Former El Dorado Hills district official indicted on conflict of interest, perjury

(FOX40.COM) — A former El Dorado Hills district official was indicted on several felony and misdemeanor charges, including some related to having a conflict of interest while making a government decision.

According to the DA’s office, former General Manager Kevin Loewen was indicted on two felony perjury counts, one felony count of participating in a government contract while having a financial interest, and three misdemeanor counts of participating in a government decision while having a conflict of interest.

The DA’s office did not go into much detail about the charges, but the grand jury indictment comes more than a year and a half after the release of a third-party report commissioned by the El Dorado Hills Community Services District. The third party found that a conflict of interest existed between Loewen’s business relationship with a consulting firm and his role with the district.

The report, put together by the Van Dermyden Makus Law Corporation, also alleged that the conflict of interest influenced at least one business decision for the district and that Loewen attempted to hide the payments from the consulting firm on government filings by attributing them to a company he owned.

Loewen resigned from his role with the district in December 2023, roughly two weeks after his third interview with the independent investigator.

The DA’s office said a warrant has been issued for Loewen’s arrest.
