City has been trying for years to diversify its business model to make it less reliant on gambling. That has included investments in new hotel rooms, restaurants, entertainment, and conference venues, and shopping and personal care amenities. A $100 million year-round water park is due to open this year, and Caesars Entertainment is adding a new entertainment venue and a Vegas-style residency show.
Hard Rock had announced plans to develop a casino in the northern New Jersey Meadowlands, just outside New York City, before a statewide referendum on the topic was resoundingly defeated by voters. He said Thursday the plan “is still there,” but Hard Rock, like everyone else, is “trying to evaluate the landscape. It depends upon the opportunity.”
Jeff Gural, who runs the Meadowlands Racetrack, where a Hard Rock casino would be built, said New York casinos “would make it easier for me to get a casino in the Meadowlands.” “I can’t imagine people would think driving over the George Washington Bridge, paying $18 in tolls, and sitting in traffic is preferable to going to a casino in the Meadowlands,” he said.
Allen used a play on Atlantic City Mayor Marty Small’s signature line that it’s “a great day in Atlantic City” in describing the threat from New York casinos. “I can tell you this: If we lose 20 to 30% of our business, it is not going to be a great day for Atlantic City,” he said.
New Jersey is modifying its gambling regulations by establishing advertising standards, streamlining the process for individuals with gambling issues to self-exclude from casinos and their marketing, and creating a role to oversee the effectiveness of the state’s problem gambling outreach programs. On Thursday, at the East Coast Gaming Congress, State Attorney General Matthew Platkin introduced a series of new responsible gambling regulations and initiatives.
They include setting standards for casino and sports betting advertising, requiring that New Jersey’s 1-800-GAMBLER hotline be prominently displayed in their ads, prohibiting promises of “guaranteed wins” or “risk-free” bets if the patron will not be fully compensated for the loss of their funds; and making wagering requirements clear in their terms and conditions.
It also limits advertising in locations where that would entice those under 21 years of age to gamble and requires gambling operators to provide the public with the ability to swiftly opt out of direct advertising.
“As New Jersey’s gaming and sports wagering industries continue to grow and mature, so do our obligations to assist patrons at risk for problem gambling,” Platkin said, as reported by The Press of Atlantic City. He said the measures “will help protect consumers and make it easier for individuals to access the help they need when their gaming behavior becomes problematic.”

Just days before February’s Super Bowl, New Jersey gambling regulators unveiled new requirements for sportsbooks to analyze the data they collect about their customers to look for evidence of problem gambling and to take various steps to intervene with these customers when warranted.
On Thursday, the attorney general’s office created a new position within its Division of Gaming Enforcement to monitor how well that and other responsible gambling initiatives are working.
The agency will also make it easier for people with a gambling problem to add their names to New Jersey’s voluntary self-exclusion lists. The lists are circulated to casinos and gambling-related affiliates, requiring them not to let people on the list gamble in person or online and prohibiting sending gambling marketing materials to them.
Instead of meeting in person with a state official or applying online, people can now have a video conference to add themselves to the list. A round-the-clock telephone helpline also will be established to answer questions about self-exclusion and to help people sign up.
Keith Whyte, executive director of the National Council on Problem Gambling, praised the moves and said he hopes they will be copied by states across the country.
Keri Russell’s eyes say it all: The ending of the first season of Netflix’s The Diplomat is outrageous, and also the ideal argument for the series’ continuing existence. Showrunner Debora Cahn has crafted that elusive not-prestige-but-not-not-prestige political thriller, one that marries the addicting silliness Netflix has staked its claim upon with the sobriety of those other streamers-that-shall-not-be-named. By the time Cahn’s name flashes onto the screen of episode 8, “The James Bond Clause,” the stakes feel both ridiculous and real. Which is, of course, the perfect formula for a cliffhanger finale.
The episode opens with Kate Wyler (Russell) staring into the distance, fretting over the ways she believes she’s failed as U.S. Ambassador to the U.K. and might fail still. Prime Minister Nicol Trowbridge (Rory Kinnear) is furious over her inability to sway President Rayburn (Michael McKean) into supporting the so-called “Libya plan,” in which the Brits would attack the Russian Lenkov Group in Libya as retaliation for the (supposedly) Russian-backed bombing of the British airplane carrier HMS Courageous. The new plan is one Trowbridge suddenly supports the next day: British Special Forces will arrest leader Roman Lenkov himself in France, where he’s visiting his secret family in Cap d’Antibes. Trowbridge, who previously thought the plan cowardly, is suddenly its biggest fan.

