    The decline of Canada’s legal marijuana trade has led to two-thirds of marijuana dealers falling behind in their tax payments, according to a federal report.

    “The total amount of unpaid cannabis excise duties has continuously been rising since legalization,” said a report by the Competition Bureau released May 26.

    As of September 2022, 66 percent of licensees required to remit excise duties had an outstanding debt with the Canada Revenue Agency, and unpaid taxes last year totalled $52.4 million, according to “Planting the Seeds for Competition”, as first reported by Blacklock’s Reporter. The report said the total unpaid cannabis excise duties is projected to nearly double to $97.5 million this year.

    The Competition Bureau wrote that following legalization in 2018, Parliament began taxing marijuana at $1 per gram plus GST, but with the average price per gram for dried cannabis falling since then, excise duties now take up a more significant portion of producers’ revenues, up to 30 percent or more.

    The report stated that until recently, cannabis producers licensed under the excise duty regime were required to remit excise duties to the CRA on a monthly basis. However, many producers found this challenging since not all buyers pay for products on a monthly basis. The report noted that the Ontario Cannabis Store, for example, has 60 days to pay cannabis producers for their products.

    American workers using marijuana on the job rose to a “historic” high last year, according to a new study.

    Diagnostic information service Quest Diagnostics released a report on May 18, analyzing over 6 million employee urine samples in 2022, and found that 4.3 percent of them were positive for cannabis, up from 3.9 percent in 2021.

    This is the highest number of positive test results for marijuana historically recorded by Quest, which has been reviewing workplace drug test data since 1988.

    The study was held following a rise in workplace accidents to their highest level in 25 years last year.

    Quest found that 7.3 percent of workers who were injured on the job tested positive for marijuana use in 2022, up from 6.7 percent in 2021.

    Affecting Work Performance

    According to Quest, the industries that witnessed the greatest increase in positive test results over the past five years were hospitality and food services, which saw drug use spike 42.9 percent, retail with an increase of 42.6 percent, and finance/insurance, which witnessed a 38.5 percent rise.

    “This historic rise seems to correspond with sharp increases in positivity for marijuana in both pre-employment and post-accident drug tests, suggesting that changing societal attitudes about marijuana may be impacting workplace behaviors and putting colleagues at risk,” said Keith Ward, General Manager and Vice President for Employer Solutions at Quest Diagnostics, in a statement.

    SUN VALLEY, Calif.—Eight school-aged patients were treated March 15 for sudden illness at Sun Valley Magnet School after possibly ingesting marijuana edibles.

    The Los Angeles Fire Department responded around 1:20 p.m. to the school at 7330 N. Bakman Avenue and evaluated the patients, described as both boys and girls between the ages of 12 and 16. Five were taken to hospitals, while the other three were evaluated and released to their parents.

    Fire officials said the illnesses appeared to be “related to their ingestion of chewable marijuana ‘gummies.’”

    According to the fire department, all eight patients were discovered on the school campus, but “a confirmation of how each may be affiliated with the campus remains a matter for [Los Angeles Unified School District] officials.”
