NATIONAL HARBOR, Md. (AP) — Over and over, the Republicans and former Republicans who gathered just outside Washington this weekend warned that President Donald Trump and his allies in Congress are tearing at the very fabric of American democracy.
A former congressman described the president’s party as an “authoritarian-embracing cult.” A prominent conservative writer said Trumpism is an “existential threat.” And a retired Army general, his voice shaking with emotion, cited post-Nazi Germany as a roadmap for the nation’s post-Trump recovery.
It’s unclear how many people are listening.
The main convention hall at the sixth annual Principles First summit on Saturday and Sunday was half empty. About 750 chairs were set up in a room that could have fit thousands, and many were unfilled. Not a single current Republican elected official participated in the two-day program.
This is what remains of the Grand Old Party’s Never Trump movement, a coalition of Republicans, former Republicans and independents who banded together as Trump consolidated power. They largely remain political exiles — not quite at home among Democrats yet disgusted by how the president has abandoned Republicans’ longstanding commitments to free trade and limited government.
John McDowell, 69, who was a lifelong Republican before Trump’s emergence, acknowledged that the diminished group had virtually “zero” political clout within his former party.
“It’s just a fact. We’re losing good people,” said McDowell, a former Capitol Hill staffer and county Republican official from San Carlos, California. “The party is becoming more and more MAGA-fied.”
White House spokesperson Abigail Jackson dismissed all the criticism from what she called “a bunch of deranged has-been politicians.”
“The only people who will pay attention to this event are the journalists who are forced to cover it,” she said.
Virtually everyone who gathered at the hotel in National Harbor, Maryland, said they are rooting for Democratic victories in this fall’s midterm elections. One of the only Democrats there was Conor Lamb, a former congressman from Pennsylvania who lost his party’s primary to John Fetterman four years ago.
Despite dire concerns, there was a slight sense of optimism among the half-empty convention hall and quiet hotel hallways.
Several people cheered last week’s Supreme Court decision to strike down Trump’s tariffs, the economic tool he has wielded without congressional approval in his attempt to force friends and foes around the globe to bend to his will. Trump insisted he would implement a new round of tariffs despite the ruling.
Former New Jersey Gov. Chris Christie, a former Trump adviser, highlighted recent AP-NORC polling showing that 1 in 4 Republicans nationwide do not approve of Trump’s job performance.
“It’s like any show that’s on TV for a long time — the ratings start to go down. And the ratings are going down,” Christie said. “I am willing to bet you that by next February, this room is going to be twice the size of what it is now. After the midterms, you watch.”
Ex-MAGA diehard Rich Logis, wearing a red “I left MAGA hat,” hopes to see “an electoral revolt against MAGA” in the midterms.
“I think there’s a shift in our country right now,” he said. “It happens slowly.”
Logis was promoting support groups for friends and family of Trump loyalists at a table outside the convention hall. Nearby, someone was selling books about how to escape cults.
At the podium, former Republican Rep. Joe Walsh implored Trump’s critics not to downplay the seriousness of the threat the president poses to the nation.
“He’s everything our founders feared. Say it. Believe it,” Walsh said. He said his former party is “an authoritarian-embracing cult” and “a threat to everything I love.”
Retired Gen. Mark Hertling, who once commanded the U.S. Army’s European forces, said he’s “haunted” by allies who ask him “whether American institutions ever can be trusted again.”
“Our nation’s institutions have been shaken. Our alliances have been strained. Our credibility has been damaged. And our nation’s values have been cast aside,” Hertling said. He suggested the U.S. should look to the reconstruction of Germany after the defeat of Nazism if it hoped to to restore the damage caused by Trump and his allies.
The nation’s recovery, he said as his voiced cracked, would be something people have to earn over many years.
Bill Kristol, who worked in previous Republican administrations and helped found the Weekly Standard magazine, described Trump and his Republican supporters in Congress as “an existential threat” to the nation. But he was also optimistic about the upcoming midterm elections.
Kristol said Democrats are “almost certain to win the House,” “could possibly win the Senate,” and have “a good chance to win the presidency” in 2028.
Brittany Martinez, executive director of the host organization Principles First, also tried to cast an optimistic tone, even after describing the many reasons why she couldn’t bear to continue her career as a Republican staffer on Capitol Hill.
“I hope that Republicans continue to wake up,” she said. “I do think that those folks exist. And I hope that they exist in greater numbers.”