U.S. Secretary of State Miguel Ganon (Miguel Sandoval), British Foreign Secretary Austin Dennison (David Gyasi), Deputy Chief of Mission Stuart Heyford (Ato Essandoh) and Kate fly to Paris. There, Kate is expected to ask the French minister of the interior, Brielle Fournier (Micky Sébastian), for permission to use British Special Forces in the Lenkov arrest. But she has some issues at home: Her husband, Hal Wyler (Rufus Sewell), is scheming behind the scenes. In her own act of marital diplomacy, Kate has offered for him to join her in Paris; he turns her down, accepting another olive branch in place of the trip. Since Kate will be abroad, he’ll deliver a speech in her stead at the international relations think tank Chatham House.
The speech, like so much of Hal’s schmoozing, is a roaring success. He waives the so-called “Chatham House Rule,” which designates that speeches can be cited broadly but not credited to a specific orator. Hal wants to be seen, heard, and spread widely. In other words, he’s campaigning—and not subtly—for the role of secretary of state, a job that Hal’s former colleague revealed might be, uh, vacated imminently.

Even from afar, Kate knows her husband well enough to recognize when he’s manipulating relationships behind her back. At Chatham House, Hal meets a British MP named Merritt Grove, who urges they meet for dinner that evening. Although Hal tries to politely decline, he offers to connect Merritt instead to Billie Appiah (Nana Mensah), the White House Chief of Staff. Such a move is an enormous overreach, given that Hal is not currently an acting U.S. ambassador. It’s exactly this overreach that clues Kate into Hal’s ulterior motives. She’s livid, and once again decides their marriage must end.
Demanding that Hal cancel the meeting (and refusing to further help her husband oust Ganon as secretary of state), Kate leans instead on Dennison, who provides comfort and counsel as they speed-walk along the Seine. “I feel like the stand-up thing to do is to give a relationship every possible chance, right?” she says. “I mean, it’s the whole fucking definition of my life’s work.”
“Perhaps you’re just a decent person in a time when decency has lost its hold on the public imagination,” Dennison replies, which just might be the most romantic thing Kate’s heard in a good long while.
Meanwhile, Stuart and assistant Ronnie (Jess Chanliau) go into Hal Crisis Management Mode. They tell Mr. Wyler they’ll take the Grove meeting, so as to “prove to the world that the White House is not a fee-for-services organization,” but Hal—angered by the implication that he’s selling access—insists on a “five-minute handover.”
In Paris, Kate’s version of HCMM is slipping into the kind of red silk gown that’ll drop Dennison’s jaw, even if her real mission for the evening at the Louvre is convincing Fournier of the British Special Forces stipulation. Ultimately, she succeeds: Fournier grants permission, but tacks on another tidbit. “One must register surprise that the present U.S. administration, after pointedly proclaiming a break with the past, would so strongly lobby for an extrajudicial assassination,” she tells Kate, to the latter’s great confusion and shock. Translation: Trowbridge has no intention of arresting Lenkov; he’s going to have him killed.

