The Fine Print

• Upon successfully completing an Eligible Transaction, each Eligible Participant can receive 20% cash back or up to 500 to 1600 PayPal Rewards Points (“Points”) which can be redeemed for up to $5 to $16 cash (the “Reward”) or other options.
• The number of Points earned per Eligible Transaction is dependent on each merchant’s total available cash back reward amount.
• Combined Max of 80K rewards (worth up to 4,500 points/$45.00).

Don’t really understand the terms, is it limited to 1,600 per transaction or 4,500 points?