A Virginia lawmaker is urging the state’s health department to take concrete steps to address the potential health risks linked to the sewage spilling into the Potomac River.

After a decrepit pipe burst in Maryland last month and sent hundreds of millions of gallons of raw sewage spewing into the Potomac River, a Virginia lawmaker is now urging the state’s health department to take concrete steps to address the environmental disaster’s potential health risks to residents.
“This one will trickle down over time, and I’m very worried about the contamination as it goes,” Sen. Richard Stuart, R-King George, said in an interview Friday.
The DC Water system owns the pipe that broke in Montgomery County, Maryland on Jan. 19 and leaked over 243 million gallons of sewage into the waterway. The agency estimates it will take about six weeks for a temporary fix on the pipe – and nine months for a permanent solution.
Meanwhile, the Virginia Department of Health has issued a recreational advisory for 72.5 miles of the Virginia coast along the river, urging people to avoid touching the water and to be cautious when preparing seafood harvested from the river.
VDH has not issued any warnings for drinking water and Maryland has issued a shellfish closure only for the Port Tobacco River region down to the Harry W. Nice Bridge.
After one of his constituents asked VDH about potential contamination, Stuart said he was concerned to learn that the agency was not testing the water given the magnitude of the spill.
“VDH will not conduct water sampling. The agency does not operate a freshwater bacterial monitoring program for recreational waters, and the Potomac River falls under Maryland’s jurisdiction for water quality oversight,” VDH’s Feb. 14 letter read.
Stuart then sent his own letter to State Health Commissioner Dr. B. Cameron Webb.
“Virginians who fish, crab, boat, and recreate on the Potomac deserve proactive protection and transparency, not a declaration that no testing will occur because another state holds primary authority,” Stuart wrote to Webb on Wednesday. “Furthermore, there are miles of creeks and tributaries branching off the Potomac River that are unquestionably Virginia waters, directly impacting the health of our marine resources and shoreline communities that I represent.”
By Friday, Stuart said, the state’s top environmental agency had taken preliminary steps to test state waters.
“I have since learned that (Department of Environmental Quality) is engaged, and they are doing sampling in various places. They were sampling on the edge,” Stuart said Friday. “I asked them if they would please go out into the channel and do various water columns to determine if it’s on the top.”
The Virginia Department of Environmental Quality said in a statement that on Tuesday, the agency collected 25 surface water samples across the recreational advisory area from above the sewer line break to Potomac Creek in Stafford County. The results of those samples are pending.
The agency also said VDH staff “conducted a routine seawater sampling run for shellfish growing areas from Colonial Beach to the 301 (Harry Nice) Bridge, collecting 36 water samples in total. Based on their laboratory analyses, there were no elevated fecal coliform bacteria concentrations, with the vast majority of the samples at or below the detection limit for the test.”
VDH replied to Stuart on Wednesday in a letter obtained by The Mercury.
“We will continue sharing information, including sample results, between VDH, DEQ, Alex Renew, DC Water, MDE and VDEM. VDH staff are also maintaining communication with seafood industry stakeholders and watermen to provide timely, accurate information,” Lance Gregory, Director of VDH’s Office of Environmental Health Services, wrote.
Gregory also said that the agency, in partnership with the Marine Advisory Board, “developed a mapping resource that illustrates the spill’s geographic scope relative to other productive waterways in the Commonwealth. This tool supports affected watermen in communicating clearly about the limited proximity of the incident to other harvesting areas and helps preserve confidence in Virginia seafood.”
The state’s chief executive also weighed in on the disaster on Friday and said the state’s drinking water is safe.
“I’m encouraged that EPA and FEMA have begun coordinating with DC Water to respond to the sewage spill in the Potomac,” Gov. Abigail Spanberger said in a statement. “Amid the response, our state agencies are conducting water quality testing and monitoring the status of repairs. Our focus is on Virginians’ health and safety. Virginians should know that the spill is not impacting our drinking water.”
Members of Virginia’s congressional delegation, along with Maryland officials, have written to DC water about their concerns over the health and environmental impacts of the spill. Still, Stuart is pushing for the state to do more.
“Maryland owns the Potomac, but a lot of people in Virginia make their (livelihood) on it, and we eat a lot of the seafood that comes out of it. It’s a very productive river, despite how badly we treated it over the years,” Stuart said.
Conservation group Potomac Riverkeepers Network agrees with the senator that this extreme of a situation calls for different approaches on how to handle it.
“The historic sewage spill and the ongoing risk of intermittent overflows demands a departure from the status quo,” said David Flores, the Vice President of the Potomac Riverkeepers Network. “Virginians deserve more, not less, water quality monitoring and long-term assessments to protect their safety and the Commonwealth’s natural resources. This responsibility should not be deferred to another state.”
