    The Biden administration has intensified its focus on tracing cryptocurrency payments that some of the most dangerous Mexican drug cartels use to buy fentanyl ingredients from Chinese chemical companies, the latest step in a renewed attempt to crack down on the multibillion-dollar fentanyl trade that kills thousands of Americans each year.

    The use of digital currency has exploded among fentanyl traffickers, with transactions for fentanyl ingredients surging 450% in the last year through April, according to data from private crypto-tracking analysis firm Elliptic.

    Federal agents are doing everything they can to catch up. While US diplomats have made fentanyl a point of emphasis in high-level talks with Mexican and Chinese counterparts, behind the scenes, a multi-agency effort is underway to keep pace with the rapidly changing nature of how fentanyl is financed and trafficked into the US. The work goes beyond the cartels to include tracking dark-web forums where Americans buy fentanyl.

    Current and former law enforcement officials from across the federal government described to CNN the digital-first tactics the administration is developing to disrupt the fentanyl trade.

    The Drug Enforcement Agency is investing in crypto-tracing software and identifying the cartels’ most sophisticated money launderers. The IRS has its most tech-savvy agents tracing payments on dark web forums. And a Department of Homeland Security investigations unit is leading a team of forensic specialists to pore over digital clues from stash houses near the Mexican border.

    Federal agents have been tracking the cartels’ finances and supply routes for years, but DHS, in particular, has ramped up its surveillance efforts in recent weeks, multiple US officials told CNN.

    There have been some notable busts recently, including nearly five tons of fentanyl seized this spring along the border. But there is still a lot of work left to do, officials caution, and the impact of the current surge may not be felt for months down the road.

    Agents have focused on the activities of two Mexican cartels, Sinaloa and Jalisco New Generation Cartel (CJNG), which officials say account for the majority of fentanyl on US streets. Sinaloa Cartel, in particular, has developed sophisticated crypto operations to finance its fentanyl business.

    “We’re dealing with a Fortune 50 company, which is what the Sinaloa Cartel is,” a US official with knowledge of the matter told CNN. “This isn’t some random dude with a duffel bag” selling fentanyl in daylight.

    Cryptocurrency has enhanced cartels’ ability to smuggle fentanyl into the US by allowing them to move vast sums of money instantaneously across a decentralized, digital banking system – all without having to deal with actual banks.

    “The speed the criminals can muster, it’s very hard for law enforcement to keep up,” said one top DEA official, who spoke to CNN on condition of anonymity to describe the agency’s counter-narcotics work.

    Cash is still king for the cartels and often preferred for local operations. But the expanded use of digital currency at both the supply and demand ends of the drug trade has made some traditional law enforcement methods obsolete. For example, drug dealers might hold fewer in-person meetings to hand over cash, reducing the opportunities for stakeouts by federal agents, said Jarod Koopman, head of the IRS’s Cyber and Forensics Services division.

    Cryptocurrency “eliminates the potential for hand-to-hand transactions,” said Koopman, whose team focuses on illicit financial flows, including dark-web purchases that are multiple steps removed from when the cartels get the drugs over the US border. “So now it’s … in a different world where some of the contacts might be online and we’re trying to facilitate or do transactions in a different manner.”

    But digital money also leaves a trail that investigators can follow.

    Federal agents have found cryptocurrency addresses written down on scraps of paper at stash houses in Arizona, Scott Brown, special agent in charge for Homeland Security Investigations (HSI) in that state, told CNN.

    In another case, DHS agents monitored a cartel-connected crypto account for over a year until it sent $200,000 to an accountant they were using to launder money, Brown said. After the accountant used the money to buy property in the US, federal agents are working to seize the property, he said.

    A “significant portion” of fentanyl is sold over the dark web and paid for in cryptocurrency, Brown said, adding: “That is a vulnerability that we can attack much like we attack the money movements in a traditional narcotics investigation.”

    Most of the fentanyl that enters the US comes from ingredients made in China that are then pressed into pills – or packed in powder – and smuggled in from Mexico by drug cartels, according to the DEA.

    A US indictment unsealed in June illustrates the scope of the problem. Just one Chinese chemical company allegedly shipped more than 440 pounds of fentanyl to undercover DEA agents in exchange for payment in cryptocurrency. It was enough drugs to kill 25 million Americans, according to prosecutors.

    The two cartels, Sinaloa and CJNG, have used their control of the fentanyl trade to develop sophisticated money-laundering techniques that exploit cryptocurrency, according to US officials.

    “We’ve identified people in the cartels that specialize in cryptocurrency movements,” the senior DEA official told CNN, describing longstanding efforts to surveil both the cartels.

    The Sinaloa Cartel has made hundreds of millions of dollars from the fentanyl trade, according to the Justice Department. Run by the sons of imprisoned drug lord Joaquín “El Chapo” Guzmán, the cartel has allegedly used airplanes, submarines, fishing boats and tractor trailers to transport fentanyl chemicals and other drugs. Four of the “Chapitos,” as Guzmán’s sons are known, are under indictment in the US for fentanyl trafficking, money laundering and weapons charges.

    With their father in jail, the younger generation of Sinaloa leaders is making more of an effort to cover their tracks and avoid law enforcement scrutiny, including by using cryptocurrency, the senior DEA official told CNN.

    In one case, the Sinaloa Cartel laundered more than $869,000 using cryptocurrency between August 2022 and February 2023, according to a US indictment unsealed in April. But that was likely just a fraction of the Sinaloa money laundered during that time, based on the huge profits the cartel has made in recent years.

    The scheme involved two of the cartel’s top money launderers directing US-based couriers to pick up cash from fentanyl traffickers and deposit the money to cryptocurrency accounts controlled by the cartel, the indictment said.

    “Not every seizure is going to get you to Chapo Guzman,” said Brown, the DHS official in Arizona. “It’s certainly more impactful when we can go after the people that are behind the production of the drugs, behind the production of the precursors, behind the movement of the money, behind running the transportation cells.”

    That’s why Brown and his colleagues are trying to make the most of a huge series of fentanyl busts in Arizona and California this spring, when agents seized nearly five tons of the deadly drug, worth over $100 million.

    Evidence was quickly shipped to a forensics lab in Northern Virginia, where DHS analysts hunted for digital clues – things like a common cell phone number called by drug runners near border towns or, better yet, a cryptocurrency account connected to one of the Mexican cartels, according to Brown.

    Based in Phoenix, Brown’s office oversees a recently announced federal task force that aims to thwart drug sales online by infiltrating dark-web forums and tracking crypto payments. The goal is to find “another vulnerability [in] the larger cartel infrastructure” that agents can attack, he said.

    The cartels “are very willing to invest in technology,” Brown said. “That’s one of the things that we need to be equally willing to do.”

    Crypto-based transactions can be traced publicly, giving US officials a much clearer picture of the Mexican cartels’ reliance on Chinese chemical companies to produce fentanyl.

    The Chinese government banned the sale of fentanyl in 2019. But Chinese chemical companies have since shifted to making fentanyl ingredients instead of the finished product, according to US officials and outside experts.

    A recent CNN investigation dug into the activities of US-sanctioned Chinese chemical companies that advertise fentanyl ingredients. When one sanctioned company shut down, another company launched, and told CNN it purchased the sanctioned company’s email, phone number and Facebook page to “attract internet traffic.”

    While the amount of fentanyl directly mailed to the US from China fell dramatically following the 2019 Chinese ban, according to a Brookings Institution study, US officials say Chinese companies are still producing and exporting large quantities of fentanyl ingredients.

    Chinese companies selling ingredients to make fentanyl have received cryptocurrency payments worth tens of millions of dollars over the last five years, enough to potentially produce billions of dollars’ worth of fentanyl sold in the US and other markets, according to research from crypto-tracking firms.

    One of the firms, London-based Elliptic, found 100 China-based chemical companies touting fentanyl, fentanyl ingredients or equipment to make the drugs that accepted payments in cryptocurrency.

    Elliptic didn’t identify any cartel-controlled crypto accounts that sent money to the Chinese companies. That could be due to the cartels’ use of middlemen to buy ingredients and the fact that fentanyl traffickers in Europe also buy from the Chinese companies, according to US officials and cryptocurrency experts interviewed by CNN

    But that data is still only a partial picture of the problem. The Chinese chemicals industry is worth over a trillion dollars, according to some estimates, and comprises tens of thousands of companies, most of them doing legitimate business.

    “It’s impossible to know how many of [those companies] are actually sending chemicals over” to the US that can be used to make fentanyl, a former DEA agent who worked in Mexico told CNN. The former agent spoke on the condition of anonymity because they were not authorized to speak to the media.

    Barring more cooperation from the Chinese government on the issue, which US officials say has been limited, the Biden administration has sanctioned and secured federal indictments against several Chinese companies allegedly involved in the production of fentanyl. Federal agents, meanwhile, follow the money and look for opportunities to seize it.

    “You can at least try to pinch off the financial flow to [the Chinese companies] and then … follow that money trail to whether it’s the Mexican cartels or if it’s in Guatemala or other places, for the actual supply,” Koopman told CNN.

    Cryptocurrency has also allowed cartels to diversify the way they move money around the world. The cartels have a network of money launderers in dozens of countries, from Thailand to Colombia, the senior DEA official said.

    These money launderers, known as “spinners,” might receive drug money in one type of cryptocurrency and convert it to another to try to obscure the source of the funds.

    “They might take Bitcoin and then buy Ethereum with it, and then send the Ethereum to the cartel members,” the senior DEA official said, referring to different types of cryptocurrencies. “The cartels have insulated themselves so they’re not receiving the cryptocurrency directly.”

    The cartels also use “mixing” services, or publicly available cryptocurrency tools, to try to obscure the source of their digital money, the DEA official said. That process is also favored by North Korean hackers who launder stolen cryptocurrency to support Pyongyang’s weapons program, CNN investigations have found.

    The volatility of cryptocurrency means the cartels often quickly look to convert their crypto to cash by moving it through a series of virtual currencies, the senior DEA official told CNN.

    But there are moments in the laundering process where federal agents can strike. A cryptocurrency exchange serving a customer in Mexico might be headquartered in the US, allowing federal agents to issue a subpoena and potentially seize money.

    For Brown, the DHS agent in Arizona, the issue is personal: one of his employees had a family member who died of a fentanyl overdose after buying the drug online , he said.

    “My people are burned out, and yet they come to work and work exceedingly hard every day,” Brown told CNN.

    But he’s optimistic when the subject turns to high-tech methods to hunt the cartels.

    “Are they as anonymous as they think they are? Absolutely … not.”

