The incident happened Nov. 14 at a store on Fremont Boulevard.
FPD said a suspect stuffed several merchandise items into a backpack then tried to leave the store without paying.
After being stopped by a store employee, the suspect made for the exit while leaving the backpack behind.
“Employees recovered the merchandise, but the subject returned later and broke three of the store windows,” said Fremont PD.
The total value of the property damage was not detailed. There were no reports of any injuries.
Fremont police said the suspect fled the area on a bicycle before officers arrived.
A description of the suspect was not provided.
