Bill to ban ICE agents from joining Maryland State Police introduced by delegate from Prince George’s Co.

Del. Adrian Boafo, a Democrat from Bowie, introduced the bill to ban any ICE agent sworn in since the start of President Trump’s second term from working for MSP.

ANNAPOLIS, Md. — A proposed Maryland State House bill could prevent some ICE agents from embedding with state troopers, depending on when they were recruited. 

The ICE Breaker Act of 2026 was proposed by Del. Adrian Boafo (D-Prince George’s County) on Friday. The bill looks to ban any U.S. Immigration and Customs Enforcement agent sworn in since the beginning of President Donald Trump’s presidency from working with state law enforcement agencies, including the Maryland State Police. 

“ICE saw an increase in applicants after Jan. 20, 2025, which means they heard the rhetoric from the president during the campaign trail, they heard what he said he was going to during the inauguration,” Boafo told WUSA9. “They saw the early ICE raids … They saw all of that, and they decided, I want to sign up — It’s not something we’re going to allow to happen here in Maryland.” 

Boafo proposed the bill one day after an ICE officer shot and killed a woman in Minneapolis. On Wednesday, an ICE officer identified as Jonathan Ross shot Renee Nicole Good, a 37-year-old U.S. citizen, while she was inside her car. The agency claimed that Good was driving at the officers, but eyewitnesses, as well as Minnesota Gov. Tim Walz and Minneapolis Mayor Jacob Frey, have disputed this narrative, saying that Good may have been trying to drive away.  

A similar incident happened in Maryland last month.

ICE agents also shot at a man in Glen Burnie on Christmas Eve. One man, identified as Tiago Alexandre Sousa-Martins, allegedly tried to drive away from officers, and agents also claimed he tried to run them over. When they shot at him, he crashed, injuring another man. Conflicting reports indicate that this man was a passenger of Sousa-Martins’ but may have already been in ICE custody. The passenger was identified as Solomon Antonio Serrano-Esquivel.

“What we just saw in Minnesota it’s just a clear example that ICE is just here to separate families and wreak havoc on communities,” Boafo claimed. 

ICE has pushed back against such characterizations, with the organization telling WUSA9’s sister-station WJZ, that “anti-ICE rhetoric” has led to violence. 

“The news media, activists and violent agitators continue to fuel a more than 1,150% increase in assaults against ICE officers,” ICE claimed. “Our brave officers are risking their lives every day to keep American communities safe by arresting and removing illegal aliens from our streets.” 

The U.S. Department of Homeland Security says it has hired more than 12,000 ICE officers and agents in less than a year, and more than 220,000 applications were received
