    Two Democratic senators and one independent who caucuses with Democrats crossed party lines to join all but one Republican in backing the bill, which passed the GOP-House earlier this month and seeks to keep the government funded through mid-November. The same three also joined with the GOP in backing the bill two previous times. Two senators, one Democrat and one Republican, did not vote. Friday’s vote marked the Senate’s fourth attempt at ushering the funding measure through the upper chamber. 

    Republican leader Sen. John Thune of South Dakota signaled earlier that he would save the next try for next week, telling reporters at a press conference “hopefully over the weekend they’ll have a chance to think about it,” referring to Democrats.

    After Friday’s vote, House Speaker Mike Johnson of Louisiana declared that Tuesday of next week through the following Monday would be a district work period, meaning lawmakers in his chamber will not return to the Capitol. 

    The Democratic leader Sen. Chuck Schumer of New York lamented at a press conference Friday afternoon that Republicans have “wasted a week.”

    State of play

    Senators are now expected to head home for the weekend with little glimmer of a deal in sight. Thune indicated Friday morning that as of now, he is still banking on enough Democrats relenting under the pressure of repeated votes and flipping sides to turn the lights back on. 

    “We will have a vote in another hour or two – it will be the fourth time the Democrats will have an opportunity to vote to keep the government open,” Thune said before the vote. “Now, at some point, reason, good sense, common sense, has to take effect here, because that’s really what this is.”

    But so far there has been no sign of such a scenario, with no new Democrats flipping in Friday’s vote. But per Senate rules, Republicans need 60 votes for the bill to pass, meaning seven Democrats – or eight if Republican Sen. Rand Paul of Kentucky continues to vote no – need to support the measure. 

    Along with the GOP-supported, short-term funding patch, senators have also rejected a counter bill Democrats offered that would reopen the government and address their health care concerns. 

    Republicans control both chambers of Congress and the White House. However, because their support is needed for a funding bill to pass in the Senate, Democrats are demanding changes to address the “health care crisis” in America they say was created by the GOP.

    Specifically, Democrats also want extensions on subsidies for those with health insurance plans through the Affordable Care Act, which have lowered costs for millions of Americans but are set to expire at year’s end, in the temporary funding patch. 

    The House Democratic Leader Hakeem Jeffries of New York made clear to reporters on Thursday that his party wants a permanent extension of the health care credits. 

    “Everyone is about to experience dramatically increased premiums, copays, and deductibles because of the Republican health care crisis – everyone in America,” Jeffries said at a press conference on Friday. “And as that happens, they’ll know that this is a result of Donald Trump and failed Republican policies who have launched the largest assault on health care in American history.”

    Jeffries and Senate Minority Leader Chuck Schumer, D-N.Y., have stressed they are ready to engage in bipartisan negotiations over funding and are slamming Republicans for being unwilling to do so. For the third-straight day, Johnson insisted again on Friday that the short-term funding bill passed in his chamber was as “clean” as can be – meaning it aims to keep spending at the current level previously passed by Congress and doesn’t contain tacked-on policies supported by Republicans – and therefore, there is nothing in it that can be negotiated. 

    Republicans say they are willing to have conversations about the health care subsidies but argue that the issue doesn’t need to be dealt with until closer to the end of the year when they expire and that the government needs to be kept open first. 

    Responding to a question about Democrats wanting agreements in writing, Johnson on Friday said the other side of the aisle wants “immediate, easy answers” on things that “take a long time to deliberate.”

    Potentially complicating matters on Democrats’ demand to extend the Affordable Care Act subsidies, Johnson said Republicans want to bring “reforms” to the program, also known as Obamacare.

    “But we have more reforms coming to try to fix Obamacare, which is not working for the people,” he said. “But you need common sense, responsible Republicans who are serious about policy to fix that for the people, and that’s what we’re working to do.”

    Thune reiterated the sentiment, saying he couldn’t make commitments on the subsidies because “that’s not something that we can guarantee that there are the votes there to do.” 

    The president’s position

    The shutdown has the potential to impact the economy, with hundreds of thousands of workers expected to be furloughed. And President Donald Trump has marveled at the “unprecedented opportunity” he says Democrats in Congress handed him to enact potentially permanent layoff and cuts to “Democrat Agencies” during the shutdown. 

    The president said he was meeting with his Office of Management and Budget chief, Russ Vought to discuss just that.

