MARYLAND, USA — Maryland could soon be the ninth state in the country to offer free universal meals for all public schools in the state.

If passed, house Bill 696 — proposed by Delegate Julie Palakovich Carr (D- District 17) — would provide students with free breakfast and lunch, regardless of their socioeconomic status starting in the fall of 2025.

During the pandemic, Palakovich Carr said congress made meals free for all students, but that policy has since expired and thousands of families were left struggling.

“I think it’s important, now, with the investments we are making through the blueprint for Maryland’s future in our public school systems to ensure a world class education for all Maryland students,” the delegate said. “I’m a mom, including my son, it’s important kids aren’t hungry and that they are able to focus on learning each day.”

Scott Heckert, the Cecil County Public Schools food and nutrition director, supported the bill saying school meals play a vital role in success and academics. 

“We have seen improved attendance, a reduction in behavior referrals, as well as an increase in nutritious foods, fruits and vegetables,” Heckert said. “I’ve spoke with parents of children who benefit from free meals, and they tell me what a relief this is for family budget.” 

The bill requires $180 million annually. Palakovich Carr said it’s a tough budget year and they’re not quite sure where the money will come from. 

“Looking ahead at future revenue for the state, that trend is going to get harder in terms of finding funding,” she said. “We are still working through, maybe pivot and do a small pilot program to serve more students for the foreseeable future.”

The bill had its hearing on Feb. 14, thus it’s still in the very early stages. Del. Palakovich Carr said the $180 million needed to fund the bill is a testament to the need and how many families will be impacted.
