    ST. PAUL, Minn. — Minnesota is projected to have a budget surplus of $3.715 billion this biennium, according to state budget officials, who urged lawmakers to be cautious with any additional spending this year to avert a potential future deficit.

    “The higher revenue forecast throughout the FY 2024-27 planning horizon results in improvement to the structural budgetary balance, but spending is still projected to exceed revenue through FY 2027,” the MMB said.  

     State law requires a budget forecast from Minnesota Management and Budget twice yearly in February and November. It looks at how much money the state is bringing in in terms of revenue, how much it’s spending and what the economic outlook is now and in future years.

    LeBron James scored 19 of his 34 points in the fourth quarter and Anthony Davis finished with 20 points and 12 rebounds as the visiting Los Angeles Lakers overcame a 21-point deficit in the final period to pull off a 116-112 victory over the short-handed Los Angeles Clippers on Wednesday.

    D’Angelo Russell scored 18 points and Rui Hachimura added 17 as the Lakers defeated the Clippers for the third time in four games and won the season series between the teams for the first time since 2011-12. The Clippers had won 11 consecutive meetings entering this season.

    The comeback came as the teams played the final regular-season game against each other as co-tenants of Crypto.com Arena, formerly Staples Center. The teams have shared the building since 1999-2000. The Clippers are set to move to the new Intuit Dome in nearby Inglewood, Calif., next season.

    Kawhi Leonard scored 26 points and James Harden added 23 as the Clippers lost for the fifth time in their past eight games. Leonard had the chance to tie the score with seven seconds remaining, but his shot over James was short.

    ST. PAUL, Minn. — Police say several people were cited after climbing over the fence at the Minnesota governor’s residence during a protest Wednesday evening.

    Around 100 people are said to have shown up to the University of Minnesota’s Eastcliff Mansion to protest investments in programs that help the Israeli government amid the war with Hamas.

    The Minnesota State Patrol says 14 people — 12 women and two men — were issued citations for trespassing onto private property during the rally.

    The protest comes ahead of the State Board of Investment’s quarterly meeting on Thursday. The board manages public retirement accounts. 

    The group that organized the event, the Anti-War Committee, claims that in 2023, the SBI invested more than $3 billion in Israeli weapons manufacturers, pharmaceutical companies and other industries “that benefit from or are used in the violent occupation of Palestine.”

    They hope Gov. Tim Walz, who chairs the SBI, along with Attorney General Keith Ellison, will use their power to divest in those holdings.

    “Any investment in companies doing business in Israel binds Israeli and American society and strengthens and expands the genocidal, colonial project that is Israel,” Brian Chval said. “Call me an optimist, but I don’t think that pensioners would want that money if they knew where it came from.”

    The Uptown area of Minneapolis is losing another business.

    Paper Source, a longtime paper, stationery and gift store at 3048 Hennepin Av., will close next month. Its last day will be March 23, an employee said.

    The block has faced highs and lows in the past year. Neighboring apparel store Scout closed its doors at the start of the year. Those boutiques are just steps away from the popular new restaurant Kim’s. The Uptown Target a few blocks away shuttered last May.

    In 2021, the national stationery retailer filed for Chapter 11 bankruptcy during the pandemic to stay afloat. The Uptown location will hold a 40% off closing sale.

    Paper Source locations in Edina, St. Paul and at the Mall of America will remain open.

    Orono sophomore Jackson Knight took part in the team’s back-to-back section title games in two different ways.

    “I was in the stands last year,” Knight said. “And this year, I get to be down here winning it, so it’s unreal. Dream come true.”

    Knight’s team-leading 20th goal of the season at 3:35 of the third period broke a tie and propelled Orono to its second Class 1A, Section 2 championship in a row. The top-seeded Spartans added two more goals for a 4-1 victory over third-seeded Minneapolis on Wednesday at St. Louis Park Rec Center.

    Last season, Knight was on the swing line and didn’t make the final roster ahead of the postseason. He had one assist in 12 games. This time, he’s on one of Orono’s most productive lines. His linemate, sophomore center Rory Kvern, got Orono (20-8-0) on the board first Wednesday when Knight’s initial shot created a juicy rebound for Kvern in the slot. Minneapolis’ Eli Milinkovich tied it with a power-play goal late in the first period.

    Both teams knew it would be a battle headed into the third period in a tied game. Orono coach Sean Fish talked about it in the second intermission, telling his players they had one period to get back to Xcel Energy Center.

    “They were all juiced,” Fish said. “And we came out absolutely flying in the third.”

