The promotion is geared toward people signing up for their newsletter, but there is nothing explicit in the terms preventing you from ordering something else. I bought chocolate bars and lip balm for $82.50 and got an email notification in 30 min from Amex saying I fulfilled the offer terms.
Just remember that AmEx Offers include sales tax and shipping fees. If you’re in a zone with tax, order a little less and let the tax push you to the $79.99 threshold.