    Japan’s plan to release treated radioactive water into the ocean is safe and there is no better option to deal with the massive buildup of wastewater collected since the 2011 Fukushima nuclear disaster, the head of the United Nations’ nuclear watchdog told CNN.

    Japan will release the wastewater sometime this summer, a controversial move 12 years after the Fukushima nuclear plant meltdown. Japanese authorities and the IAEA have insisted the plan follows international safety standards – the water will first be treated to remove the most harmful pollutants, and be released gradually over many years in highly diluted quantities.

    But public anxiety remains high, including in nearby countries like South Korea, China and the Pacific Islands, which have voiced concern about potential harm to the environment or people’s health. On Friday, Chinese customs officials announced they would ban food imports from ten Japanese prefectures including Fukushima, and strengthen inspections to monitor for “radioactive substances, to ensure the safety of Japanese food imports to China.”

    Speaking in an interview during a visit to Tokyo Friday, International Atomic Energy Agency (IAEA) Director General Rafael Grossi said that while fears over the plan reflect a “very logical sense of uncertainty” that must be taken seriously, he is “completely convinced of the sound basis of our conclusions.”

    “We have been looking at this basic policy for more than two years. We have been assessing it against … the most stringent standards that exist,” he said. “And we are quite certain of what we are saying, and the scheme we have proposed.”

    Grossi told CNN he had met with Japanese fishing groups, local mayors and other communities affected by the 2011 disaster – and whose livelihoods may be hurt by the release – to listen to those concerns.

    “My disposition … is one of listening, and explaining in a way that addresses all these concerns they have,” he said.

    “When one visits Fukushima, it is quite impressive, I will even say ominous, to look at all these tanks, more than a million tons of water that contains radionuclides – imagining that this is going to be discharged into the ocean. So all sorts of fears kick in, and one has to take them seriously, to address and to explain.

    “This is why I’m here, to listen to all those who in good faith have questions and criticism and question marks, and to address them.”

    On Tuesday, Grossi formally presented the IAEA’s safety review to Japanese Prime Minister Fumio Kishida. The report found the wastewater release plan will have a “negligible” impact on people and the environment, adding that it was an “independent and transparent review,” not a recommendation or endorsement.

    IAEA approves plan for Fukushima’s wastewater

    Japanese authorities have said the release is necessary because they are running out of room to contain the contaminated water – and the move will allow the full decommissioning of the Fukushima plant.

    The 2011 disaster caused the plant’s reactor cores to overheat and contaminate water within the facility with highly radioactive material. Since then, new water has been pumped in to cool fuel debris in the reactors. At the same time, ground and rainwater have leaked in, creating more radioactive wastewater that now needs to be stored and treated.

    That wastewater now measures 1.32 million metric tons – enough to fill more than 500 Olympic-sized swimming pools.

    Japan has previously said there were “no other options” as space runs out – a sentiment Grossi echoed on Friday. When asked whether there were better alternatives to dispose of the wastewater, the IAEA chief answered succinctly: “No.”

    It’s not that there are no other methods, he added – Japan had considered five total options, including hydrogen release, underground burial and vapor release, which would have seen wastewater boiled and released into the atmosphere.

    But several of these options are “considered industrially immature,” said Grossi. For instance, vapor release can be more difficult to control due to environmental factors like wind and rain, which could bring the waste back to earth, he said. That left a controlled release of water into the sea – which, Japanese officials and some scientists point out, is frequently done at nuclear plants around the world, including those in the United States.

    The IAEA will also remain on site for years to come, with a new permanent office set up in Fukushima to help monitor progress.

    “We have the benefit of science,” Grossi said. “Either you have a certain radionuclide in a water sample or you don’t have it … it’s a measurable thing. We have the science, we have the laboratories … to ensure the credibility and the transparency of the process.”

    But some critics have cast doubt on the IAEA’s findings, with China recently arguing that the group’s assessment “is not proof of the legality and legitimacy” of the wastewater release.

    Many countries have openly opposed the plan; Chinese officials have warned that it could cause “unpredictable harm,” and accused Japan of treating the ocean as a “sewer.” The Secretary General of the Pacific Islands Forum, an inter-governmental group of Pacific island nations that includes Australia and New Zealand, also published an op-ed in January voicing “grave concerns,” saying more data was needed.

    And in South Korea, residents have taken to the streets to protest the plan. Many shoppers have stockpiled salt and seafood for fear these products will be contaminated once the wastewater is released – even though Seoul has already banned imports of seafood and food items from the Fukushima region.

    International scientists have also expressed concern to CNN that there is insufficient evidence of long-term safety, arguing that the release could cause tritium – a radioactive hydrogen isotope that cannot be removed from the wastewater – to gradually build up in marine ecosystems and food chains, a process called bioaccumulation.

    While Grossi said he takes these objections seriously, he added that he “cannot exclude” the possibility some are driven more by politics than science.

    “We understand that there is a political environment … which is tense. Geopolitical divisions are very, very strong these days so we cannot exclude these things,” he said.

    Grossi also denied media reports that the IAEA had shared a draft of its final report with the Japanese government ahead of its publication. “It’s absurd,” he said. “This is the DNA of the IAEA – to be the nuclear watchdog for nuclear operations, the nuclear watchdog for nuclear safety and security. When we come to a conclusion, it is our independent conclusion.”

    And more broadly, the future of nuclear as an alternative energy source relies on the success of the Fukushima release, he said. Though there has been heightened public alarm toward nuclear plants recently – for instance, regarding the Russian-occupied Zaporizhzhia plant in Ukraine – “the problem there is war, the problem is not nuclear energy,” Grossi said.

    “If there was one lesson that came clearly after the Fukushima accident, it’s that the nuclear safety standards should be observed to the letter,” he added. “If you do that, the probability of having what happened in Fukushima is extremely low.”

    A man from California who ran a multimillion-dollar fraud scheme where he claimed to turn cow manure into green energy has been sentenced to over six years in prison, the US attorney’s office for the Eastern District of California announced this week.

    Ray Brewer, 66, stole over $8.7 million from investors, court records from between March 2014 and December 2019 showed.

    Brewer’s scam involved convincing investors he could build anaerobic digesters – large machines that create methane through microorganisms breaking down biodegradable material – on dairies in several California and Idaho counties, the US attorney’s office said in a news release. This methane can “then be sold on the open market as green energy,” the release stated.

    Brewer’s investors were meant to receive tax incentives and 66% of all net profits as part of the scheme, authorities said.

    Brewer gave the investors tours of the dairies where he claimed he’d build the digester machines and “sent them forged lease agreements with the dairy owners,” according to the US attorney’s office release.

    “He also sent the investors altered agreements with banks that made it appear as though he had obtained millions of dollars in loans to build the digesters,” the release said.

    Wanting to appear as though he had secured revenue streams, Brewer also sent investors forged contracts with multinational companies, authorities said, and showed them fake photos of the digesters under construction.

    After receiving investors’ funds, authorities said he transferred the money to bank accounts opened in the names of an alias, his relatives and different entities.

    In some cases, Brewer offered refunds that came from “newly received money from other investors who had not authorized Brewer to use their money in this way,” the US attorney’s office said.

    Brewer assumed a new identity and relocated to Montana after his investors became aware of his fraud, authorities said.

    When he was arrested, Brewer attempted to trick authorities by telling him they had the wrong person.

    He also told officers stories about being in the Navy and “how he once saved several soldiers during a fire by blocking the flames with his body so that they could escape” – tales he later admitted were lies “meant to curry favor with law enforcement,” the news release stated.

    Some of Brewer’s purchases with the stolen money included two plots of land of 10 or more acres, a custom 3,700 square-foot home and new pickup trucks, according to authorities.

    A newly released Defense Department inspector general investigation found that a former senior Pentagon leader berated and belittled subordinates, cursed at them, made some employees cry, and generally created a toxic work environment.

    Michael Cutrone served as the principal deputy and acting assistant secretary of defense for international security affairs from May 2020 to January 2021 when he resigned. The Defense Department inspector general said in the new report released Wednesday that Cutrone repeatedly harassed subordinates and created an “intimidating, hostile, and offensive work environment.”

    “Subordinates with decades of experience in the DoD described Mr. Cutrone as the most toxic boss they ever worked for and someone who poisoned self-confidence, created divisions, and was loathed and despised by his workforce,” the IG report said.

    Cutrone was installed at the Pentagon by then-President Donald Trump in an effort to put more officials into the department who the Washington Post described as having an “undisputed allegiance” to the president, citing officials.

    The IG said in its report that while Cutrone often “did not deny his conduct,” he told investigators he could not recall the specific instances mentioned by witnesses. He acknowledged to investigators that he fell short in some regards despite his intentions to be a positive leader.

    The report also found that Cutrone consumed alcohol in the Pentagon without written authorization, which he said was done occasionally after office hours and was a misunderstanding of policy.

    CNN has not been able to reach Cutrone for comment about the report.

    Cutrone was provided tentative conclusions of the report by the IG in January this year and told investigators that he did not agree that he had failed to treat subordinates with dignity and respect, and that he had created a hostile work environment.

    “Mr. Cutrone attributed his disagreements to his belief that the DoD IG failed ‘to understand and consider the appropriate context of the [ASD(ISA)] working environment,’ and the time that it took to complete the investigation,” the report said.

    Complaints about Cutrone began rolling in on December 15, 2020, according to the IG report, when the DoD Hotline received an anonymous complaint that he “made two employees cry” and “berated and yelled at his employees.” Two days later, two other anonymous complaints that said Cutrone “verbally abused” his employees were referred to the IG to investigate.

    Cutrone resigned from his position in January 2021, before the IG began its investigation in February 2021.

    The IG ultimately interviewed 31 witnesses who worked with Cutrone; of those 31, four people used “positive terms” to describe his leadership like “hard working,” “ambitious,” “charismatic,” and “energetic.”

    All 31 witnesses, however, including the four that used positive terms, described his leadership style negatively, using terms like “combative,” “bully,” “overly abrasive,” and “unprofessional.”

    Witnesses said that Cutrone ignored Covid-19 mitigation policies in the Pentagon, regularly disregarding a policy that required masks in the building and telling subordinates they didn’t need to social distance. One witness said that Cutrone would “remove his mask to show them how mad he was,” the IG report said.

    Witnesses also told the IG that Cutrone “started a culture of gossip,” asking staff about other employees and was “publicly denigrating” of those who worked for him in front of their coworkers. People told investigators they felt “miserable and depressed all the time,” were facing “abuse every day” that “exhausted” them and found that they were bending themselves “in knots trying to determine the formulation of language that will not in some way raise the ire of [M]r. Cutrone.”

