  • ‘South Hill Rapist’ released to halfway house in Federal Way

    [ad_1]

Kevin Coe, the man known as the “South Hill Rapist,” was released from McNeil Island Thursday.

Experts said it’s unlikely he will re-offend due to health issues, saying that they don’t have enough evidence to keep him on McNeil Island.

    South Hill rapist Kevin Coe

    The backstory:

Coe has been behind bars since the early 80’s. It’s believed he raped up to 32 women in Spokane area.

But, he ultimately only served time for one case after the state supreme court overturned several other convictions, saying the victims had been hypnotized by the police.

The mayor of Federal Way confirmed that the halfway house will be located in the city.

    What they’re saying:

Neighbors say they were surprised when they learned that he was going to be sent to King County.

“We are very concerned about that,” said Bernard Gavino, a resident of Federal Way.

Gavino lives in the same neighborhood as the halfway house.

“There is no knowledge about anyone coming into our neighborhood that has a record like this, so we are concerned,” he said.

FOX 13 crews knocked on the door Thursday night. Nobody answered, though people were inside.

In Federal Way, many neighbors spoke off camera for privacy reasons, calling the release there “disturbing” and “not right.”

“Very concerned because we have a lot of kids in the neighborhood, and we want them to be safe as much as possible,” said Gavino.

This was the statement sent out by the office of Federal Way Mayor Jim Ferrell:

“We do not have any say in the release of Kevin Coe, and we understand the sensitivity surrounding this matter. We acknowledge the community concerns regarding his potential placement in Federal Way. Mr. Coe is in his mid-70s and confined to a wheelchair. While this does not eliminate the possibility of re-offense, we are confident that his presence in Federal Way does not pose a significant public safety risk to our residents.

“Our ability to notify the community is governed by state laws, and we will provide updates if and when we are legally permitted to do so.”

  • Which Cities Consume The Most Marijuana

Which Cities Consume The Most Marijuana

    [ad_1]

It’s popular – but where is it the most and least consumed – here are the cities and how they rank with marijuana

Recreational weed is in legal in 24 states, DC and some territories. Over 50% of their country has access to gummies, vapes and special chocolates without breaking the law. Thirty-eight states have medical marijuana, which the American Medical Association, and the federal departments of Health and Human Services and the Food and Drug Administration have stated science is clearl it has medical benefits. So which cities consume the most marijuana, making use of this voter privilege? California remains the Golden State for consumers, with 94 cities scoring in the top half of the ranking, six which finished in the top 10.

RELATED: The Most Popular Marijuana Flavors

The company LawnStarter decided to find out which city consumes the most. The study compared nearly 300 of the biggest U.S. cities (where recreational marijuana use is legal) based on 6 categories. They considered legality, access to dispensaries, weed delivery services, and more among 17 total metrics. It is no surprise then the OG of the movment and ranking number one is Los Angeles.  It has a nearly 29-point lead over San Francisco. the creativity community is big on the healthier marijuana over alcohol. It doesn’t even rank in the top 10 drinking metros.

The original hippie and free love Mecca of San Francisco rates number two. Las Vegas, also known as Sin City for the gambling, drinking, over the top shows and more is number three.  Vegas is home to one of the largest dispensaries in the country and soon will have Cannabition, a major elevated immersive experience. With Colorado being one of the first to go fully legal, it is no surprise its biggest city Denver is next.  While common sense says New York should be number one, the chaos the state’s rollout has cost the state millions in revenue.  Currently legal dispensaries in the state are close to 100 while illicit ones are over 2,000.

    The next 5 are

    • San Diego, CA
    • Portland, OR
    • Sacramento, CA
    • Oakland, CA
    • Santa Ana, CA

Connecticut, Illinois, and Washington are still playing catch up.  Only Chicago (38) and Seattle (No. 106) can in the top part of the ranking.  Weird laws and high taxes are big blocks.

At the bottom of the list are cities which, despite it being legal – they just don’t have the infrastructure.  Which is too bad as it means states governments are losing hefty tax income.  Here are bottom 10 cities on the list.

    • Federal Way, WA
    • Trenton, NJ
    • Cicero, IL
    • Kent, WA
    • Elgin, IL
    • Clifton, NJ
    • Bloomington, IL8
    • Elizabeth, NJ
    • Springfield, IL
    • Rockford, IL

What is interesting, Wisconsin has 7 of the top 10 cities for drinking.

  • 3 Federal Way shootings in 24 hours: 2-year-old dies, teen shot

3 Federal Way shootings in 24 hours: 2-year-old dies, teen shot

    [ad_1]

There is concern over safety in Federal Way following three separate shootings spanning 24 hours. One of those shootings was deadly and claimed the life of a 2-year-old.

The most recent shooting occurred Friday morning around 9:10. Police were dispatched to the Bayview Apartments on First Avenue South in Federal Way for reports of a gunshot victim. According to investigators, a suspect fired into the apartment, leaving a 17-year-old girl with a gunshot wound to the leg.

