Ebony Alert for missing 12-year-old girl deactivated

SACRAMENTO, Calif. — Thursday update: Tiana Carter was found Thursday night, according to the California Highway Patrol. No other information is known at this time. 

Original story: The California Highway Patrol has issued an Ebony Alert for a 12-year-old girl who may be on the way to Sacramento.

According to the California Highway Patrol, 12-year-old Tiana Carter was last seen around 3:30 a.m. Tuesday in Ventura.

She is believed to be traveling to the Sacramento area in an unknown vehicle.

She was last seen in a black and orange shirt, and she was wearing glasses. She is around 5 feet 8 inches tall and weighs around 187 pounds.

Call 911 if you see Carter.

The California Statewide Ebony Alert Program was introduced through Senate Bill 673 and became law in January 2024.

It’s a resource for lagencies investigating the suspicious or unexplained disappearance of a Black woman or Black person.

Certain criteria must be me, including:

• The missing person is between 12 to 25 years of age.
• The missing person suffers from a mental or physical disability. 
• The person is missing under circumstances that indicate any of the following: (A) The missing person’s physical safety may be endangered or (B) The missing person may be subject to trafficking.
• The law enforcement agency determines that the person has gone missing under unexplained or suspicious circumstances.
• The law enforcement agency believes that the person is in danger because of age, health, mental or physical disability, or environment or weather conditions, that the person is in the company of a potentially dangerous person, or that there are other factors indicating that the person may be in peril.
• The investigating law enforcement agency has utilized available local resources.
• There is information available that, if disseminated to the public, could assist in the safe recovery of the missing person.