WEST PALM BEACH, Fla. (AP) — President Donald Trump on Monday lashed out at Maryland Gov. Wes Moore over what he says is a lagging response to a January pipe rupture that sent sewage flowing into the Potomac River northwest of Washington.
Trump took aim at Moore even though a District of Columbia-based water authority and the federal government have jurisdiction over the busted pipe.
The 1960s-era pipe, called the Potomac Interceptor, is part of DC Water, a utility based in Washington that’s federally regulated and under the oversight of the U.S. Environmental Protection Agency.
Still, Trump, while spending the holiday weekend at his home in Florida, took to social media to say he “cannot allow incompetent Local ‘Leadership’” to turn the Potomac “into a Disaster Zone.” He said he has ordered federal authorities to step in to coordinate the response.
“There is a massive Ecological Disaster unfolding in the Potomac River as a result of the Gross Mismanagement of Local Democrat Leaders, particularly, Governor Wes Moore, of Maryland,” Trump added in his social media post.
But Ammar Moussa, a spokesman for Moore, said EPA officials did not participate in a recent legislative hearing about the cleanup and said the Trump administration has been broadly “shirking its responsibility” on the repair and cleanup of what University of Maryland researchers say is one of the largest sewage spills in U.S. history.
“The President has his facts wrong — again,” Moussa said. He added, “Apparently the Trump administration hadn’t gotten the memo that they’re actually supposed to be in charge here.”
DC Water CEO and General Manager David L. Gadis said in a statement Monday, “We have been coordinating with U.S. EPA since the Potomac Interceptor collapsed.”
Asked why Trump was placing blame on Moore outside of Maryland’s jurisdiction, a White House official, who was not authorized to comment publicly and spoke on condition of anonymity, said Maryland was slow to coordinate with federal entities on the ruptured pipe and has not kept up with needed updates of the state’s water and wastewater infrastructure.
The partial government shutdown began Saturday after congressional Democrats and Trump’s team failed to reach a deal on legislation to fund DHS through September. The impasse affects agencies such as the Transportation Security Administration, U.S. Coast Guard, the Secret Service, U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection and FEMA.
White House press secretary Karoline Leavitt pointed to the sewage spill on social media, posting, “Add this to the long list of reasons Democrats need to get serious and fund the Department of Homeland Security.”
The spill was caused by a 72-inch (183-centimeter) diameter sewer pipe that collapsed last month, leading to millions of gallons of wastewater shooting out of the ground and into the river.
DC Water says fixing the pipe in the aftermath of the Jan. 19 rupture has been complicated.
A video inspection of the pipeline earlier this month revealed the blockage inside the collapsed sewer line is “far more significant” than originally thought. The agency said it discovered a large rock dam about 30 feet (9 meters) from the breach in the sewage line, which requires treatment before the current spill can be addressed.
The emergency repair is expected to take another four to six weeks. The work will address the immediate repairs to the damaged section of the pipe and several other issues, including environmental restoration.
Washington, D.C.’s Department of Energy and Environment says the drinking water remains safe, but has urged people to avoid unnecessary contact with water from the Potomac River, avoid fishing and keep pets away.
An ongoing fight between Trump and Moore
The president and Moore, a Democrat viewed as potential 2028 presidential contender, have frequently sparred since Trump’s return to the White House last year.
Trump says he’s excluding Moore and Democrat Colorado Gov. Jared Polis from a White House dinner for governors set for Saturday as state leaders gather in Washington for the National Governors Association meeting.
The president and aides have also criticized Moore and other Maryland officials for violence in the state’s biggest city, Baltimore, with Trump threatening to send National Guard troops as he has elsewhere around the country.
Moore and other Democratic officials in Maryland pushed back that homicides in Baltimore have reached historic lows with sustained declines starting in 2023, and said the state did not need National Guard troops.
The Trump administration has also questioned Moore about “DEI contracting practices” and “ballooning project costs” for the rebuilding of Baltimore’s Francis Scott Key Bridge. The crucial bridge collapsed in March 2024 after a massive container ship crashed into it.
The president told reporters that his dissatisfaction with Moore’s handling of reconstruction of the bridge and the sewage spill are why he’s not including him in next weekend’s White House dinner for governors.
“He can’t fix anything,” Trump told reporters as he flew back to Washington from his home in Florida on Monday evening.
Moussa, the governor’s spokesman, said Maryland stands ready to work with federal officials.
“The Potomac isn’t a talking point, and the people of the region deserve serious leadership that meets the moment,” Moussa said.

