Portland officers won't face charges after in-custody death, victim's sister says it 'doesn't excuse their actions'

The Multnomah County District Attorney has ruled that the officers involved in the death of Damon Lamarr Johnson will not face criminal charges, as he died from prone restraint, cardiac arrest with a contributing cause of acute methamphetamine intoxication.