    White House press secretary Karoline Leavitt, who referred to the potentially permanent layoffs as an “unfortunate consequence” of the shutdown at Friday’s press briefing, said earlier this week that the firings were “imminent” and could be in the thousands. 

    “Unfortunately, we’re having to do a massive review of the bureaucracy to be good stewards of the American taxpayer dollar, and it’s the Democrats who have forced the White House and the president into this position to shut the government down,” Leavitt said Friday. 

    Despite being active on social media, Trump has not held public events over the last couple of days of the shutdown, leading Jeffries to accuse him Friday of being in a “witness protection program.” 

    Leavitt called that “ridiculous fodder” and pointed to the president’s work behind the scenes.

  • Nora District’s debut: Old warehouses set to open as new West Palm Beach destination


    Nora was created by real estate investors who wanted to blend history with modern touches to attract shoppers, diners.

    • Retailers, restaurants, and fitness centers are set to open in Nora in phases, with a hotel and apartments planned for the future.
    • The West Palm Beach project gained momentum during the pandemic as businesses and residents relocated to Palm Beach County.

    The Nora District, a long-awaited dining, shopping and entertainment neighborhood in West Palm Beach, finally is about to open.

    More than seven years in the making, the $1 billion Nora development is the culmination of an ambitious plan by a small group of real estate investors willing to take a chance on a rundown part of the city.

    Starting in 2018, these investors began buying up old warehouses, boarded-up properties and vacant sites just north of the downtown. These were the properties in and around North Railroad Avenue facing the Florida East Coast Railway, which was built by industrialist Henry Flagler in the late 1880s.

    The investment group envisioned something special: a hip, new neighborhood blending history with modern finishes.

    The investors designed the district around North Railroad Avenue, the area’s western boundary and the district’s designated Main Street. Then they named the entire project Nora, short for the avenue’s name. The Nora District is just west of North Dixie Highway between 7th Street and Palm Beach Lakes Boulevard.

    Nora features buzzy retailers, restaurants in downtown West Palm Beach

    Using a mix of old warehouses and new construction, Nora’s partners created ground-floor spaces for buzzy and in-demand retailers. This includes casual and upscale restaurants, activities for families, and a smattering of luxury stores.

    Nora also includes the hottest players in boutique fitness centers, plus several beauty retailers and services.

    A few of the project’s 20 retailers plan to open in late August and September, while others will open by year-end, and more stores and eateries will open in 2026.

    Eventually, people will be able to stay and even live at Nora.

    In the fall of 2026, look for the opening of the 201-room Nora Hotel by Richard Born and Ira Drukier of BD Hotels, along with acclaimed hotelier Sean MacPherson.

    The Nora Hotel will feature a rooftop pool and bar. It also will feature a signature restaurant, Pastis, the famed New York City Parisian-style brasserie. 

    Meanwhile, Nora’s developers are seeking approval from the City of West Palm Beach for an 11-story, 350-unit apartment complex along 10th Street at North Railroad Avenue.

    In addition, Nora hopes to build an 11-story condominium at 1105 N. Dixie Highway.

    If Nora sounds like an overnight sensation, it is not. Backers said the project required timing, creativity, patience − and a large dose of luck.

    How a simple plan for West Palm turned big after a global event

    The property purchases began around 2018, with a plan by NDT Development to rehabilitate a couple of old warehouses into new restaurant spaces.

    But the redevelopment plan grew bigger, and over time, the group bought more and more property. Eventually, NDT joined with Place Projects, an early developer of Miami’s Wynwood neighborhood, and Wheelock Street Capital to create the Nora District. The 40-acre district is the city’s largest redevelopment since CityPlace, which opened in 2000.

    When the global COVID-19 pandemic hit in 2020, a surge of companies and residents moved to Palm Beach County from the Northeast.

    Soon several Northeast restaurateurs and retailers expressed interest in following their customers to Palm Beach County, said Francis X. Scire, Nora’s leasing director. These include eateries from New York and Boston.

    During the past three years, Scire said he’s charted the growing interest, and the caliber, of the companies wanting to be what some consider one of the hottest cities in the country.

    “We’re a thriving metropolis and they needed to get a flag down here,” Scire said. “Nora was the best product coming online. It was the obvious choice.”

    Coffee, cars and a big bet on the future of the Nora District

    Sunday Motor Co. is one example. The coffee shop from Madison, New Jersey, has launched a soft opening in a converted warehouse at 7th Street and North Railroad Avenue, the southern corner of the Nora District.