    Presented with comments from employees about the impact of his leadership, Cutrone told investigators he “tried to build a strong team” and “tried to do good by people.”

    “I always tried to just be a strong collegial team member … and I’m sorry that I ever made people feel on edge and uncertain about what kind of engagement they were going to get,” he said.

    A train derailment in southwestern Wisconsin on Thursday sent two derailed containers into the Mississippi River, and at least one crew member received medical attention, according to the train’s operator.

    The train derailed around 12:15 p.m. local time near the village of De Soto, and all crew members have since been accounted for, according to BNSF Railway.

    At least a dozen train cars were off the tracks, according to video that witness Caitlin Nolan shot. Other images on social media, along with the video Nolan shot, show some of the train cars in the river.

    BNSF personnel were headed to the scene, and the cause of the incident is under investigation, the railway said.

    The train was carrying hazardous materials, according to Marc Myhre, a Crawford County emergency management specialist. But none of hazardous materials, believed to be batteries, were in the train cars that went into the river, Myhre said.

    BNSF said some of the containers that derailed but stayed onshore and didn’t enter the water contained paint and lithium-ion batteries. But neither of the two containers that went into the river contained hazardous materials, BNSF said.

    “It was reported to us that there were hazardous materials on the train itself, but it is not believed to be a concern to the public or the responders at this time as those cars were contained,” Myhre said during a news conference.

    The units that derailed were two of the train’s three locomotives and “an unknown number of cars carrying freight of all kinds,” BNSF said.

    The main track was blocked in both directions after the incident, and an estimated time for reopening the track wasn’t available, BNSF said.

    Heavy rain has recently brought parts of the Mississippi River to near flood stage, but the railroad tracks at the site of the derailment were above water, Myhre said.

    National Transportation Safety Board Chair Jennifer Homendy told CNN the agency is gathering information about the derailment. The agency said it has not yet verified whether hazardous materials were on the train.

    US Rep. Derrick Van Orden, who represents the area, said his office was coordinating with state officials, BNSF and the Federal Emergency Management Agency to “get answers on what occurred.”

    The congressman’s staff was traveling to the site of the derailment and will “continue to monitor the situation and determine next steps,” his statement reads.

    Nolan was on her way to college at around noon central time when she saw the derailed train, she told CNN in an interview.

    “I didn’t see a fire or smell anything but witnessed multiple cars in the water on both sides of the tracks,” she told CNN. “There hadn’t been any emergency help until after I had passed by,” she said.

    Residents and business owners in parts of Monmouth County, New Jersey, have been warned of potentially hazardous materials at a nearby former industrial site after firefighters found leaking containers and materials on fire at the location.

    The US Environmental Protection Agency has started overseeing the sampling and removal of around 200 to 300 chemical drums and containers found at the former manufacturing facility in Howell Township, it said in an April community update. It is not yet clear what type of chemicals the drums and containers hold, the EPA said.

    EPA spokesperson Stephen McBay told CNN Sunday there is “no immediate need for evacuations” as the agency actively conducts cleanup at the site.

    The cleanup comes after a local fire department discovered materials burning inside an old metal structure at the site on February 9, the EPA said. Firefighters found numerous drums and smelled a chemical odor before putting out the fire and called in other agencies for support in addressing potentially hazardous materials.

    In March, the EPA said the New Jersey Department of Environmental Protection assessed the site and found roughly “200 to 300 55-gallon drums and containers, many of which were either bulging, rusting, denting, or leaking.”

    The department then asked for assistance from the EPA, which said it found “breaches in the front fence of the property and no fence securing any other side of the property.” The EPA also observed containers that were leaking and labeled as hazardous materials, it said.

    The site is the former location of Compounders Inc., which manufactured chemical compounds, including glues, adhesives, and asphalt materials, according to the EPA. Compounders operated until 2019. The current owner – who has not been publicly identified – purchased the business in 2021.

    When asked by CNN if criminal charges are pending over the disposal of potentially hazardous material at the site, the EPA’s McBay said the agency “does not provide information on ongoing or potentially ongoing enforcement actions.”

    Resident and business owners within a mile of the site were sent a letter on March 30 from the Howell Township Office of Emergency Management, warning of potential hazardous materials at the site. In addition to the large number of drums found, the letter said authorities also found “spilled materials on the ground and open drums, as well as solid waste.”

    The letter included links to Howell Township’s website, with community updates on the EPA’s work at the site. On March 9, advice was posted for evacuation routes around the 15 Marl Road site to be used in case of an emergency event, such as a fire.

    Residents at a community meeting on March 21 were told the evacuation plan was created “out of an abundance of caution.”

    There are at least three schools and two child care centers in the area, according to an April community update.

    The letter from the township’s Office of Emergency Management added, “We estimate the risk of a release of any potential hazardous material to be very low. After all drums are removed from the property, an investigation will be ongoing with the State NJDEP and EPA to determine what, if any, impacts have occurred to groundwater, soil or surface water.”

    The EPA has placed 24/7 security on the property and said it has installed a perimeter fence “to ensure there is no illegal trespassing on or around the site.”

    It all seems so daunting: plastics in the ocean, dying coral reefs, entire species being wiped out – but don’t click away in despair!

    There really are things everyone can do to help make the ocean cleaner and keep our environment healthier.

    Here are some easy (or mostly easy) life changes that have a big impact on our environment.

    Whenever you eat fish, make sure you choose a sustainable variety that isn’t endangered.

    The Monterey Bay Aquarium’s “Seafood Watch” program has online guides detailing which fish are your best bets. All of these directories, broken up by region, can be downloaded into a printable pocket guide – so if you’re a seafood lover, it’s a handy resource to keep nearby.

    The most consumed seafoods in the US are shrimp, salmon and tuna. If those are among your go-to choices, some more environmentally responsible options to look for include shrimp from the US or Canada; salmon caught in the US Pacific or Canada; and canned tuna labeled “pole-caught,” “pole-and-line-caught,” or “troll-caught.”

    How your fish is caught is important. You want to make sure you’re not consuming fish caught in nets that are notorious for trapping “bycatch” – turtles, seabirds and whales often get caught in those lines and die.

    And since whales do an excellent job trapping planet-warming carbon emissions – even better than trees – keeping them in the ocean helps us all.

    This is a big one…and one of the worst problems facing the ocean, landfills and even our bodies!

    Jennifer Savage of Surfrider Foundation suggests supporting businesses that avoid single-use plastics.

    If your favorite restaurant still uses plastics, she tells diners to refuse the plastic forks and gently suggest the management move to a more sustainable takeaway option (like bamboo utensils and paper containers and straws) or – even better – go with washable plates and cutlery.

    “It saves money, too. If they’re spending all this money buying single-use plastic, a small investment in a dishwasher and reusable cutlery will save money in the long run.”

    Also, she says, consumers are realizing they prefer the less-disposable options.

    “People love it, people are so much happier. Think about how much better it feels to have a meal with metal utensils and a real plate.”

    As consumers begin to worry about things like microplastics making their way into their bodies, this is a “no-brainer” for restaurants, she says.

    “They found plastic in our bodies…people don’t want to eat off plastic plates with plastic utensils.”

    Surfrider Foundation even has a helpful online guide, highlighting ocean-friendly restaurants.

    It’s important to realize that most plastic doesn’t get recycled, according to Savage. She says the US rate of plastic recycling is only about 5% to 6%.

    The number system on the bottom of plastic items are not a guarantee they will be recycled. Things marked 1 and 2 — and on rare occasion, 5 — are your best bets, experts told CNN, depending on what your municipality can handle.

    “Things that have a number on them … that’s just a fallacy. That stuff just gets sorted out and put into the landfill,” Savage says. Ditto for that “chasing arrow” symbol you see on the bottom of many plastic containers, she says. Most of it still isn’t recyclable.

    Some states, including California, are starting to crack down on that misleading labeling and aren’t allowing the symbol to appear on plastic that isn’t recyclable.

    So whenever you can: skip single-use plastic and Styrofoam. Support businesses that are part of the solution. And talk to your representatives about phasing it out.

    Picking up trash on the beach won’t solve the problem on its own, but it is really important, says Savage.

    “At that moment in time, you’re going to have a cleaner beach. You will have less plastic in your environment. Cleaning it up and leaving it better than you found it makes you feel good.”

    And that “feeling good” often leads to activism. “Next thing you know, they’re going to city council meetings, contacting their representatives.”

    Another bonus of participating in a beach clean-up? It allows organizations to gather data about the most common items that end up as beach litter.

    “In California, you don’t see as many single-use plastic bags, so you don’t see them [on the beach as often] anymore. It helps people to see what the biggest problems are. Whether it’s plastic chip bags, or cigarette butts, or whatever.”

She spent years formulating skin products for other companies before striking out on her own to create a mineral sunscreen business. Her inspiration? Seeing a group of snorkelers surrounded by a circle of oily film on the water, formed by the chemical sunscreens they had slathered on. She was horrified, knowing the chemicals were deadly for coral and many fish.

“There are so many things that impact our waters. Something that we use on our bodies should not be one of them. Period,” says Blum. “That’s an easy piece that we can change to make a positive impact.”

Blum says recent chemical sunscreen bans are already making a difference in places like Hawaii, with reefs coming back to life. She’s also encouraged by efforts to renew coral reefs via coral planting.

There’s still no mutually agreed-upon term to describe what’s “reef-safe,” so what you really need to do is avoid certain ingredients that are known to be harmful, Blum says.

Avoid microbeads

Blum also encourages consumers to make sure they don’t buy products that contain microbeads.

After you wash them off your face or body, those microbeads go down the drain, pass right through your local wastewater plant, and dump into the ocean. From there, they can be eaten by fish.

Humans then eat the fish that have eaten the microbeads…and that’s another way we end up with microplastics in our bodies.

Avoid face wash with plastic microbeads.

Shark-friendly moisturizer

Many new moisturizers are touting “squalane” as their new miracle ingredient.

“Squalane is considered a bio-mimic ingredient, which means your body recognizes it,” Blum tells CNN.

It is a common ingredient in sunscreens, cosmetics, and high-end skin products. “The unfortunate thing about squalane is that it’s frequently obtained from shark livers,” says Blum.

Many species of sharks are facing extinction, and several of those species are considered “critically endangered.”

Plant-based squalanes work just as well as shark-based ones, Blum says. So when reading your ingredient label, make sure it says “vegan squalane” or “plant-based squalane.” Otherwise, advises Blum, assume it comes from sharks.

