    From 3D printing violins in his Mahoney dorm room to 5 a.m. Zoom music lessons in Dooley Memorial classrooms, Ethan Tieus’s story is one of innovation and perseverance on the road to global social impact.

    In September 2020, Tieu, a current sophomore at the University of Miami studying neuroscience and computer science, started Tieu Tunes. The program addresses the scarcity of music education in Africa by providing 3D-printed violins and regular virtual lessons to local organizations in Kenya and Tanzania.

    “Even though it’s not necessarily in my academic major, it’s something I enjoy doing,” Tieu said. “It’s a program that allows me to integrate my interest in technology with my fervor for taking initiative and making things work.”

    Tieu’s dedication for serving communities goes far beyond 3D printing violins. At UM, Tieu is involved with the American Medical Student Association, Scientifica magazine and InspireU Academy.

    “Ethan is so dedicated and is one of the most enthusiastic student leaders I’ve worked with,” Hanna Ebrahimi, vice president of AMSA, said. “As the mentorship chair for AMSA, he makes a genuine effort to uplift those around him by creating exciting opportunities for our members to bond.”

    Tieu Tunes began as a passion project, but has since developed into a reliable company recognized at the Clinton Global Initiative. Tieu’s first group of students are now playing their country’s national anthem at local concerts on the plastic violins of his invention.

    His violins and accompanying lessons have not only opened doors for musicians in Africa but also serve as a light of hope and a coping mechanism for underprivileged communities.

    “The administrators with the organizations I work with told me that they hear about how my violin lessons are helping with mental health,” Tieu said. “They’re helping people cope with circumstances and many show up early because they’re looking forward to the lessons.”

    Tieu learned how to play the violin at 4 years old, and grew up in environments that supported the value of music education. This background propelled his desire to share his love for music.

    “I didn’t want to just give lessons in Miami because Miami is super saturated,” Tieu said. “But anyone in Miami can find a violin teacher on every block.”

    Tieu’s father connected him with professionals who pointed out the lack of opportunity and access to music education in Africa. Although music is valued in African life, religion and culture, because of financial and logistical barriers, people in Africa have trouble accessing proper materials and training.

    “I thought, let’s just try to address everything,” Tieu said. “Let’s make a violin program that not only gives violin lessons, but also provides violins.”

    Tieu’s first idea was to fundraise, but sending over $100-$150 violins wasn’t sustainable.

    “The issue was getting a good quality violin that was actually going to last, especially in such an arid and humid climate,” Tieu said. “So I started thinking, what if I just made a specific violin that addressed all the challenges.”

    Along came the idea for a 3D-printed violin, a customizable and cheap alternative.

    Tieu’s 3D-printed violins are made of plastic, a robust material strong enough to sustain the unpredictability of the shipping process, with features like guitar tuners instead of violin pads that make the violins easier to use for beginner level musicians.

    A 3D-printed violin costs Tieu around $30 to make. Being a cost-effective and practical solution, 3D printing was the way to go.

    But the project was not without its obstacles. At the beginning, it felt like he was running into roadblock after roadblock.

    “The first 3D printer I got, I couldn’t get it working for three months,” Tieu said. “It literally sat on my shelf, and I think it’s because I didn’t push the wires hard enough at the end of the day. I completely disassembled it and put it back together.”

    When it came to actually designing the violins, Tieu was immersed into an entirely different field of music he had to essentially teach himself. He knew how to play the violin, but had no idea how to make one.

    His first design made no sound. It looked like it would work, but didn’t. He then tried a design that mimicked existing wood models, but that didn’t work either. After consulting professors and friends, he learned that plastic and wood have different material densities and vibrate with different frequencies.

    “I had to learn how to make a wooden violin. And then I learned that a wooden violin does not sound like a plastic one. So then I had to learn to make a plastic violin,” Tieu said. “It’s a multi-year experience and I’m still learning now.”

    Tieu continues to improve his design by 3D printing the violins in puzzle type pieces in his dorm at Mahoney Residential College where he then assembles them and gets them tested by professionals.

    After dealing with the miscellaneous fees and taxes of the overseas shipping process once, Tieu found that he could circumvent the chaos by 3D printing the violins in Africa.

