In 2021 American Express removed some cardholders ability to refer new cards. This was done because they were self referring themselves to get the referral bonus. According to winar and other reddit comments it seems like this ban has been lifted an people that were banned due to self referral can now refer again. People that were banned for other reasons still seem to be banned though, so this seems specific to self referrals.
