    The Trump administration will have to temporarily resume funding the Gateway tunnel rail project for two weeks, following a stay from a Manhattan federal judge on Friday, allowing construction that was set to halt on Feb. 6 to continue.

    U.S. District Judge Jeannette A. Vargas’s decision came five hours after a Friday afternoon hearing in a suit brought by New York Attorney General Letitia James and her New Jersey counterpart, Jennifer Davenport, earlier this week. 

    The states argue the feds are illegally withholding the funds because the move was for political reasons rather than based on any legal merits — citing Trump’s Truth Social posts framing the freeze as political retribution against Congressional Democrats. 

    Vargas’s decision said she believed the states would “suffer irreparable harm” if she didn’t force the U.S. Department of Transportation (USDOT) to temporarily unfreeze funding to the project. She requested the parties meet and confer over next steps in the case by Feb. 11. 

    The USDOT froze federal funding for the $16 billion project, amounting to $11 billion in grants and $4 billion in loans, on the basis that it needed to review compliance with new rules around contracting with minority-and-women-owned businesses. Court filings state that the entity overseeing the project the Gateway Development Commission (GDC), has provided the federal government with the information it requested. 

    In a statement, James said she was grateful the court acted quickly to block the funding freeze, calling it a “critical victory for workers and commuters.”

    “The Hudson Tunnel Project is one of the most important infrastructure projects in the nation, and we will keep fighting to ensure construction can continue without unnecessary federal interference,” James said.

    The GDC announced Friday that construction work would stop at 5 p.m. if the feds did not release $205 million in reimbursements by then. The commission warned 1,000 construction workers would immediately lose their jobs and that a prolonged pause would put tens of thousands more, along with the nearly $20 billion in economic activity the effort is expected to spur, at risk. 

    After Vargas’s ruling, GDC said they hoped federal disbursements resumed “soon” so they could get workers back on the job, as they had already stopped work earlier that evening.  

    Attorneys for the New Jersey Attorney General’s office, Shankar Duraiswamy and Jeremy Feigenbaum, argued Friday that both states will experience “irreparable harm” if funding for the project remains frozen. They said that’s both because the states will be forced to foot the bill to safely maintain the active construction sites (money they say they’d never be able to recover) and because the states have vested nonmonetary interests in the project’s success, including that of safe, reliable rail travel in the region, and the time and resources they’d already poured into it. 

    “There is literally a massive hole in the ground in North Bergen, New Jersey,” Duraiswamy said, referring to one of the project’s five active construction sites. He also cited a 1,600-pound tunnel boring machine and another active construction site in the Hudson River, both of which he said could not “simply be left abandoned” without incurring significant health and safety risks to the surrounding areas.

    If completed, the Gateway project will replace a two-tube rail tunnel running between New York and New Jersey underneath the Hudson River, known as the North River Tunnel, that is falling apart after 116 years of wear-and-tear as well as storm damage from Hurricane Sandy in 2012. The tunnel facilitates the movement of hundreds of Amtrak and New Jersey Transit trains carrying a couple hundred thousand passengers each weekday to and from Penn Station.

    Duraiswamy and Feigenbaum argued that even a few days’ delay on the project could have a significant impact on its timeline, as the construction crews would have to be demobilized and remobilized and design planning would have to pause, adding costly weeks or months to the work. 

    Furthermore, the GDC has raised alarms that a prolonged work stoppage could permanently derail the project, increasing the likelihood that the current tunnel could shut down. The closure of such a major transit artery has the potential to significantly harm the regional and national economies, officials have warned.

    Prior to Vargas’ ruling, Tara Schwartz, an attorney for the USDOT, argued the court shouldn’t force the federal government to temporarily resume funding for the project for a few reasons: because this court didn’t have the proper jurisdiction to do that, a separate lawsuit brought by the Gateway Development Commission earlier this week would be enough to provide any relief necessary and the states weren’t contesting a policy choice, but a simple decision by USDOT not to fund a project anymore. 

    “Plaintiffs are not challenging a policy or directive; they literally just want the government to act differently,” Schwartz said. She also suggested that because the GDC had enough funds for a few more weeks, the states weren’t at risk of imminent monetary harms incurred by footing the bill for construction site maintenance, so an immediate temporary order wasn’t necessary. 