    The plastic is printed at an outpost near the location and then shipped to the organization’s location. Trained individuals at the locations assemble the instruments and then distribute them to the students.

    Having started the program during the COVID-19 pandemic, learning how to make a violin was not the only challenge he faced.

    The two organizations he initially worked with ended up cutting their extracurricular funding. However, it was those two initial organizations that connected him to the local communities and introduced him to the organizations he works with today, “Swahilipot Hub” and “Tech Kidz Africa”.

    “When I was going through all these things like my 3D printer blowing up in my face, people canceling on me, not reaching back out or my networking not going as well as I thought it would. I was like, maybe I’m not doing something right,” Tieu said. “But sometimes it’s just small hurdles.”

    Juggling a time difference of eight hours, Tieu wakes up multiple times a week at 5 a.m. to teach a lesson. Because the Frost School of Music couldn’t offer him a practice room, Tieu resorts to opening classrooms in Dooley Memorial to teach a lesson.

    To avoid completely virtual lessons, Tieu recruited two TAs in Africa to help teach the lessons.

    “As someone who was once a young violin student, I know how frustrating it is to put your bow on a string and it sounds like dying cats,” Tieu said. “If I say, let’s start playing a G major scale. They can pick up a violin and help the students put their hands on the scale. That makes a big difference,” Tieu said.

    The next step for Tieu Tunes is to grow its financial sustainability. At the moment, funding for the development, creation and shipping of the violins is coming out of Tieu’s pocket.

    “I want it to be able to survive without me,” Tieu said. “Because I feel like this program has the potential to touch a lot of lives.”

    At the Clinton Global Initiative he was introduced to many people who taught him about networking, building a brand and how to fundraise. However, he has found that it is difficult to find funding for a project that does not turn immediate profit.

    “This is more for the community than for the money,” Tieu said. “I don’t think this will ever be me extorting these communities for money. It’s more so this is something they need and want, and that does make it harder to get funding.”

    He eventually hopes to be able to begin charging a small amount for the violins that would cover the cost of making them.

    “I’m telling institutions, these violins, you see what they can do, you’ve had it for free for over two years and your students are loving it. They’re performing and they’re giving back to the community,” Tieu said.

    In regards to building an initiative, Tieu has found that the most impactful projects are those where the individual is going so far out of their way to make it work that people rally behind them with support.

    “If you have a very good program with passion and you lead it with confidence, and you keep the momentum going, people will want to support it,” Tieu said.

    Although Tri-Rail last month arrived downtown from Palm Beach and Broward counties seven years late, it will take still more time before riders can enjoy those 26 daily trips without changing trains in Hialeah, the man driving the system said last week.

    “Everybody wants direct service, and we’re going to do everything we can to start that as soon as we can, but I don’t have a timeline on that right now,” David Dech, executive director of the South Florida Regional Transportation Authority, told the Citizens’ Independent Transportation Trust, which helped fund the route.

    A long blitz of snafus hectored Tri-Rail as it failed to meet a March 2017 arrival target downtown. Mr. Dech, a career-long railroader, came aboard just over a year ago and finally met the goal in January. He told the trust last week he couldn’t guarantee a start for 26 pledged direct trips daily; he said it might be three years, though some will be direct far sooner.

    “As we’re speaking, we’re trying to find out which ones can we bring in directly and what can we do there,” he said.

    “We will have some direct trains and we want to work with different events and different ways we can do things,” he said. “We’re trying to figure that out right now. I really was hyper-laser focused on getting this open as quickly as I could.”

    He noted that at the Metrorail Transfer Station, where riders now switch trains, 75 trains from various systems roll through every 20 hours and the window is tight. They include CSX freight trains, Amtrak national passenger service, Brightline privately owned rail, and the Florida East Coast Railway freight system.

    The big barrier to direct trips is that Tri-Rail’s only locomotives allowed to enter downtown are its Brookvilles. Only four of them have been upgraded to meet requirements, four others are being upgraded now and more will follow in a three-year program, Mr. Dech said. Tri-Rail has funding to buy new locomotives but doesn’t yet have them, he added.