    Sunday Motor is among the first restaurants to open at Nora. With its auto-themed accessories and memorabilia, it promises to be a welcome gathering spot for coffee and car aficionados, non-car lovers and everyone else.

    A daytime menu featuring breakfast and lunch items will be offered at first. Then, about a month after opening, Sunday Motor will launch evening service, featuring a different menu as well as beer and wine, according to Nick Vorderman, who owns the coffee shop with his wife, Renee Mee.

    The expansion to Florida began in 2023 when the Vorderman family bought a house in West Palm Beach’s Flamingo Park to visit with relatives in Jupiter.

    Soon after, the couple began taking a look around West Palm Beach. This was about the same time that Nora’s leasing director was trying to find a coffee shop.

    Scire said he wanted the perfect “third place,” a location that isn’t home or work but another setting for gathering. After sifting through 37 possible coffee shops, he settled on Sunday Motor’s creative and welcoming vibe.

    In a brief telephone interview on Aug. 13, Nick Vorderman was busy putting the finishing touches on the new Nora location.

    But in between the last-minute frenzy, Vordeman said he was looking forward to the shop’s opening. “We’re all very excited,” he said. “It’s been a long road to get to this point.”

    Nora’s eight other eateries range across a broad spectrum of cuisine. Several hail from the Northeast, too. Coming from Boston is Loco Taqueria & Oyster Bar. From New York, look for H&H Bagels, Van Leeuwen Ice Cream and Juliana’s Pizza. New York’s The Garret Group also plans a sports bar. Also opening at Nora are Indaco, a restaurant featuring rustic Italian-inspired cuisine; Del Mar Mediterranean; and local operator Celis Juice Bar.

    In the beauty and wellness space, Nora will feature Sweat440 and SolidCore fitness facilities; service retailers such as Sana Skin Studio, The Spot Barbershop and IGK Salon hair care; Le Labo Fragrances; and ZenHippo early childhood activities.

    Finally, three other retailers also are in the mix. They are Warby Parker eyewear; and two women’s clothing boutiques, Pompanos and Mint.

    A new use for old West Palm Beach buildings

    In a 2021 interview, back when Nora first was being sketched out, Place Project’s Joe Furst said the land assemblage by NDT was complicated, rare and vital to create an area with thoughtful planning and design. 

    A lot of times, developers either can rehabilitate old buildings or build new ones in an area, but not both, Furst said.

    However, at Nora, rehabbed warehouses complement newly-built places, so “you still have that Main Street feel,” he said.

    Indeed, historical flourishes are a part of making it feel authentic, said Damien Barr, a partner in the NDT Development group.

    “We were very intentional,” Barr said during a recent tour of Nora.

    Visitors to Nora need only look down for proof. Lining the district’s sidewalks are railroad ties, a nod to the nearby railway that first breathed life into the city and continues to inspire new uses for this old part of town.

    My thoughts on mascara have changed a lot since my first review a few years ago. So many new formulas have come out, and of course I’ve tried them all. One stand out mascara “type” — yes there are types! — that I can’t get enough of is tubing mascara. If you’re unfamiliar, tubing mascaras create actual tube extensions on your individual lashes, meaning they appear longer, more fanned out, and more gorgeous than ever. To remove the tubes at the end of the day, all you have to do is slide them off your lashes with warm water.

    And although this removal process is much easier than scrubbing off waterproof formulas, the best part of tubing mascara is that most formulas are usually water-resistant, like this Tartlette XL mascara. So in addition to tubing mascara being automatically lengthening, since it’s water-resistant, it won’t smudge or flake off over time, which is usually my biggest mascara conundrum. This formula is way less flakier than the original Tartlette formula. Both of them definitely have minimal flakes, but I’m always looking for completely flake-free formulas, and this Tartlette XL formula is as close as I’ve gotten with any Tarte mascara formula.

    I mean, seriously, just look at my lashes after applying!! As I was reading the reviews on the QVC page, I noticed a lot of reviewers saying the mascara came out way too thick or clumpy upon first application. This is a mascara issue that I’ve thought A LOT ABOUT. Usually, when you break open a new tube, there is tons of formula packed onto the brush that’s gathered there during the shipping process.

    I find that it’s best to keep your OLD mascara wand nearby and once you apply the new formula to lashes, get your older wand and help remove some of the product/fan out the product even further. After a few weeks of use, your new mascara wand will adjust and you can put on a more even application. Yes, it’s annoying, but it literally happens with ALL mascaras, so the next time you deal with this, remember my helpful hint.

