Strict Requirements for Medicinal Cannabis Platforms Planned

These platforms reportedly filled the supply gap for recreational users in 2025, as cultivation associations had produced hardly any relevant quantities by mid-2025, according to an interim report on the EKOCAN research project. Can Ansay, founder of DrAnsay, welcomed the development and compared the easy access via prescription to a “pizza service.” He sees pharmacies entering a “golden age” as a result. However, the new Federal Health Minister Nina Warken (CDU) intends to end this practice.
A draft law to amend the Medicinal Cannabis Act stipulates that prescriptions will in the future require personal contact with a doctor and that the shipping of flowers will be prohibited. While the ABDA and the German Medical Association (Bundesärztekammer) supported the plan, the Association of Cannabis-Supplying Pharmacies (VCA) warns of disadvantages for real patients. Platform operators are protesting the plans with campaigns. The Bundestag held its first deliberations on December 18, 2025; a final vote is expected for April 2026.