    “We really want to look for ways to improve the service,” he told the trust. “The shuttle is a great way to get started. It’s not the end goal.”

    “What we’re really focused on,” he said, “is making that transfer as quick and seamless as it can be.” He noted that when he rode Tri-Rail to the transfer site to come to the evening trust meeting at county hall, “I got off one train and I could see the headlights of the other coming to pick me up.”

    Eliminating downtown changes in Hialeah won’t end transfers there – passengers with luggage headed to Miami International Airport will have to exit some trains that are going downtown and transfer to the airport, Mr. Dech noted.

    “We’re trying to balance that,” he said, because “someone was always going to make a transfer at that Metro Transfer Station, whether it was passengers going downtown or those headed to the airport.”

    As Tri-Rail completes its direct link to downtown and Miami-Dade studies new passenger rail links to South Dade and from the airport to the west, the publicly own rail service may get new challenges.

    Joseph Curbelo, a trust member since 2010 who was aboard when Tri-Rail got funding from the tax money that the trust oversees, told Mr. Dech there are “other routes that I think your organization is in position to help establish in our community.”

    Replied Mr. Dech, “I think it’s an exciting time for rail in South Florida. I think there’s a lot of opportunity.”

    The next phase of a major mixed-use residential and commercial development on the Miami River is back for city approval.

    The developer of River Landing Shops and Residences returned to the city’s Urban Development Review Board with a modified design plan that addressed issues brought up by the board.

    The board then approved a motion recommending approval of the project.

    Developer-applicant Notruse Holdings LLC proposes a new 28-story tower called MidRiverVu, for property at 1411 NW North River Drive, to include 475 apartments, and parking for 533 vehicles.

    The original plan included construction of a pedestrian bridge connecting to River Landing.

    The review board raised concerns about the new phase and representatives of the developer agreed to a voluntary deferral for at least one month to consider modifications.

    Board members were particularly critical of the proposed pedestrian bridge, some viewing it as an unnecessary component.

    Javier F. Aviñó, an attorney representing the developer, returned to the board to report the planned bridge is no more.

    “We’ve removed that bridge altogether, so it’s no longer a part of the plan,” Mr. Aviñó told the board.

    “We will continue to work with Public Works, and the planning and zoning staff, on other ways and means of safely crossing (pedestrians) from one side to the other,” he said.

    Board members had earlier asked the developer’s team to also consider ways to improve the façade on the garage level of the planned MidRiverVu building.

    The treatment of that façade and planned screening for the parking levels is also changed in the updated plan, Mr. Aviñó told the board.

    Urban-X of Coral Gables is the company that built the River Landing project on the north bank of the river, adjacent to the Dolphin Expressway Bridge.

    The more than 2.2 million-square-foot project, which sits on 8.14 acres at 1400 NW North River Drive, was completed in September 2020.

    River Landing includes a shopping mall with major retailers and a grocery store, and 528 residential units. It was originally approved by Special Area Plan on May 23, 2013.

    The new tower, MidRiverVu, is planned to rise north of River Landing, south of Northwest 14th Street and north of Northwest North River Drive between Northwest 13th Terrace and Northwest 14th Avenue.

    This next phase is designed by Touzet Studio.

    Board member Anthony Tzamtzis commended the developer’s team for addressing the board’s comments in record time and returning with “a very nice project.”

    Board Chair Ignacio Permuy said, “Thank you for getting rid of the bridge … a great move.”

    He commended the design of the tower calling it “beautifully curved” and said everything is in sync.

    Mr. Permuy also said he liked the civic space green area, which “is very much needed in the city.”

    He said the project is a strong concept that will work well in this area.

    Board member Ligia Ines Labrada said, “I’m glad you came back. The way you’ve handled the elevations and treatment is phenomenal. It’s a dynamic treatment. Very thoughtful. Congratulations.”

    River Landing is 346,000 square feet of retail and commercial space, 118,000 square feet of rooftop office space, more than 2,000 parking spaces, 528 apartment units with a variety of sizes, 28,000 square feet of riverfront dining and 850 feet of public riverfront.

    A developer has plans to construct a multi-family residential tower with enough commercial space to accommodate a grocery store at 3600 Biscayne Blvd.