Authorities say two teenagers were hospitalized Sunday after a multi-vehicle car crash in Upper Marlboro.
A teenager is in the hospital after being ejected from a car that was involved in a multi-vehicle crash in Upper Marlboro on Sunday.
Authorities with the Maryland State Police and the Prince George’s County Fire Department told WTOP that two of the individuals involved in the crash were teenagers, and that a third was an adult.
Authorities said the incident involved a tanker truck and took place around 2:15 p.m. on Crain Highway at Old Central Avenue.
Officials said the teenager ejected from the vehicle was taken to the hospital in critical condition as the second teen was hospitalized with serious but not life-threatening injuries.
The adult was taken in for evaluation.
Southbound Crain Highway was closed after the crash.
The cause of the crash remains under investigation.
A hazmat team was directed to the scene to handle the contents of the tanker. It’s unclear what contents were being transported.

In the lead-up to Super Bowl Sunday, Maryland Gov. Wes Moore is breaking down how he believes the big football match will play out.
In gambling parlance, when someone wins a lot, they are said to be on a heater. For Maryland Gov. Wes Moore, he’s been on an extended heater picking NFL and College Football Playoff games for WTOP the last several weeks.
Moore has missed only two games total, an achievement for anyone, much less a non-professional prognosticator.
So, is it luck or skill? For the governor, it’s a bit of both.
“Anyone who says it is all skill, is not telling the truth,” Moore told WTOP Friday. “Anyone who says it’s all luck is not telling the truth. It’s a combination of both.”
What’s the secret sauce?
“I study this stuff. I follow this stuff,” Moore said. “Who’s hot and who’s healthy and you always look at things like injury reports. …There are definitely analytics that I will put into it.”
“I always bet on gamers when it comes to playoff time and I think that’s worked pretty well,” he added.
Breaking down the big game
The attention this weekend turns to Sunday’s Super Bowl game, which pits the Seattle Seahawks against the New England Patriots in Santa Clara, California.
Weighing into the last NFL game of the season, Moore said he found the Patriots to “maybe be the most interesting story” in the league, before noting the team hasn’t exactly “played the same level of competition during the year that Seattle has had to play.”
“I thought the Super Bowl champion was going to run through the NFC,” Moore said. “I just thought the NFC was producing better teams.”
The governor does believe the Seahawks defense team will be the difference in this game, explaining that the Patriots “are running into a buzz saw, and I think that buzz saw is the Seattle Seahawks.”
“This defense is so creative and so good,” Moore said. “Huge credit goes to their head coach.”
Mike Macdonald served as the defensive coordinator for the Baltimore Ravens between 2022 and 2023 after serving several season on the team’s defense staff. He was announced as the new head coach for the Seattle Seahawks in January 2024.
“We got a chance to see him up close, just how good he is,” Moore said of Macdonald’s time with the Ravens. “And if you watched how Baltimore’s defense fell off when he went to Seattle, that wasn’t because of a talent issue. That was because of a defensive coordinator issue.”
Seattle quarterback Sam Darnold, who is playing for his fifth team in the last six years, is also quieting his doubters with his second-straight stellar season. “Darnold is doing his job and Darnold, you know, has a real chip on his shoulder,” Moore said.
Seattle is favored by oddsmakers by around four and a half points. But, the governor said, “I think it’s probably going to be closer to 10 … I don’t think this game is going to be close.”
Moore’s Super Bowl spread
With his big prediction out of the way, the governor addressed more important matters, like the menu for his Super Bowl party.
“We’re Marylanders,” he said. “We’re going to be traditionalists.”
“So we’re going to have some crab cakes. We’ll have the chicken wings and all that kind of stuff for everybody else, but, make no mistake … the real MVP is going to be some crab cakes.”
And, yes, the Old Line State’s favorite seasoning will be involved. “Old Bay everything,” Moore said.