FOX 13 has learned the teen was inside the apartment when the gunshots rang out. Police said this was not a random shooting and that the apartment was targeted.

The suspect was seen leaving the area in a blue Hyundai Elantra. Police described him as a man approximately 17-21 years old.

“It’s just a mess,” said one neighbor who asked not to be identified. “First that baby being shot and now this.”

The neighbor is referring to Thursday’s shooting that claimed the life of a toddler.

Police said the child’s father and another person exchanged gunfire in the parking lot of an IHOP before a bullet struck the 2-year-old.

The city of Federal Way said that the child died at Harborview Medical Center Thursday night after arriving in critical condition.

The Federal Way Criminal Investigation Section is conducting the investigation and as of Friday, no suspects have been arrested. However, police did release more information about the shooter involved.

    According to detectives:

    • The suspect is described as an unknown race male who was seen wearing a dark-colored hooded sweatshirt and dark-colored jacket at the time of the incident.
    • Witnesses said the suspect was seen leaving the parking lot in a silver or light-colored Hyundai sedan.
    • Investigators believe the suspect fired at the father of the 2-year-old and the father returned fire in self-defense. Police say this was a targeted shooting.

In response to the shooting, Federal Way mayor Jim Farrell said:

“This is a horrific crime and we will move heaven and earth to find who is responsible. I trust our hardworking and professional police department will track down this culprit and hold them accountable.”

The third shooting police are investigating is one that occurred an hour and a half after the IHOP incident. It was at a convenience store where outside a man raised a gun and fired it at a group of individuals. One person was hit in the arm.

In all three cases, there have been no suspects arrested.

Late Friday, Federal Way Police Chief Andy Hwang released a statement to FOX 13 about the shootings:

“In the past two days, our community has experienced three shootings that have resulted in a homicide of a two-year-old and injury to two individuals.

As with many in our community, I am concerned about what has transpired, and as a police agency, we are committed to investigating these incidents to ensure justice for the victims and to prevent further violence to our Federal Way community.

I am extremely proud of our officers and detectives who are working tirelessly to bring positive resolution to these cases, particularly the homicide involving the two-year-old.

We hope the investigations will head in a positive direction and look forward to sharing good news about the progress of the investigations in the upcoming weeks.”

Anyone with information on these shootings is urged to call Federal Way Police at 253-835-2121. Tips can also be submitted anonymously through the Crime Stoppers website.

  • Massive brawl at Federal Way apartment complex caught on camera, residents hope frequent fighting ends

Massive brawl at Federal Way apartment complex caught on camera, residents hope frequent fighting ends

    [ad_1]

Federal Way Police are investigating after a massive brawl broke out in an apartment parking lot sometime this month. The fight was caught on camera.

The incident happened at the Park 16 Apartments on 16th Ave. S. In the video capturing the incident, you can see several weapons being used, and at least one person is hurt.

Residents say there have been several fights over the last several weeks. However, they say the recently captured cell phone video shows one of the more disturbing attacks.

They hope that police or apartment managers can do something to put a stop to the fights, so more people aren’t seriously hurt.

“The video is definitely crazy,” said a resident who didn’t want his identity revealed for privacy reasons.

The video is shocking to see and has gotten the attention of Federal Way Police. The department told FOX 13 that they have looked into the altercation, and the video, which shows an explosive fight.

“I didn’t see all of that happening,” said the resident.  “I came and saw the aftermath.  I saw all the police. I didn’t see all of that happening. That’s crazy.”

Looking at the video, the fight appears to start between two people, punching and kicking. One young man is seen holding something shiny in his hand.

Others jump in, while a man in a white shirt and another person reach into a car, one pulling out a black baton, or stick, while the other grabs a small bat.  They both eventually start swinging.

The fight then escalates and more than 20 can be seen running into the fray.

At least four batons or bat-like weapons can be seen in the hands of people swinging them at others in the crowd.  At one point, the man in the white shirt wrestles with a group to hang onto his bat, while another man with a different bat is disarmed by someone, who then starts swinging it himself.

Residents say police detained several people following the fight.

“Everybody was just by the bushes, in shock,” said the resident. “Handcuffs over there. There was a bunch of people.”

    Federal Way Police responded to questions about the video by saying;

“Officers responded to a fight at the Park 16 Apartments and found one of the subjects involved in the fight sustained non-life threatening stab wounds. The stabbing suspect was identified by patrol officers and the case was referred to FWPD detectives for filing of charges. FWPD is working with apartment management in order to prevent any more of these conflicts.”

“I’m usually on the inside,” said the resident.

He says he tries to steer clear of what’s happening outside.

“The police are over here a lot,” he said.

FOX 13 reached out to the Park 16 Apartment office for comment. We are waiting to hear back.