Vera Meyer, a scientist at the Berlin Institute of Biotechnology, holds a vessel made of scale sponge. The institute hopes to produce clothing, packaging and building material from fungal cultures.

Now for the good news: Materials are being developed that could revolutionize all our packaging, Blum says.

Mycelium, made from mushrooms, performs a lot like current plastics.

Meanwhile, researchers at Yale have discovered a separate fungus with tantalizing abilities to break down polyurethane. It will be awhile, Blum says, but “really cool” technology based on plastic-eating mushrooms could be in our future.

“It’s not commercial-ready, but it’s on the horizon,” she says.

So forget “The Last of Us.” The mushrooms may save us all.

    A fire burning at a recycling plant in Richmond, Indiana, is mostly out, but hundreds remain evacuated from their homes as crews monitor the air for chemicals and collect potentially harmful debris from neighboring schools and homes, officials said Saturday.

    Richmond residents who live within a half a mile radius of the recycling plant – about 2,000 of Richmond’s 35,000 residents – have been under a mandatory evacuation order since Tuesday, when the massive inferno exploded at the plastic-filled recycling plant in Richmond, sending thick, black smoke over the area.

    When they can return home will mainly depend on whether it’s safe to breathe the air in their community. Officials had warned that the smoke the fire spawned was “definitely toxic,” forcing the closure of Richmond public schools for days as the US Environmental Protection Agency performed air sampling and monitoring tests in the area.

    An announcement was initially expected Saturday on when evacuation orders could be lifted, but Richmond city officials later said that no determination had been made. “We have another meeting in the morning to determine the best time to lift the evacuation order,” Mayor Dave Snow said Saturday evening.

    “Unfortunately, we are unable to provide an exact time when evacuation orders will be lifted. As air monitoring results come back from lab testing and they can be analyzed by our health experts, we are hoping to be able to allow residents to return to their homes,” Wayne County Emergency Management Agency officials said Saturday.

    Those downwind from the fire were asked to continue to shelter in place “if they feel they are in danger or find themselves in a smoke plume,” emergency officials said.

    More meetings and data analysis are needed before the evacuation order can be lifted, Richmond Fire Chief Tim Brown told CNN Saturday.

    As for the blaze itself, Brown said firefighters have knocked down 98-99% of the fire at the recycling plant as of Saturday.

    “Right now, there is no plume, there is no product being off-gassed from the fire itself,” Brown told CNN. “What we have coming off of it is mainly a white smoke or some steam. We have no plume. We have a slight wind, which is kind of pushing things out.”

    Inside the facility, there are hot spots and occasional small fires that will continue to smolder for days and produce smoke, soot or the smell of burnt plastic, emergency officials said.

    In the meantime, work is underway to clear debris scattered in the community from the toxic fire.

    Some samples of debris from the area tested positive for asbestos containing materials, Wayne County emergency officials said, citing preliminary tests by the EPA.

    “Because all debris has the potential to contain asbestos, it is important that a trained professional remove all materials suspected to be from the fire,” emergency officials said, asking residents to not disturb or touch any debris they find on their property.

    Asbestos is a naturally occurring, but very toxic, substance that was once widely used for insulation. When inhaled or ingested, asbestos fibers can become trapped in the body, and may eventually cause genetic damage to the body’s cells. Exposure may also cause mesothelioma, a rare and aggressive form of cancer.

    Crews in protective gear began collecting debris from three schools near the fire site on Saturday, including three in Richmond and one school in Ohio.

    Officials said that schools impacted with debris will be cleared first, and then contractors will begin to deploy drones to search rooftops for additional debris, according to the post.

    “After school grounds are cleared, these contractors will begin removing debris from residential properties, parks and/or public areas, and businesses,” city officials say in the post.

    The county said the EPA is bringing in federal contractors to assist with the proper cleanup and removal of visible debris in both Indiana and Ohio.

    A primary health concern to residents is particulate matter, which could cause respiratory problems if inhaled, Christine Stinson, who heads the Wayne County Health Department, previously said.

    At the fire zone’s center, the chemicals hydrogen cyanide, benzene, chlorine, carbon monoxide and volatile organic compounds, or VOCs, were detected, the EPA said Friday. They were not detected outside the evacuation zone, the agency said.

    Potentially harmful VOCs also were found in six air samples, the agency said, without saying where the samples were taken.

    Particulate matter also was found inside and outside the half-mile evacuation zone, as expected, the agency said.

    Additionally, one of two air samples taken a little more than a mile from the fire site detected chrysotile asbestos in debris, an EPA official said Thursday. Also called white asbestos, chrysotile asbestos can cause cancer and is used in products from cement to plastics to textiles.

    As for water quality, testing downstream of the fire site is underway and officials say they have “not found anything of immediate alarm, including any sign of fish kills.”

    Crews did find some ash and loose plastic debris, “but weir booms have been installed and are successfully capturing this material. Likewise, Indiana American Water has also been closely monitoring the drinking water and has reported no unusual readings or results from testing,” Wayne County emergency officials said.

    The cause of the fire remains under investigation and likely won’t be known for weeks, officials said. But local leaders have shared concerns since at least 2019 that the facility had hazards and building code violations, records show.

    The mayor has accused the plant’s owner of ignoring a city order to clean up the property, saying the plant was a fire hazard.

    CNN has sought comment from the plant’s owner, Seth Smith. The attorney who previously represented Smith in a related lawsuit declined to comment.

    The train cars that derailed near a village in central Maine Saturday and caused a large fire were not carrying hazardous materials, officials said, adding there was no threat to public safety.

    Officials say the derailed fright train cars were carrying lumber and wiring. Other carts were carrying hazardous materials but were unaffected by the derailment and the fire, a spokesperson for the Canadian Pacific Kansas City rail network said. Officials said the derailment likely was caused by a washout of ice and debris on the tracks.

    The Rockwood Fire and Rescue Department said the train derailed north of Rockwood, a village in Somerset County that borders Moosehead Lake – the largest body of fresh water in the state.

    Officials at the scene assessed the derailment and said the “hazardous materials are not at risk of leaking and are not at risk of catching fire,” Maine Department of Agriculture, Conservation and Forestry spokesperson Jim Britt said in a statement.

    Three railroad employees suffered non-life-threatening injuries in the derailment and are being treated at a nearby hospital, Britt added.

    The derailment happened around 8:30 a.m. ET when the train came across a track washout in a rural wooded area, the rail network’s spokesperson C. Doniele Carlson said in a statement.

    It wasn’t immediately clear which freight train carrier was operating the train Saturday.

    “An early assessment indicates that the derailment may have been caused by a build-up of melting ice and debris that washed out part of the railroad track,” according to the Maine Forest Service.

    The three locomotive engines and six rail cars that derailed were carrying lumber and electrical wiring and caught fire causing a small forest fire, according to the Maine Forest Service. The fire is now contained and being monitored by local emergency first responders, the service said.

    Maine Governor Janet Mills tweeted she was briefed on the train derailment and stated her office “will continue to closely monitor the situation” but that there was “no threat to public health or safety.”

    The rail network, which was inaugurated Friday, combines railways from Canada and the US to create “the first single-line railway connecting Canada, the U.S., and Mexico,” according to a press release.

    “CPKC is the only railway connecting North America and has unrivaled port access on coasts around the continent, from Vancouver to Atlantic Canada to the Gulf of Mexico to Lázaro Cárdenas on Mexico’s Pacific coast,” the press release states.

    Germany’s final three nuclear power plants close their doors on Saturday, marking the end of the country’s nuclear era that has spanned more than six decades.

    Nuclear power has long been contentious in Germany.

    There are those who want to end reliance on a technology they view as unsustainable, dangerous and a distraction from speeding up renewable energy.

    But for others, closing down nuclear plants is short-sighted. They see it as turning off the tap on a reliable source of low-carbon energy at a time when drastic cuts to planet-heating pollution are needed.

    Even as these debates rumble on, and despite last-minute calls to keep the plants online amid an energy crisis, the German government has been steadfast.

    “The position of the German government is clear: nuclear power is not green. Nor is it sustainable,” Steffi Lemke, Germany’s Federal Minister for the Environment and Consumer Protection and a Green Party member, told CNN.

    “We are embarking on a new era of energy production,” she said.

    The closure of the three plants – Emsland, Isar 2 and Neckarwestheim – represents the culmination of a plan set in motion more than 20 years ago. But its roots are even older.

    In the 1970s, a strong anti-nuclear movement in Germany emerged. Disparate groups came together to protest new power plants, concerned about the risks posed by the technology and, for some, the link to nuclear weapons. The movement gave birth to the Green Party, which is now part of the governing coalition.

    Nuclear accidents fueled the opposition: The partial meltdown of the Three Mile Island nuclear power plant in Pennsylvania in 1979 and the 1986 catastrophe at Chernobyl that created a cloud of radioactive waste which reached parts of Germany.

    In 2000, the German government pledged to phase out nuclear power and start shutting down plants. But when a new government came to power in 2009, it seemed – briefly – as if nuclear would get a reprieve as a bridging technology to help the country move to renewable energy.

    Then Fukushima happened.

    In March 2011, an earthquake and tsunami caused three reactors of the Fukushima Daiichi power plant to melt down. For many in Germany, Japan’s worst nuclear disaster was confirmation “that assurances that a nuclear accident of a large scale can’t happen are not credible,” Miranda Schreurs, professor of environment and climate policy at the Technical University of Munich, told CNN.

    Three days later then-Chancellor Angela Merkel – a physicist who was previously pro-nuclear – made a speech called it an “inconceivable catastrophe for Japan” and a “turning point” for the world. She announced Germany would accelerate a nuclear phase-out, with older plants shuttered immediately.

    Russia’s invasion of Ukraine, however, provided another plot twist.

    Fearful of its energy security without Russian gas, the German government delayed its plan to close the final three plants in December 2022. Some urged a rethink.

    But the government declined, agreeing to keep them running only until April 15.

    For those in the anti-nuclear movement, it’s a moment of victory.

    “It is a great achievement for millions of people who have been protesting nuclear in Germany and worldwide for decades,” Paul-Marie Manière, a spokesperson for Greenpeace, told CNN.

    For critics of Germany’s policy, however, it’s irrational to turn off a low-carbon source of energy as the impacts of the climate crisis intensify.

    “We need to keep existing, safe nuclear reactors operating while simultaneously ramping up renewables as fast as possible,” Leah Stokes, a professor of climate and energy policy at the University of California, Santa Barbara, told CNN.