According to the Anne Arundel County Fire Department, Monday morning, crews from their department, along with the Annapolis Fire Department, were called to Luce Creek for a reported chocolate lab stuck on the ice in Parole, Maryland, which is outside Annapolis and is around 27 miles from Baltimore.Crews arrived at the area and were able to locate the dog. They carefully went on the ice and used a Stokes basket in order to rescue the dog. Officials remind the public that the ice on area waterways is dangerously thin. Stay off the ice and if a person or pet falls through the ice, do not attempt a rescue on their own.

As the D.C. region faces off against continuing sleet — on top of inches’ worth of snowfall — the governors of both Maryland and Virginia spoke with WTOP to discuss their state’s storm responses.
Maryland Gov. Wes Moore joined WTOP’s Ian Crawford Sunday morning to talk about how state crews are keeping up with the constant snowfall.
“This is still a very dangerous storm,” Moore said. “But I’m really proud of the work that our first responders are doing all around the state.”
Moore also talked about federal assistance for the state, how his military experience helped prepare him to help others during significant weather events and the state’s ability to provide non-snow services when the storm moves on.
Spanberger says emergency room visits increase during winter storm
Virginia Gov. Abigail Spanberger told WTOP’s John Aaron that the state is seeing an increase in emergency room visits due to hypothermia and cold exposure, as well as carbon monoxide exposure.
The latter is “concerning,” as more people attempt to use their generators at home to stay warm.

The Virginia Department of Transportation reports a decrease in vehicles on the roads during Sunday’s storm, Spanberger said, which will be crucial as the Commonwealth prepares to see more fridge temperatures that may cause power outages.
“Please everybody, stay off the road, stay warm and do not use a generator indoors,” she said.

It’s been a decade since the D.C. region received the amount of snow forecast to fall over the next 24 to 36 hours.
For many, snow triggers childhood memories of staying home from school and watching “The Price is Right” while eating a grilled cheese sandwich and Campbell’s soup — all while the adults looked out the window in anticipation of the hours of shoveling ahead of them.
WTOP heard from some in Montgomery County who fall on both sides of the snow divide.
“Yeah, man, we’re gonna make so many snowmen, can’t wait,” said Ryan Thomas.
The Bethesda resident, decked out in a silver NASA jacket, highlighted some of his favorite parts of wintry weather.
“To be able to roll around the snow, be able to get wet, but not really wet, and then throw some balls at people,” Thomas said.
Speaking of snowballs, WTOP asked Brian, from North Bethesda, if he knew how many his three kids would be throwing at him over the next few days.
“Probably not that many because they know I’ll probably hit them back,” he said jokingly.
Another parent excited about the snow is Jennifer.
“Absolutely. I’m a teacher, so I’m ready. Let’s go. I’m on my break right now,” Jennifer said while laughing. “I just like when it falls down and I can be inside, watching it from the inside.”
The English as a second language teacher said her 10-year-old daughter can go play outside while she stays inside since she’s retired from her sledding days.
On the other side of the snow fence is Tracy, who was heading home to Prince George’s County ahead of the snowstorm.
“I could do without it, shoveling. You know, injuries happen,” said Tracy. “Traffic is crazy, and, you know, they do the best to get the main roads clear, and then residential neighborhoods get cleared as they can, so it’s a process.”
On the same anti-snow page is Somica, who was with family at Giant Food getting ready for the snowstorm.
While Somica, who will be celebrating her birthday next Thursday, said she is not looking forward to the snow. But she said it does offer a silver lining.
“My favorite part,” she said, “I’ll get time to rest.”
Dressed head to toe in camouflage in the supermarket parking lot was Connor Geary. The Baltimore native recently moved to The Pike and Rose area with his girlfriend.
“I enjoy it, yeah, I work from home one day a week, so maybe it’ll be two or three days. Don’t tell my boss that I want that,” Geary joked. “I love the snow.”
He plans to spend the day hunting.
“So, trying to get out there before it should push some birds in. So, it should be good. I’m excited,” said Geary.
Another person who works from home and is excited about the snow is Regina Wood.
While she now lives in Rockville, she is native to a city that the National Weather Service says gets over 90 inches of snow a year.
“I’m from Buffalo, New York,” said Wood. “The first snow is beautiful. It’s quiet, it’s peaceful. People are nicer to each other when it snows.”