    The developer is 3600 Biscayne JV OZNF LLC, the owner of the properties at 3600 Biscayne Blvd. and 221 NE 36th St. The owner is an affiliate of Pacific Star Capital LLC.

    The project is planned for a busy area where Edgewater, Midtown and the Miami Design District meet.

    The city’s Urban Development Review Board is recommending conditional approval of the project.

    The new building is to include 18 stories with 175 dwellings and 36,682 square feet of commercial space including one 26,386-square-foot space designed for larger format retail, such as a grocery store. The parking podium levels can handle up to 366 vehicles.

    Attorney Edward Martos, representing the developer, said the property is a 1.17-acre parcel that stands out for its location.

    In a letter to the city he wrote, “It sits at the intersection of three of Miami’s most vibrant neighborhoods – the Design District immediately north, Edgewater immediately south, and Midtown southwest of the site.

    “Fronting Biscayne Boulevard and I-195, the property also offers immediate access to the beaches, the Health District and Miami International Airport, and to Downtown Miami,” wrote Mr. Martos.

    The developer is requesting waivers of the Miami 21 zoning code that if approved would allow:

    ■Parking to extend into the second layer above the first story along Biscayne Boulevard and Northeast 36th Street with an art or glass treatment, of a design approved by the planning director and UDRB, provided for 100% of that portion of the pedestal façade.

    ■Vehicular access along a principal frontage (Northeast 36th Street) where only principal frontages are available.

    ■Up to 88% lot coverage where 80% is permitted (plans propose 87.3%); reduce aisle width from the required 23 feet to up to 20.7 feet (plans propose 22 feet); increase floorplate length above the eighth story from 180 feet to up to 198 feet (plans propose 184 feet); reduce the interior side (west) setback above the eighth story from 30 feet to up to 27 feet (plans propose 27 feet 1 inch); and reduce 70% build-to frontage requirement along Northeast 36th Street from 70% to 63% (plans propose 63.3% or 164 feet).

    Project architect Alfonso Jurado told the board the site plan provides a park on the western edge for building residents, including a dog park and run, with access from the residential lobby.

    He spoke of the work to create the art element for the screening of the garage.

    He said, “The articulation of the screen is important. We thought a lot about it and chose as a solution a series of aluminum tubes to create a pattern, 3D and relief. Additional mesh behind the tubes will obscure visibility into the garage,” said Mr. Jurado.

    Acting Chairman Robert Behar asked the developer to address items reported by city staff including: lack of cohesiveness of the podium with the tower; pedestrian realm on the south elevation; residential entry in south elevation; and the screen includes a business ID.

    Mr. Jurado said the address of the building was to be carved into the garage screening but has been removed.

    Mr. Behar said the vocabulary of the podium and the tower are two different articulations.

    Mr. Jurado said, “We tried to link (the podium and tower) with materials, like wood in the balconies … the tower has a more subdued reading to it.”

    Board member Ligia Ines Labrada said, “I did find that the project overall seemed a little bit disjointed.” Of a planned plaza she said, “I didn’t see it as a plaza.”

    Ms. Labada added, “The materiality, I like the exposed concrete.”

    She agreed with others about the podium and the tower, stating, “We’re looking at two separate projects.”

    Board member Gia Zapattini said, “I personally think that it’s very important that you tie the materiality of the (podium) screening to the rest of the building, and if not, it’s going to really appear disjointed.”

    She said, “I like the screening, I think it’s very modern. I like the materiality, the concrete, the colors. It’s very nice.”

    Ms. Zapattini said, “I don’t understand the retail space on the second floor and the fifth floor.”

    Mr. Martos said the commercial space on the fifth floor might be a restaurant or a gym, and the developer is leaning toward a gym.

    Board members noted an open area leading to that fifth floor commercial space and suggested the pathway be covered.

    The architect said the space could be covered.

    Board member Anthony Tzamtzis suggested design changes to the tower to make it more compatible with the podium.

    He said, “It seems that if you articulate the tower a little bit, change the position of balconies to avoid this monotonous line, you’d be much more in harmony with your podium.”

    Mr. Jurado responded, “Yes. We can look at that.”