    The big risk, she said, is that fossil fuels fill the energy gap left by nuclear. Reductions in Germany’s nuclear energy since Fukushima have been primarily offset by increases in coal, according to research published last year.

    Germany plans to replace the roughly 6% of electricity generated by the three nuclear plants with renewables, but also gas and coal.

    More than 30% of Germany’s energy comes from coal, the dirtiest of the fossil fuels – and the government has made controversial decisions to turn to coal to help with energy security.

    In January, protestors including Greta Thunberg converged on the west German village of Lützerath in an unsuccessful attempt to stop it being demolished to mine the coal underneath it.

    “Building new coal capacity is the opposite of what we need,” said Stokes. Fossil fuels are a climate problem, but they’re also a health risk, she pointed out. Air pollution from fossil fuels is responsible for 8.7 million deaths a year, according to a recent analysis.

    Veronika Grimm, one of Germany’s leading economists, told CNN that keeping nuclear power plants running for longer would have allowed Germany more time “to electrify extensively,” especially as renewable energy growth “remains sluggish.”

    But supporters of the nuclear shutdown argue it will ultimately hasten the end of fossil fuels.

    Germany has pledged to close its last coal-fired power station no later than 2038, with a 2030 deadline in some areas. It’s aiming for 80% of electricity to come from renewables by the end of this decade.

    While more coal was added in the months following Fukushima, Schreurs said, nuclear shutdowns have seen a big push on clean energy. “That urgency and demand can be what it takes to push forward on the growth of renewables,” she said.

    Representatives for Germany’s renewable energy industry said the shutdown will open the door for more investment into clean energy.

    “Germany’s phase-out of nuclear power is a historic event and an overdue step in energy terms,” Simone Peter, president of the German Renewable Energy Federation (BEE), told CNN. “It is high time that we leave the nuclear age behind and consistently organize the renewable age.”

    The impacts of nuclear power shouldn’t be overlooked either, Schreurs said, pointing to the carbon pollution created by uranium mining as well as the risk of health complications for miners. Plus, it creates a dependency on Russia, which supplies uranium for nuclear plants, she added.

    Nuclear has also shown itself to have vulnerabilities to the climate crisis. France was forced to reduce nuclear power generation last year as the rivers used to cool reactors became too hot during Europe’s blistering heatwave.

    The Gorleben nuclear waste storage facility, an interim storage facility for spent fuel elements and high-level radioactive waste.

    Now Germany must work out what do with the deadly, high-level radioactive waste, which can remain dangerous for hundreds of thousands of years.

    Currently, the nuclear waste is kept in interim storage next to the nuclear plants being decommissioned. But the search is on to find a permanent location where the waste can be stored safely for a million years.

    The site needs to be deep – hundreds of meters underground. Only certain types of rock will do: Crystalline granite, rock salt or clay rock. It must be geologically stable with no risks of earthquakes or signs of underground rivers.

    The process is likely to be fraught, complex and breathtakingly long – potentially lasting more than 100 years.

    BGE, the Federal Company for Radioactive Waste Disposal, estimates a final site won’t be chosen until between 2046 and 2064. After that, it will take decades more to build the repository, fill it with the waste and seal it.

    Plenty of other countries are treading paths similar to Germany’s. Denmark passed a resolution in the 1980s not to construct nuclear power plants, Switzerland voted in 2017 to phase out nuclear power, Italy closed its last reactors in 1990 and Austria’s one nuclear plant has never been used.

    But, in the context of the war in Ukraine, soaring energy prices and pressure to reduce carbon pollution, others still want nuclear in the mix.

    The UK, in the process of building a nuclear power plant, said in its recent climate strategy that energy nuclear power has a “crucial” role in “creating secure, affordable and clean energy.”

    France, which gets about 70% of its power from nuclear, is planning six new reactors, and Finland opened a new nuclear plant last year. Even Japan, still dealing with the aftermath of Fukushima, is considering restarting reactors.

    The US, the world’s biggest nuclear power, is also investing in nuclear energy and, in March, started up a new nuclear reactor, Vogtle 3 in Georgia – the first in years.

    But experts suggest this doesn’t mark the start of a nuclear ramp up. Vogtle 3 came online six years late and at a cost of $30 billion, twice the initial budget.

    It encapsulates the big problem that afflicts the whole nuclear industry: making the economics add up. New plants are expensive and can take more than a decade to build. “Even the countries that are talking pro-nuclear are having big trouble developing nuclear power,” Schreurs said.

    Many nuclear power plants in Europe, the US and elsewhere are aging – plants have an operating life of around 40 to 60 years. As Germany puts an end to its nuclear era, it’s coming up to crunch time for others, Schreurs said.

    Tupperware, an iconic brand that’s woven into the fabric of post World War II America, signaled this week that it could be on its last gasp.

    Known the world over for its plastic food storage containers and its sales parties, Florida-based Tupperware warned that the company was running out of cash and needed additional money – soon – to say in operation.

    In some ways, the 77-year-old brand is still a titan: It’s, literally, a household name, and its vivid juice- and fruit-colored products are for sale in nearly 70 countries. It pulled in annual sales of $1.3 billion in 2021. But that’s down 18.7% from a year ago.

    Last October, in a massive shift in its business model, Tupperware rolled out its containers in brighter hues of red, purple and green onto Target shelves nationwide.

    But it may be too little, too late.

    Experts say this is what happens when a once-pioneering brand, beloved by families through generations, is unable to adapt to an evolving marketplace, brutal competition and attitudes and needs of younger consumers.

    “Tupperware was a disruptor in the market and in households nationwide when its plastic storage containers launched in 1946,” said Venkatesh Shankar, professor of marketing and ecommerce at Texas A&M University’s Mays Business School.

    “The company also had tremendous cultural impact. The famous neighborhood house parties where Tupperware products were sold by the host to her family and friends was a new way of marketing, combining socializing with direct sales.”

    But while the company reaped the benefits of its innovative approach for years, it ultimately couldn’t keep pace with changing times.

    History has shown, said Shankar, that nostalgia usually isn’t enough to sustain legacy brands.

    Whether or not Tupperware survives as a business, its rich history will likely endure, said William Keep, professor of marketing at the College of New Jersey School of Business.

    “I’ve been married for 50 years and we still have and use our Tupperware from when we married. Tupperware was something people gave as gifts at weddings and baby showers,” said Keep. “Clearly its a brand that focused on two things, quality and for much of its history, women.”

    Tupperware is named after Earl Tupper, a chemist in the 1940s who created lightweight, non-breakable plastic containers inspired by the seal-tight design of paint cans. The purpose was to help families save money on costly food waste in the post-war era.

    The most significant aspect of the invention was a first-of-its-kind “burping seal.” The older models of Tupperware containers would make a burp-like sound when air was let out from under the lid before it was firmly pressed and closed for an air-tight lock.

    But Tupperware products didn’t sell well in stores when they launched, according to the company, because consumers weren’t sure how to use the (back then) white and off-white containers.

    That conundrum led to an idea to demonstrate the product, which then evolved into the famous Tupperware house parties.

    The practice dove-tailed brilliantly with the rise of post-war suburbia: women had bigger homes, bigger kitchens, more money to spend, more children to feed and more responsibilities to keep house.

    Into that climate came Tupperware. Its first milky-white plastic product, the “Wonder Bowl,” cost 39 cents, according to Smithsonian Magazine; the museum has a huge Tupperware collection. Over the years, tangerine orange, baby blue and pink and kiwi green products followed.

    Tupperware parties became popular social and marketing events in the 1950s and 60s.

    The parties were much more than just a show-and-tell, said Bob Kealing, a Tupperware scholar and author of two books on the brand.

    These were glamorous affairs, akin to an afternoon tea party, where women dressed up because the parties were a feminized, soft-sell approach to selling plastic products.

    “Women wore beautiful dresses, heels, gloves. They wanted to present an upscale version of themselves because these were also events where women were recruited into the Tupperware sales force,” he said. The parties gained traction also because they were one of the few socially acceptable ways for women to make money at the time.

    Tupperware products were the centerpiece of the event, carefully stacked and presented to be shown off. “The parties were designed to be fun social gatherings,” including games and prizes, he said, and the most successful Tupperware saleswomen were sometimes rewarded with diamond rings.

    While Tupperware wasn’t the first to pioneer the direct sales model, it did scale it up in size and opportunity for women, said Tracey Deutsch, associate professor, department of history of history at University of Minnesota College of Liberal Arts.

    Tupperware’s success, said Deutsch also coincided with the expansion of suburbs across the country.

    “Not only did women need the space to hold the Tupperware parties but also space in the kitchen to store these containers,” she said. “And it was also dependent on a certain level of household well-being. You needed to have enough food to require these storage containers.”

    Brownie Wise was perhaps the most famous Tupperware hostess of them all. Wise, a divorced single mother living in Florida, held her own Tupperware parties in the 1940s and 50s and became a budding entrepreneur. Tupper himself took notice.

    He eventually hired Wise as his vice president of marketing, an unprecedented role for women back then.

    Kealing, author of “”Life of the Party: The Remarkable Story of How Brownie Wise Built, and Lost, a Tupperware Part Empire,” said Wise became the face of the brand and was very good at it.

    “It was great marketing and the media ate it up,” he said. But she was ultimately fired by Tupper in 1957. “Tupper… saw how the brand was becoming more about her,” said Kealing.

    Traditionally, parties were the only way you could buy Tupperware. Over time, the parties became ubiquitous both in suburban and city dwellings. As the company grew, its fleet of hostesses ballooned into a global direct sales force of nearly 3 million in 2019.

    More recently, the brand was on a quest to grab the attention of Millennials and Gen Zers and become as relevant in their everyday lives as it was for their grandmas and moms.

    That meant shedding the throwback to its “Mad Men” era image, and positioning Tupperware products as buzz-worthy, higher quality and more durable than rivals, high-utility and with an environmentally-friendly purpose.

    Tupperware had to go beyond parties or sales on its own website and the brief and limited pilot programs it had tried with retailers HomeGoods, Bed Bath and Beyond, plus an earlier pilot attempt at Target itself.

    Tupperware rolled its products into Target stores nationwide in 2022, marking a significant shift in the company's decades-long direct sales strategy.

    The shift in strategy came too late. “We’ve seen this happen with Toys ‘R’ Us, Twinkie, most recently Bed Bath & Beyond,” said Shankar.

    Tupperware, he said, is facing a perfect storm of stiff competition from other brands – Rubbermaid, Glad, Pyrex, Oxo and Ziploc – selling similar products or even disposable versions for less, lack of interest from younger shoppers and lack of exciting new products and strategies to sell them.

