County plans waste disposal complex at South Dade landfill

Miami-Dade County commissioners are expected to approve this week a $15 million professional services agreement for the transformation of the old South Dade Landfill into an updated Waste Facility Complex for the Department of Solid Waste Management.

The project includes the preparation of a complete set of construction documents for a new Internal Services Department, a new transfer station building, a household hazardous waste collection center and a parking facility.

The new complex is to be constructed at the department’s old South Dade landfill west of 9350 SW 248th St. The contract will be with Ardurra Group Inc., a Miami-based consulting and engineering firm that provides a wide range of services to public and private entities throughout the United States.

The company specializes in areas’ water, wastewater, and public works markets. Ardurra offers services including engineering, planning, environmental consulting, and construction management according to its website, ardurra.com.

The job is penciled in for 1,825 days, just short of five years.

A report by Mayor Daniella Levine Cava to county commissioners states that a top priority in the project is a new tipping floor.

A tipping floor at a landfill, according to wasteadvantagemag.com, is an area where waste collection vehicles unload. The term “tipping” comes from the action of the trucks dumping the waste onto the floor.

The current floor “is reaching its end of useful life and cannot accommodate future waste projections,” according to Mayor Levine Cava’s report. The existing facility “was not designed as a transfer station and is not efficient for waste transfer.”

The tipping floor is a crucial part of a transfer station, where waste is temporarily held before being transported to its final disposal site, report lawinsider.com. It helps streamline the waste management process by allowing multiple smaller trucks to offload their waste at a central location, which is then consolidated and moved by larger transfer trucks.

Typically, tipping floors are made of a durable, impervious surface to withstand the heavy loads and harsh conditions associated with waste disposal.

This Project includes efforts to relocate the Internal Services Department’s fleet maintenance division from the county’s South Dade Development Center to the new site.

Three negotiating meetings were held early this year. Within the past 12 years, the company has been awarded eight contracts with a total value of more than $9.4 million.

The mayor’s report notes that 14 evaluations of the company gave it an average rating of 3.6 out of a maximum of 4.0.