    Duraiswamy and Feigenbaum argued the states had their own separate and distinct harms from the commission — including nonmonetary interests of preventing further disrepair and degradation of the country’s busiest rail tunnel — and that there was no guarantee the commission’s suit would be able to recover money on the state’s behalf, or that it would even win the suit at all. 

    “It’s not enough to say Gateway Development Commission’s suit may recover monetary damages for the states,” Duraiswamy said, calling that a thorny legal question at best. “Even if that’s true, it doesn’t recover damages to [our interest injuries].”

    As it stands, work will continue on the project for the next 14 days —  the length of the temporary stay — before facing the same funding block again.

    Honkai: Star Rail just closed out its version 2.1 livestream, teasing what’s to come in the next update, which launches the evening of March 26 EDT. Alongside new characters and events, Hoyoverse uses the stream to distribute codes that reward free Stellar Jade and other upgrade materials.

    This update brings three new playable characters that Penacony enjoyers will already know from the game’s story: Acheron, Aventurine, and Gallagher. For the five-star characters, Acheron is Lightning Nihility and Aventurine is Imaginary Preservation. Gallagher, the sole four-star character making his playable debut in 2.1, is a Fire Abundance character. In addition to these playable characters, version 2.1 will have a bartending minigame event and a new world in Simulated Universe.

    These codes are only active until the day ends, so you’ll want to make sure to use them quickly.

    Penacony is the third area you’ll visit in Honkai: Star Rail, and with it comes new treasure and puzzles to complete on the new planet. With over 100 new things to find, it can be a lot to scour out all at once.

    A lot of the places in Penacony will only unlock once you’ve completed a certain part of the main Trailblaze Missions or have completed certain puzzles. Because of that, we recommend hunting all the treasure once you finish the story.

    Most maps have loot hidden around and this loot expands beyond just treasure chests. When you open the map, you’ll notice a chest icon in the top left corner with numbers next to it. This indicates how many of the different types of loot you’ve found. However, this counter only lists treasure that isn’t locked behind puzzles or formidable foes (the powerful monsters that guard chests) and Warp Trotters.

    Note that our maps are based off of beta content, so things may be different in the live version. We’re also missing a handful of chests that may be locked behind content that we didn’t get to in the beta. We’ll update this guide as soon as we can if there are any specific changes.


    How Penacony treasure chests work

    Opening chests and solving puzzles around Penacony will reward you with Clock Credits, which you can turn in to level up the Clockie statue in the center of Golden Hour. Leveling up the statue nets you rewards like Stellar Jade and other goodies.

    There are lots of new puzzle types to Penacony, including block-sliding mirror puzzles and literal puzzles (with pieces you have to fit in to make an image). Most notably, there’s a new type of collectable found under the treasure chest drop down when you look at maps: “Lordly Trashcans.” These garbage pails will ask you a question, and if you answer correctly, they’ll give you a reward. If you answer wrong, they’ll engage you in battle — and you’ll still get the same reward after, so don’t worry about answering wrong.

    Penacony also has quite a few maps where you’ll be walking on walls and the map there is 3D. While it’s obviously tough for us to convey information on where to find each chest, Warp Trotter, or Lordly Trashcan in these spaces, we did our best to indicate where the chests are located using circles to indicate which platform the object is on.

    Iron Horse Terminals, LLC (IHT) is pleased to announce that the Beaumont, Texas rail terminal is fully operational as of the date of this release. The final step in the construction was the connection of the facility to the Houston Rail Line served by Union Pacific (UP) and Burlington Northern Santa Fe (BNSF). 

    This dual served terminal is the largest rail terminal in the Golden Triangle with 1,300+ storage spots, a 30-car maintenance facility, a 10 car transloading facility and a soon to be operational car washing facility. IHT is located on 500+ acres in the heart of the Southeast Texas petrochemical industry. 

    The master plan for the 500+ acres includes: 4,500 rail car storage spots; 75 car maintenance facility; 25 acres of transload operations; rail served warehousing; plastics repackaging facilities; and an inland container port.    

    Customers include refiners, chemical plants, plastics plants, aggregate and ready-mix suppliers, and large construction projects. 