    Minneapolis (12-16-0) reached the section final after having an eight-game losing streak during the season. Minneapolis coach Joe Dziedzic cited his players’ determination.

    “To go from that to getting here, it’s a credit to our players and their character,” Dziedzic said.

    Caitlin Clark holds the NCAA all-time scoring record but she still stands behind Hall of Famer Lynette Woodard on the major women’s scoring list.

    Clark needs 33 points on Wednesday night against Minnesota to pass Woodard, who starred for Kansas from 1977-81. Clark has 3,617 career points and Woodard scored 3,649.

    The catch is that the NCAA didn’t sanction women’s basketball during Woodard’s stellar career and doesn’t recognize her statistics. At that time, the Association for Intercollegiate Athletics for Women (AIAW) was the governing body for college women’s basketball.

    Earlier this week, Woodard called on the NCAA to recognize her accomplishments.

    “I want the NCAA governing body to know that they should respect the (AIAW) players. They should respect the history. Include us and our accomplishments,” Woodard said on ESPN. “This is the era of diversity, equity and inclusion. They should include us. We deserve it.”

    Asked what she would say if Clark passed her, Woodard said, “Congratulations, welcome to the party.”

    Woodard was a four-time All-American at Kansas, won a gold medal for the United States in the 1984 Olympics and became the first woman to play for the Harlem Globetrotters. She was elected into the Naismith Basketball Hall of Fame in 2004.

    Coworkers of the three first responders spoke at the memorial, recounting memories of their fallen friends.

    Officer Pete Mueller, who began his career at the Burnsville Police Department alongside Matthew Ruge, described their early days at the department together. They started in 2020, during a pandemic and unrest, and worked the same shift. 

    “His sense of humor and unwavering desire to make a difference immediately earned my respect,” Mueller said. 

    Ruge had a lot of nicknames —”Roguie” and “the Book,” among others — because of his tendency to go rogue and self-assign calls outside of his area, yet stick to procedure. He wanted to respond to difficult calls, Mueller recalled, including the one on Feb. 18. 

    “He was extraordinarily heroic that morning,” Mueller said. Ruge negotiated for several hours and bought his fellow officers time to manage the situation. Mueller noted how Ruge worked to bring his partner Paul Elmstrand to safety, even though he had been shot himself.

    “At the same time, it is also true that Ruge left us with remarkable gifts. For example, I noticed I’m saying ‘I love you’ a lot more this past week and a half. And I’m hearing ‘I love you’ a lot too,” he said.

    Deputy Chief Matt Smith with the Burnsville Police Department spoke next, recounting Elmstrand’s sense of humor and love for his family.

    “He had a laugh that was infectious,” Smith said, joking that Elmstrand sometimes liked to laugh at his own jokes. He was an avid watcher and re-watcher of The Office, and had memorabilia from the television show strewn across his desk at work.

    Elmstrand was also dedicated to honoring other fallen first responders, he said. He had recently been selected to be a member of the Law Enforcement Memorial Association’s honor guard, and he liked to practice formations in his living room.

    Burnsville Fire Captain Brandon Johannsen then described firefighter and paramedic Adam Finseth’s quiet courage, genuine concern for the wellbeing of others, and boundless compassion.

    “He possessed an innate ability to put others’ well-being above his own, always ensuring that everyone around him felt seen, heard, and cared for,” Johannsen said. 

    At the same time, Finseth was a jokester, who helped lighten the mood at work with his witty remarks, Johannsen added. And while he was committed to his work, he was most of all, committed to his wife and two children. 

    “He talked about you every day at work, when he was not with you,” Johannsen said to Finseth’s children. “We can talk about him and remember the good times whenever you want.”

    The eulogies concluded with speeches from Burnsville Police Chief Tanya Schwartz and Burnsville Fire Chief BJ Jungmann. 

    “To our fallen heroes. Thank you. We miss you,” Schwartz said. 

    “It feels cruel. There are no words to provide sufficient comfort. All we can do is promise you our support. And we assure you that we will forever be by your side,” she said to the families of Ruge and Elmstrand.

    Jungmann highlighted Finseth’s dedication, honor and integrity.

    “Adam was always working to improve himself. Being a firefighter-paramedic was not enough for him,” he said. Finseth always wanted to serve others, and he did so honorably, he said.

    Max Strus sank a 3-pointer from well beyond midcourt as time expired to lift the host Cleveland Cavaliers to a 121-119 victory over the Dallas Mavericks on Tuesday.

