Charges filed in fatal crash with dump truck, bicyclist

CLEVELAND (WJW) — Charges have been filed against a man who police say was behind the wheel of a dump truck when it ran over and killed a bicyclist in west Cleveland.

Court documents obtained by Fox 8 News show Rich Werner is facing an aggravated vehicular homicide charge related to the crash on Aug. 21 that killed 36-year-old Christian Carter.

According to police, Werner was driving east on Franklin Boulevard and did not see Carter riding along on his right side when he turned onto W. 114th St.

The truck collided with Carter who died at the scene.

Police said, based on their interactions with Werner, it didn’t appear he was impaired at the time of the crash.