    Mr. Behar said, “You started your presentation saying this is a very important location. I’m going to hold you to that because a lot of the things brought up (suggestions by the board) will make this project that much better.”

    Mr. Behar added, “What I find odd is that the articulation of the tower is so drastically different from the podium. And I think we all feel that way.”

    Mr. Martos said the developer agrees with all the conditions, including consideration of ways to make the tower and podium more harmonious.

    The motion to recommend approval includes several conditions: The developer revisit the corner entrance and make it into a prominent plaza; integrate green space more meaningfully at the ground level; get rid of a planned ramp by installing flood panels at ground floor; cover the walkway on fifth floor; and integrate (more cohesive) architectural language between tower and podium.

    The vote was unanimous.

    With the goal of meeting some of Miami’s housing needs, a developer has plans for an affordable apartment development in the Little River/Little Haiti neighborhood.

    Aids Healthcare Foundation Inc. is the owner-developer of about 0.97-acre property at 279 NE 79th St.

    The project, Little River Plaza, will be 12 stories and home to 250 affordable multi-family units and about 2,888 square feet of ground floor retail, along the principal frontage of Northeast 79th Street. There will be a parking podium for 200 vehicles.

    The city’s Urban Development Review Board is recommending approval of the project.

    Ines Marrero-Priegues, an attorney representing the owner-developer, said the property is on the north side of Northeast 79th Street, immediately west of Northeast Third Avenue. It is currently improved with a one-story retail/commercial building with surface parking on Northeast 79th Street.

    In a letter to the city, Ms. Marrero-Priegues wrote, “100% of the units in Little River Plaza will be affordable housing for low-income families pursuant to the guiding principles of the Miami 21 Code, affordable and workforce housing should be distributed throughout the city to match job opportunities and to avoid concentrations of poverty.

    “All 250 proposed units will be offered for rent at or below 60% of the AMI (Area Median Income),” she wrote.

    The developer is requesting a warrant or special permission to allow an additional 15% parking reduction, for a total reduction of 50% when combined with the 35% by right reduction for affordable housing residential developments.

    Ms. Marrero-Priegues said at that target income level, not all residents will own a vehicle.

    She said the property is on Northeast 79th Street, which is a designated transit corridor and within less than 500 feet from Northeast Second Avenue, which is also a designated transit corridor, and a transit stop along the property’s frontage on Northeast 79th Street.

    The developer is also requesting several waivers from the Miami 21 zoning code that if approved would allow:

    ■A maximum lot coverage of 87.25%, instead of 80%.

    ■Parking to extend into the second layer above the first story along all frontages, with the treatment of the façade requiring approval with referral to the Planning Department. Little River Plaza is proposing an art treatment along all the frontages that visually conceals the parking levels, and no habitable liners.

    ■A reduction of the setback requirements above the eighth floor for affordable housing developments.

    ■A reduction of the minimum size of efficiency units. The applicant requests a waiver to allow a 7.5% reduction of the minimum size of a studio/efficiency. This waiver would allow 371.8 square feet efficiency units where 400 square feet minimum is required.

    Ms. Marrero-Priegues wrote, “The City of Miami is experiencing a housing crisis. Little River Plaza will provide critically needed housing opportunities for low-income individuals.

    “The Miami 21 design deviations requested are the minimum level of relief needed to develop the project in the face of escalating construction costs.

    “This project will contribute to the city’s economic prosperity and viability by creating much-needed affordable housing units,” she wrote.

    Each of the housing units will have balconies, and some of the residential units will face onto a courtyard, offering residents natural air and light.

    Of the 250 dwellings, 18 units will be one-bedroom, and 232 units will be studios.

    Glavovic Studio is the project architect.

    Board member Anthony Tzamtzis said, “I like the building, and commend the landscape architect for very diligent work. Very well done.

    “I like the articulation of the façade … I like the courtyard,” he said.

    Board member Gia Zapattini said, “I think this project is excellent. I think it’s an excellent example of tropical modernism for Miami.

    “I love the massing. I think it’s very fun, very creative … we don’t see this type of creative approach to the façade very often.

    “If you didn’t tell us it was low income housing, we’d have never guessed it. It’s a beautiful project. Very timeless. I hope you build more,” she said.

