Repeat offender receives ten new charges after routine traffic stop

(FOX40.COM) — Following a routine traffic stop, a 31-year-old man was arrested for multiple drug offenses on Tuesday, according to the Nevada County Sheriff’s office.

On Sweetland Road in North San Juan, two deputies observed a vehicle being driven with an inoperable left brake light and no license plate. Authorities said that after the deputies initiated a traffic stop, the man was identified as Terry Lorraine Harkins. NCSO said he did not have a valid driver’s license, proof of insurance or registration for the vehicle.

A third deputy arrived with K9 Riggs to assist during the contact, NCSO said. K9 Riggs walked the vehicle and immediately alerted his deputy handler of suspected narcotics. A search of the vehicle was performed, and deputies uncovered individually packaged substances, suspected to be methamphetamine, among other individually packaged narcotics, officials said.

According to authorities, deputies also located a pistol, which was not registered to Harkins, along with a high-capacity magazine loaded with 31 rounds of live ammunition.

Harkins was arrested and booked into Wayne Brown Correctional Facility on the following charges:

  • Ex-felon in possession of a firearm
  • Possession of a controlled substance while armed
  • Possession of a hard drug with two priors
  • Possession of a controlled substance
  • Possession of a narcotics-controlled substance
  • Carrying a loaded firearm in public or a vehicle
  • Carrying a concealed firearm in a vehicle
  • Operating a vehicle without a driver’s license
  • Possession of unlawful paraphernalia
  • Possession of a large-capacity magazine
