Man to spend life in prison for killing 21-year-old, wounding 2 women in Silver Spring parking garage shooting

SILVER SPRING, Md. — A man will spend life in prison without the possibility of parole after he shot and killed a 21-year-old Silver Spring man and wounded two other women in a parking garage in 2023

According to the Circuit Court for Montgomery County, 33-year-old Ramone Ramsay was convicted of killing Kymani Bailey and wounding two others on Jan. 15. 

The shooting happened on July 8, 2023. Officials say Ramsay was inside a parking garage near Thayer and Silver Spring Avenues after being kicked out of a nightclub nearby. A short time later, Bailey and two women walked into the parking garage, where Ramsay began shooting, unprovoked. 

Bailey was killed in the shooting by a man he did not know and had never spoken to.  

Homicide detectives reviewed surveillance video inside Public Parking Garage 3 and identified Ramsay from the images. During the investigation, police learned Ramsay was a convicted felon who had received “compassionate release” in 2020 due to the pandemic.

A judge sentenced Ramsay to life in prison without the possibility of parole, plus an additional consecutive life sentence and 20 years in prison.

“Kymani Bailey was killed while performing the gentlemanly act of walking two young women to their car in a parking garage,” said State’s Attorney John McCarthy. “The defendant made the decision to randomly commit a deadly act of violence against innocent victims, and the result was tragic. We thank the judge for appropriately issuing the maximum penalty available in the state of Maryland.”