    Without mascara, my lashes are naturally long and thick, but they stick straight out instead of curling upward, so it usually looks like I have no lashes at all if I’m not wearing anything on them.

    I’ve struggled with redness and an oily complexion since puberty, and ever since getting pregnant, the unpredictability of blemishes and inflammation has me feeling like I’m sixteen again (thanks, hormones and probably also the steady diet of French fries and baked ziti). Some days, I feel so blotchy, I just want to go into my hidey-hole instead of trying to deal with the issue — but sadly, I have in-person and Zoom meetings I have to take, and showing my face is a requirement. 🙁

    Luckily, there’s a new product on the market that combats these exact skin problems: Peace Out Redness + Clarifying Mist.

    A Dermatologist Breaks Down the Ingredients

    I asked  board-certified dermatologist at Chicago Cosmetic Surgery and Dermatology, Omer Ibrahim, MD, FAAD, what makes this formula be able to target all skin types and treat redness as well and excess oil. Here’s his explanation, as well as a breakdown for what the ingredients actually do and target.

    Hypochlorous acid (HOCl)

    This “naturally occurring substance in the body produced by white blood cells to combat bacteria and inflammation,” and when used in formulas, it can treat dry skin due to antimicrobial and anti-inflammatory properties (this creates a more balanced complexion). Plus, it provides moisture to the skin. “Hypochlorous acid helps hydrate the skin by attracting and retaining moisture, which can alleviate the dryness and tightness often associated with dry skin,” Ibrahim says.

    Zinc

    Zinc is an ingredients that can help with inflammation as well. “Zinc has anti-inflammatory properties that can help calm and reduce redness by decreasing inflammation in the skin,” Ibrahim explains.

    Zinc also helps combat oiliness. “Zinc can help regulate sebum production in the skin, which may aid in reducing redness associated with acne or oily skin conditions,” he says.

    Arnica

    Another natural anti-inflammatory ingredient, arnica “contains helenalin, a compound known for its anti-inflammatory properties, which can help reduce redness and calm irritated skin.” It also “can help improve blood circulation in the skin, which may aid in reducing redness and promoting a more even skin tone.”

    Bentonite, kaolin, and montmorillonite clays

    The reason why clay masks are so efficient at clearing up blemishes, is that they absorb oil, unclog pores, and generally exfoliate skin. “Bentonite clay acts as a magnet for toxins, dirt, and impurities in the skin, helping to detoxify and purify the pores for a clearer complexion. Kaolin clay can provide mild exfoliation to slough off dead skin cells, revealing a brighter and more radiant complexion. Montmorillonite clay helps draw out impurities and toxins from the skin, promoting a clearer and healthier complexion,” says Ibrahim.

    My Honest Thoughts

    I’ve had nearly a week with the Redness + Clarifying Mist, and am so impressed with the formula so far. Instead of using my regular toner before applying my serum and moisturizer, I spritzed this on my face morning and night. The first morning after using it in the evening, I noticed that my complexion was already a lot less oily, and looked more balanced. After three days of use, I noticed not only a decrease in oiliness, but that I had to use far less foundation than I normally would — my skin was already a lot more even and far less blotchy. (I even gave Elf Halo Glow, a viral-y foundation known for offering super light coverage, a whirl and found I didn’t need to supplement with concealer).

    Application is easy, you just shake well before use and (very fine) mist this spray all over your face. I like to use at least 5 spritzes to really coat my canvas. It smells like lavender essential oil and is subtle enough to not be too potent, yet is pleasant enough to remind me of the spa. It’s honestly a nice way to start and end the day!

    According to the brand and reviewers, you can use this spray throughout the day, and it won’t make your makeup smear or budge. “This mist has to come with me everywhere! The scent is so soothing and the mist truly refreshes you. I took it with me to a camping festival and it was a life saver after spending time in the hot weather. It made me feel cooler and didn’t ruin my makeup,” one customer says.

    Another says it’s a great product for dealing with rosacea, writing, “…As someone who struggles with rosacea, this mist is like a breath of fresh air for my skin.     According to Dr. Ibrahim, it’s safe for all skin types. “This can be used on any skin type, however those with sensitive skin should patch test this first on their neck, to see if they develop a reaction.     Even though my hair is pretty thick and I can’t visually notice less density when I look in the mirror, I’ve recently been ALARMED by the amount of hair that’s falling out in my shower and collecting at the bottom of my drain.     How Rene Furterer Head Spa Scalp Oil Works: An Ingredient Breakdown

    There are three stand-out oils packed into this product: castor, orange, and lavender. We reached out to hair restoration surgeon and overall hair growth expert Ross Kopelman, MD, to find out what these oils actually do when they interact with your scalp.

