The U.N. Security Council will reconvene Thursday after a vote on a war-related resolution was delayed three times because of opposition from the United States. World powers are trying to hone the resolution’s language so that Washington won’t veto it. Northern Gaza has no fully functional hospitals left, the World Health Organization said. The Gaza Health Ministry warned that hundreds of wounded people could die because of the lack of medical services.
