1. OLCC Cannabis Rules – Public Hearing Oct. 21

The OLCC has proposed a sweeping set of cannabis rule changes to implement SB 558 (CIAO’s business modernization bill) and other 2025 legislation. The updates expand trade sampling, allow producer-to-producer sales, improve flexibility for event participation, and streamline operations — but also add new requirements like notarized property-owner consent for licensees.

2. OLCC Hemp Rules – Public Hearing Oct. 21

OLCC has also opened public comment on proposed Hemp Product Registry rules, designed to align Oregon’s hemp framework with federal definitions while creating new compliance pathways for hemp-based cannabinoid products. These changes could impact testing, labeling, and the sale of hemp-derived products across both hemp and marijuana license types.
