  • Report: Mass. cities, towns face ‘historic’ fiscal crisis

    BOSTON — Massachusetts cities and towns are facing a “historic fiscal crisis” amid rising operating costs, lackluster state aid and restraints on property tax increases, according to a new report.

    The “Perfect Storm” report, released by the Massachusetts Municipal Association, found that while state government spending has increased by an average of 2.8% per year since 2010 to meet its needs, restraints on local revenue sources – including Proposition 2 1⁄2 – have held city and town spending to just 0.6% per year.

  • OpenAI, SAP launch partnership to provide AI for German public sector

    US tech giant OpenAI and Europe’s largest software group SAP are to cooperate in providing artificial intelligence (AI) to the German public sector.

    The partnership, termed OpenAI for Germany, will “enable millions of public sector employees to use AI safely and responsibly while meeting strict data sovereignty, security, and legal standards,” the companies said on Wednesday.

    The cooperation, scheduled to start in 2026, will “bring SAP’s enterprise applications expertise and OpenAI’s leading AI technology to Germany’s public sector,” the companies added.

    OpenAI, headquartered in San Francisco, is the creator of ChatGPT, the large language model that has kick-started the global AI race since its launch in November 2022.

    US tech giant Microsoft, a heavy investor in OpenAI, is also involved in the partnership.

    German Digital Minister Karsten Wildberger welcomed the announcement, arguing that “SAP’s AI offensive and cooperation with international partners is a good signal for Germany as a digital location and underlines the importance of AI as a driver of innovation and our competitiveness.”

    OpenAI chief executive Sam Altman said: “With OpenAI for Germany, we’ll work with local partners to extend this potential to the public sector – helping to improve services and ensuring that the benefits of AI are shared across the country, and doing so in line with German values of trust and safety.”

    The companies said the partnership would support the German government’s AI targets and its high-tech agenda, which is aiming to achieve a significant increase in AI-driven value creation by 2030.

    Working-from-home caps will be scrapped for thousands of Australian public sector workers — but business lobbyists in one capital city say any such moves at local level would be a “death knell” for CBD retail.

    The Community and Public Sector Union (CPSU) yesterday announced it had struck a deal with the Australian Public Service Commission for more flexible working arrangements.

    The deal includes an agreement to remove caps on the number of days staff can work from home, allowing them to stay at home permanently unless there were “clear business reasons” to refuse a request.

    “Federal public servants can make a request to work from home,” CPSU National Secretary Melissa Donnelly told ABC Radio Perth.

    “There are limited circumstances [where] it can be refused, but there’s a bias towards ‘yes’, and there are no caps.

    “Some companies, some government agencies, have just come up with arbitrary rules about the number of days in the office and the number of days working from home, and this deal gets rid of those caps as well.”

    The Office of Grants Management (OGM) within the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Administration has awarded FM Talent Source a prime contract to provide a broad array of professional, administrative and technical support that ensures a smooth transition of oversight and funding for Head Start grant applications across the nation as well as the ongoing operations through the newly revised national structure within OGM.

    OGM directly administers, manages, and provides financial stewardship and technical guidance to more than 60 ACF programs and regional offices for discretionary, mandatory grants, and cooperative agreements. OGM also performs audit resolution.