From D.C. to Maryland and Virginia, officials are undertaking various measures to ensure response teams are fully prepared to handle what could be one of the region’s biggest snowfall in years.
In Montgomery County, Maryland, road crews are getting ready for what could be one of the region’s biggest snowfall in years, with officials warning totals could reach double digits and possibly be record‑breaking.
At the county’s salt barn in Gaithersburg, workers are already busy checking equipment and loading materials well before the first flakes fall.
Danny King, chief of field operations with the Montgomery County Department of Transportation, said a storm of this size requires extra attention.
“With a bigger event like this, we definitely pay closer attention and go through all of our plow equipment and everything in fine detail and checking pins, and all of that kind of stuff, making sure everything’s operating properly and isn’t on the verge of breaking,” he said.
Close to 70,000 tons of salt and about 100,000 gallons of brine are on hand ahead of the storm.
“It takes a lot of work and dedication to really get everything squared away and prepared for the event,” King said.
When it comes to plows, Montgomery County has hundreds ready to deploy.
“We have about 275 plows at the ready. And then we can go up to 550 with some construction vehicles that we have standing by,” said Emily DeTitta, communications manager for the county’s Department of Transportation.
Ahead of the snow, crews are focused on pretreating roads with brine.
DeTitta said the county is also preparing to launch its Storm Operations Center. “We keep an eye on the weather before that to see when it’s coming. And that’s kind of our central hub for communications to react to the storm,” she said.
Once the snow starts falling, the real challenge begins. Plow drivers often work around the clock, sometimes for days at a time.
“Everybody loves the first couple hours in a plow truck, but then the reality sets in, and you realize you’re going to be here for several days,” King said.
He said during heavy snowfall, the clean up is continuous.
“It’s just a constant revolving operation of trying to keep the road clear and the snow is coming down,” King said.
He said residents can help make their jobs safer and easier by moving cars off the street and giving plows plenty of room.
“When you’re around any of the plow operators and the people out working, give them as much space as possible,” he said.
And for those waiting on neighborhood plowing, crews will get there, but it may take time, especially if snow totals rise.
Anthony Crispino, interim director of D.C.’s Department of Public Works, said his work preparing for the storm that’s expected to barrel through the D.C. area this weekend started days ago.
First, he had to ensure the District would have enough plow operators.
“You’ll have in excess of — for this storm — probably 300 dedicated employees. And that doesn’t include the contracted plows that we bring in as well,” he told WTOP.
Crews already started distributing part of the recipe for successful snow removal: putting layers of brine on D.C. roadways.
The brine, Crispino explained, “is the beet juice and salt mixture that goes down first.”
Then, after the storm begins to approach the region, “We’ll switch over to salting just to get another layer down. And then once snowfall starts, and it hits a certain level of snow, we’ll go to all plowing,” he said.
Crispino said the District appears to be on a “five-year cycle” of massive storms.
“When you’re starting to get up over a foot of snow, it becomes a little bit difficult because we run out of places in the District to put the snow that we plow,” he said.
In order to make the snow removal process smoother, Crispino said there are things that residents can do.
“If an emergency declaration is declared by the mayor’s office, we would ask that residents who live on snow-clearing routes, they move their vehicles well in advance of our operations,” he said.
“We want to be able to push the snow from curb to curb so that we can get the entire roadway open for our fire, EMS and other essential services as quickly as possible.”
Crispino said the weather outlook — with continued frigid temperatures — also complicates matters.
“I would just ask residents to be patient with us, because there will be cascading effects,” he said.
He noted many trash collection routes include alleyways: “Those are harder to clear. I am taking precautions this time around where we are contracting smaller plows to try to hit the areas of alleyways that have trash routes so that we can get collections back to normal.”

Virginia Gov. Abigail Spanberger declared a state of emergency in advance of the winter storm, allowing the Commonwealth to prepare for any impacts.
“Our top priority is the safety of every Virginian. State agencies are mobilized, and we are working closely with local governments and utility partners,” Spanberger said in a news release.
“Everyone should stay informed, avoid travel when possible, and take precautions to protect themselves and their families as this storm moves through our Commonwealth.”
She also told residents to prepare for days without power, or the ability to leave their neighborhoods.