    Strus matched Donovan Mitchell by making seven 3-pointers on the evening. Strus, in fact, sank four in a 67-second sequence late inthe fourth quarter before answering P.J. Washington’s go-ahead layup with 2.6 seconds left with his improbable shot.

    Mitchell collected 31 points, seven rebounds and six assists to offset seven turnovers. Strus finished with 21 points and Jarrett Allen recorded 19 points and nine rebounds for the Cavaliers, who have won two in a row overall and completed a season-series sweep of the Mavericks. Cleveland recorded a 113-110 victory in Dallas on Dec. 27.

    Sarah Nurse scored two goals, including the overtime winner, and Toronto beat Minnesota 4-3 on Tuesday night for its sixth straight victory.

    Toronto pulled within three points of first-place Montreal in the PWHL standings. Minnesota remains in second place despite losing three consecutive games.

    Toronto never trailed. Blayre Turnbull snuck the puck by Minnesota goaltender Nicole Hensley to put Toronto ahead 1-0 just under six minutes into the game. Kali Flanagan added a goal on a power play in the second period, beating Hensley on the glove side for a 2-1 lead with her second goal of the season. It was Toronto’s first power-play goal by a player other than Natalie Spooner.

    Nurse was left alone at the side of the net and knocked home a rebound for a 3-2 lead in the third. Nurse scored her fourth goal of the season at the 3:46 mark of overtime on a deflected shot that sent Hensley the wrong way.

    Toronto goaltender Kristen Campbell made 27 saves to earn her league-best eighth win in 12 starts.

    Sophie Jaques scored her first professional goal — on a backhand shot — for Minnesota to tie it at 1-all. Natalie Buchbinder also scored her first goal of the season to tie it at 2-all.

    Jaques, in her fifth game since being traded to Minnesota, scored on a straightaway blast to tie it at 3-all with 21.1 seconds left in the third.

    It was the first three-goal outing for Minnesota since Jan. 27.

    The Minneapolis City Council has resurrected plans to raise wages and expand the rights of Uber and Lyft drivers — and the companies have resurrected their threats to leave town if those plans move forward.

    The battle, strikingly similar to one that played out last year, sprang anew before a Minneapolis City Council committee Tuesday. The subject of a public hearing was a proposed ordinance that would pay drivers a minimum of $1.40 per mile and 51 cents per minute while transporting riders on any trip within the city limits, among other guarantees.

    Mayor Jacob Frey vetoed a similar plan last year. The primary difference this year could be political math: Following last year’s election, the council has shifted slightly left, and it’s possible the current council could override his veto where the last council didn’t — if things head that way.

    Tuesday’s hearing featured a parade of drivers showing screenshots of their apps supporting their basic argument: They get paid far less than most riders realize, and their earnings have fallen steadily in recent years as the global rideshare companies take larger cuts of fares.

    Meanwhile, opponents, including several prominent business organizations such as the Downtown Council and Hospitality Minnesota, sent letters warning that the effect of the ordinance would be higher fares resulting in fewer riders, ultimately leading to fewer options for people to get around, whether they’re dining downtown or relying on a ride to get to the grocery store.

    The arguments in Minneapolis are playing out against a familiar statewide backdrop as well. Last year, Gov. Tim Walz vetoed a similar plan passed by lawmakers. Both sides are again pressing their cases at the Capitol.

    State Sen. Omar Fateh, DFL-Minneapolis, who is spearheading such efforts at the Legislature, spoke at Tuesday’s hearing, assuring council members that the proposed city plan will complement his state plan. “We’re working in partnership,” he said.

    There’s a lot of high rhetoric, dueling data points, and deep-in-the-weeds details of dollar amounts, associated with the debate, but it all comes down to this: The Minneapolis proposal pays drivers more than the ride-hailing companies are willing to support.

    Supporters on the council say their goal is to get drivers paid the equivalent of a minimum wage. They studied three schemes of setting minimums and settled on the highest-paying one after a council researcher concluded it was the best way to ensure drivers received at least the equivalent of the city’s $15.57 hourly minimum wage under the varying scenarios that drivers face.

    The most prominent group, Minnesota Uber/Lyft Drivers Association (MULDA), has been ever-present in the state and local debate for the better part of two years and supports the Minneapolis plan. A splinter group, MULDA Members, hasn’t always been in agreement, but on Tuesday MULDA Member spokesman Yusuf Haji drew applause from the audience when he announced his group also supports the plan.