    “Millennials, and Gen Zers especially probably aren’t aware of its iconic status and really don’t have a reason to give it another chance,” said Shankar.

    “In my mind, the company made two critical errors,” said Keep, professor of marketing at the College of New Jersey School of Business.

    “With product, it lost ground to competitors”, said Keep. “Tupperware also consciously didn’t walk away from direct selling even as these multilevel marketing strategies stagnated in the 80s and 90s. When it was clear that model was no longer working, the company should have given up on direct sales and sold through retailers.”

    Bankruptcy could be a path forward for Tupperware, said John Talbott, Director at the Center for Education and Research in Retail at Indiana University’s Kelley School of Business.

    “The most valuable thing Tupperware owns is its brand. Like Blockbuster, the Tupperware brand will never go away,” he said. “I suspect it could file for bankruptcy and if there is a buyer for it, Target would be a great option to revive the brand with new designs and a new marketing plan.”

    After firefighters spent two days battling an inferno fueled by plastics in eastern Indiana, the fire has been fully extinguished, officials said.

    “We’re now able to turn our attention to collecting air and water samples to determine when the evacuation order can be lifted,” Richmond Mayor Dave Smith told CNN Thursday night.

    But the blaze at a Richmond recycling plant reignited old frustrations over safety hazards at the facility and sparked new fears among residents about the future of their health.

    About 2,000 people living within a half-mile radius of the plant were still under evacuation orders Thursday, two days after the fire started. And for the second straight day, Richmond public schools were closed.

    “If you are downwind of the area, stay inside, close your windows, and turn off air conditioning,” Richmond city officials warned.

    The fire was 90% out as of Thursday afternoon, Richmond Fire Department Chief Tim Brown said at a news conference.

    The US Environmental Protection Agency had not detected any toxic compounds as of Wednesday morning. But the state fire marshal has already said the smoke plumes were “definitely toxic.”

    Due to very little wind, “residents may notice that the smoke from the fire has settled more in and around the city and in areas that had not previously had issues,” the Wayne County Emergency Management Agency said Thursday morning.

    The EPA has been monitoring air quality at 15 locations around the site for the possibility of toxic chemicals from the incinerated plastics.

    The billowing black smoke stirred memories of the recent toxic train wreck in East Palestine, Ohio. High levels of some chemicals from that disaster could pose long-term risks, researchers have said.

    Corey McConnell’s family fled their home in the evacuation zone Tuesday night. He could already smell fumes and saw exhausted firefighters battling the blaze.

    “It’s really unbelievable,” McConnell told CNN. “Makes me worry about the health of my family, not just today but in the future as well. Who knows how long this could be in the air for?”

    Resident Wendy Snyder evacuated to a Red Cross emergency shelter but briefly returned home to grab a few belongings, she told CNN affiliate WHIO. That’s when she noticed the stench of burning plastic.

    “There is a stink in the air when you go outside on our porch,” Snyder said. “In fact, it burned my throat because (we) weren’t wearing a mask.”

    The primary health concern to residents is particulate matter – fine particles found in smoke – that could cause respiratory problems if inhaled, said Christine Stinson, executive director of the Wayne County Health Department.

    N95 masks could protect against the particles, but people should leave an area if they see or smell smoke or experience symptoms, Stinson said.

    Due to the age of the building, asbestos – a naturally occurring but very toxic substance once widely used for insulation – is another possible concern. The EPA was evaluating the area, including school grounds, for potential fire debris that might contain asbestos, it said Wednesday night.

    And while the EPA’s air quality tests had found no signs of toxic chemicals such as styrene or benzene as of mid-Wednesday morning, testing continues as more smoke settles.

    Such chemicals could increase the risk of cancer if someone is exposed to a high concentration for a prolonged period of time, said Richard Peltier, associate professor of environmental health sciences at the University of Massachusetts-Amherst.

    “We know that it is very common that a large range of chemicals are formed whenever plastic materials are burned, including styrene, benzene, and a wide number of polyaromatic hydrocarbons – all of these are strong carcinogens, and it’s important for people to avoid exposures,” Peltier said.

    Short-term exposure could also cause symptoms, such as dizziness, nausea, coughing, headache and fatigue. “Asthma is regularly triggered by these types of complicated exposures so if you have asthma, it’s really important to be extra careful,” Peltier said.

    It’s not clear when evacuated residents will be allowed to return home, Richmond officials said. Fire officials expect the smoldering site to burn for several days.

    While it’s not yet clear what sparked the recycling plant inferno, local leaders have shared concerns since at least 2019 that the facility was riddled with fire hazards and building code violations, records show.

    “We knew it wasn’t a matter of if, it was a matter of when this was going to happen,” the fire chief said.

    In 2019, the city’s Unsafe Building Commission found that the “cumulative effect of the code violations present” rendered “the premises unsafe, substandard, or a danger to the health and safety on the public,” according to meeting minutes obtained by CNN.

    During a commission hearing, the plant’s owner, Seth Smith, admitted one of the buildings on the property had no fire extinguishing system, the records show. CNN has reached out to Smith, and the attorney who previously represented him in a related lawsuit declined to comment.

    Richmond officials “were aware that what was operating here was a fire hazard,” Mayor Dave Snow said Wednesday, accusing the plant’s owner of ignoring a city order to clean up the property.

    The fire began in a semitrailer loaded with plastics, then spread to surrounding piles of recyclables before eventually reaching the building, which was “completely full from floor to ceiling and from wall to wall,” Brown, fire chief, said. When firefighters arrived, he said, they had difficulty reaching the buildings because access roads were blocked by piles of plastic.

    “Everything that’s ensued here – the fire, the damages, the risk that our first responders have taken and the risk these citizens are under – are the responsibility of that negligent business owner,” Snow said.

    After Smith was ordered by the city building commission to repair or demolish and vacate his properties in 2019, the plant owner and his company petitioned a court to review the order.

    An Indiana circuit court judge ruled in favor of the city in March 2020. The court found in part Smith’s properties “constitute a fire hazard; are a hazard to public health; constitute a nuisance; and are dangerous to people or property because of violations of statute and City Ordinance concerning building condition and maintenance.”

    The city last year seized two of the three land parcels the recycling plant sits on after Smith failed to pay property taxes.

    It’s unclear what steps the city took to remedy the site since the seizure and whether it took any steps before 2022 to enforce its orders requiring Smith to repair or demolish and vacate the properties.

    Smith was contacted by an investigator Tuesday night, the mayor said.

    While firefighters try to snuff out the blaze, they face another challenge: trying not to destroy potential evidence that might help determine the cause, Brown said.

    Officials probably won’t be able to identify the cause of the blaze until after the fire is extinguished and investigators can safely enter the plant, the state fire marshal’s office said.

    Any legal liability against the plant owner will be handled after the cleanup process, City Attorney Andrew J. Sickmann said at a Thursday news conference.

    “Whether or not there can be potential criminal liability would be a question for law enforcement and prosecutors,” Sickmann said.

    The only operation running out of the building before the fire was moving materials out and shipping them overseas as ordered by officials, Sickmann said.

    “It’s his mess, it’s been shown again and again it’s his mess,” Snow, the mayor, said of the owner. “Everything that’s ensued here remains his responsibility.”

    Snow added that they are tracking all costs of the incident in case of potential litigation.

    More than three years before a large blaze at an eastern Indiana recycling plant began spewing toxic smoke and prompting evacuations, potential fire hazards at the facility had been detailed at a meeting with local leaders.

    A September 2019 hearing by the city of Richmond’s Unsafe Building Commission outlined significant code violations at the recycling plant in Richmond, according to meeting minutes obtained by CNN.

    At the 2019 meeting, Seth Smith, the owner of the recycling plant, admitted conditions at the plant had gotten “out of control,” and that one of the buildings at the site had no fire extinguishing system, claiming that an auction company selling the land destroyed the fire system before he took control of it.

    “I took a review of what was there and what it would take to do it and basically, no fixing that (fire sprinkler) system,” Smith said, according to the minutes.

    Richmond’s deputy fire chief, Doug Gardner, noted at the hearing there was an “excessive amount of plastic materials stored in and around the building,” and that “many of the stacks are unstable and several have fallen over.”

    Aaron Jordan, the city’s building commissioner, said that inside the recycling plant building, “there are boxes stacked up all the way to the ceiling.”

    He also noted that some of the materials were too close to the property line, which was a fire hazard.

    “If it would catch on fire it would catch the building next to it on fire,” Jordan said, according to the minutes. “It needs to be 10 feet away from the lot line.”

    Inspections at the site also found widespread roof leaks and structural issues with its buildings.

    The National Oceanic and Atmospheric Administration also conducted an “air plume study” of the properties at Gardner’s request to determine the density of the particles in the air in the event that a fire was to occur. The study “caused concerns for possible evacuations of the area,” records show.

    CNN reached out to NOAA and the city of Richmond for a copy of that study but did not receive a response.

    This week’s raging fire at the plant has forced evacuation orders for thousands of people since it started Tuesday, while many wonder what the impacts of the thick, toxic smoke may be on their health and community.

    Among the burning items were plastics, which can give off a “host of different chemicals” when they’re on fire, Indiana State Fire Marshal Steve Jones said.

    The smoke rising from the site, Jones said Tuesday, is “definitely toxic.”

    In the 2019 meeting minutes, Smith, the plant owner, made comments committing to cleaning up the site.

    After the building commission granted a one-month continuance to explore a plan of action, it reconvened in October 2019 and issued formal findings of fact that the properties were unsafe.

    The commission found that the “cumulative effect of the code violations present” rendered “the premises unsafe, substandard, or a danger to the health and safety on the public,” records show.

    The panel also ordered Smith to either repair or demolish and vacate the properties in the next 60 days. The next week, Smith and his company petitioned a court to review the commission’s orders deeming his properties unsafe.

    In March 2020, an Indiana circuit court judge ruled in favor of the city, affirming the commission’s decisions requiring Smith to fix conditions at his sites. The court found the evidence “clearly established” that Smith’s properties “are unsafe to people and property; constitute a fire hazard; are a hazard to public health; constitute a nuisance; and are dangerous to people or property because of violations of statute and City Ordinance concerning building condition and maintenance.”

    CNN reached out to Smith for comment but did not receive a response. The attorney that previously represented Smith in the lawsuit declined to comment.

    “As you might imagine, cleaning up these sites is a significant undertaking,” city attorney AJ Sickmann told CNN. “The city was devoting available resources to abate the problems, but unfortunately the fire began before complete remediation could occur.”