A number of 911 calls were received just before 4 p.m. for a fire at Maximum Auto Body, in the 43900-block of Commerce Ave., according to the Bay District Volunteer Fire Department.
It said some of the callers described hearing explosions and seeing flames and heavy black smoke rising from the area.
First responders learned that the fire involved a rack of stacked vehicles, along with “gas or fuel sources” possibly contributing to the fire’s intensity, the fire department said.
Fire departments, including Hollywood, Solomons and the Naval District Washington, coordinated to bring the fire under control, along with junk yard employees who assisted firefighters by operating heavy machinery to separate the burning vehicles and extinguish the flames.

Four people are facing murder charges in Prince George’s County, Maryland, for the killing of a D.C. teenager who was reported missing for months.
A release issued Saturday by the Prince George’s County Police identified three of the suspects — all D.C. natives — as Jose Merlos-Majano, 18, Alan Josai Garcia-Padilla, 21, and William Cuellar Gutierrez, 19.
The fourth suspect was only identified as a 17-year-old from Hyattsville, Maryland.
The teenager at the center of the homicide case is Jefferson Amaya-Ayala, 14, who was last seen in the District on Aug. 2, 2025, according to the National Center for Missing and Exploited Children.
It wasn’t until Nov. 3 that investigators with the D.C. police and the FBI Cross Border Task Force found Amaya-Ayala’s remains in College Park, Maryland, during a search of the Indian Creek Stream Valley Park, police said.
Preliminary findings, according to police, suggest Amaya-Ayala was “lured to the park and murdered” the same day he was last seen in D.C. It’s believed he knew at least one of the suspects.
While the killing is also thought to be gang-related, investigators have not yet pinpointed a motive, police said.
Two of the suspects, Merlos-Majano and Garcia-Padilla, are awaiting extradition to Prince George’s County from D.C. and Alexandria, Virginia, respectively. Both Cuellar Gutierrez and the Hyattsville teen are already in custody at the Prince George’s County Department of Corrections.

A Montgomery County firefighter helped a local woman pregnant with twins deliver a baby girl Friday morning while parked on the side of I-270 in Rockville after she and her husband were unable to get to the hospital in time, Montgomery County Fire and Rescue Service (MCFRS) spokesperson David Pazos told Bethesda Today.
Around 7 a.m., the county’s emergency communication center received a call from the woman’s husband reporting that his wife was giving birth in their car, Pazos said. The husband and wife had pulled over on the southbound shoulder of I-270 near the Falls Road exit ramp.
Pazos said several firetrucks and an ambulance responded and one firefighter assisted the mother with the birth of a healthy baby girl.
With outdoor temperatures hovering around 20 degrees, first responders immediately placed the newborn and mother in an ambulance to warm up and receive additional care before heading to the hospital, Pazos said.
Kilmar Abrego Garcia, the Maryland man who was mistakenly deported to his native El Salvador in March of last year, will learn next month whether the federal government might re-detain him.

Maryland federal Judge Paula Xinis says she will rule by Feb. 12 whether the removal order granted a year ago was a final one. If she determines it was, the government could take him back into custody.
In the meantime, Abrego Garcia, 30, is spending time with his American wife, Jennifer, and other family members in Maryland. He was released from an Immigration and Customs Enforcement facility just before Christmas, according to his attorney Simon Sandoval-Moshenberg.
“For him the homecoming was incredibly emotional,” said Sandoval-Moshenberg. “This is a person who spent nearly all of 2025 in a jail or detention center.”
Abrego Garcia immigrated illegally from El Salvador to the United States as a teenager, and had since been living and working in Maryland.
He was first detained in March 2025 and then mistakenly deported to El Salvador, despite an order mandating that he not be sent there for safety reasons.
The government then returned him in June, only to subsequently take him back into custody and charge him with human trafficking in Tennessee. Abrego Garcia denies those charges; a trial for those charges was delayed pending the resolution of his deportation status.
The Donald Trump administration has named a number of places Abrego Garcia could be deported, including several nations in Africa. His preference would be to be deported to Costa Rica, where he would not be in fear of being re-deported to El Salvador.
Costa Rica has already agreed to grant Abrego Garcia legal refugee status.
“It’s been the U.S. government that’s keeping him in this country,” said Sandoval-Moshenberg. “Our argument isn’t that he can’t be deported; our argument is that he must be deported. But he must be deported to Costa Rica because that’s the country that’s offered him safety.”
The Trump administration has insisted, without proof, that Abrego Garcia is a violent gang member. He has said he has never been a member of MS-13 or any other criminal gang.