    Since the battle played out last year, both Uber and Lyft have instituted a $5 minimum payment to drivers for all rides and have committed to other standards. They’ve also upped their local lobbying and PR campaigns. Uber, for example, hired a local PR firm and the firm circulated a letter this week signed by nearly 150 local drivers calling supporting not the Minneapolis proposal, but a New York settlement that set minimum pay and other protections, such as paid sick leave.

    Some of the rhetoric evokes a striking déjà vu. When Walz vetoed last year’s measure, he said more data was needed and established a commission to study the matter. When Frey vetoed last year’s measure, he pointed to that commission, saying their work — including their recommendations based on that data — was needed before a decision could be made.

    Walz’ commission, which included drivers and representatives from the ridesharing companies, concluded its work without making specific recommendations for driver compensation. But a study by the state’s Department of Labor and Industry has yet to be completed. Now, Frey is pointing to that study, expected next month, in making a familiar argument to last year: More data is needed.

    On Tuesday, Frey released a statement noting that he wants to increase pay for drivers but does not want to risk Uber and Lyft leaving the city.

    “I don’t care about Uber and Lyft’s bottom line,” he said. “What I do care about is access to jobs for rideshare employees and access to a critical service for riders. It is our job as policymakers to consider the impact of our actions – not make policy decisions that could ultimately hurt the same people we are trying to support.”

    The council could vote as soon as March 7.

    To kick off the 2024 calendar year, Gamut Gallery’s new Director, Francesca Bernardi, partnered with Gamut’s former director, Cass Garner, to create the collaborative exhibition, Coalescence. To bring this conception to fruition this duo requested artist suggestions from the new ownership team, Francesca Bernardi, Kasi Aten, and Brian Oreck along with the co-founders of Gamut, Cass Garner Jade and James Patrick. As the new ownership team is transitioning into their roles, it was essential for them to connect with the community that has been part of Gamut’s roots.

    The curators combed through all the suggestions to pull the most cohesive artists together who represent each owner and co-founder. Cass and Francesca are very excited to welcome back Briana Auel, Evan Weselmann, Kim Heidkamp, John Foster, Jessica Kitzman, Laurie Borggreve, Madison Rubenstein, Nelson Cain, seangarrison, Suyao Tian, and Rock Johnsen – 11 artists who have been part of Gamut’s story over the past 5 years.

    ABOUT THE CURATORS

    Cass Garner is a graphic designer, art curator, project manager and working in Minneapolis. She co-founded Gamut Gallery, a cultural hub in Minneapolis over the past 12 years promoting the arts in Minneapolis and beyond. Cass led operations and project management for exhibitions and events while she was the Director until February of this year. She has curated dozens of exhibits within Gamut’s walls. In 2018 Cass was the solo Juror of Artistry’s 42nd Annual Members’ Juried Art Exhibition. Her curatorial practice expanded in 2020 partnering with The Coven at their St. Paul location to curate a special nook of the Coven, and she partnered with HAUS Salon in 2021 to highlight local, innovative artists from the Twin Cities producing 25 solo exhibits throughout the HAUS Salons across Minneapolis. Most recently Cass was the Project Manager for the Holidays on Nicollet and a juror for Hennepin Theatre Trust It’s the People Project.

    Francesca Bernardi is the new Gallery Director and co-owner of Gamut Gallery. They are an art therapist, artist, art collector, and burgeoning curator.     WASHINGTON, Feb. 27 (Xinhua) — Voters went to the polls across Michigan, a battleground state, on Tuesday for the 2024 U.S. presidential primary.

    In the Republican race, former U.S. President Donald Trump, who remains undefeated so far this year, continues to be challenged by former U.S. Ambassador to the United Nations and former South Carolina Governor Nikki Haley.

    Tuesday’s GOP primary will determine only a portion of how Michigan’s delegates will be awarded while the rest will be decided at a state party convention scheduled for Saturday. Trump has a clear lead over Haley in Michigan polls.

    U.S. President Joe Biden does not have a major challenger in the Democratic primary, with Minnesota congressman Dean Phillips polling only in single digits nationally, but some activists are urging Michigan Democrats to vote “uncommitted” in protest of the Biden administration’s response to the conflict in Gaza.

    The economy is the top issue for 31 percent of Michigan voters, followed by immigration, threats to democracy, healthcare, housing affordability, education, crime, and abortion access, according to a new Emerson College Polling/The Hill survey.

    Trump narrowly flipped Michigan, also a Rust Belt state, in the 2016 presidential election, defeating Hillary Clinton by just 0.2 percent. Four years later, Biden won by 2.8 percent, bringing it back to the Democratic column.
