  • City of Danbury Secures Nearly $3.5 Million in National PFAS Settlement Landmark Agreement With 3M Marks Major Victory for Clean Water and Public Health

    Working together to protect residents, Ventura Law and the City of Danbury achieved a significant PFAS settlement that ensures cleaner water and a healthier future for their community.

    The City of Danbury will receive a settlement award of nearly $3.5 million as part of a nationwide settlement addressing contamination of public water from PFAS pollutants-commonly known as “forever chemicals.” The settlement stems from multibillion-dollar agreements with 3M, DuPont, Chemours, and Corteva, the companies that produced and distributed the toxic substances for decades.

    PFAS (per- and polyfluoroalkyl substances) have been used since the 1940s in products such as firefighting foam, nonstick cookware, and waterproof fabrics. These chemicals do not degrade in the environment and have been linked to cancer, immune disorders, and other health risks.

    “The settlement awards achieved through this national litigation ensure that polluters, not taxpayers, bear the costs of cleanup and remediation,” said Danbury Mayor Roberto Alves.

    Nationally, 3M agreed to pay up to $12.5 billion, while DuPont, Chemours, and Corteva collectively agreed to pay up to $1.19 billion. Settlement funds are being distributed to public water systems across the country for both past and future testing, treatment, and infrastructure improvements.

    The City of Danbury has recently received payments amounting to approximately 65% of its settlement, with the remaining distributions to come over the next four years. Mayor Alves reaffirmed the City’s commitment to maintaining safe drinking water in his statement:

    “We are committed to protecting public health and will continue monitoring Danbury’s water to ensure safety and quality. These funds will help us invest in long-term infrastructure so residents can feel confident that their water is clean.”

    This action, which was filed in the federal multidistrict litigation (MDL No. 2873) in South Carolina, consolidated thousands of PFAS lawsuits nationwide and took more than seven years to resolve.

    “Danbury had the foresight and leadership to take action against companies that contaminated our water systems. Because cities like Danbury stood firm, 3M will stop producing these harmful chemicals, a historic win for public health and the environment,” said Augie Ribeiro, CEO of Ventura Law, who represented the City of Danbury in this action.

    Testing Performed at Chippewa Valley Technical College Fire Safety Center under Director Chris Turner

    Enforcer One, LLC proudly announces that its FIREBULL AB fluorine-free and PFAS-free firefighting foam concentrate and Enforcer AIR 3 compressed air foam system (CAFS) have successfully met the fire performance requirements of NTA 8133:2021, the internationally recognized Dutch Technical Agreement establishing standards for extinguishing lithium-ion battery fires.

    Testing was performed at the Chippewa Valley Technical College (CVTC) Fire Safety Center (FSC) under the direction of Chris Turner, confirming that FIREBULL AB and Enforcer AIR 3 deliver the cooling power and fire control performance required to suppress lithium battery fires safely and effectively.

    About the NTA 8133 Test

    NTA 8133:2021 defines the performance, testing, and marking requirements for extinguishing agents and portable extinguishers suitable for lithium battery fires. The standard replicates a thermal runaway event using six Lithium-Ion 4S pouch cells, assessing an agent’s ability to:

    • Rapidly extinguish active battery fires within three minutes of ignition. FIREBULL AB extinguished flames within the first 16-20 seconds on each test. The Enforcer AIR 3 provided an additional 40 seconds of spray time to cool and prevent rekindle.

    • Prevent re-ignition during a 20-minute monitoring period, and

    • Preserve at least one set of cells with at least one of the cells in the set maintaining 3.7 volts post-extinguishment. FIREBULL AB preserved two sets of batteries in one test and preserved three sets of batteries in the second test.

    FIREBULL AB and Enforcer AIR 3 achieved these results on tests up to 600 Wh, demonstrating exceptional performance under the strict test conditions outlined in Annex A of NTA 8133.

    Superior Cooling Performance for Total Extinguishment

    Unlike traditional foams or water-based agents, FIREBULL AB delivers advanced heat absorption and cooling capabilities that directly address the extreme temperatures generated during lithium battery thermal runaway. The unique formulation cools the cells and surrounding materials rapidly, reducing the chance of re-ignition and achieving true extinguishment rather than temporary suppression.

    This superior cooling action makes FIREBULL AB especially effective in applications where sustained fire suppression and temperature control are critical-such as battery manufacturing plants, EV facilities, and storage areas.

    Black Book Research today released an independent assessment showing that while Medicare and Medicaid continue unaffected, the shutdown is forcing sweeping furloughs and program suspensions at the FDA, CDC, NIH, CMS, and SAMHSA, creating systemic risks to patient safety, public health, and medical innovation.

    “The nation’s healthcare system isn’t shutting down overnight,” said Doug Brown, founder of Black Book Research. “But important functions that support research, oversight, and public health are being slowed or suspended. If the shutdown continues, the effects will become more visible and increasingly difficult to reverse.”

    Key Agency Impacts

    Department of Health and Human Services (HHS): Tens of thousands of staff furloughed, with only life-saving or urgent public health functions continuing. Grants, policy development, and regulatory reviews pause indefinitely.

    Centers for Medicare & Medicaid Services (CMS): Medicare and Medicaid claims continue to be paid as mandatory programs. However, audits, program integrity reviews, and innovation pilots including accountable care and bundled payment models stall, leaving oversight gaps.

    Food and Drug Administration (FDA): User-fee funded drug and device application reviews continue, but most food safety inspections, routine facility checks, and non-user-fee programs are halted. Risks include supply chain vulnerabilities and delayed enforcement actions.

    Centers for Disease Control and Prevention (CDC): Emergency outbreak response and essential disease surveillance persist, but broad public health programs, communications, and prevention initiatives are curtailed. The agency’s long-term preparedness mission is substantially weakened.

    National Institutes of Health (NIH): Patients already in clinical trials continue receiving care. However, most grant reviews, new trial starts, and research support staff are furloughed. The U.S. biomedical research pipeline stalls until funding resumes.

    Substance Abuse and Mental Health Services Administration (SAMHSA): Community program grants and state block funding are frozen, threatening the continuity of local substance use and mental health initiatives.

    Indian Health Service (IHS): Direct patient care is protected as essential, but supply chains, contracting, and administrative functions are disrupted.

    Veterans Health Administration (VA): Protected by advance appropriations, VA hospitals and clinics remain operational. Research and long-term policy projects, however, may slow due to staff furloughs.

    Vulnerable Populations: Programs such as WIC (Women, Infants, and Children) may run out of funds, threatening nutrition access for low-income families. Mental health and substance abuse treatment programs lose stability as grants freeze.

    Provider Operations: Claims payments continue, but cash-flow delays from administrative slowdowns could disproportionately harm smaller hospitals and safety-net providers.

    According to Black Book’s analysis, the severity of impact escalates with the shutdown’s length:

    First 2-3 weeks: Entitlement funding cushions core services, but backlogs and administrative slowdowns begin.

    One month or more: Research, grants, and inspections stall significantly. Telehealth waivers and hospital-at-home programs expire without congressional renewal, pulling patients back into traditional settings.

    Multi-month: Structural harm occurs – loss of innovation momentum, worsening health disparities, and rising long-term costs from deferred care and weakened oversight.

    Black Book warns that while core entitlements remain funded, the broader healthcare scaffolding is fragile. A protracted shutdown risks long-term harm to research, regulation, and safety nets, weakening U.S. preparedness for future crises.
