Vallejo man arrested for child sex abuse material, facing federal charges

(FOX40.COM) – Multiple Solano County agencies re-arrested a man in his 60s on a federal arrest warrant related to possession and distribution of child sexual abuse material.

According to the Solano County Sheriff’s Office, on Sept. 11, deputies re-arrested Marvin Mutch, 68, of Vallejo.

SCSO said Mutch was paroled in 2016, serving 41 years for the 1975 murder of 13-year-old Cassie Riley. He was initially arrested by the sheriff’s office in May 2025 during a search warrant service at his residence.

The initial investigation started from a cyber tip from Sacramento Valley ICAC regarding suspicious activity involving CSAM, the sheriff’s office said. In May, during the search, multiple electronic devices, narcotics, and a loaded firearm were seized.

The search led to state charges including possession of child pornography, felon in possession of a firearm, and possession of a controlled substance while armed, SCSO said.

Mutch was booked into Solano County Jail with bail set at $300,000, according to SCSO. The forensic analyst of the device confirmed the presence of CSAM.

SCSO stated the complaint alleges that Mutch knowingly possessed and accessed hundreds of CSAM files, including images depicting infants and toddlers. 

Mutch appeared in federal court in Sacramento on Wednesday morning and was remanded into federal custody without bail pending further proceedings, SCSO said. He faces potential federal charges for receipt and possession of child pornography, which carry a minimum sentence of five years and 20 years in prison if convicted in court.