    Details about how this week’s fire started weren’t immediately available. The mayor said the fire department initially responded to reports of a structure fire. Firefighters arrived to see a semitrailer behind a building engulfed in flames, and it spread to other piles of plastics around the trailer and eventually to the building, according to Brown, the fire chief.

    “Our access was very hampered by the rubbish and the piles of plastic that were surrounding the complex,” Snow, the mayor, said. “Yesterday we only had one way in to the entire structure. Today we’re going to use excavators to gain access and to get to the deeper seeds of the fire.”

    Residents in the German city of Hamburg have been warned of heavy smoke and possible toxins in the air after a major fire broke out at a warehouse.

    Video circulating on social media shows the warehouse engulfed in flames early Sunday morning, with smoke billowing into the sky.

    “Smoke gases and chemical components in the air caused by a warehouse fire can affect breathing. The cloud of smoke is moving towards the city center!” an alert from the Hamburg fire department said.

    Some 140 people have been evacuated, a police spokesperson said, according to Reuters.

    According to local news outlet NDR, local residents have been instructed to close their windows and doors.

    “The inner city of Hamburg has gone completely dark,” a fire department spokesperson said, as quoted by the outlet.

    It is not clear yet what caused the fire.

    Germany’s national railway company, Deutsche Bahn, said trains between Hamburg and the nearby town of Büchen have been suspended due to the incident.

    Trains between Hamburg and Berlin are also facing delays of up to 90 minutes.

    A barge carrying methanol has been removed from the Ohio River after being stuck for more than a week.

    The barge was one of two that became stuck against the McAlpine Dam near Louisville, Kentucky, on April 28 after they broke loose from a vessel on the river.

    Methanol was pumped from the barge Friday. When enough was transferred out, crews safely pulled the barge off the structure, according to a news release from Louisville Metro Emergency Services.

    “At no time during the recovery operations has there been any indication that the stranded tank barge’s cargo holds are compromised or that any methanol was release into the environment,” the release says.

    Tests since the incident have found no sign of methanol in air or water, officials said.

    Methanol is a highly flammable alcoholic chemical compound. It is considered an alternative fuel under the Energy Policy Act of 1992, according to the US Department of Energy. Methanol was used in the 1990s as a transportation fuel but is no longer developed for that purpose, the department said.

    Crews will continue to free the remaining barge stuck on the dam. It is carrying corn.

    The US Justice Department filed a civil lawsuit against Norfolk Southern Thursday, alleging violations of the Clean Water Act (CWA) and seeking damages over the train derailment and subsequent environmental disaster in East Palestine, Ohio, in February.

    The Norfolk Southern Railway Company and parent company Norfolk Southern Corporation are both named in the suit, court records show. The DOJ filed the lawsuit on behalf of the Environmental Protection Agency.

    The DOJ says the lawsuit seeks “injunctive relief, cost recovery, and civil penalties” for violations of the CWA, including discharges of pollutants and hazardous materials into waters, and under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

    Norfolk Southern says its focus is on making “progress every day cleaning up the site, assisting residents whose lives were impacted by the derailment, and investing in the future of East Palestine and the surrounding areas,” according to a statement sent to CNN from the company’s spokesperson, Connor Spielmaker, on Friday.

    “We are working with urgency, at the direction of the US EPA, and making daily progress,” the statement said. “That remains our focus and we’ll keep working until we make it right.”

    On February 3, a Norfolk Southern train derailed, igniting a dayslong inferno, spewing poisonous fumes into the air, killing thousands of fish and leaving residents to wonder if it was safe to live in East Palestine, Ohio.

    The fiery derailment prompted fears of a catastrophic explosion of vinyl chloride – a highly flammable chemical linked to an increased risk of cancer. After a mandatory evacuation order, crews released vinyl chloride into a trench and burned it off – averting an explosion but spawning new health concerns.

    Officials said tests showed that the air and municipal water were safe and allowed residents to return home, but some have reported a variety of new health problems including rashes, nausea, bloody noses and trouble breathing.

    While studying the possible health impacts from the train derailment, seven US government investigators also briefly fell ill in early March, the US Centers for Disease Control and Prevention confirmed to CNN on Thursday.

    “Symptoms resolved for most team members later the same afternoon, and everyone resumed work on survey data collection within 24 hours. Impacted team members have not reported ongoing health effects,” a CDC spokesperson said in a statement.

    The train operator Norfolk Southern must handle and pay for all necessary cleanup, according to the Environmental Protection Agency. The company has sent some hazardous waste out of state – fueling more questions about safety.

    The DOJ isn’t the only one filing a lawsuit against the railroad. The state of Ohio also filed a 58-count federal lawsuit against the rail company on March 14, saying Norfolk Southern violated numerous state, federal and Ohio common laws and violated the state’s CERCLA act.

    Norfolk Southern has set up a new web page that summarizes community impact efforts. Spielmaker said it “provides a 7-day look ahead and is updated daily and outlines Norfolk Southern’s continued environmental remediation efforts in concert with state and federal authorities.”

    “When a Norfolk Southern train derailed last month in East Palestine, Ohio, it released toxins into the air, soil, and water, endangering the health and safety of people in surrounding communities,” Attorney General Merrick B. Garland said in a statement. “With this complaint, the Justice Department and the EPA are acting to pursue justice for the residents of East Palestine and ensure that Norfolk Southern carries the financial burden for the harm it has caused and continues to inflict on the community.”

    The Justice Department, citing annual company reports, alleges in the suit Norfolk Southern both increased operating income and dropped operating costs over the past four years, including making “reductions in spending to repair, service, and maintain locomotives and freight cars, perform train inspections, and pay engine crews and train crews.” The suit also alleges that these measures are a “focus” of the compensation of the company’s executives.

    The lawsuit claims when the train derailed and cars carrying hazardous materials were breached, the dispersion and subsequent combustion of those materials released toxic chemicals into the “air, soil, groundwater, and waterways.”

    The DOJ says seven local waterways including the Ohio River were contaminated as a result.

    The Ohio Department of Natural Resources reported “thousands of aquatic animals were killed in the five-mile span of waterway from the Site” to the confluence of two creeks the DOJ described as contaminated, the lawsuit says.

    DOJ is asking for $64,618 per day, per violation of the CWA and $55,808 per day or $2,232 per barrel of oil or unit of hazardous substance, per violation of the CWA – but it was not immediately clear from the suit how many days the DOJ considered the violation to be applicable.

    They’re also seeking a declaration of liability against the company for response costs; a mandated increase in safety precautions by Norfolk Southern when transporting hazardous materials; and for the railroad to “remedy, mitigate, and offset” the environmental damage and public health issues that have arisen as a result of the derailment, court documents show.

    In early March, Norfolk Southern CEO Alan Shaw told a US Senate hearing that the company would “clean the site safely, thoroughly, and with urgency.”

    The City of Philadelphia says it is now confident tap water from the Baxter Drinking Water Treatment Plant will remain safe to drink until at least 11:59 p.m. Monday following a chemical spill in the Delaware River.

    At a news conference late Sunday afternoon, city officials said they had not found any contamination in Philadelphia’s water supply and there would be no disruptions to schools or city services on Monday.

    “There has not been any contamination in the Philadelphia water system,” Mike Carroll, the city’s deputy managing director for transportation, infrastructure and sustainability, told reporters.

    “We have enough water to sustain a safe use for drinking, cooking – all purposes – through till at least 11:59 p.m., Monday, March 27,” Carroll said. “The potential for contamination is diminishing over time.”

    The Philadelphia Police Department and Pennsylvania Department of Environmental Protection had also conducted a flyover across the Delaware River and saw no visual evidence of contamination plumes, Carroll said.

    “In this case, because we were talking about essentially ingredients that go into latex paint, we would have been able to see a kind of white plume under the river surface,” he said.

    The city earlier sent out mobile phone push alerts recommending area residents use of bottled water from 2 p.m.

    “Contaminants have not been found in the system at this time but this is out of caution due to a spill in the Delaware River,” the alerts shared with CNN said.

    The alert also provided a link to a community website for updates.

    But an updated statement Sunday afternoon the city said new hydraulic modeling and sampling results showed “there is no need to buy water at this time.”

    “This updated time is based on the time it will take river water that entered the Baxter intakes early Sunday morning to move through treatment and water mains before reaching customers,” the statement reads. “The water that is currently available to customers was treated before the spill reached Philadelphia and remains safe to drink and use for bathing, cooking and washing.”

    A ShopRite store in South Philadelphia said it was selling out of bottled water before 2 p.m. Sunday after the alerts were sent out.

    When the store is able to restock shelves, it plans to limit cases of bottled water to three per customer, a store worker told CNN.

    Carroll said in a statement issued earlier on Sunday that the contamination occurred Friday and involved a latex product that spilled along a Delaware River tributary in Bristol Township, Bucks County.

    “As has been reported, on Friday night a chemical spill occurred in Bristol Township, Bucks County which released contaminants into the Delaware River,” Carroll said. “The Philadelphia Water Department (PWD) became aware of this through the Delaware Valley Early Warning System (EWS) and has been evaluating the situation since that time to understand potential impacts to the public. Although early indications have not revealed contamination, we are still monitoring the situation and conducting testing.”

    Trinseo PLC, which owns the facility where the spill occurred, said in a statement on its website Sunday it “appears to be the result of equipment failure.”

    The latex product chemical spill happened on Friday evening at a facility in Bristol, Pennsylvania, which manufactures acrylic resins, according to the statement.

    The company estimated 8,100 gallons of solution – which is half water and half latex polymer – was spilled.

    “The latex emulsion is a white liquid that is used in various consumer goods. Its pigmentation makes the water-soluble material visible in surface water,” the statement reads.

    The Pennsylvania Department of Environmental Protection said an “unknown amount” of the spilled product had entered the Delaware River. Water sampling is ongoing and contaminants have not been detected at drinking water intakes, the department said in a Sunday statement.

    Fish and wildlife are said to have not been affected, according to the statement.

    “Since the first hours after the incident, the Department of Environmental Protection has been at the facility where the spill originated and will be staying until there is no longer a threat to those impacted in Bucks and Philadelphia counties,” the department’s acting secretary Rich Negrin said in the statement. “We are working closely with our partners to monitor the spread of the contaminants and we will hold the responsible party accountable.”

    On its website, the Philadelphia Water Department said it provides water to more than “2 million people in Philadelphia, Montgomery, Delaware, and Bucks counties.”

    A train reportedly carrying hazardous materials has derailed in Mohave County, Arizona, near the state’s border with California, a sheriff’s office spokesperson confirmed Wednesday night.

