2025-09-04 | The Federal Working Group of Cannabis Cultivation Associations (BCAv) has published a comprehensive position paper pointing out structural weaknesses of the Cannabis Consumption Act and is calling for 19 improvements. These include faster approval procedures, nationwide uniform standards, clarity on VAT obligations, and an appropriate approach to information rights. In some states, the advertising ban is interpreted so broadly that cultivation associations are hardly findable online.

BCAv coordinator Heinrich Wieker emphasized that only with less bureaucracy and more legal certainty could the goal of displacing the black market be achieved. Since July 2024, 743 applications have been submitted nationwide, 323 of which have been approved so far.
