KYIV — The Biden administration is planning to send $2 billion in military aid for Ukraine, Secretary of State Antony Blinken said Wednesday while capping a two-day trip to the Ukrainian capital intended to underline Washington’s support. The visit coincided with Russian military advances showing Ukraine’s defenses to be extremely vulnerable.
