After the House passed a bill on Wednesday to avert a nationwide rail strike analysts feared could cripple the U.S. economy and devastate supply chains, the chamber was asked to vote on another bill giving rail workers seven days of paid sick leave per year, covered under the agreement.
Most rail workers don’t receive any paid sick time. This fact has been a major sticking point in the negotiations between unions and rail companies in recent months. Instead, rail workers have short-term disability benefits that staff can call after as little as four days and can use to replace some of their income for a year or more, as well as vacation and personal leave days.
Unions had asked for 15 paid sick days initially, but settled for one personal day. Under the current tentative deal between rail companies and unions, there are no paid short-term sick days.
This is why House Speaker Nancy Pelosi added a second vote to mandate seven days of sick leave per year for rail workers on Wednesday.
The bill passed the house with a narrow margin, 221-207, with all Democrats in favor and three Republicans—Don Bacon (NE), Brian Fitzpatrick (PA) and John Katko (NY)—breaking the ranks of the GOP to support the measure. While many Republicans supported the bill to avert the strike, most were reluctant to vote in favor of the sick leave bill and intervene to change the tentative deal agreed in September.
