Kroger Co. — which owns Fry’s Food Stores in Arizona — has filed a request in federal court to halt a proceeding sought by the Federal Trade Commission opposing Kroger’s planned $24.6 billion acquisition of Albertsons Cos. Inc., the owner of Arizona Safeway stores.
