Ukraine live briefing: $1B in additional aid pledged at Paris conference; U.S. to discuss Whelan with Russia

PARIS — Dozens of countries pledged more than $1 billion in additional aid to Ukraine at a conference in Paris on Tuesday, offering short-term support for Ukraine’s energy network and other civilian infrastructure, as the country faces a difficult winter.

The conference, which brought together representatives from 24 international organizations and 46 countries, came amid sustained Russian attacks on Ukrainian infrastructure that have strained the country’s power grid as it heads into winter.

Meanwhile, U.S. officials are set to engage with Russia this week on efforts to free Paul Whelan, an American corporate security executive who has been held in Russia for four years and is imprisoned on charges of espionage. The United States tried but failed to secure his release along with that of Brittney Griner, the WNBA star who returned home last week in exchange for Russian arms dealer Viktor Bout.

But on her walk home, the 69-year-old stepped on an explosive that was left behind.