A confirmed case of measles was reported in a person who traveled last week through Maryland while infectious, state health officials announced Sunday.

However, the agency said anyone who may have been near the following public areas may have been exposed:
Amtrak Northeast Regional train from Philadelphia’s 30th Street Station to D.C.’s Union Station from 9 p.m. to 11:30 p.m. on Jan. 7.
Amtrak’s BWI Marshall Airport shuttle bus to and from the BWI Marshall train station and the drop-off points outside of the lower level of the airport from 10:45 p.m. on Jan. 7 to 1:30 a.m. on Jan. 8.
BWI Marshall Airport parking shuttle bus to and from the lower levels outside of the BWI Marshall Airport and the airport’s long-term parking lots from 11 p.m. on Jan. 7 to 2 a.m. on Jan. 8.
State health officials said people who were not in these locations at the times specified were not exposed to the infectious person while they were in Maryland.
MDH also said there were no exposures identified inside the terminals of the BWI Marshall Airport.
The agency said additional exposures sites occurred in other states, and that information related to those exposures will be provided by those states.
In a separate statement, the Virginia Department of Health also flagged the Alexander T. Augusta Military Medical Center Emergency Department and Executive Medicine Suite in Fort Belvoir as a potential exposure site.
Officials said anyone who traveled to the site Friday, from 9:30 a.m. to 3 p.m. and 10 p.m. to midnight, may have been exposed.
VDH described the patient as a “preschool-age child” who had “recently traveled internationally.” The department said the incident marks the state’s second measles of the year.
What to do if you’ve been exposed
If you think you’ve been exposed, MDH suggests finding out if you’ve been vaccinated for measles or have had it before. If you’ve gotten two doses of a measles vaccine, or were born before 1957, you are generally considered protected.
If you’re not sure if you’ve been immunized, check your status by calling your health care provider or requesting records through the My Immunization Record online portal.
Now, if you’re not fully vaccinated or otherwise immune to measles and you might have been exposed, contact your health care provider or your local health department to discuss the best next steps.
MDH said exposed individuals need to monitor for any early signs of measles for 21 days after the initial potential exposure. Symptoms can range from runny nose, cough, red and watery eyes, and a fever exceeding 101 degrees.
If symptoms develop, the health agency stresses individuals must stay home, and to avoid public spaces. Individuals should contact a health care facility before arriving to any care centers.
Democratic Rep. Steny Hoyer of Maryland will not seek reelection next year, a source familiar with his plans confirmed to CBS News — ending a career in Congress that stretches back to the early 1980s and included decades in Democratic leadership.
Hoyer plans to formally announce his retirement in a speech on the House floor Thursday morning, the source said.
Hoyer confirmed his planned retirement in an interview with The Washington Post, saying he “did not want to be one of those members who clearly stayed, outstayed his or her ability to do the job.”
The 86-year-old lawmaker has represented Maryland since 1981, covering a House district that stretches from the eastern suburbs of Washington, D.C., to southern Maryland and the Chesapeake Bay.
For two decades, Hoyer was the House Democratic caucus’s second-in-command, behind House Speaker Emerita Nancy Pelosi of California. He served as House majority leader for a total of eight years, including the first two years of the Obama and Biden administrations, when he played a role in the lower chamber’s passage of legislation like the Obama-era Affordable Care Act and the Biden-era Inflation Reduction Act.
He was also vocal during the first impeachment of President Trump in 2019.
Hoyer and Pelosi both stepped away from Democratic leadership after the 2022 midterms, with Pelosi saying she wanted to clear the way for a “new generation.”
Hoyer has been active in politics since 1966, when he was elected to the Maryland state Senate at the age of 27, according to his official biography. He was elected to the U.S. House 15 years later, and began taking on roles in Democratic leadership in the late 1980s.
At certain points, Pelosi and Hoyer were seen as rivals vying for the speakership — a role that only Pelosi ended up securing. But the two have lauded each other in recent years.
