PORTLAND, Ore. (KOIN) — With empty downtown storefronts and challenging times for business owners, Portland City Councilor Dan Ryan is zeroing in on the reasons small businesses leave the city and what it will take for them to stay.
Councilor Ryan represents District 2, covering both North and Northeast Portland.
He returned to Eye on Northwest Politics to take a deeper dive into his plan to revitalize downtown.