Kate flees the party, certain that Dennison has taken advantage of their flirtation and deceived her about Trowbridge’s true plans. He follows her outside to the street, where she whirls on him, demanding the truth. But Dennison is just as floored by the assassination news as Kate herself. “Trowbridge wouldn’t,” he says. “It would bring down his government.” By the time he says this, Kate has already connected the dots in her mind, and so she snatches Dennison’s phone, switching on loud music and tossing the device to their bodyguard so as to ensure their conversation isn’t overheard.
“Listen to me,” she says, grabbing Dennison’s shoulder and staring at him, pleading for him to understand. “A dead Lenkov is only good for the people who hired him. If Prime Minister Nicol Trowbridge wants him dead—”
Finally, Dennison gets it. “Nicol Trowbridge hired him,” he says.
Their realization comes too late; the plot is already underway. Stuart pulls up to the site of the Grove meeting, unable to get in touch with CIA chief Eidra Park (Ali Ahn), now his ex-girlfriend. (To summarize, Eidra learned of his plans to follow Kate to D.C. should she become the next VP, even after Stuart told Eidra herself to reject a job in Cairo…so they could be together in London. Not cool.) Ronnie runs inside to alert Grove of his new guests while Stuart battles it out with Hal on the phone. Grove is pissed about the ambush, insisting he meet specifically with Hal. As he attempts to get into his car and depart—with Ronnie, Stuart and Hal all colliding with him outside the restaurant—the vehicle explodes.
Outside the Louvre, Kate and Dennison learn of the attack. Kate’s eyes fill with tears as the camera spins around her, echoing her terror and disorientation. Watching, we know she’s asking the same question we are, even if she doesn’t vocalize it: Are Stuart, Hal and Ronnie alive?
The answer is, likely, yes. There’s little to no chance The Diplomat will kill off two of its central characters that quickly, especially as the conflicts around them have finally crystallized into something robust and compelling. Sewell’s Hal is not only a source of comic relief and charisma, but he’s often the mechanism spurring Kate forward, even if she’d care not to admit it. And Stuart is a kingmaker-in-the-making, with far too much potential as Kate’s right hand for Cahn to squander it on shock factor.
As for Ronnie…well, sadly, that seems a far more likely loss. Not only was Stuart’s assistant directly in range of the blast, but they’re enough of a side character for a hypothetical death to resonate emotionally without stripping the plot of its propulsion. Grove is almost certainly dead, too. And if that’s the case, Kate will be after not just recovery but retaliation—or her form of it, which is intelligence.
So, who ordered the car bombing? It seems possible that Grove, part of Trowbridge’s Conservative Party, somehow had information about Trowbridge’s involvement in the HMS Courageous attack and wanted to tell someone he could trust: a diplomat like Hal. But if Trowbridge caught word of this deception, he could have stopped the leak by orchestrating a hit on his own MP. And perhaps he didn’t exactly plan for three Americans to get caught in the crossfire.
So, why did Trowbridge order an attack on his own people in the first place? Remember, he’s trying to win a by-election. If he could make it appear as though Iran had sparked a war with the U.K.—and then bravely enact vengeance upon them—he’d maybe win over the nationalist voters he needs. In one fell swoop, he’d mimic the post-9/11 battle cry of the early aughts.
That’s a potent premise in an era of Brexit nationalism and xenophobia, especially when Kate herself was initially drawn under Trowbridge’s spell. Moving into an all-but-certain second season, the question is not only who will survive, but who they’ll choose to trust when they meet again.

Macau’s second-largest junket operator, Levo Chan Weng Lin, chairman and controlling shareholder of Tak Chun Group and co-chairman and CEO of Macau Legend Development, was sentenced to 14 years in prison on Friday after being found guilty of running an illegal gambling ring worth billions of dollars, according to local media reports.
The high-profile arrests and prosecution of Macau’s top junket bosses have occurred alongside Chinese President Xi Jinping’s anti-corruption campaign, which targets corrupt officials who may visit Macau to place bets and launder money
A group of Macau judges convicted Chan on 34 charges, including illegal gambling, managing criminal organizations, fraud, and money laundering. The illegal activities were estimated to involve a total of $4.5 billion, with Chan earning approximately $200 million. Chan denied the allegations during his trial.

This conviction follows the sentencing of Alvin Chau, Macau’s former “junket king,” who received an 18-year prison term for fraud, operating a criminal syndicate, and facilitating illegal bets.
In addition to cracking down on illicit junket operations, Macau authorities have introduced new regulations for the gambling industry and renewed concessions for six major casinos, subject to increased government oversight.
Macau’s leader, Ho Iat-seng, informed lawmakers days before Chan’s verdict that the government would soon implement a plan to diversify the city’s economy while maintaining the gambling sector’s share at around 40%.
Before the Covid-19 pandemic, Macau’s gambling industry generated annual revenue exceeding $36 billion, accounting for nearly 66% of the city’s gross domestic product.