    “I agree,” said board member Ligia Ines Labrada. “I think this is an amazing example of passive architecture. It brings me back to many of the examples that we studied in school, and I also wish we had more of this. I wish you the best of luck,” she said.

    Acting Chairman Robert Behar said, “I concur with my colleagues. For an affordable housing project, it is excellent.” He did suggest more screening on the garage levels to better conceal the vehicles.

    “We’re working on that,” said Ms. Marrero-Priegues.

    The move to recommend approval was unanimous.

    The Miami Beach Police Department is set to look into StarChase GPS tracking darts as an alternative to dangerous high-speed car chases.

    In last week’s commission meeting, Mayor Steven Meiner offered an item that asked the city’s police department to look into the technology and return to the next meeting “with options and a recommendation for a potential pilot program regarding the utilization of StarChase GPS tracking darts to aid in the apprehension of fleeing criminal suspects.”

    Mayor Meiner introduced the item and touched on the stigma high-speed police chases wear in the country and the city as they endanger residents, visitors and officers themselves.

    “There’s actually innovative technology that’s being implemented out there where police do not engage in the pursuit, but there’s an adhesive GPS tracking rubber dart that the police vehicle can fire at the suspect vehicle, and since it’s rubber [it] does not cause any injury. It doesn’t even harm the car, but it’s adhesive so it’s difficult to pull off and they’d have to get out of their car to pull it off,” said Mayor Meiner. “It helps police in the sense that they can track the vehicle without having to engage in a pursuit and they can potentially have other police cars join up.”

    According to the city resolution, the “StarChase GPS tracking darts offer the Police Department a potentially secure and relatively cost-effective solution for tracking and apprehending fleeing criminal suspects, while simultaneously enhancing public safety.”

    A digital news video was showcased to highlight the technology and its use in Dearborn, MI. Mayor Meiner mentioned the tracking device is being looked at by locations such as Los Angeles, Massachusetts and Cincinnati.

    City Police Chief Wayne Jones told commissioners of the department’s interest in the technology.

    “Happy to come back … to talk more about this in detail,” said Chief Jones. “Interesting technology. We’re interested in it. Because we have a very tight policy on chases, we don’t do as many chases as the department just advertised in the video piece, but it happens unfortunately in police work.

    Here in [the] Miami Beach Police Department, we chase if there is a forcible felony. In layman terms, what that means is if someone commits a violent crime then we chase them.”

    The department is already in contact with representatives of the technology.

    “About 12 years ago, I actually looked at this technology when I was a sergeant in our range,” Maj. Daniel Morgalo of the department’s support services division told commissioners. “At that time it was brand new and it really didn’t look feasible to us at that time, but since this has come back around now, 12 years later. I actually had a conversation yesterday [Jan. 30] with reps from the company and we have an appointment set up for them to come out and demo this equipment for us in early March.”

    Maj. Morgalo pointed to new forms of this technology. Andrew Obeidy, Esq., senior litigator, who represented Thomas in Federal District Court said that it was “the highlight of my career to represent this patriot who wore the cloth of our country.”

    Thomas, a military-trained helicopter pilot, initially retained OBD Legal to represent him in an employment dispute with the BCSD. The Plaintiff’s primary complaint was discrimination that fell under the Uniformed Services Employment and Reemployment Rights Act. A jury determined that BCSD was in violation of this act and awarded Thomas $240,000 in lost wages. The verdict form also asked whether the BCSD “willfully violated the law,” and the jury answered, “Yes.” Based on a statutory provision that awards double damages for willful violations, Thomas moved to alter the judgment.

    The district judge decided that the jury finding on willfulness was “advisory” and denied Thomas’s motion. The Eleventh Circuit also affirmed the denial of the sheriff’s office’s motion for judgment as a matter of law or a new trial and reversed the denial of Plaintiff’s motion for an altered judgment.

    The court held that there was sufficient evidence supporting the verdict against the sheriff’s office. But the Court of Appeals reversed the denial of Plaintiff’s motion to alter the judgment because the parties consented to have the jury decide the issue of willfulness. As a result, Thomas was awarded double damages.