    No spills have been reported at this time, though there are washes running through the area from recent storms, according to Anita Mortensen, a spokesperson for the Mojave County Sheriff’s Office.

    The derailment occurred near milepost 9 of Interstate 40, she said, which is a rural, non-residential area, The highway exit is home to a handful of truck stops and is about 20 miles north of Lake Havasu City.

    It is unclear how many train cars left the tracks, Mortensen said.

    The derailment comes a week after another train careened off the tracks in rural West Virginia, injuring three crew members and spilling diesel fuel into a nearby river, and over a month after a fiery derailment in East Palestine, Ohio, released potentially hazardous chemicals into the air, soil and water and required extensive cleanup efforts.

    The National Transportation Safety Board and BNSF, a freight railway network, have been notified of the derailment and are responding to investigate, Mortensen said.

    CNN has sought comment from the National Transportation Safety Board and BNSF.

    A Norfolk Southern freight train derailed in the Springfield, Ohio, area Saturday afternoon, prompting a shelter-in-place order for nearby residents – just one month after the company’s toxic train wreck on the other side of the state in East Palestine.

    No injuries were reported Saturday and there was no hazmat situation at the crash site in Clark County, an Ohio State Highway Patrol spokesperson told CNN. The derailment happened around 5 p.m. ET and the road was closed on State Route 41, the spokesperson added.

    Twenty cars of the 212-car Norfolk Southern train derailed while headed south in the Springfield area, Norfolk Southern spokesperson Connor Spielmaker told CNN.

    “No hazardous materials are involved and there have been no reported injuries,” Spielmaker said. “Our teams are enroute to the site to begin cleanup operations.”

    The company is working to find out what the train was transporting, Spielmaker added, confirming it was not a passenger train.

    The Clark County Emergency Management Agency asked residents Saturday who were within 1,000 feet of the train derailment “to shelter-in-place out of an abundance of caution.”

    “We ask that all residents in need of travel to Ohio 41 find alternate routes. Local and state officials are on scene, including the Springfield Fire Rescue Division and the Springfield Police Department,” the agency said in a Facebook update.

    Clark County officials also said they were aware of power outages in the area due to downed power lines.

    US Transportation Secretary Pete Buttigieg said he has been briefed on the derailment and is sending Federal Railroad Administration officials to the scene.

    “I have been briefed by FRA leadership and spoke with Gov. DeWine to offer our support after the derailment today in Clark County, Ohio. No hazardous material release has been reported, but we will continue to monitor closely and FRA personnel are en route,” Buttigieg said in a tweet on Saturday.

    The derailment comes as crews were still working to clear the toxic wreck of another Norfolk Southern train that derailed on February 3 while carrying hazardous materials more than 200 miles away in East Palestine, Ohio.

    The East Palestine derailment fueled outcry among residents who have complained of symptoms, including headaches and coughing after the fiery crash. The train was hauling dangerous chemical vinyl chloride – which was released and burned to prevent a potentially deadly explosion – and other chemicals that are feared to have leaked into the surrounding ecosystem.

    Norfolk Southern has promised to fully clean up the wreck and vowed to invest in East Palestine.

    The derailment has put rail safety under the spotlight and raised questions about regulations surrounding the transport of hazardous materials. Data from the Federal Railroad Administration Office of Safety Analysis shows there have been at least 1,000 derailments in the United States each year during the past decade.

    The nation’s major freight railroads have long desired to have only one crew member, a lone engineer, in the cab of their locomotives. And that desire hasn’t changed despite the derailment of a Norfolk Southern train on February 3 that released toxic chemicals into the air, water and soil of East Palestine, Ohio, that is still being cleaned up.

    But that accident very well may have ended the railroad’s chances of getting that one-person crew goal.

    The rail safety legislation, introduced in Congress Wednesday with bipartisan support, would include a prohibition on single-person crews. There is no such existing law or federal regulation requiring both an engineer and a conductor to be on a train. Instead, it is only labor deals with the Brotherhood of Locomotive Engineers and the transportation division of the Sheet Metal, Air, Rail, Transportation union (SMART-TD), which represents the conductors, that require at least one member of each union in the locomotive’s cab.

    The Association of American Railroads confirmed that its position in favor of one-person crews has not changed. It believes it will be more efficient, and just as safe, to have engineers responding to problems with trains by driving along tracks in trucks rather than riding in the cab of the locomotive.

    “The position on crew size has not changed. Railroads have been clear that they support fact-driven policies that address the cause of this accident and enhance safety,” said an AAR statement. “As we continue to review this bill, it is clear it includes many of the same wish list items AAR and others have clearly said would not prevent a similar accident in the future, such as the… arbitrary crew size rule. Railroads look forward to working with all stakeholders to meaningfully advance real solutions.”

    Union Pacific said the opposition to a two-person crew mandate does not mean the railroads don’t care about safety.

    “No data shows a two-person crew confined to a cab is safer, and train crew size should continue to be determined through collective bargaining,” a statement from UP. “Proposed legislation limits our ability to compete in a business landscape where technology is rapidly changing the transportation industry.”

    CSX also said it believes the decision on crew size should be decided in collective bargaining, not through legislation, but said it is not currently pursuing a change in crew size. Negotiations between the railroads and unions is not due to start again until 2024, and the railroads historically have negotiated deals that apply across the industry. The other two major freight railroads – Norfolk Southern and Burlington Northern Santa Fe – did not responded to questions about the legislation. But the AAR is the trade group that lobbies on their behalf.

    The AAR’s statement did not address the question as to whether that rule is now more likely to pass. But Jeremy Ferguson, president of SMART-TD, said this accident has completely changed the chances of getting the two-person crew requirement written into US law.

    “Absolutely,” he said when asked in an interview with CNN Business if he thinks the provision will now pass. “When an incident like this happens, it brings all the issues to light, how unsafe the rail industry truly is. I didn’t think we had any chance before this. The railroads and AAR do a very good job of lobbying in DC. So generally it’s difficult to get people to vote for something like this rule. But sometimes it takes a disaster to drive home the point. Any time you turn the TV on, there’s still an issue. It’s not going away.”

    The senators, both Democrat and Republican, sponsoring the rail safety bill say they’re hopeful there is now bipartisan support to change the law.

    “Rail lobbyists have fought for years to protect their profits at the expense of communities like East Palestine,” said Sen. Sherrod Brown, the Ohio Democrat. “These commonsense bipartisan safety measures will finally hold big railroad companies accountable, make our railroads and the towns along them safer, and prevent future tragedies, so no community has to suffer like East Palestine again.”

    “Through this legislation, Congress has a real opportunity to ensure that what happened in East Palestine will never happen again,” said Sen. J.D. Vance, the Ohio Republican who is a co-sponsor. “We owe every American the peace of mind that their community is protected from a catastrophe of this kind.”

    If the law is changed due to the East Palestine derailment, it won’t be the first disaster that changed rules and laws governing trains. In 2013, a runaway Canadian freight train carrying tanker cars of oil crashed in Lac-Mégantic, Quebec, causing a massive fire that killed 47 people and destroyed 40 buildings in the town. Canada responded by changing its law to require two person crews on trains carrying hazardous materials.

    But calls to change the law in the United States because of that accident fell on deaf ears.

    The fact that there were three employees on the train that derailed in East Palestine — an engineer, a conductor and a trainee — did not prevent this accident from happening.

    The National Transportation Safety Board’s initial finding on the disaster was that a fire originally started when a rail car carrying plastic pellets was heated by a hot axle.

    After the fire started, the train passed three trackside detectors meant to determine if there is a problem causing overheating. But the first two did not signal a problem, even as the fire raised the temperature more than 100 degrees. The detectors are designed not to alert the crew until there is a 200-degree rise in the temperature detected. Finally the third detector registered a rise in temperature of more than 250 degrees, triggering an alarm in the locomotive’s cab.

    The NTSB said the engineer responded immediately to the alarm by applying the brakes in an attempt to stop the train, but the wheel bearing on the car that was on fire failed before he could bring the train to a halt, causing the derailment.

    Ferguson said that while the crew could not prevent this derailment from happening, there are an uncounted number of times that they detect a problem and prevent a derailment. He said not having the conductor on the train would miss many of those problems and cause many more derailments.

    “When a detector goes off, you stop the train and the conductor can walk back and check if there is an overheating axle and make an immediate decision,” Ferguson said. An engineer is not allowed to get out of the locomotive, even if it’s stopped. Only the conductor can check to see if what the problems is that triggered an alarm.

    But if the conductor is driving around in a truck, rather than riding in the cab of the locomotive, it could be an hour or more before the conductor gets there, and the axle might have cooled down. At that point, the conductor might have to send the train back on its way, according to Ferguson, even though the original problem tripping the heat detector — a faulty axle or bearing — is still a problem that could quickly cause a derailment.

    “So having a guy wandering around in the truck may cause a derailment,” said Ferguson.

    Beyond the problems of this kind, having a second person in the cab can just offer greater attention to detail during long train rides.

    “You’ve got two sets of ears and two set of eyes. It always helps,” Ferguson said.

    And it also helps in case of a medical emergency. In January, a CSX engineer suffered a heart attack while bringing a freight train into Savannah, Georgia, according to the engineers’ union. The conductor was able to recognize he was in distress, give him an aspirin and to call ahead to have an ambulance waiting for him in the rail yard.

    The engineer needed emergency bypass surgery, but survived the heart attack.

    “This happens more often than people realize,” Ferguson said. “It’s not necessarily always a heart attack. But having two people up there always pays dividend for the crew members themselves.”

    CSX confirmed the incident with one of its engineer having a heart attack occurred in January.

    “We commend the heroic actions of all CSX employees who render aid during any medical emergency,” said CSX’s statement.

    The fact that the current labor contracts require two crew members is little comfort to the engineers and conductors unions.

    They point out that under the Railway Labor Act, they can have a contract that is opposed by some or all of the rail unions imposed upon them by Congress, as happened this past December. While this current contract did keep the provision for two-person crews in place, that’s not necessarily going to be the case in all future contracts, even if the unions continue to make the issue a priority.

    Congress generally enacts what is recommended by a panel appointed by the president to propose a deal that hopefully both labor and management can accept. But it might have one or two provisions which are deal breakers for the unions, such as allowing single-person crews.

    “Given the wrong president, we could lose this in a hurry,” said Ferguson.

    The Federal Railroad Administration is also considering a rule that would require two-person crews. But Ferguson said getting the requirement written into law would be better than a simple regulation. An FRA regulation could be easier to change in a new administration than it would be to get a change in the law.