    IHT is locally owned and operated, with the intent of being a multi-generational business. “Our plan is for IHT to become an integral part of the industry in SE Texas. The size and location of the facility, coupled with the diversity and quality of our services, will allow IHT to create efficiencies in the local industry’s supply chain,” -IHT’s President Steven Birdwell.

    INDECT Australasia, in collaboration with Access Parking Control Pty Ltd, jointly announces the installation of their world-class parking guidance system at four newly constructed train stations in North Western Sydney, Australia.

    A total of 1849 ultra-sonic, single-space sensors were installed at Cherrybrook Station, Bella Vista Station, Kellyville Station and Hills Showground Station as part of the NSW Government’s $7.3 billion rail project.

    “What we’re seeing in Australia is part of a worldwide trend to make parking garages near train stations and public transport hubs more efficient and user-friendly,” said Dale Fowler, President of INDECT USA and CEO of INDECT Australasia. “If it’s quick and easy to find a space, it encourages more people to use public transport rather than relying on private vehicles.”

    “Greater public transport use means fewer cars on the road, less traffic congestion in urban areas and a substantial reduction in greenhouse emissions,” said Fowler.

    The parking guidance installation was carried out by locally based, parking guidance experts, Access Parking Control.

    “It was a huge project with a short deadline. Our technicians worked hard to ensure it was completed in time for the big opening,” said Jim Morris, CEO of Access Parking Control. “We’re really pleased with how it looks, and the initial feedback from commuters has been very positive.”

    The Sydney Metro Rail Project is Australia’s first fully automated train system. The driverless passenger trains are manufactured by French rail transportation experts Alstom and based on the international metro trains currently used in 25 cities worldwide, including Singapore, Barcelona and Amsterdam.

    The new trains run through purpose-built tunnels allowing them to travel at speeds up to 100 km per hour. The entire system is constantly monitored by highly trained personnel in a state-of-the-art control center that receives real-time footage from the 230 security cameras placed within the tunnels.

    To ensure commuter safety, the metro network functions as a completely closed system with no external connections to Sydney’s other rail networks. Each platform has glass screen doors to keep people and objects away from the edge and allow the trains to get in and out of the station much faster.

    INDECT’s ultra-sonic sensors were placed directly above the individual parking spots, giving commuters a clear view of all available spaces. Different colors indicate the space’s status: green for available and red for occupied. The lights are clearly visible from a distance with additional LED wayfinding signs directing drivers to the nearest available space.

    “When you’re rushing to catch a train, you don’t want to waste time searching for a parking spot, you just want to drive in, park and go. Especially now that the trains are fully automated, there’s no waving to the driver to get his attention. If you’re late, it’s gone,” said Morris

    For most passengers, the new North West Metro line is only part of their morning commute. Any delay caused by searching for a parking spot could mean they miss their next connection. Parking guidance helps ease the stress of that early morning rush.

    “It’s a really exciting time in Australia’s rail history, and we are proud to be part of such a visionary public transport project,” he said.

    In just 18 months, HAZON has conducted over 64 complete bridge inspections across the eastern United States. HAZON’s inspections include complete coverage of the entire bridge using high definition (HD) still frame, video and thermal imaging cameras. HAZON inspection teams fly within 15 feet of the rail bridges to capture the highest quality pictures possible. Additionally, HAZON inspection teams utilize proprietary techniques to fly under and inside bridge spans, collecting imagery from angles previously unavailable.

    The mass transit, commercial seating industry now has a new option with the introduction of F² Seating, a joint venture between two industry leaders. The new company will combine the ingenuity and design talents that each company employs for each of its various platforms in their respective markets into complete seat assemblies. The company will operate internationally and serve the mass transit industry for passenger and driver seats in the rail and aviation world.

    ​​​The new company formed by First State Manufacturing, Inc., (FSM) and FISA Italy (FISA) is called F² Seating™ and is designed to integrate the custom cut and sew upholstery performed by FSM in the United States with the European design engineering style manufactured by FISA in Italy. F² Seating™ will provide the commercial seating industry with a unique blend of form, fit, function and style positioning both partners to better serve a growing mass transit need throughout the world.

    F² Seating™ will offer one stop shopping for complete seat assemblies from the seat frame to the cushions and their upholstered covers. The company will offer seating for passengers and drivers on a variety of platforms including rail, truck, bus and aircraft. Initial standard designs are currently in production and will be ready for market by 2017.