    Castor oil for shinier hair

    Castor oil doesn’t necessarily “fix” your hair, but it does fake the look of thicker, healthier hair. “Castor oil is often praised for its benefits to hair, particularly in creating the illusion of thicker, healthier hair,” explains Dr. Kopelman. “While it is rich in ricinoleic acid and known for increasing blood circulation to the scalp, there’s no clinical evidence to suggest it directly promotes hair growth. Instead, its thick, viscous consistency coats the hair shafts, making them appear fuller and more robust. This can give the impression of increased hair growth,” he adds.

    Orange oil for an optimal hair growth environment

    The key hair and scalp-loving nutrient here? Vitamin C. “Orange oil, derived from the peels of oranges, is loaded with vitamin C and a variety of antioxidants that are beneficial for hair health,” says Dr. Kopelman. “Vitamin C plays a crucial role in the production of collagen, a protein that is essential for maintaining strong and healthy hair strands. The antioxidants in orange oil help protect the hair and scalp from environmental damage and oxidative stress, which can lead to hair thinning and dullness.” Basically, orange oil naturally cleanses the scalp and helps reduce excess oils and dandruff on the scalp’s surface.

    Lavender oil for preventing infections

    Lavender helps combat and prevent any kind of inflammation that happens at the scalp level. “This essential oil has antimicrobial and antiseptic qualities, which help maintain a healthy scalp by preventing common issues such as dandruff and infections,” says Dr. Kopelman. “Improved scalp health directly contributes to healthier hair growth. Lavender oil also enhances blood circulation in the scalp, ensuring that hair follicles receive adequate nutrients and oxygen,” he adds.

    Let’s start with the basics. I tried this oil for about one month, using it after washing my hair about twice a week. When reading up on the product, there was a warning that it could cause “a warming sensation,” so I was preparing for that as I applied the product to my scalp. Here’s the shocking amount of hair I was losing before starting this head spa regimen. I know, it’s so gross! Apologies in advance.

    The bottle comes with a more pointed attachment, that, in theory, lets you target the product exactly where you want it. But since the bottle itself comes with a cap that keeps the product mostly contained (think small, eyelet opening where you have to shake the product for it to come out of the bottle), I skipped it and just shook out the product to get it onto my scalp.

    I shook out a few drops on my middle part hairline, then combed the hair over to hit the sides of my scalp and the back. I didn’t notice any kind of tingling, burning, or stinging whatsoever, which was a relief. Using the oil was pretty easy and fast. Once I had a few drops all over my head, I massaged the product in and waited five minutes. Then, in the shower, I made sure to thoroughly wash the product out.

    After using it for two weeks, I noticed a dramatic decrease in hair shedding. I mean, seriously, the hair in my tub after my shower doesn’t lie.

    That handful has like 50 percent less hair than the original photo before I started! I was seriously so impressed. Plus, since I didn’t experience any stinging or tingling, using the oil before a shower felt like an easy, manageable step that I could handle.

    How to Use

    I followed the instructions to a T from the website. It says to apply product section by section around the entire scalp, and that you should only use once or twice per week. Since I only wash my hair a few times a week anyway, I used it whenever I washed my hair.

    It goes on to say you should leave the oil on for just five to 10 minutes, which is what I did. The fact that it didn’t call for a 20 minute sit time made this product much more approachable, in my opinion.

    In the shower, Rene Furterer’s website notes that you should wash your hair twice to make sure to get all of the oil out of your hair so it won’t cause your hair to appear greasy once you’re out of the shower. Since I deal with mega grease-overload hair anyway, I’m used to double cleansing. I found that washing my hair twice left no product residue once I was out of the shower. Here’s an important note from the website: “Avoid use for two days before and two days after in-salon chemical services. Not recommended for pregnant or nursing women.”

    All in all, I think this oil is a great addition to my scalp care. Hopefully since it only has to sit on the head for five minutes, I won’t fall off the routine the way I usually fall off others. If you’re looking to reduce hair shedding, that’s exactly what the product delivered for me. However! It can also help with growing shinier, stronger hair, which I’ll keep testing for to confirm. So far, I’m really impressed with the initial results after just four weeks — that’s a big win in my book.
